Abstract:The CITES treaty is the major international instrument designed to safeguard wild plants and animals from overexploitation by international trade. CITES is now approaching 50 years old, and we contend that it is showing its age. In stark contrast to most environmental policy arenas, CITES does not require, encourage, or even allow for, consideration of the impacts of its key decisions—those around listing species in the CITES Appendices. Decisions to list species in CITES are based on a simplistic set of biological and trade criteria that do not relate to the impact of the decision, and have little systematic evidentiary support. We explain the conservation failures that flow from this weakness and propose three key changes to the CITES listing process: (1) development of a formal mechanism for consideration by Parties of the likely consequences of species listing decisions; (2) broadening of the range of criteria used to make listing decisions; and (3) amplification of the input of local communities living alongside wildlife in the listing process. Embracing these changes will help to ensure CITES decisions more effectively respond to the needs of wildlife in today’s highly complex and dynamic conservation context.

Abstract:Overexploitation is a major threat to biodiversity and international trade in many species is regulated through the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). However, there is no established method to systematically determine which species are most at risk from international trade to inform potential trade measures under CITES. Here, we develop a mechanism using the International Union for Conservation of Nature's Red List of Threatened Species to identify species that are likely to be threatened by international trade. Of 2,211 such species, CITES includes 59% (1,307 species), leaving two-fifths overlooked and in potential need of international trade regulation. Our results can inform deliberations on potential proposals to revise trade measures for species at CITES Conference of the Parties meetings. We also show that, for taxa with biological resource use documented as a threat, the number of species threatened by local and national use is four times greater than species likely threatened by international trade. To effectively address the overexploitation of species, interventions focused on achieving sustainability in international trade need to be complemented by commensurate measures to ensure that local and national use and trade of wildlife is well-regulated and sustainable.

Assessing and improving the veracity of international trade in captive-bred animals

Abstract:Captive breeding is often seen as a solution to sustainably increasing the supply of individuals in the wildlife trade. To be an effective conservation measure this requires robust systems to verify the authenticity of captive-bred species. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) monitors the international trade in Listed species—which for many taxa is dominated by captive-bred individuals—using the Review of Captive Trade (RCT) process. A key question is how best to identify laundered or inauthentic captive-bred trade and how has this changed over time and space. We develop targeted assessments based on multiple RCT criteria to identify probable instances of laundering and misuse of source and purpose codes in international trade records, and apply this to 39,167 records of captive trade from 2000 to 2020 spanning 53,674,762 individuals. We find a very low proportion of trade volume (1.8%, 37,835 individuals) misreported as originating from non-existent, registered Appendix I-breeding facilities, and low instances of exporter-reported captive trade being recorded by importers as wild-sourced (<4%) or ranched (1%). We also find that <2% of species-year-exporter records have abrupt shifts from wild to captive sources, potentially indicating laundering. Conversely, we find high incidences of exporter- and importer-reported trade differing in whether the trade was commercial or not – a phenomenon we attribute to differing definitions, not illegal activity. Our results indicate a low incidence of concerning international trade being reported, but we suggest this likely stems from reporting requirements that limit our assessments. We highlight additional trade data that, if embedded into Party's annual reports, would vastly improve inferential potential, greatly increasing the number of records (Appendix II and III species) that could be verified with minimal effort for management authorities.

Abstract:International trade is hastening extinction for many species of plants and animals despite the fact that many countries have ratified CITES. The adoption of treaties is often symbolic as many countries, especially in the developing world where most biodiversity is found, experience a lack of fit between international agreements and national laws and institutions. Our main objective here is to assess the extent of jurisdictional and institutional fit in the implementation of CITES in Kenya, an important issue given the amount of international trade in wild products and the importance of wildlife tourism to the country. The specific objectives are to assess the following: the capacity and level of coordination among state actors and conservation mandates in national policy and law using a mixed methods approach involving a literature review and 38 key informant surveys representing professional expertise from various stakeholder groups. We found that over 60% of respondents indicated only moderate capacity for the implementation of CITES and coordination between local and central governments. Some participants indicated that judicial officers lack adequate conservation knowledge, thus hampering enforcement via low prosecution rates. A moderate (at best) structural fit involving inefficiencies such as conflicting processes, unequal enforcement, and suboptimal coordination implies a degree of failure in developing the implementation capacity of CITES within Kenya. Our results also show a mismatch between agency staffing and workload at several levels of government, and we make suggestions for improvement.

Abstract:Significance Despite advances in technology and general descriptive work, current approaches at reducing the illegal wildlife trade are failing. We take a more analytical approach to identify the key countries involved in the illegal wildlife trade network by using a new database of illegal wildlife trade reports, HealthMap Wildlife Trade, to identify ( i ) the key exporter, intermediary, and importer countries and ( ii ) the countries where enforcement activities and educational campaigns might most effectively disrupt the networks. Identifying these key countries can provide useful information on how to allocate resources to combat the illegal trade in wildlife, a major focus for conservation and public health agendas.
Investigating the Influence of Non-state Actors on Amendments to the CITES Appendices

Abstract:Non-state actors are playing an increasing role in global environmental governance. Elucidating the modalities and implications of this engagement is important to understanding international policy-making processes. CITES, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, is the primary mechanism for regulating international wildlife trade. It functions by listing species in its Appendices with corresponding trade controls. Accurately listing species in the Appendices is therefore fundamental to the Convention's effectiveness. We investigate the influence of non-state actors on amending the CITES Appendices using an established framework for assessing NGO influence in international environmental negotiations. We find that non-state actors have been successful in issue framing and agenda setting, and in influencing the position of other actors and final decisions. We also find evidence that NGOs have sought to abuse CITES in pursuit of "campaign" victories, including claiming unwarranted victories, thus undermining NGO legitimacy and accountability. We recommend that the CITES parties seek the most robust science to inform decision-making on proposed amendments to the appendices, which should be broadened to include socioeconomic and economic considerations in order that proposals are evaluated in their real-world context. We further recommend that NGOs should seek to fully understand decision-making in the Convention in order to maximise their legitimate contribution to CITES. Further research is needed to fully elucidate the influence of non-state actors in CITES.

Abstract:Many stakeholders, from governments to civil society to businesses, lack the data they need to make informed decisions on biodiversity, jeopardising efforts to conserve, restore and sustainably manage nature. Here we review the importance of enhancing biodiversity monitoring, assess the challenges involved and identify potential solutions. Capacity for biodiversity monitoring needs to be enhanced urgently, especially in poorer, high-biodiversity countries where data gaps are disproportionately high. Modern tools and technologies, including remote sensing, bioacoustics and environmental DNA, should be used at larger scales to fill taxonomic and geographic data gaps, especially in the tropics, in marine and freshwater biomes, and for plants, fungi and invertebrates. Stakeholders need to follow best monitoring practices, adopting appropriate indicators and using counterfactual approaches to measure and attribute outcomes and impacts. Data should be made openly and freely available. Companies need to invest in collecting the data required to enhance sustainability in their operations and supply chains. With governments soon to commit to the post-2020 global biodiversity framework, the time is right to make a concerted push on monitoring. However, action at scale is needed now if we are to enhance results-based management adequately to conserve the biodiversity and ecosystem services we all depend on.

Abstract:The integration and synthesis of the data in different areas of science is drastically slowed and hindered by a lack of standards and networking programmes. Long-term studies of individually marked animals are not an exception. These studies are especially important as instrumental for understanding evolutionary and ecological processes in the wild. Furthermore, their number and global distribution provides a unique opportunity to assess the generality of patterns and to address broad-scale global issues (e.g. climate change). To solve data integration issues and enable a new scale of ecological and evolutionary research based on long-term studies of birds, we have created the SPI-Birds Network and Database (www.spibirds.org)-a large-scale initiative that connects data from, and researchers working on, studies of wild populations of individually recognizable (usually ringed) birds. Within year and a half since the establishment, SPI-Birds has recruited over 120 members, and currently hosts data on almost 1.5 million individual birds collected in 80 populations over 2,000 cumulative years, and counting. SPI-Birds acts as a data hub and a catalogue of studied populations. It prevents data loss, secures easy data finding, use and integration and thus facilitates collaboration and synthesis. We provide community-derived data and meta-data standards and improve data integrity guided by the principles of Findable, Accessible, Interoperable and Reusable (FAIR), and aligned with the existing metadata languages (e.g. ecological meta-data language). The encouraging community involvement stems from SPI-Bird's decentralized approach: research groups retain full control over data use and their way of data management, while SPI-Birds creates tailored pipelines to convert each unique data format into a standard format. We outline the lessons learned, so that other communities (e.g. those working on other taxa) can adapt our successful model. Creating community-specific hubs (such as ours, COMADRE for animal demography, etc.) will aid much-needed large-scale ecological data integration.

Abstract:Much biodiversity data is collected worldwide, but it remains challenging to assemble the scattered knowledge for assessing biodiversity status and trends. The concept of Essential Biodiversity Variables (EBVs) was introduced to structure biodiversity monitoring globally, and to harmonize and standardize biodiversity data from disparate sources to capture a minimum set of critical variables required to study, report and manage biodiversity change. Here, we assess the challenges of a 'Big Data' approach to building global EBV data products across taxa and spatiotemporal scales, focusing on species distribution and abundance. The majority of currently available data on species distributions derives from incidentally reported observations or from surveys where presence-only or presence-absence data are sampled repeatedly with standardized protocols. Most abundance data come from opportunistic population counts or from population time series using standardized protocols (e.g. repeated surveys of the same population from single or multiple sites). Enormous complexity exists in integrating these heterogeneous, multi-source data sets across space, time, taxa and different sampling methods. Integration of such data into global EBV data products requires correcting biases introduced by imperfect detection and varying sampling effort, dealing with different spatial resolution and extents, harmonizing measurement units from different data sources or sampling methods, applying statistical tools and models for spatial inter- or extrapolation, and quantifying sources of uncertainty and errors in data and models. To support the development of EBVs by the Group on Earth Observations Biodiversity Observation Network (GEO BON), we identify 11 key workflow steps that will operationalize the process of building EBV data products within and across research infrastructures worldwide. These workflow steps take multiple sequential activities into account, including identification and aggregation of various raw data sources, data quality control, taxonomic name matching and statistical modelling of integrated data. We illustrate these steps with concrete examples from existing citizen science and professional monitoring projects, including eBird, the Tropical Ecology Assessment and Monitoring network, the Living Planet Index and the Baltic Sea zooplankton monitoring. The identified workflow steps are applicable to both terrestrial and aquatic systems and a broad range of spatial, temporal and taxonomic scales. They depend on clear, findable and accessible metadata, and we provide an overview of current data and metadata standards. Several challenges remain to be solved for building global EBV data products: (i) developing tools and models for combining heterogeneous, multi-source data sets and filling data gaps in geographic, temporal and taxonomic coverage, (ii) integrating emerging methods and technologies for data collection such as citizen science, sensor networks, DNA-based techniques and satellite remote sensing, (iii) solving major technical issues related to data product structure, data storage, execution of workflows and the production process/cycle as well as approaching technical interoperability among research infrastructures, (iv) allowing semantic interoperability by developing and adopting standards and tools for capturing consistent data and metadata, and (v) ensuring legal interoperability by endorsing open data or data that are free from restrictions on use, modification and sharing. Addressing these challenges is critical for biodiversity research and for assessing progress towards conservation policy targets and sustainable development goals.
Enabling Published Taxonomic Data to be used to Address the Biodiversity Crisis: Biodiversity Literature Repository and TreatmentBank

Abstract:To understand the loss of species, a benchmark is needed, e.g. the status of biodiversity in 1992 when the Convention on Biological Diversity recognized biodiversity crisis to compare to its status in the successive year. Though we are far from knowning how many species there are on planet Earth, we keep track of their descriptions and number through the information kept in our libraries. Each species discovered is represented therein by at least one taxononic treatment. The library includes an estimated 500 million pages and is updated daily with an estimated 17–18,000 new species annually and over 100,000 treatments augmenting the knowledge of existing species. In reality, we do not know how many species exist. We know that the catalogue of life is incomplete and basic knowlege of known species is often lacking and not even updated regularly. On the other hand, the scientific standard to cite previous works and facts is at the same time an ideal prerequisit to build a knowledge graph in the era of digital knowledge. TreatmentBank (TB) and the Biodiversity Literature Repository (BLR), two European Research Infrastructures, provide a service to convert unstructured biodiversity data from scholarly publications into semantically enhanced, digital accessible knowledge (Fawcett et al. 2022) making it findable, accessible, interoperable, reusable (FAIR, Wilkinson et al. 2016) and providing long term access in collaboration with Zenodo. Data sources are either legacy publications or active journals using an XML workflow such as Zookeys or the Biodiversity Data Journal, published by the pioneer of taxonomically enhanced Taxpub XML publishing, Pensoft. As part of the Horizon 2020-funded project Biodiversity Community Integrated Knowledge Library (BiCIKL), bidirectional linking of taxonomic names with the Catalogue of Life, DNA-sequences with the International Nucleotide Sequence Database Collaboration (INSDC) and material citations with their respective natural history collection or their depositions in the Global Biodiversity Information Facility (GBIF) is targeted. As input to allow queries including text and data mining for traits and biotic interactions, the treatments are uploaded to the Swiss Institute of Bioinformatics (SIB) Library Service (SIBiLS) using TaxPub and schema based on Journal Article Tag Suite (JATS) widely used in life science publishing and PubMed Central, allowing the use of the advanced text and data mining tools in the life science community. Another research infrastructure that ensures an RDF representation and conversion into Linked Open Data (LOD) is OpenBiodiv allowing users to explore DAK as part of growing linked open biodiverstiy and related data. All the data fit for GBIF use is reused by GBIF representing close to 60% of all published data sets, which makes TreatmentBank and BLR, for example, a sole provider of data for approximately 90,000 species not recorded in GBIF by other publishers. The long-term strategy is to build up the momentum to be an infrastructure relevant for global biodiversity conservation and research. Long-term support will be achieved by negotiations with respective agencies and publishers, and through building up a global user community using the biodiversity digital acccessible knowledge.
A practical approach to meeting national obligations for sustainable trade under CITES

Abstract:Reconciling conservation goals with sustainable resource use requires adaptive management strategies. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) regulates global trade for species listed on Appendix II, partly by requiring member countries (parties) to ensure exports do not damage wild populations (called making positive "nondetriment findings" [NDFs]). Unfortunately, when parties find NDFs difficult, they often suspend legal trade, imposing economic costs and driving trade underground. To make it easier for parties to examine the detrimental nature of exports, we devised a spatial approach and applied it to seahorses (Hippocampus spp.) in Tamil Nadu, India, as an example. Our approach involves mapping answers to 5 key questions on species distribution (QA), pressures (QB), management measures (QC), management implementation (QD), and species' population status (QE). We gathered data from fisher interviews and published literature. Seahorse abundance was greatest in southern Palk Bay and the northern Gulf of Mannar, primarily in seagrasses and coral reefs (QA). Fishing pressure was highest in Palk Bay, primarily from bottom trawlers and dragnetters operating in shallow seahorse habitats near the coastline (QB). Management measures including a marine protected area (MPA), bottom trawl exclusion zone, and closed season were theoretically in place (QC), but their implementation was poor (QD). Fishers reported seahorse catches in 85% of the area covered by the MPA and the exclusion zone; bottom trawlers were responsible for most violations. Seahorses were also captured in Sri Lankan waters, where bottom trawling is banned. Fisher reports indicated declining seahorse catches and reduced body sizes (QE), highlighting unsustainable exploitation. Our results highlight the need for better implementation of existing management measures before a positive NDF can be made and suggest mitigation beyond bans. Such pragmatic spatial analyses can help regulate exports at sustainable levels, supporting CITES implementation for its vast range of species.

Abstract:Quantify potential gains to insect data on the Global Biodiversity Information Facility (GBIF) through further digitisation of natural history collections, assess to what degree this would fill biases in spatial and environmental record coverage, and deepen understanding of environmental bias with regard to climate rarity. Location: Afrotropical realm (mainland only) Time period: 1814-2022 Major taxa studied: Catharsius Hope, 1837 (Coleoptera: Scarabaeidae) Methods: We compared inventory completeness of Afrotropical Catharsius GBIF data to a dataset which combined these with records from a recent taxonomic revision. We analysed how this improved dataset reduced regional and environmental bias in the distribution of occurrence records using an approach that identifies well-surveyed spatial units of 100x100km as well as emerging techniques to classify rarity of climates. Results: The number of cells for which inventory completeness could be calculated, as well as coverage of climate types by "well-sampled" cells, increased three-fold when using the combined set compared to the GBIF set. Improvements to sampling in Central and Western Africa were particularly striking. Coverage of rare climates was similarly improved, as not a single well-sampled cell from the GBIF data alone occurred in the rarest climate types. Inclusion of further records from natural history collections increased the total number of occurrences, but also filled persisting spatial and environmental data gaps on GBIF. Main conclusions: These findings support existing literature that suggests data gaps on GBIF are still pervasive, especially for insects and in the tropics and, so, is not yet ready to serve as a standalone data source for all taxa. Biases in spatial coverage of records translate to uneven sampling of environmental conditions, hindering our ability to describe the full breadth of species' niches, especially so in climates that occur infrequently. However, we show that natural history collections hold the necessary information to fill many of these gaps, and their further digitisation should be a priority.

Abstract:Lions have often been discussed under the Convention on International Trade in Endangered Species of wild flora and fauna (CITES). While CITES decisions on species trade regimes are ostensibly based on science, species data are often inconclusive and political considerations inevitably determine outcomes. We present the context of lion conservation and the technical and political processes of CITES to illuminate how a failed uplisting proposal nonetheless resulted in an unprecedented trade restriction as well as conservation initiatives beyond the CITES trade function. We conclude on the limitations of science to guide future directions of CITES debates, leaving politics and ethics to shape decision making.

Abstract:Documentation of international trade in non-CITES species is generally poor. As a result, illegal trade in nationally-protected non-CITES species is often hard to detect. To show that such illicit trade nevertheless occurs, this study has analysed import and export records of the Giant Blue-tongued Skink Tiliqua gigas for the European Union (EU) and the United States (US) between 1999 and 2015. EU trade data for T. gigas was obtained from the UNEP-WCMCM CITES Trade Database. Trade data for the US was extracted from the US Fish and Wildlife Service (USFWS) Law Enforcement Management Information System (LEMIS). We observed a sudden shift in source codes (from wild-caught to captive-bred) coinciding with legislative changes, which has been indicative of laundering practices in the past. In the US, no less than 45% of all imported T. gigas was declared as wild-caught, constituting a direct violation of Indonesia's national laws and the US Lacey Act. The keeping of trade records is subjected to the willingness of individual countries, yet unwillingness to collect such data can severely threaten species when over-exploitation or laundering practices remain undetected. A CITES Appendix III-listing, obligating participating countries to maintain trade records, would facilitate improved detection and monitoring of illegal trade in nationally-protected species.

Abstract:Assessing and addressing biodiversity needs are of critical and time-sensitive importance, with the post-2020 Global Biodiversity Framework's Global Taxonomy Initiative underscoring the need to build capacity in how we conceptualize biodiversity (Abrahamse et al. 2021). Species—as biological units—and their names are the backbone for the data integration and synthesis needed for biodiversity research and conservation decision-making (Grace et al. 2021). In integrating name sources for a single taxonomic group, barriers frequently limit linking species names across regional and global authoritative sources. In response to such challenges, we present a case study testing a Globally Integrated Structure of Taxonomy (GIST) to ensure the integration of taxonomy in biodiversity and conservation sciences. This framework characterizes the components enabling transparent association of species names through synonymy (alternate names or spellings), authorship, specimens, versions and timestamps, and taxonomic relationships in space and time.Taxonomy provides a critical link between biodiversity data types and databases. Efforts towards global taxonomic integration are confounded by insufficient connectivity between taxonomic assemblages, with implications for research, monitoring, and conservation practice (Christie et al. 2021, Jetz et al. 2019, McClure et al. 2020). In attempting to match multiple taxonomic groups across databases, we highlight current progress and remaining challenges to produce and use a GIST. We evaluate the standardized, comprehensive taxonomies of mammals, birds, reptiles, amphibians, dragonflies and damselflies, butterflies, ants, plants, and crabs produced for the Map of Life project (Jetz et al. 2012), identifying which missing components impede their utility. We show that for terrestrial mammals, GIST standards are almost fulfilled, but for invertebrate taxa, such as butterflies, GIST standards are unmet, resulting in broken taxonomic links between aggregators of genetic, spatial, functional, and physical data. We find that even the comprehensive taxonomies we examine do not harmonize well with taxonomies of global genetics, phylogenetics, macroecology, and conservation databases. This is because current taxonomic data infrastructures on biodiversity respositories lack the necessary structural components, searchability, and name source transparency to fully integrate taxonomies, as different independently advancing data sources lack standard metadata practices and operable interfaces. The GIST components enable data linkage and provide clear sourcing and metadata, enabling taxonomic data accessibility, reuse, and interoperability. This structure can act as a step toward open and FAIR (Findable, Accessible, Interoperable, and Reusable) data practice as it relates to taxon names (Wilkinson et al. 2016). Without transparent, integrated, accessible, and updated taxonomic information, macroecological inferences and conservation decisions for even charismatic groups are impeded.
Assessing the global prevalence of wild birds in trade

Abstract:Trade represents a significant threat to many wild species and is often clandestine and poorly monitored. Information on which species are most prevalent in trade and potentially threatened by it therefore remains fragmentary. We used 7 global data sets on birds in trade to identify species or groups of species at particular risk and assessed the extent to which they were congruent in terms of the species recorded in trade. We used the frequency with which species were recorded in the data sets as the basis for a trade prevalence score that was applied to all bird species globally. Literature searches and questionnaire surveys were used to develop a list of species known to be heavily traded to validate the trade prevalence score. The score was modeled to identify significant predictors of trade. Although the data sets sampled different parts of the broad trade spectrum, congruence among them was statistically strong in all comparisons. Furthermore, the frequency with which species were recorded within data sets was positively correlated with their occurrence across data sets, indicating that the trade prevalence score captured information on trade volume. The trade prevalence score discriminated well between species identified from semi-independent assessments as heavily or unsustainably traded and all other species. Globally, 45.1% of all bird species and 36.7% of globally threatened bird species had trade prevalence scores ≥1. Species listed in Appendices I or II of CITES, species with large geographical distributions, and nonpasserines tended to have high trade prevalence scores. Speciose orders with high mean trade prevalence scores included Falconiformes, Psittaciformes, Accipitriformes, Anseriformes, Bucerotiformes, and Strigiformes. Despite their low mean prevalence score, Passeriformes accounted for the highest overall number of traded species of any order but had low representation in CITES appendices. Geographical hotspots where large numbers of traded species co-occur differed among passerines (Southeast Asia and Eurasia) and nonpasserines (central South America, sub-Saharan Africa, and India). This first attempt to quantify and map the relative prevalence in trade of all bird species globally can be used to identify species and groups of species that may be at particular risk of harm from trade and can inform conservation and policy interventions to reduce its adverse impacts.

Abstract:The unprecedented size of the human population, along with its associated economic activities, has an ever‐increasing impact on global environments. Across the world, countries are concerned about the growing resource consumption and the capacity of ecosystems to provide resources. To effectively conserve biodiversity, it is essential to make indicators and knowledge openly available to decision‐makers in ways that they can effectively use them. The development and deployment of tools and techniques to generate these indicators require having access to trustworthy data from biological collections, field surveys and automated sensors, molecular data, and historic academic literature. The transformation of these raw data into synthesized information that is fit for use requires going through many refinement steps. The methodologies and techniques applied to manage and analyze these data constitute an area usually called biodiversity informatics. Biodiversity data follow a life cycle consisting of planning, collection, certification, description, preservation, discovery, integration, and analysis. Researchers, whether producers or consumers of biodiversity data, will likely perform activities related to at least one of these steps. Abstract:Abstract Unsustainable and illegal wildlife trade are contributing to the unprecedented levels of biodiversity loss and possible extinction of one million species. Law enforcement and the criminal justice system have a role to play in helping to regulate and monitor such trade. The main international instrument to regulate wildlife trade is the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This mixed methods study researched the lessons learned and best practice in regards to implementation of and compliance with CITES. As part of the study, three countries were identified as case studies and Canada was selected as one of these. Lessons can also be learned from Canada’s Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act, which is cumbersome to update when species protections change within CITES. Canada has several elements of good practice, such as the remit, effectiveness and relationships of the three CITES authorities located within Environment and Climate Change Canada, the public health approach to some wildlife imports, and the protection of native CITES species. CITES needs to be improved to further protect endangered species and lessons from Canada and other countries can contribute to this improvement.

Abstract:Background A principal function of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) is to “perform regular and timely assessments of knowledge on biodiversity.” In December 2013, its second plenary session approved a program to begin a global assessment in 2015. The Convention on Biological Diversity (CBD) and five other biodiversity-related conventions have adopted IPBES as their science-policy interface, so these assessments will be important in evaluating progress toward the CBD’s Aichi Targets of the Strategic Plan for Biodiversity 2011–2020. As a contribution toward such assessment, we review the biodiversity of eukaryote species and their extinction rates, distributions, and protection. We document what we know, how it likely differs from what we do not, and how these differences affect biodiversity statistics. Interestingly, several targets explicitly mention “known species”—a strong, if implicit, statement of incomplete knowledge. We start by asking how many species are known and how many remain undescribed. We then consider by how much human actions inflate extinction rates. Much depends on where species are, because different biomes contain different numbers of species of different susceptibilities. Biomes also suffer different levels of damage and have unequal levels of protection. How extinction rates will change depends on how and where threats expand and whether greater protection counters them. Advances Recent studies have clarified where the most vulnerable species live, where and how humanity changes the planet, and how this drives extinctions. These data are increasingly accessible, bringing greater transparency to science and governance. Taxonomic catalogs of plants, terrestrial vertebrates, freshwater fish, and some marine taxa are sufficient to assess their status and the limitations of our knowledge. Most species are undescribed, however. The species we know best have large geographical ranges and are often common within them. Most known species have small ranges, however, and such species are typically newer discoveries. The numbers of known species with very small ranges are increasing quickly, even in well-known taxa. They are geographically concentrated and are disproportionately likely to be threatened or already extinct. We expect unknown species to share these characteristics. Current rates of extinction are about 1000 times the background rate of extinction. These are higher than previously estimated and likely still underestimated. Future rates will depend on many factors and are poised to increase. Finally, although there has been rapid progress in developing protected areas, such efforts are not ecologically representative, nor do they optimally protect biodiversity. Outlook Progress on assessing biodiversity will emerge from continued expansion of the many recently created online databases, combining them with new global data sources on changing land and ocean use and with increasingly crowdsourced data on species’ distributions. Abstract:Biodiversity data, particularly species occurrence and abundance, are indispensable for testing empirical hypothesis in natural sciences. However, datasets built for research programmes do not often meet FAIR (findable, accessible, interoperable and reusable) principles, which raises questions about data quality, accuracy and availability. The 21st century has markedly been a new era for data science and analytics and every effort to aggregate, standardise, filter and share biodiversity data from multiple sources have become increasingly necessary. In this study, we propose a framework for refining and conforming secondary biodiversity data to FAIR standards to make them available for use such as macroecological modelling and other studies. We relied on a Darwin Core base model to standardise and further facilitate the curation and validation of data related including the occurrence and abundance of multiple taxa of a region that encompasses estuarine ecosystems in an ecotonal area bordering the easternmost Amazonia. We further discuss the significance of feeding standardised public data repositories to advance scientific progress and highlight their role in contributing to the biodiversity management and conservation.
