Uyghur Language Textbooks: Competing Images of a Multi-Ethnic China

Abstract:This article presents, translates, and analyses six Uyghur language textbooks that have been published in Ürümqi during the People’s Republic of China’s Reform Era (1978–present). It will demonstrate that the representations of Uyghurs in these textbooks are not uniform; nor do they follow an “evolutionary” path. Rather, this article will show that the changes in the representations of Uyghurs exhibit a cycle of loosening (Ch. fang) and tightening (Ch. shou) in the Chinese Communist Party’s (CCP) policy vis-à-vis the Uyghurs, and, more broadly, tensions in the CCP’s imagining of China’s “dualistic yet unified” (Ch. duoyuan yiti) multi-ethnic composition. Furthermore, using Michael Apple’s (1992; 1996) concept of “official knowledge”, the article will argue that language textbooks in China should not be viewed merely as reflections of CCP political action but rather as apparatuses in which knowledge is constructed.

Publishing in and about English: Challenges and Opportunities of Chinese Multilingual Scholars’ Language Practices in Academic Publishing

Abstract:This paper reports on a qualitative inquiry into Chinese multilingual scholars’ language practices in academic publishing as the Chinese government develops higher education competitiveness and expands multilingual foreign language education. Fifteen Chinese multilingual scholars from five non-English language divisions were interviewed. Bourdieu’s linguistic market theory was adopted as the guiding framework to understand the scholars’ multilingual practices in academic publishing. The findings suggest that institutional research assessment based on key index lists functioned as a market unification mechanism that devalued the scholars’ multilingual capital. Meanwhile, the implicit language policy of publishing in and about English perpetuated and reproduced structural inequality in the international and national academic publishing marketplace. Despite this perceived disadvantaged position, the scholars generated new language practices to counteract the structural constraints. In light of these findings, policy makers should be aware of the implicit language policies in index-based research assessment exercises, and should take into consideration the specific circumstances of different language majors when developing research assessment policies. Measures are suggested to empower multilingual scholars with capacities to participate equally in knowledge construction, regardless of the languages that they work with.

Abstract:This book looks closely at Yi bilingual education practice in the southwest of China from an educationalist’s perspective and, in doing so, provides an insight toward our understanding of minority language maintenance and bilingual education implementation in China. The book provides an overview on the Yi people since 1949, their history, society, culture, customs and languages. Adopting the theory of language ecology, data was collected among different Yi groups and case studies were focused on Yi bilingual schools. By looking into the application of the Chinese government’s multilingual language and education policy over the last 30 years with its underlying language ideology and practices the book reveals the de facto language policy by analyzing the language management at school level, the linguistic landscape around the Yi community, as well as the language attitude and cultural identities held by present Yi students, teachers and parents. The book is relevant for anyone looking to more deeply understand bilingual education and language maintenance in today’s global context.

Abstract:This study analyses the evolving means of China's formal language policy on Putonghua and minority languages from 1986 to 2021. This paper identifies four stages based on the shifting focus between Putonghua and minority languages: status planning of the central government (1986-1990), balance via bilingual policy (1991-2000), strong Putonghua spread at all levels (2001-2011), and Putonghua promotion and minority language preservation (2012-2021). Through descriptive and corpus analysis of a self-constructed language policy database, for each stage, we explore the major means stated in policy documents by analysing keywords to explain policy changes with consideration of social conditions. The results show that China has continuously adjusted its formal language policy according to social changes, and that language planning in this emerging economy has been profoundly influenced by national strategy and government administration.

Abstract:English education has been promoted widely in China and has driven scholarly attention to young Chinese learners of English. However, not much has been done to address language ideologies embedded in English education oriented towards young Chinese learners from a perspective informed by the research on the global spread of English as a lingua franca (ELF). To narrow the gap, we adopt an ELF perspective to investigate textbook representations and teacher perceptions of English in relation to culture and identity in Chinese primary education. The findings demonstrate a Standard English ideology and an essentialist approach to language. We thus argue for a reconsideration of ‘English’ in primary education in order to empower young generations of English learners in China. While English is an essential language for international engagement, it is necessary to reconsider the relationship between English and China and to review the ownership of English.

Abstract:This chapter—drawing on fieldwork conducted through questionnaires, interviews, and participant observation in the form of a triangulation method—references Antonio Gramsci’s writings on language and political theory (also known as glottopolitical theory) as an optic through which to analyze bilingual education, translation, and social mobility in Xinjiang, China. By adhering to the practices and procedures governing empirical investigation, it evaluates the effects of China’s bi/multilingual language policy and discusses its implications within education. The chapter’s objectives are threefold: 1) to evaluate current forms of bilingual education in Xinjiang within the curriculum as a whole, and to assess the importance of using specific languages and translation; 2) to assess the attitudes of different ethnic groups towards current bi/multilingual education policy and its evolution in Xinjiang; and 3) to develop proposals concerning the preservation of minority culture and languages while also diffusing the benefits of Mandarin and English for career enhancement, without exacerbating the tensions that exist between unity and diversity. The research shows that an optimal education policy would take into consideration the needs of minorities. To provide equal opportunities for all, whatever their first language, is to contribute to social harmony and economic progress at both a regional and national level. It is argued that aspects of Gramsci’s glottopolitical writings on language and cultural identity reflect the guiding principles of an openness to linguistic diversity and a balanced language policy in terms of ‘plurality within unity’ in China. This chapter analyzes attitudes to bi/multilingual education, translation, and social mobility in the multi-ethnic region of Xinjiang, China. It explores empirical fieldwork conducted through questionnaires, interviews, and participant observation in the form of a triangulation method, and references Antonio Gramsci's glottopolitical writings on language and political theory to highlight the successful elements of bi/multilingual education and policy in Xinjiang and to formulate recommendations for improvements. The chapter aims to evaluate forms of bilingual education in Xinjiang within the curriculum as a whole. It assesses the importance of using the medium of specific languages and also translation in the classroom to support learning and language acquisition among the region’s various ethnic groups at primary and secondary schools and in higher education institutions. The chapter also aims to develop proposals concerning the preservation of minority culture and languages while also diffusing the benefits of Mandarin and English for career enhancement, without exacerbating the tensions that exist between unity and diversity.

Abstract:Despite the increasing popularity of Chinese and the recognition of the growing commodifying ideology of Chinese language in many contexts [Liu, Y., & Gao, X. (2020). Current Issues in Language Planning, 21(5), 512–531. https://doi.org/10.1080/14664208.2020.1741236], the ideological orientations of the Chinese diaspora community towards the Chinese language remain under-researched. This research seeks to bridge this gap by investigating the micro-level language ideologies embedded in Chinese complementary schools in the Republic of Ireland. Informed by Ruíz’s [(1984). Orientations in language planning. NABE Journal, 8(2), 15–34. https://doi.org/10.1080/08855072.1984.10668464] metaphorical representations of language, 11 Chinese complementary schools’ websites were analysed as discursive texts that signal the language policy and ideology to prospective learners and parents. The results of the analysis suggest that a move from a portrayal of Chinese as linked to student heritage identity, to the commodification of linguistic and cultural diversity, is evident. It denotes the growing commodifying ideology among the Chinese complementary schools in the Republic of Ireland. This study contributes to wider discussions of language ideology and language planning, with regards to modern language learning and heritage language maintenance.

Abstract:There have been widespread concerns over the decline of modern languages and waning interest in learning languages other than English (LOTEs) around the world, thought to be partly due to recent political events including Brexit and Trump's aggressive isolationism in the United States. By contrast, governments in Greater China have energetically renewed their investment in promoting LOTE education, driven by globalisation initiatives such as Mainland China's 'Belt and Road' initiative and Taiwan's 'New Southbound Policy'. Thus, it remains pertinent to explore the policies and practices of multilingual education expansion in this region, as the success or failure of the globalisation initiatives may have profound consequences for the prospects of multilingual and multicultural development at universities in the Greater China region and perhaps around the world. This special issue presents empirical studies in which the authors, as insiders engaged in the new wave of language policy shifts, offer diverse perspectives on issues including foreign language curricula, learners' motivational identities and teachers' professional development. We contend that to sustain the increase in multilingual education, the tensions between global English and LOTEs, between individual identity and contextual variation, and between instrumental orientation and translanguaging/transcultural values of language learning need to be addressed.

Abstract:German is offered to students as one of the leading foreign languages in Chinese universities, and German language textbooks are an important resource to influence these students’ environmental awareness. Taking transitivity as a theoretical framework, the present research was conducted to explore the transitivity features and ecological view of the environmental content in German language textbooks used in Chinese universities. The results show that transitivity patterns were significantly unbalanced in the environmental content, and an eco-beneficial view dominated to actively encourage students to protect nature. However, the political and cultural values underlying humanity’s destruction of the natural environment were not much touched upon. Corresponding suggestions are made for textbook compilers and classroom teachers. FUNDING INFORMATION. Abstract:Chinese has been the fastest growing modern foreign language in British schools and universities in the last decade, due largely to the perceived growing importance of mainland China as a global economic and political power and the substantial investment in Confucius Institutes (CIs) and Classrooms (CCs) by the Chinese government. This article focuses on how China's geopolitical strategy of promoting Chinese as a global language has been received and implemented in the UK and how different groups of learners of Chinese have been differentially affected by the implementation of the policies of the Chinese National Office for Teaching Chinese as a Foreign Language, commonly referred to as Hanban. Based on conversations with key stakeholders of the Confucius Institutes and Classrooms, including managers, teachers, and students, as well as observations in these settings, we investigate the different motivations and ideologies of the different interest groups. We also examine the cultural elements that are being taught in the CIs and CCs. A particular focus is on how ethnic Chinese learners in the CIs and CCs react to the teaching of Chinese culture. The effect of promoting Putonghua on ethnic Chinese students who speak other varieties of Chinese and how ‘foreignness’ is constructed in the CIs and CCs are specific concerns of the present study. The study contributes to the wider discussions of language ideology, language attitudes, motivations for language learning, and learner identity vis‐à‐vis modern foreign language education.

Abstract:This research studies language policy, linguistic landscape and residents' perception of language use in Guangzhou, China, exploring the extent to which they are convergent with or divergent from one another. With the triad framework encompassing spatial practice, conceived space and lived space [Trumper-Hecht, N. (2010). Linguistic landscape in mixed cities in Israel from the perspective of 'walkers'. In E. Shohamy (Eds.), Linguistic landscape in the city (pp. 235–251). Bristol: Multilingual Matters], linguistic landscape practice, language policy and residents' perception are conceptualized as three interconnected dimensions of linguistic landscape. Each dimension is examined independently before being compared with and contrasted to the other two dimensions. Results indicate that there are incessant conflicts and dissents in the city space of Guangzhou, especially in relation to the use of English, Cantonese and traditional Chinese characters. By showing the conflicts between multicultural/multilingual society reality and the 'monoglot linguistic regime' [Pan, L. (2010). Dissecting multilingual Beijing. Visual Communication, 9(1), 67–90] in the Chinese context, this study argues for the increasing importance of linguistic diversity and harmony. It also demonstrates the agency of linguistic landscape creators and the bidirectional relation in language planning between language planners and recipients.

Abstract:This study is situated against the backdrop of China's emergence as a new player in the international higher education market and its initiative to promote the Chinese language through academic programmes. We interrupt the entrenched 'Englishisation' of higher education in non-Anglophone contexts and investigate Thai international students' language ideologies and language practices in the Chinese-medium instruction (CMI) university context. The qualitative data reveals the dual functions of Chinese in Thai students' day-to-day practices—a medium of instruction and a 'default' common language for communication both in and beyond formal settings. In spite of their native speakerism, we also found incongruence between language ideologies and practices in and beyond the classroom. This study carries important implications for teaching and learning in CMI universities and beyond, as we call for attention to multilingual awareness development, 'respectability' pedagogies and translanguaging practices in international universities with a linguistically diverse student population.

Abstract:Abstract The development of English as a global language has urged the field of Teaching English to Speakers of Other Languages (TESOL) to implement some reforms in relation to textbook design and curriculum development as well as the approaches to and goals of English language teaching (ELT). From the multilingual perspective, Global Englishes (GE) and translanguaging have both challenged the traditional native-oriented goal of ELT. Based on the level of language policy planning in the multilingual Greater Bay Area of China, this paper addresses the need to incorporate GE and translanguaging into textbook design and curriculum development. Referring to Byram’s framework of cultural content in textbooks, and to the GE proposal of exposure of multilingualism/multiculturalism and respect of diverse culture and identity in ELT, the paper further reports a case study to analyse the cultural content of the textbook, Speaking Critically: Intercultural Conversation . The paper also explores university students’ attitudes towards the integration of Chinese local culture into textbooks. The paper ends by addressing some challenges associated with translating GE and translanguaging into textbook design and curriculum development, and it provides further implications of such a proposal.

Abstract:The paper investigates multilingual aesthetics in Xiaolu Guo's A Concise Chinese-English Dictionary for Lovers (2007). It argues that the novel refuses and undermines the family romance of the mother tongue by grounding its experimental form and language in Western poststructuralist theory. Yet, the text fictionalises the encounter with the other language as a love story, a fatal romance of conquest and profound metamorphosis thus revealing the complex status of English as cultural capital. As it exhibits multilingual strategies, the book also displays an elite cosmopolitism based on European literary canonical works that reinforces rather than discards monolingual ides of language and literature.
