Abstract:With the ecological threat looming over the world, the push to expand green zones with minimal human presence is gaining momentum, especially in the Global South. In line with this worldwide tendency, the Kingdom of Cambodia has embarked on a long-term strategy for carbon neutrality, aiming to achieve zero emissions by 2050, making it the first in ASEAN to submit such a vision. Protecting the forest is the present-day motto. Beyond this mainstream rhetoric, this article delves into the survival realities of the indigenous people involved in Cambodia's conservation projects. The anthropological research intends to reveal the fate of the villages (human rights, access to land and natural resources, sovereignty) living in and around a conservation area. We examine the case of the transnational NGO Wildlife Conservation Society engaged in a Reducing Emissions from Deforestation and Forest Degradation (REDD+) program in a territory traditionally inhabited by ethnic Bunong people. The findings provide significant insights, frequently neglected, into the challenges associated with the will to “save the forest”, with an extremely limited participation of the local population.

Abstract:REDD+ is a payments mechanism through environmental services that proposes the reduction of greenhouse gas emission caused by change in use of tropical forest lands. The present study aimed to identify the REDD+ dimensions in tropical forests in the world, approaching a broader discussion about themes by focusing on Brazil and Indonesia. A systematic review of scientific literature relating to Brazil and Indonesia was used as an analysis method. A total of 102 scientific articles with themes related to REDD+ development were selected. Through analysis of the selected articles, REDD+ dimensions with frequent mentions in the scientific literature were identified, such as governance, implementation, beneficiaries, land use, monitoring, biodiversity, financing, forest management, deforestation, conservation, safeguard, and opportunity cost. The analysis identified the existence of political barriers the implementation of REDD+ and recommends dialogue in order to maintain the balance of beneficiaries and the environment. Both beneficiary countries and payers should invest in longer-term and more efficient REDD+ practices, such as long-term programs and more defined criteria for project evaluation.

In the planning context, they shift current consultation protocol with tribes to a consent model where tribes must provide consent to proposed projects being developed in their traditional homelands with ample time for deliberation.

Abstract:<p>Intact Forest Landscapes (IFLs) are critical strongholds for the environmental services that they provide, not least for their role in climate protection. On the basis of information about the distributions of IFLs and Indigenous Peoples' lands, we examined the importance of these areas for conserving the world's remaining intact forests. We determined that at least 36% of IFLs are within Indigenous Peoples' lands, making these areas crucial to the mitigation action needed to avoid catastrophic climate change. We also provide evidence that IFL loss rates have been considerably lower on Indigenous Peoples' lands than on other lands, although these forests are still vulnerable to clearing and other threats. World governments must recognize Indigenous Peoples' rights, including land tenure rights, to ensure that Indigenous Peoples play active roles in decision‐making processes that affect IFLs on their lands. Such recognition is critical given the urgent need to reduce deforestation rates in the face of escalating climate change and global biodiversity loss.</p>

Abstract:Forests play a significant role in the global carbon budget, and can help to mitigate climate change impacts. Tropical forests which experience high rates of deforestation and forest degradation are particularly important, as they are the most active in winter. Based on academic research into global environmental policies in Central Africa, this study finds that REDD+ policies can succeed when there is a carbon market mechanism that increases participation by developing countries, with better integration of forest management and community forestry. Incentives should be based on an appropriate baseline, accurate carbon stocks and fluxes estimation, a suitable silvicultural system and regular monitoring.

Abstract:This article explores REDD+ practices through an intersectionality lens to unpack socially differentiated lived subjectivities in southern Tanzania. It draws from the trial of a carbon forestry project in the selected villages in the Lindi district to explore the intersection of multiple social dimensions and inequality through the production of REDD+ spaces and lived subjectivities to forest-dependent communities. To date, there has been less theorisation of REDD+ schemes under Community Carbon Enterprises (CCEs) within multiple axes of power and subjectivities in Tanzania. This paper contributes to power relations scholarship by examining how power structures such as class, gender, and age shape the everyday experiences of REDD+ subjects. An extended case study illustrates how intersectional axes of power were contested, negotiated, and lived through multiple performativity and practices of everyday subjectivities against exclusions produced through new carbon forestry spaces with restricted access and use of forest resources.

Abstract:As an important initiative of climate action, REDD+ has been increasingly discussed in global policy arena. But delay in wider scale yet full-fledged implementation and its poor performance have raised suspects and pushed REDD+ toward in a long line of "conservation fad". In this paper, we have discussed the following ten questions to REDD+: (1) Does REDD+ address major causes of deforestation? (2) Does REDD+ contribute to global emissions reduction? (3) Does REDD+ recognize the inherent capacity of local people to manage their forests? (4) Does REDD+ respect the rights of indigenous people and local communities? (5) Does REDD+ justify the local governance and countries' sovereignty? (6) Does REDD+ ensure the transparency in program design and architecture? (7) Does REDD+ give credits to the carbon sequestering communities? (8) Does REDD+ supply sufficient reasons to justify the current carbon price? (9) Does REDD+ achieve climate goals through the voluntary carbon markets? and (10) Does REDD+ ensure sustainability of the ongoing projects? While discussing the questions, we have referred to global environmental issues of deforestation, emissions, transparency, decentralized governance, indigenous and local communities, voluntary carbon market, price effect, and other various contemporary sustainability issues. We argue that REDD+ could be a low-hanging fruit and act as a complimentary action to achieve its climate goal if it can address the issues raised under those ten questions.

Abstract:Current solutions to global challenges place tension between global benefits and local impacts. The result is increasing opposition to implementation of beneficial climate policies. Prioritizing investment in projects with tangible local benefits that also contribute to global climate change can resolve this tension and make local communities' partners instead of antagonists to change; the approach advocated is a new take on "thinking globally, acting locally". This approach is a departure from the usual strategy of focusing resources on solutions perceived to have the largest potential global impact, without regards to local concerns. Reclamation of polluted mine sites by using fast growing bamboo to remove heavy metals provides a case study to show what is possible. Effective implementation of thinking globally while acting locally will require increased coordination between different types of researchers, new educational models, and greater stakeholder participation in problem identification and solution development.

Abstract:Local voices on forest conservation are often ignored in authoritarian regimes, which presents a challenge to sound and fair policy-making. In this political ecology study, we explore the preferences and priorities of the forest-dependent communities toward forest conservation policies in Daxing'anling Prefecture, China. Our analysis focuses on two aspects of forest conservation closest to local interests: (1) the socio-economic impact of conservation and (2) the transition strategies. From the analysis, we illustrate the benefits of a more participatory approach to forest conservation in China by envisioning a bottom-up conservation program.

Abstract:In Southeast Asia, actors in civil society have negotiated new social and economic realities at the conjuncture of intensifying governance and commodity production in frontier areas. As these spaces intersect, nongovernmental organizations (NGOs) and their allies have reflected on the legitimacy of their interventions in terms of how local farmers view contrasting benefits relative to the changing expectations and promises emerging at the nexus of governance and commodity production. This article explores how a long-standing NGO network on Palawan Island, the Philippines, has drawn on its moral capital and legitimacy in forging a grassroots consortium that has implemented the carbon governance mechanism, REDD+, in a changing rural economy of expectations—one that is contested and differentiated based on its offerings and aspirations. I argue that as the NGO consortium CODE REDD tried to reframe REDD+ as a means of supporting indigenous livelihoods and climate change mitigation, it has placed its integrity and leverage at risk, as other indigenous farmers have rejected the claims and promises of the NGO REDD+ platform. I focus on a case where the NGO consortium's efforts to reframe REDD+ in terms of indigenous, propoor discourse progresses well in some quarters, aligning with anti–oil palm social movements, but fails to meet the growing aspirations of former indigenous allies who question the consortium in favor of investing in oil palm on ancestral lands. I conclude by suggesting that as NGOs adjust their political objectives by adopting market-based governance, they could lose leverage in negotiating the impact of lucrative commodity booms.

Abstract:To achieve global biodiversity targets, expanding protected area (PA) networks has been regarded as a major strategy in international commitments. However, the PA strategy often fails to achieve its objective – preserving biodiversity and ecosystem services. In addition, the expansion of PA areas could replicate and amplify historical injustices such as forced evictions, state-led physical violence, assimilation of culture and loss of traditional ecological knowledge, affecting communities' livelihood, quality of life and rights. There is an increasing consensus that the post-2020 biodiversity conservation framework should be rights-based and sensitive to the role and contributions of local communities towards achieving the PAs' targets. India's Forest Rights Act (FRA) 2006 may be considered a useful framework for biodiversity conservation in the context of this new conservation vision. It puts local people at the centre stage, making them active participants in designing and managing conservation. PAs following 'fortress conservation' approach were based on the flawed idea that human interference endangers biodiversity and therefore habitats should be preserved by force if required. Such an idea contradicts the recent understanding that ecosystems once perceived as 'wilderness', have been transformed by people. PAs undermine the intricate and intertwined relationship of humans with their immediate ecosystem. The conservation model proposed by FRA 2006, on the other hand, recognises local communities as an integral part of ecosystem and thereby acknowledges people's rights and agency in conservation. It ensures locals' equitable benefits from economic activities, and provides equitable opportunities to participate in decision-making. Though various provisions under FRA empowered local people in conservation, it faces various challenges during the implementation on the ground. It is argued that a clear and appropriate institutional arrangement specifying various stakeholders' power, roles and responsibilities in the conservation and management of bioresources (including the protection of endangered species) should be developed for transformative change in biodiversity conservation.

Is there an ideal REDD+ program? An analysis of policy trade-offs at the local level

Abstract:We use economy-wide simulation methods to analyze the outcome of a simple REDD+ program in a mixed subsistence/commercial-agriculture economy. Alternative scenarios help trace REDD+'s causal chain, revealing how trade-offs between the program's public and private costs and benefits determine its effectiveness, efficiency and equity (the 3Es). Scenarios reveal a complex relationship between the 3Es not evident in more aggregate analyses. Setting aside land as a carbon sink always influences the productivity of agriculture and its supply of non-market goods and services; but the overall returns to land and labor-which ultimately determine the opportunity cost of enrollment, the price of carbon and the distribution of gains and losses-depend on local conditions. In the study area, market-oriented landowners could enroll 30% of local land into a cost-effective program, but local subsistence demands would raise their opportunity costs as REDD+ unfurls, increasing the marginal cost of carbon. A combination of rent and wage changes would create net costs for most private stakeholders, including program participants. Increasing carbon prices undermines the program's efficiency without solving its inequities; expanding the program reduces inefficiencies but increases private costs with only minor improvements in equity. A program that prevents job losses could be the best option, but its efficiency compared to direct compensation could depend on program scale. Overall, neither the cost nor the 3Es of alternative REDD+ programs can be assessed without accounting for local demand for subsistence goods and services. In the context of Mexico's tropical highlands, a moderate-sized REDD+ program could at best have no net impact on rural households. REDD+ mechanisms should avoid general formulas by giving local authorities the necessary flexibility to address the trade-offs involved. National programs themselves should remain flexible enough to adjust for spatially and temporally changing contexts.

Abstract:The REDD+ was introduced into the negotiations under UNFCCC to mitigate climate change and improve the wellbeing of communities through result based payment for reduced emission from forest sector. REDD+ activities were designed to meet an international requirement and policies to privileged for emission reduction payment. Meta-analysis was carried out with the objective to understand ecological and economic impacts of REDD+ through the review of 55 articles and proceedings, and international reports. The analysis revealed that the implementation of REDD+ in developing countries has both ecological and economic benefits. The ecological benefits of REDD+ includes protect biodiversity, regulate climate change by reducing carbon emission from forest sector through sustainable forest management, afforestation/reforestation, and rehabilitation of degraded land, reduce soil erosion, purify water, regulate of water flows and provide numerous wildlife habitats. Its economic benefits also encompass the improvement of human wellbeing through the provision of food and water from protected forest ecosystem, and verified emission reduction payment that generates additional income for forest dependent communities. Effective REDD+ design and implementation reduce carbon emissions from the forest sector, support bio-diversity and provides economic benefits.

Abstract:There is a growing recognition that conservation often entails trade-offs. A focus on trade-offs can open the way to more complete consideration of the variety of positive and negative effects associated with conservation initiatives. In analyzing and working through conservation trade-offs, however, it is important to embrace the complexities inherent in the social context of conservation. In particular, it is important to recognize that the consequences of conservation activities are experienced, perceived, and understood differently from different perspectives, and that these perspectives are embedded in social systems and preexisting power relations. We illustrate the role of trade-offs in conservation and the complexities involved in understanding them with recent debates surrounding REDD (Reducing Emissions from Deforestation and Degradation), a global conservation policy designed to create incentives to reduce tropical deforestation. Often portrayed in terms of the multiple benefits it may provide: poverty alleviation, biodiversity conservation, and climate-change mitigation; REDD may involve substantial trade-offs. The gains of REDD may be associated with a reduction in incentives for industrialized countries to decrease carbon emissions; relocation of deforestation to places unaffected by REDD; increased inequality in places where people who make their livelihood from forests have insecure land tenure; loss of biological and cultural diversity that does not directly align with REDD measurement schemes; and erosion of community-based means of protecting forests. We believe it is important to acknowledge the potential trade-offs involved in conservation initiatives such as REDD and to examine these trade-offs in an open and integrative way that includes a variety of tools, methods, and points of view.
Responding to climate change and the global land crisis: REDD+, market transformation and low-emissions rural development

Abstract:Climate change and rapidly escalating global demand for food, fuel, fibre and feed present seemingly contradictory challenges to humanity. Can greenhouse gas (GHG) emissions from land-use, more than one-fourth of the global total, decline as growth in land-based production accelerates? This review examines the status of two major international initiatives that are designed to address different aspects of this challenge. REDD+ is an emerging policy framework for providing incentives to tropical nations and states that reduce their GHG emissions from deforestation and forest degradation. Market transformation, best represented by agricultural commodity roundtables, seeks to exclude unsustainable farmers from commodity markets through international social and environmental standards for farmers and processors. These global initiatives could potentially become synergistically integrated through (i) a shared approach for measuring and favouring high environmental and social performance of land use across entire jurisdictions and (ii) stronger links with the domestic policies, finance and laws in the jurisdictions where agricultural expansion is moving into forests. To achieve scale, the principles of REDD+ and sustainable farming systems must be embedded in domestic low-emission rural development models capable of garnering support across multiple constituencies. We illustrate this potential with the case of Mato Grosso State in the Brazilian Amazon.
Decolonizing nature conservation according to natural law: learning from the Kogui

Abstract:AlterNative: An International Journal of Indigenous Peoples, Ahead of Print. With rising concerns over the failed outcomes of global conservation strategies and the militarization of environmental monitoring and enforcement, there is an urgent need for decolonizing nature conservation. This article examines the position of Indigenous peoples as rights-and-knowledge-holders in this discourse and the vital role they play in biodiversity conservation globally. I present a 2018 case study of the Kogui Indigenous peoples of Sierra Nevada de Santa Marta, Colombia, one of the last remaining examples of a sustainable biocultural system. My results demonstrate that the success of the Kogui is largely defined by their: (a) nature-based cosmovision, (b) strong cultural identity related to that cosmovision, and (c) functioning governance system ordered by Natural Law. These findings stand as beacons to reframe the nature conservation paradigm and help humanity re-find and re-connect with our place in, and relationship with, both the material and non-material worlds.

Abstract:This article critically addresses the crucial aspects for understanding the rights of nature as a resistance platform for indigenous peoples in Ecuador. By basing my arguments in a post-colonial approach to human rights and the concept of coloniality of power, I argue that the lack of inclusion of indigenous knowledge in human rights is a manifestation of neocolonialism. Thus, the introduction of non-Western narratives into the human rights discourse/practice is an attempt to decolonize what has traditionally been a colonialist discourse. Later on, I develop the concept of ‘rights of nature’ arguing that they are a practical example of the inclusion of indigenous narratives in human rights. In the end, the biggest problem is that the dominant Western thought does not challenge the human-nature relationships that are responsible for nature’s degradation. In this regard, I use ethnographic material, post-colonial anthropological theory, and symbolic ecology to argue that Amazonian indigenous nature ontologies —which understand the nature/culture relationship in a very different way— are contained in the rights of nature that the Ecuadorian Constitution enshrines. Abstract:Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals. Key policy insights The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. Abstract:Tropical deforestation is a major driver of climate change accounting for ∼12% of global anthropogenic CO2 emissions. A mitigation strategy named Reduction Emission from Deforestation and forest Degradation (REDD) has been developed to tackle emissions due to forest loss in developing countries. REDD will be the core instrument in any post-2012 climate agreement according to the final document of the 15th UN Conference of the Parties. Nonetheless, REDD's implementation presents several political and scientific challenges. A review of current and future deforestation estimates in terms of forest surface change, carbon densities, and carbon fluxes is under preparation to aid the scientific community. REDD mitigation potential estimates and a case study have also been examined. Preliminary results of this review are presented.

Abstract:Throughout the "Age of Aid" (1944-1989) 4 development has been seen as essentially economic in nature. Increasingly, however, it has become apparent that it is economic only in its consequences. It is something else - entitlements, democratization...social capital - that makes development possible. A different paradigm is therefore needed, and we begin by sketching that by way of the various "experiments" - nationalization, privatization and communitization - with Nepal's forests over the past half-century. Nationalization and privatization turned out to be abysmal failures; communitization a great, and continuing, success. We relate all this to the differing patterns of interaction between four fundamental forms of social solidarity - individualism (eg markets), hierarchy (eg governments and aid donors), egalitarianism (eg activist groups) and fatalism (eg carriers of the "double burden": poverty and social exclusion) - and go on to show that only when each is (a) able to make its "voice" heard and (b) is following its dharma 5 (acting according to its distinctive morality rather than undermining it) do we get development. REDD+ 6 , we then show, using examples of its implementation in Africa, is unremittingly hierarchical and does not satisfy these two conditions. We conclude with some suggestions for remedying these policy defects.
