Abstract:Industrial cluster policies have been put into practice in many countries around the world, including in Asia. Our previous studies, such as Kuchiki (2005) and Kuchiki and Tsuji (2005, 2008) postulated a hypothesis regarding the formation of industrial clusters which is referred to as the ‘Flowchart Approach’. This approach explains the formation in such a way that anchor firms establish production bases first; followed by supporting firms establishing facilities near them, which constitutes the core of the industrial cluster at the initial stage, and then in accordance with clustering, more firms agglomerate in those regions and accordingly more information related to transactions, technologies, know-how, etc. are exchanged. This process leads economic activities of industrial clusters to increase more and more, and they come to play important roles such as the economic development of regions as well as a national economy. The Flowchart Approach is thus based on the success of Industrial Parks, Special Economic Zones, or Special Export Zones in East Asia such as Taiwan, Korea and China. The Development of their electronics and automotive industries are good examples. The Flowchart Approach emphasizes factors which attract firms to particular regions, including: (1) domestic demand and natural resources such as raw materials and human resources; (2) physical infrastructure including highways, roads, airports, electricity, water supplies; (3) social infrastructure such as legal, financial and intellectual property rights systems, and the degree of deregulation; and (4) incentive schemes for investment provided by governments. The Flowchart Approach as a principle of constructing policy measures involves setting a proper target, prioritizing the policy measures, and finding actors to implement the policy measures. Abstract:Clusters and cluster policy have become a dominant paradigm in the world of both economic development theory and practice. Cluster theory suggests that firms that are part of a geographically defined cluster benefit from being part of that cluster and that these benefits result in growth in economic activity and output for the region. From here it is only a short step to argue that economic development practitioners can devise policies that can facilitate cluster development through various forms of intervention. Yet despite the large amount of writing on clusters, there is substantial vagueness and ambiguity about the concept itself as well as how clusters work to bring about economic growth and whether policies put in place to build or strengthen clusters actually achieve the desired result. In this article, the authors conduct a review of literature related to clusters to try to set forth what we know and do not know about clusters, what remains uncertain, and what the implications are for economic development practitioners.

Abstract:Prior literature suggests the coexistence of the positive and the negative externalities of agglomeration. However, with a focus on the production system side of industrial cluster, the extant studies less explore the root of the above mixed findings from the knowledge system side of clusters. Thus, this study aims to establish a coherent theoretical framework to reconcile the mixed findings on the relationship between spatial crowdedness and cluster-level patenting performance. Specifically, we expect a U-shaped relationship between spatial crowdedness and cluster-level patenting performance. From a perspective of knowledge based view, we argue that the interplay of two underlying mechanisms, i.e. knowledge spillover exploitation and knowledge safeguarding, will lead to this U-shaped relationship. We also propose the moderation effect of technological complexity on this U-shaped relationship. Using a longitudinal dataset from a sample of 171 industrial clusters in China during the period of 2011-2015, we find strong supports to our hypotheses.

Moreover, it has been increasingly acknowledged that TIME (Telekom, IT, Media and Entertainment) industries have come to be of great importance to the economy. This article sets out to examine the use of the cluster approach as an analytical tool as well as a proactive policy tool and an approach based on negotiated and collaborative efforts to manufacture and utilize 'visions' of regional development futures to good effect. Consequently, the intent is not to judge the economic performance of firms in the three case clusters but rather to demonstrate problems and prospects in regional TIME industry cluster-building.

Abstract:The intrinsic dual characters of network structure, with the change of environment, may bring lock-in risk for industrial clusters and block the adjustment of regional industrial structure. Based on the phenomenon of firms’ spanning-region strategies, in the guidance of industry transfer theories, Neo-space economics and industrial clusters theories, we suppose that firms’ spanning-region can extend the range of industrial clusters from single-region traditionally to multi-region, simultaneously fulfilling the work-dividing among industrial clusters. We point out that this process may promote the industrial clusters’ transformation and upgrading, and discuss its rationality and different patterns. At the macro-view, the more integrative region economies are, the more possible for work dividing between regions come true.

Abstract:The paper applies the ideas of new classical economies to investigate the dynamic endogenetic relationships among division of labor, transaction efficiency and evolution of industrial clusters, holding that the formation and development of industrial clusters are the same compromised process of deepening of labor division, descending of study expenses and improvement on the transaction efficiency. The network effect of division of labor will incur the expansion of economies of production roundabout, and the rush of new technologies over time. On this foundation, the paper extends and deepens the model of labor division based on Yang Xiaokai′s specialized economy to carry on the thorough analysis of the evolution mechanism for industrial clusters. The paper′s viewpoints are validated through the means of model analysis. Therefore, inside laws exist for the formation and development of the industrial clusters. At present, it is more pressured for the governments to pay attention to constructing soft environments, so as to lower the transaction expenses and advance the development of industrial clusters continuously and healthily in the ultimate.

Abstract:This study uses a survey research method. Data were collected from 178 companies in Shenzhen Hi-Tech Industrial Park, which was considered to be an intentionally formed industrial cluster. A total of 286 questionnaires were collected from Huaqiangbei Commercial Zone, which was considered to be a naturally formed industrial cluster in China. This study applies structural equation modelling with the analysis of moment structure to test the hypotheses. The findings of this study show that there is different development between intentionally and naturally formed industrial clusters. In the intentionally formed industrial cluster, the results display that global connections positively influence formal cooperation, which in turn, positively results in explorative and exploitative innovation. In this model, local connections positively influence formal cooperation, which in turn, positively leads to explorative and exploitative innovations. In contrast, in the naturally formed industrial cluster, the result shows that global connections positively influence both formal and informal cooperation, which in turn, positively result in explorative and exploitative innovations. In the model, local connections positively influence informal cooperation, which in turn, positively leads to explorative and exploitative innovations.

Abstract:This chapter discusses some of the strategies that are commonly used to build effective clusters and industrial parks. Industrial districts (clusters) offer three major advantages: better access to suppliers and markets, labour market pooling, and spillovers of technological know-how. Compared to the central government, local governments are in a better position to identify and solve the bottlenecks that affect clusters and industrial parks, mainly because of their informational advantage. The chapter first provides an overview of clusters and industrial parks before analysing the experiences of—and the lessons learned by—developing countries such as China in building them. Four strategies to increase the chances of success of a cluster and industrial park are highlighted: targeting international firms, targeting grouped businesses, incentivizing first movers, and adopting a step-by-step approach. The chapter also considers a number of reasons why clusters and industrial parks failed in countries like India, Egypt, and Senegal.

Abstract:How knowledge is created, accessed, stored and disseminated has become a major focus of study when assessing the success or failure of industrial clusters. Marshall (1890; 225) initiated this debate when he noted: 'The mysteries of the trade become no mysteries; but are as it were in the air'. In the edited collection by Wilson, Corker and Lane (2022), emphasis has been placed on the links between knowledge, knowledge flows and how innovation systems evolve and adapt. This paper builds on their work examining how tacit and codified knowledge is created and disseminated across a cluster. Bathelt et al (2004) have demonstrated how successful clusters build effective 'global pipelines' to access knowledge generated elsewhere, prompting us to think how a business history analysis can incorporate these concepts and how these processes have worked in practice. The paper analyses two English clusters and the processes involved in the formation of a common body of knowledge, a 'knowledge-cum-industrial zeitgeist' which explains the cluster's performance. Specifically, it proposes a model that links internally-generated knowledge and 'global pipelines' that clusters develop to tap into externally-generated knowledge, which through effective feedback into the 'local buzz' results in further innovation and strengthens the cluster's competitive advantage.

Abstract:Based on a hypothesis of increasing returns of scale and non-perfect competitive market,spatial economics is concerned with the power,forms,and effects of agglomeration,and explains how spatial factors work in resource allocation.China's present domestic researches on spatial economics focus on diversified agglomeration,which consists of industry agglomeration,urban cities and urban crowding as well as integrated regions.Through a study on the spatial distribution of industry agglomeration,researchers analyze the causes of agglomeration formation,especially the roles the opening-up and local protectionism(two special factors in China) play in the said formation,and then the effects the various agglomeration forms bring about.After presenting diversities of the agglomeration's effects,they acknowledge that China's regional differences are inevitable in a certain period of time.Therefore,factor floating and market integration play a decisive role in regional coordination and growth.These conclusions provide a fresh perspective for the further development of the theory concerning China's development and reform,and a new theoretical basis for the formulation of industrial policies and regional policies,while making more space for the development of spatial economics itself.Finally,it is pointed out that the domestic main research orientation in the future will be focused on the theoretic innovation of spatial economics,the development of micro-level mechanism of agglomeration,and the relationships between agglomeration and regional development.

Abstract:A number of possible advantages of industry agglomeration—or spatial clustering—have been identified in the research literature, notably those related to shared costs for infrastructure, the build-up of a skilled labour force, transaction efficiency, and knowledge spillovers leading to firm learning and innovation. We identify two shortcomings of existing research on the clustering phenomenon. First, the abundance of theoretical concepts and explanations stands in sharp contrast with the general lack of work aimed at validating these mechanisms empirically and the contradictory evidence found in recent empirical work in the field. Second, there is still a lack of a unified theoretical framework for analyzing spatial clustering. In an attempt to remedy the latter shortcoming, this paper investigates the nature of the cluster from a knowledge-creation or learning perspective. We argue for the need to establish a specific theory of the cluster where learning occupies centre stage. The basic requirements for such a theory of the cluster are discussed. Two main components of such a theory are identified: it must explain the existence of the cluster on the one hand and its internal organization on the other.

Industrial Clustering and Technological Innovation in China: New Evidence from the Ict Industry in Shenzhen

Abstract:The relationship between industrial clustering and technological innovation has been a subject of intense enquiry and heated debate. We examine the actual pattern of industrial clustering and technological innovation in China, focusing on the information and communication technology (ICT) industry. With our systematic analysis of the data gathered at the national level we found no significant relationship between spatial agglomeration and economic performance. Our questionnaire survey and personal interviews conducted in Shenzhen-China's leading special economic zone-revealed a peculiar pattern consistent with that at the national level. Although there existed frequent and intensive production linkages among firms in the Shenzhen ICT industrial cluster, the innovative performance of these firms has been rather poor. Most of the ICT manufacturing firms obtained their core technology through internal research and development (R & D) activities rather than through technology transfer or knowledge spillover. There is a lack of interest among firms to seek cooperation and communication based on knowledge, technology, or R & D activities with other firms in the same cluster. The peculiar pattern of clustering and innovation in China suggests that technological innovation may have a divergent regional trajectory more sophisticated than that which has been described in the existing theory of industrial clusters. The study closes with a plea to go beyond a relational turn in economic geography and to take more seriously the roles played by actors and agents within different bounded and grounded institutional and regional contexts.

Abstract:Increasingly, govemments and firms take clusters of related business as a starting point to formulate policies and strategies, which aim at enhancing innovation. There appear, however, to be quite some different conceptions of what clusters are, In the first part of this paper and attempt is made to clarify the cluster concept by defining the relevant dimensions of clusters. In the second part, each of these dimensions is related to possible industrial policies and firm strategies. Practical illustrations will be given from different European countries and firms. The dimensions and related policies and strategies form a menu of possibilities from which actors can choose those elements that are most relevant for their specific situation. Thus, tailor-made policies and strategies can be devised and implemented.

Abstract:Abstract Although the cluster theory literature is bountiful in economics and regional science, there is still a lack of understanding of how the geographical scales of analysis (neighbourhood, city, region) relate to one another and impact the observed phenomenon, and to which extent the clusters are industrially coherent or geographically consistent. In this paper, we cluster spatial economic activities through a multi-scalar approach making use of percolation theory. We consider both the industrial similarity and the geographical proximity between firms, through their joint probability function which is constructed as a copula. This gives rise to an emergent nested hierarchy of geoindustrial clusters, which enables us to analyse the relationships between the different scales, and specific industrial sectors. Using longitudinal business microdata from the Office for National Statistics, we look at the evolution of clusters which spans from very local groups of businesses to the metropolitan level, in 2007 and in 2014, so that the changes stemming from the financial crisis can be observed.

Abstract:Cases of industrial agglomeration or “clusters” arise in the presence of industry-specific and local externalities, also called Marshallian externalities. The standard argument is that such externalities may justify a policy of infant-industry protection to allow and encourage clusters to emerge. In this paper I explore this carefully, and show that different policy implications emerge under a more realistic modeling of clusters. In particular, rather than distorting prices to promote clusters in “advanced sectors” that may exhibit strong clustering possibilities, countries should focus instead on promoting clustering in current sectors, which have revealed to have the strongest comparative advantage. Import substitution is not a proper way to achieve this.

Abstract:An understanding of how land use efficiency and industrial clusters interact helps one to make informed decisions that balance economic benefits with sustainable urban development. The emergence of industrial clusters is a result of market behavior, while the determination of administrative boundaries is a result of government behavior. When these two are not consistent, it can lead to distortions in the allocation of land resources. However, current research on industrial development and land use efficiency is based on agglomeration within administrative regions rather than on industrial clusters. This study addresses this gap by identifying industrial clusters based on the spatial distribution of enterprises and analyzing their impact on land use efficiency. This study uses the density-based spatial clustering of applications with noise (DBSCAN) algorithm to identify industrial clusters, the convex hull algorithm to study their morphology, and spatial econometrics to measure the relationship between land use efficiency and the scale of industrial clusters. The results indicate the following: (1) the density of manufacturing industry (MI) clusters is significantly higher than that of information technology industry (ITI) clusters, and larger industrial clusters tend to be more circular in shape; (2) there is a positive correlation between the scale of industrial clusters and land use efficiency, and industrial clusters with varying levels of land use efficiency are interspersed throughout; (3) significant differences exist between the boundaries of industrial clusters and administrative regions, which could lead to biases when analyzing land use efficiency based on administrative regions. This study provides theoretical support for government policies on improving land use efficiency in China.

Abstract:Purpose – The purpose of this paper is to investigate whether knowledge-flows through social interaction occur within the context of a policy-driven industrial cluster. Design/methodology/approach – The paper follows a single-case approach, adopting Malaysia's Multimedia Super Corridor cluster as the unit of analysis. Semi-structured interviews with firm- and non-firm-respondents in the cluster constitute the prime source of data. Findings – Spontaneous social interaction leading to knowledge diffusion within the cluster may be lacking. However, policymakers may be able to remedy this somewhat by organising workshops, conferences and other events to help firms gain additional knowledge, although these measures should ideally complement, rather than replace, spontaneous face-to-face meetings. Practical implications – Although policymakers may implement certain measures to try to compensate for the shortage of knowledge flows through social interaction (e.g. organising more “formal” events such as workshops and exhibitions), it is argued that these may not be sufficient in ensuring the long-term, self-sustaining success of the cluster. Originality/value – The paper integrates extant literature on “organic” industrial clusters into a pre-planned, purpose-built, policy-driven cluster context. Research on policy-driven clusters is somewhat limited, with attention from scholars primarily focused on organic clusters. This paper attempts to bridge the gap for future research in the area.

Abstract:Industrial Ecology is looking for new tools to combine social and economic dimensions with the already well developed physical flow analysis of the human economic system. This article introduces a tool from social network analysis as complementary to the existing multilevel substance flow analysis by exploring the concept of space and region, in which substance flows happen. We use the blockmodel from network analysis in the characterization of the multilevel anthropogenic copper cycle to group countries according to their structural equivalence in the international trade networks related to copper, instead of using a priori aggregation standards, such as geographical proximity, GDP per capita, or widely accepted classification of industrial/developing countries. This approach depicts the patterns of material movement through trade, which reflects the inherent structure of the world system regarding copper production and consumption. The results highlight the uneven distribution of global copper stocks and flows across countries in the middle 1990s, and illustrate the core–peripheral structure among different country groups, in which a close interconnected core exist with sparse ties to peripheral groups, and copper are flowing from the peripheral to the core in terms of net flows.
