Abstract:Previous studies report mixed results regarding the relationship between military conscription and educational incentives. We provide new evidence from a distinct institutional environment—the Soviet Union, a totalitarian and centrally planned superpower. We examine the impact of abolishing student deferments on higher education (HE) enrollments. Competing hypotheses about the value of Soviet HE imply an uncertain relationship. For a sample of individuals from Latvia, then part of the Soviet Union, we find that this change significantly reduced the odds of male but not female enrollments. There is no evidence that this relationship varied by nationality. Additionally, we find that males who enrolled in HE just before the deferments were abolished were less likely to complete their education. Our results confirm that Soviet HE was used, in part, to avoid military service.

Abstract:This study examines Soviet strategies for education during its first four decades as they may be deduced from the resources put at its disposal. Despite the political importance for education and for proletarian empowerment at the workplace (vydvizhenie), the total enrolment ratio was only one‐third higher than in the Tsarist period, although ratios of secondary and tertiary students to primary students had risen substantially, implying a policy to restrict quantity in favour of quality. Enrolment rose relatively little, but expenditure was higher per student (in units of per capita GNP in real terms) than such expenditure in market economies at a similar development. The enrolment ratio became comparable to those of market economies only when rural schooling was universalized in the USSR after the Second World War, but that of tertiary students remained higher and resources became steadily more thinly spread per student. This study confirms the findings of other papers in this issue that, in new policies and their implementation, the mid‐1940s were more ‘revolutionary’ in educational provision than after the politico‐economic benchmark years 1917 or 1928.

Abstract:Competent demographic policy implies an understanding by the state of the economic, social, and demographic processes taking place in society. In earlier Russian and foreign studies, the authors found a number of fertility factors, however, the direction of influence of such determinants could be opposite. Aware of the special influence of sociocultural attitudes and values of the population on the number of children in a family, the author made an attempt to identify the determinants of fertility based on an empirical study of the World Values Survey. Using statistical and econometric methods, models that reflect the determinants of fertility in modern Russia were constructed. This work revealed a positive effect on the birth rate of religiosity, traditional views and the importance of the family for the respondent. Inversely related to the number of children in a family such factors as the level of education of the population and the value of leisure.

Abstract:The article addresses various aspects of the Bolsheviks’ policies in formation of the new Soviet student community in the 1930s. In the view of the Soviet government, new man, obedient and energetic builder of the socialist society, should not be burdened by the past, its images, traditions, and customs, be it at the mundane or social level. As a result, there were major changes in the family policy aimed at equalization of men and women and at fighting patriarchy. The article discusses the implications of this policy for the student environment and changes in the Soviet policy toward students in the 1930s. As has been mentioned in the preceding article, In the 1920s the state regarded higher education as an institute for “production” of “human capital,” as well as that of specialists. In its social and political practices of the 1930s, the AUCP (B) continued to realize the concept of Soviet higher education system and formation of the “Soviet human capital.” But these years saw certain changes and adjustments: while in the 1920s the emphasis was placed on essential radical measures, in the following decade the ruling party returned to the traditional, classical models of educational process in its activities in the field of higher education, with due regard to grandiose plans for socialist construction. The authors reveal a correlation between the negative consequences of the 1920s transformations and the subsequent reaction of the state aiming at resolution of problematic situations.
Intergenerational educational trajectories and inequalities in longevity: A population-based study of adults born before 1965 in 14 European countries

Abstract:Background: While educational gradients in longevity have been observed consistently in adult Europeans, these inequalities have been understudied within the context of family- and country-level influences. We utilized population-based multi-generational multi-country data to assess the role (1) of parental and individual education in shaping intergenerational inequalities in longevity, and (2) of country-level social net expenditure in mitigating these inequalities. Methods: We analyzed data from 52,271 adults born before 1965 who participated in the Survey of Health, Ageing and Retirement in Europe, comprising 14 countries. Mortality from all causes (outcome) was ascertained between 2013 and 2020. Educational trajectories (exposure) were High-High (reference), Low-High, High-Low, and Low-Low, corresponding to the sequence of parental-individual educational attainment. We quantified inequalities as years of life lost (YLL) between the ages of 50 and 90 estimated via differences in the area under standardized survival curves. We assessed the association between country-level social net expenditure and YLL via meta-regression. Results: Inequalities in longevity due to educational trajectories were associated with low individual education regardless of parental education. Compared to High-High, having High-Low and Low-Low led to 2.2 (95% confidence intervals: 1.0 to 3.5) and 2.9 (2.2 to 3.6) YLL, while YLL for Low-High were 0.4 (-0.2 to 0.9). A 1% increase in social net expenditure led to an increase of 0.01 (-0.3 to 0.3) YLL for Low-High, 0.007 (-0.1 to 0.2) YLL for High-Low, and a decrease of 0.02 (-0.1 to 0.2) YLL for Low-Low. Conclusion: In European countries, individual education could be the main driver of inequalities in longevity for adults older than 50 years of age and born before 1965. Further, higher social expenditure is not associated with smaller educational inequalities in longevity.

Abstract:Based on current statistics and population censuses, it is shown that at the turn of the 19th–20th centuries, the number of simple two-parent families in the cities of Russia increased, while that of complex multigenerational families decreased, and the relationships between spouses and parents and children changed. The decline in fertility and mortality rates, directly effected in the family, coincided with the beginning of the demographic transition. In the new conditions of the 1920s and 1930s, the number of children in the urban family and its type and size, as well as intrafamily relationships, changed significantly. The reduction in fertility and mortality rates of the population, which affected the family, indicated the development of the demographic transition. At the same time, it is emphasized that the urban family remained generally traditional.

Cohort effects and the returns to education in West Germany

Abstract:Using a Mincer-type wage function, we estimate cohort effects in the returns to education for West German workers born between 1925 and 1974. The main problem to be tackled in the specification is to separately identify cohort, experience, and possibly also age and year effects in the returns. For women, we find a large and robust decline in schooling premia: In the private sector, the returns to a further year of post-compulsory education fell from ten per cent for the 1945–49 cohort to about six per cent for those born in the early 1970s. Cohort effects in men's returns to education are less obvious, but we do find evidence that they, too, have declined. We conclude by identifying possible reasons for the decline.

Abstract:The birth rate reducing to the level that does not ensure even the simple reproduction of the population, which leads to problems in the economy and social sphere and to migration crises, is a challenge for many developed countries. The demographic and family policy measures aim at solving this problem, which is reflected, for instance, in the Russian National Security Strategy approved on July 2, 2021 by the Decree of the President: the increasing birth rate is declared a required condition for increasing the country’s population. In contemporary Russia, the age model of fertility has transformed: the spreading practice of postponing childbirth in the last fifteen years has led to an increase in the modal age of mothers by more than five years, which is a factor in the decline in fertility. One of the mechanisms that can change this trend but lacks the due attention is the institution of the student family. The study aims at identifying those factors that determine the marriage intentions of the student youth. The article is based on the quantitative analysis of the surveys data of the Rosstat and authors’ sociological research, including logistic models and the decision tree method, which allowed to conduct modeling and select factors to identify the determinants of student marriage. The modeling results revealed the role of the value-system structure of students and their parental family in the motivation for marriage and starting family life. One of the main conclusions of practical significance is the confirmed importance for the youth of marriage as such and as a key stage in the life path, which under the postponing childbirth and reducing birth rate determines the need for the state support for the student family. The results of the study can help to solve a complex demographic problem of the decline and aging of the birth rate, which requires systematic work to create an image of the happy student family and to introduce mechanisms for supporting it.
The Determinants Of Expected Returns On Higher Education In Russia: A Human Capital Theory Perspective

Abstract:This paper evaluates the determinants of the expected returns on higher education among students of Russian universities accounting for the variation of the socio-economic development of Russian regions. Based on the longitudinal study, ‘Trajectories in Education and Careers’, it is shown that the average salary in a region is positively related to the individual estimates of expected salary after graduation, but does not affect the relative returns on higher education, i.e. the expected percentage increase in wages, compared to the salary in the absence of a higher education degree. In general, the results correspond to human capital theory, and confirm the rationality of students’ salary expectations. The expected salary shortly after graduation from university is positively related to the academic achievement expressed in the university entrance exam (the Unified State Exam, USE), full-time study and prior work experience. Male students expect to receive higher salaries compared to female students. Students who study for free, expect lower salaries compared to those students who cover their tuition costs. An indirect influence (through USE results) of school characteristics and parental education on expected salary was found. In addition, we discovered a direct and indirect relationship between family income and expected salaries after university graduation.
Educational and Career Trajectories of the Russian Youth in a Longitudinal Perspective: A Case of University Graduates

Abstract:Education and labor market outcomes of the Russian graduates are vastly studied, including their employment status, salaries, types of universities and majors they study. However, there is a lack of research of the graduates’ typical paths in education and labor market, whether they fit the conventional trajectory high school–university–permanent employment. Another question is how social background and human capital differentiate trajectories and predict a path, which graduate opts to. In this article, we address both questions. Employing the longitudinal panel study “Trajectories in Education and Careers” we examine the nine-year trajectories of those who earned a university diploma by the age of 25. In our research, we use sequence analysis to identify trajectories and regression analysis to estimate the probability to follow each trajectory depending on individual characteristics–socio-economic status and human capital–while controlling for demographic variables. We identify nine typical trajectories, including several types of a linear path, various career-oriented trajectories, a reverse and a delayed path, unstable and nontraditional trajectories. This set of education-career paths largely corresponds to foreign studies, but the Russian graduates’ trajectories turn out to be smoother. At the same time, individual factors of human capital and socio-economic status moderate education-career paths. The probability of following trajectories with prolonged education (with a post-bachelor’s degree) is significantly higher for high achieving students. Entering early career trajectories is associated with a non–cognitive skill–openness to experience. Socio-economic status differentiates two early career trajectories: "accelerated adulthood" for those with low SES and "encouraged professionalization", which is associated with high SES. Following an unstable trajectory is not associated with either socio-economic status or academic performance (cognitive skills) but is associated with low awareness about the field of study when entering a university (ill-informed choice).

Traditional and new patterns of today's urban youth demographic behavior

Abstract:The article analyzes specific features of the Russian urban youth demographic behavior.. The empirical base of the study is the data of the representative public opinion poll of the Russian city dwellers aged 18-35 that was conducted in 2019. The levels of reproduction of the traditional patterns and the scale of the spread of new demographic orientations are revealed in the course of the study. It is shown that the mechanisms of postponed marriage and childbirth are taking place in the sphere of young people demographic behavior. The majority of young men are married or plan to be married in future, but even in the age cohort of32-35 around a quarter of respondents are not married and do not have permanent partner. Young marriages are giving way to the tradition of creating family after 25-30 years old that is also preceded by cohabitation without marriage. The optimal age for getting married is being put off and this is particularly characteristic of men. More educated representatives of urban youth are clearly orientated at the model in which the major part is taken by development of educational potential and making career, and creation of family is temporarily postponed. Childbirth remains the unconditional value of Russian youth, however refusal from early reproductive orientations also becomes social norm. The strategy "childfree" becomes actual in the youngest age cohort at the level of 18% and significantly loses its rates to 6-7% when it is getting closer to the age of 30. Mass groups orientated at gender egalitarianism in family relations are clearly distinguished among modern urban youth: the proposed typology shows that around 40% of respondents are characterized by a low level of egalitarianism, and 15% — by the most egalitarian attitudes. In general, the spread of new demographic patterns goes on gradually, while individualistic motivations are combined with preservation of the value of family and childbirth.

Abstract:Population education is one of the strategic measures to encourage giving birth in low-fertility Serbia. The expected result is that such education may have an effect on reproductive intentions and overall people behavior. This study explores the thoughts about reproduction of three different student groups from the University of Belgrade, whereas their specific knowledge about demography ranges from basic to very good. The intention was to clarify whether awareness and knowledge about demographic problems change attitudes on reproduction of future highly educated people. The study was performed via a survey that was conducted among: Demography students, who have studied demographic phenomena for at least 3 years, students who have taken only one course in demography during their studies and students who have not acquainted themselves with demographics throughout their studies. It is based on the students’ views of ideal, desired and expected family size, on an evaluation of factors that affect reproduction, on identifying other beliefs relevant for future reproduction, as well as on a discussion with Demography students. Demographic education did not show to be an essential factor of differentiating reproductive norms of students. “Collective rationality” and a reflection of the economic crisis on reproductive intentions are dominant student responses.

Educational expansion and the education gradient in health: A hierarchical age-period-cohort analysis

Abstract:Researchers have recently been investigating the temporal variation in the educational gradient in health. While there is abundant literature concerning age trajectories, theoretical knowledge about cohort differences is relatively limited. Therefore, in analogy with the life course perspective, we introduce two contrasting cohort-specific hypotheses. The diminishing health returns hypothesis predicts a decrease in educational disparities in health across cohorts. By contrast, the cohort accretion hypothesis suggests that the education-health gap will be more pronounced among younger cohorts. To shed light on this, we perform a hierarchical age-period-cohort analysis (HAPC), using data from a subsample of individuals between 25 and 85 years of age (N = 232,573) from 32 countries in the European Social Survey (six waves: 2002-2012). The analysis leads to three important conclusions. First, we observe a widening health gap between different educational levels over the life course. Second, we find that these educational differences in the age trajectories of health seem to strengthen with each successive birth cohort. However, the two age-related effects disappear when we control for employment status, household income, and family characteristics. Last, when adjusting for these mediators, we reveal evidence to support the diminishing health returns hypothesis, implying that it is primarily the direct association between education and health that decreases across cohorts. This finding raises concerns about potential barriers to education being a vehicle for empowerment and the promotion of health.

Abstract:Honing in on how citizens in the former Soviet Union find themselves in an information competition over their own past, this paper explores whether and why ordinary people's perceptions of historical events and figures in their country's past are in line with a Russian-promoted narrative that highlights World War II – known as the "Great Patriotic War" in Russia and some former Soviet states – as a glorious Soviet victory and Stalin as a great leader. We draw on comparative survey data across six states and one de facto state in 2019–2020 to examine whether geopolitical or cultural proximity to Russia is associated with a more favourable view on a Russian-promoted narrative about the past. We find that closer geopolitical proximity to Russia is associated with perceiving the past in line with the Russian-promoted narrative, though the findings are less consistent when it comes to measures for closer cultural proximity.

Abstract:The Bologna reform, the largest European education reform, was implemented in Russia in 2011. The reform shortened the duration of some undergraduate programmes by 1 year and compressed their curricula. Using a difference‐in‐differences design, I find that the reform had no short‐ or medium‐term adverse effects on employment. However, I find that null average effects on wages mask considerable heterogeneity. I find that female students with high relative returns worked less during their studies, invested in their human capital, and secured stable wages. In contrast, male students with low relative returns underinvested in human capital and experienced a decline in wages.

Abstract:The purpose of the study. Establishing the specifics of reproduction of the Russian population in the modern conditions of economic development in general and in the context of federal districts. Materials and methods. In the process of writing the article, the authors used regulatory legal acts of the Government of the Russian Federation, materials of the Federal State Statistics Service, the works of individual scientists and public organizations on the problems of population reproduction. In the course of the work, such statistical research methods as tabular and graphical methods, analysis of indexes of dynamics series were used. Results. The population of the Russian Federation and the components of its change for 1990-2021, the dynamics of fertility and mortality rates for 1950-2021 were studied, the reasons for the decline in the total fertility rate and the net coefficient of population reproduction, including in the context of federal districts, were considered. Conclusion. Currently, the population of the Russian Federation has not reached the level of 1990. Fluctuations in the total population growth are mainly caused by fluctuations in migration growth. In conditions of low fertility and high mortality, the migration component is the determining factor of population growth. Since 1992, the natural decline of the population has been established (with the exception of 2013-2015). The amount of migration growth exceeded the natural decline in 2009-2017, which ensured the overall population growth. The intersection of the curves of the dynamics of the fertility rate and the mortality rate in the Russian Federation was established in 1992 and 2016. From 2012 to 2016 the coefficient of natural growth is approaching zero, and then a downward trend is formed, that is, a decrease in the population. The main reason for the decline in the birth rate in Russia is the demographic, socio-economic state of society, in which a steady decline in the total fertility rate, demographic aging of the population, and changes in the family structure have been established. Over the past 30 years, there has been a narrowed reproduction of the population in the country, which can be considered as a potential depopulation. A high variation of the total fertility rate in the context of federal districts of Russia has been established. In the Central Federal District and the North-Western Federal Districts for the period 1990-2021, the total fertility rate did not exceed the average Russian level of this index. Over the past three years (2019-2021), the total fertility rate has been decreasing in the Northwestern, Southern, Volga, and Siberian Federal Districts. In order to eliminate negative trends in the birth rate in the regions, it is necessary to create jobs, form normal housing conditions, ensure sustainable growth in real income of the population, organize a modern level of healthcare, education, develop a network of preschool institutions, and support families.
Russian Pro-Natalist Policy and Its Hidden Dilemma

Abstract:The demographic policy of the Russian government, which aims to ‘preserve and increase the people’, combines two qualitatively different approaches to understanding the problem of population decline. Most often, the emphasis is placed on stimulating fertility, although there is also an understanding that it is important to raise the quality of their upbringing and education. While the focus on increasing human capital is economically justified, the desire to increase the birth rate has no such justification. The theory of demographic transition proves that stimulating the birth rate is an erroneous goal. The ‘cash for babies’ policy applied in Russia is based on the conviction that children, even those born in poor and dysfunctional families, inevitably ‘pass’ through the education system and become qualified workers. On the basis of this stereotype, the system of pro-natalist incentives is built in such a way that, in accordance with the law of diminishing marginal utility, it creates stronger incentives for poorer families and is therefore actually aimed at increasing the birth rate primarily in the poor strata, having little effect on middle-class families. Meanwhile, modern theories of social capital and labor market signals prove the limited ability of schools and universities to play the role of social elevators. International studies (in particular, in the USA) shows that state benefits for children of poor and disadvantaged families contribute to the reproduction of a culture of poverty. Therefore, when the Russian authorities provide assistance primarily to low-income and single-parent families with children, they create problems for the future. The study proposes to replace the current policy based on the principle ‘more babies but cheaper’ with a policy aimed at middle-class families and based on the principle ‘less is more’. Thus, an orientation towards stimulating population growth is replaced by an orientation towards fostering human capital.

Abstract:The purpose of the work was to assess the trends in the formation of human capi-tal in Russia by the education system. Trends in returns to education in contemporary Russia assessed by constructing econometric models of education premiums. We used data from the Russian Monitoring of the Health and Economic Situation of the Popula-tion (HSE RLMS) and data from the Survey of Wages by Occupation (OSS) of Rosstat. The obtained characteristics of the models showed that the main trend of change is a decrease in the level of return from higher, secondary vocational and secondary (full) education. Forecasting carried out using the characteristics of the obtained models. It has been established that secondary vocational and secondary (general) education will cease to bring any return, will cease to form the human capital of modern Russia in 2022-2024, higher education will cease to bring any return, will cease to form human capital modern Russia in 2040-2050. The problem of the education system losing the function of forming human capital is due to the problems of economics and education management.
Social Work: A Trajectory of Education and Employment

Abstract:The article explores the trajectory of education and employment of graduates in the direction of training specialists, bachelors and masters of social work. One of the main prerequisites for their preparation is the aging of the population and the decline in the number of people of working age. The dynamics of education in undergraduate and graduate programs over the past seven years, both in Russia and in the Mari El Republic is given. Based on a comparison of the educational trajectories of social work specialists, positive and negative factors are identified. The positive factors include the growth of the practical orientation of education, the mobility of graduates, the development of social partnership, the improvement of the composition of teachers and the improvement of technologies for the quality of education. Against this background, problems such as a weak scientific base in the constituent entities of the Russian Federation for the employment of postgraduates, low wages for social workers, a high level of aspirations of graduates, etc. have been identified. In order to improve the quality of education, the following measures have been proposed: state partnership, wider involvement of students in scientific research and grant activities, partnership in the field of joint laboratories and small enterprises for social assistance to lonely and elderly citizens on the basis of a social contract.
