Abstract:With a growing population (over 40%) living in coastal counties within the U.S., there is an increasing risk that coastal communities will be significantly impacted by riverine/coastal flooding and high winds associated with tropical cyclones. Climate change could exacerbate these risks; thus, it would be prudent for coastal communities to plan for resilience in the face of these uncertainties. In order to address all of these risks, a coupled physics-based modeling system has been developed that simulates total water levels. This system uses parametric models for both rainfall and wind, which only require essential information (e.g., track and central pressure) generated by a hurricane model. The system is validated with Hurricane Isabel hindcasts: One using the parametric system and another using data assimilated fields. The results show a good agreement to the available data, indicating that the system is able to adequately capture the hazards using parametric models, as compared to optimized fields. The validated system was then utilized to simulate randomly generated scenarios that account for future uncertainty, i.e., amount of sea level rise and storm strength/track, as influenced by projected climate change scenarios. Results are then used in next step in the development of a system-wide, community resilience model.
Comprehensive Economic Losses Assessment of Storm Surge Disasters Using Open Data: a Case Study of Zhoushan, China

Abstract:As climate change continues to worsen, coastal areas are increasingly vulnerable to more frequent and severe storm surges. This poses a significant risk to economic entities, particularly in areas that have undergone rapid development. However, quantitative assessment of economic losses from storm surge disasters in China has been challenging due to limited exposure and vulnerability data. This study proposes a framework for comprehensive economic losses assessment of storm surge disasters using open data, focusing on Zhoushan City as an example. The study quantifies economic loss ratios caused by storm surges by identifying essential urban land use/cover (EULUC) and considering the water depth of different EULUC types for quantitative vulnerability assessment. The study then calculates direct economic losses using the loss ratio maps and gridded gross domestic product data and quantifies indirect economic losses (IEL) using an input-output model to account for inter-industry correlation. Results show that under the scenario of a super typhoon intensity (915 hPa), the total economic loss can reach 131 million CNY, with IEL accounting for 60% of the total. The construction and industrial sectors experience higher IEL due to excessive dependence on upstream and downstream industries, with IEL accounting for approximately 70%.
Projecting Climate Dependent Coastal Flood Risk With a Hybrid Statistical Dynamical Model

Abstract:Numerical models for tides, storm surge, and wave runup have demonstrated ability to accurately define spatially varying flood surfaces. However these models are typically too computationally expensive to dynamically simulate the full parameter space of future oceanographic, atmospheric, and hydrologic conditions that will constructively compound in the nearshore to cause both extreme event and nuisance flooding during the 21st century. A surrogate modeling framework of waves, winds, and tides is developed in this study to efficiently predict spatially varying nearshore and estuarine water levels contingent on any combination of offshore forcing conditions. The surrogate models are coupled with a time-dependent stochastic climate emulator that provides efficient downscaling for hypothetical iterations of offshore conditions. Together, the hybrid statistical-dynamical framework can assess present day and future coastal flood risk, including the chronological characteristics of individual flood and wave-induced dune overtopping events and their changes into the future. The framework is demonstrated at Naval Base Coronado in San Diego, CA, utilizing the regional Coastal Storm Modeling System (CoSMoS; composed of Delft3D and XBeach) as the dynamic simulator and Gaussian process regression as the surrogate modeling tool. Validation of the framework uses both in-situ tide gauge observations within San Diego Bay, and a nearshore cross-shore array deployment of pressure sensors in the open beach surf zone. The framework reveals the relative influence of large-scale climate variability on future coastal flood resilience metrics relevant to the management of an open coast artificial berm, as well as the stochastic nature of future total water levels.
Optimal dynamic climate adaptation pathways: a case study of New York City

Abstract:Assessing climate risk and its potential impacts on our cities and economies is of fundamental importance. Extreme weather events, such as hurricanes, floods, and storm surges can lead to catastrophic damages. We propose a flexible approach based on real options analysis and extreme value theory, which enables the selection of optimal adaptation pathways for a portfolio of climate adaptation projects. We model the severity of extreme sea level events using the block maxima approach from extreme value theory, and then develop a real options framework, factoring in climate change, sea level rise uncertainty, and the growth in asset exposure. We then apply the proposed framework to a real-world problem, considering sea level data as well as different adaptation investment options for New York City. Our research can assist governments and policy makers in taking informed decisions about optimal adaptation pathways and more specifically about reducing flood and storm surge risk in a dynamic settings.

Potential Impacts of Storm Surge-Induced Flooding Based on Refined Exposure Estimation: a Case Study in Zhoushan Island, China

Abstract:Storm surge-induced flooding (SSIF) is a major hazard for coastal areas under intensified typhoons. Therefore, it is essential to assess the potential impacts of SSIF (SSPIA). This study proposes a multidisciplinary framework for refined SSPIA using an ocean model and a refined exposure estimation method. First, a finite-volume coastal ocean model (FVCOM) and a typhoon model were developed and validated. Then, five scenarios of varying intensity were defined and combined with FVCOM to identify inundation scenarios. Subsequently, machine learning was used to obtain the fine-scale gridded population and gross domestic product (GDP) maps based on the census and geospatial data. Finally, we assessed the magnitude of the affected population and GDP based on the inundation scenarios and refined exposure datasets. We selected Zhoushan Island as a study area to implement this framework. Our assessment results show that the lowest scenario (955 hPa) affected 2587 people and 323.745 million CNY of GDP, while the highest scenario (915 hPa) affected 259,516 people and 20,178.898 million CNY of GDP. Therefore, it is imperative to implement effective mitigation and adaptation measures to address the threat of SSIF. This framework will apply to all flood-prone areas for a refined assessment of the potential impacts of SSIF.

Abstract:Sea-levels are rising in many areas around the world, posing risks to coastal communities and infrastructures. Strategies for managing these flood risks present decision challenges that require a combination of geophysical, economic, and infrastructure models. Previous studies have broken important new ground on the considerable tensions between the costs of upgrading infrastructure and the damages that could result from extreme flood events. However, many risk-based adaptation strategies remain silent on certain potentially important uncertainties, as well as the trade-offs between competing objectives. Here, we implement and improve on a classic decision-analytical model (van Dantzig 1956) to: (i) capture trade-offs across conflicting stakeholder objectives, (ii) demonstrate the consequences of structural uncertainties in the sea-level rise and storm surge models, and (iii) identify the parametric uncertainties that most strongly influence each objective using global sensitivity analysis. We find that the flood adaptation model produces potentially myopic solutions when formulated using traditional mean-centric decision theory. Moving from a single-objective problem formulation to one with multi-objective trade-offs dramatically expands the decision space, and highlights the need for compromise solutions to address stakeholder preferences. We find deep structural uncertainties that have large effects on the model outcome, with the storm surge parameters accounting for the greatest impacts. Global sensitivity analysis effectively identifies important parameter interactions that local methods overlook, and which could have critical implications for flood adaptation strategies.

Abstract:Managing coastal flood risks involves choosing among portfolios of different options. Analyzing these choices typically requires a model. State-of-the-art coastal risk models provide detailed regional information, but can be difficult to implement, computationally challenging, and potentially inaccessible to smaller communities. Simple economic damage models are more accessible, but may not incorporate important features and thus fail to model risks and trade-offs with enough fidelity to effectively support decision making. Here we develop a new framework to analyze coastal flood control. The framework is computationally inexpensive, yet incorporates common features of many coastal cities. We apply this framework to an idealized coastal city and assess and optimize two objectives using combinations of risk mitigation strategies against a wide range of future states of the world. We find that optimization using combinations of strategies allows for identification of Pareto optimal strategy combinations that outperform individual strategy options.

Abstract:The recent destructive hurricane seasons and concerns related to the future influence of climate change have increased the relevance of coastal storm hazards and, in particular, of storm surge hazard estimation when discussing the resilience of coastal communities. This hazard is generally represented as surge inundation probabilities over a large number of individual locations in the geographic domain of interest, and is typically assessed utilizing an ensemble of storm scenarios (i.e., storm events) that are representative of the regional climatology. This paper investigates the storm ensemble selection within this setting, with the objective of identifying a small number of storm scenarios that are consistent with some chosen hazard descriptions over a large geographic region. Beyond the storm events, the occurrence rates (i.e., weights) are also updated. Following past works, a two-stage optimization is adopted for the storm selection. The inner-loop identifies the occurrence rates for a given storm subset, formulating the problem as a linear programming optimization for the sum of absolute deviation for the predicted hazard. The outer-loop searches for the best subset with the desired number of storms, adopting a genetic algorithm integer optimization for minimizing the aforementioned deviation. This work extends this implementation to extended coastal regions, with many locations of interest. In this case, it is computationally intractable to consider all the locations in the domain within the linear programming formulation, and for this reason, a subset of representative locations is chosen through cluster analysis. The hazard description for only these locations is used in the storm ensemble selection. For clustering, different strategies using correlation between locations based on geospatial information, surge response, or a combination of both are examined. Additionally, the correlation in the hazard description is better integrated into the storm selection by establishing a modification of the objective function adopted for the outer optimization loop. Applications to different North Atlantic coastal domains are presented as case studies.

Abstract:Coastal planners and decision makers design risk management strategies based on hazard projections. However, projections can differ drastically. What causes this divergence and which projection(s) should a decision maker adopt to create plans and adaptation efforts for improving coastal resiliency? Using Norfolk, Virginia, as a case study, we start to address these questions by characterizing and quantifying the drivers of differences between published sea-level rise and storm surge projections, and how these differences can impact efforts to improve coastal resilience. We find that assumptions about the complex behavior of ice sheets are the primary drivers of flood hazard diversity. Adopting a single hazard projection neglects key uncertainties and can lead to overconfident projections and downwards biased hazard estimates. These results highlight key avenues to improve the usefulness of hazard projections to inform decision-making such as (i) representing complex ice sheet behavior, (ii) covering decision-relevant timescales beyond this century, (iii) resolving storm surges with a low chance of occurring (e.g., a 0.2% chance per year), (iv) considering that storm surge projections may deviate from the historical record, and (v) communicating the considerable deep uncertainty.

Lack of consensus and funding led to a focus on building retrofits after storm surge flooding and collective inaction for undertaking cross-jurisdictional adaptation pathways planning. Using Seabrook, TX, United States, as a test case, this paper demonstrates the feasibility of using design games (participatory community visioning and design processes) to develop consensus-based, performance-driven, form-based codes from an adaptive landscape framework to facilitate emergency evacuation during storm surge flooding. The framework provides bottom-up mechanisms to enhance the sizes, coverages, quantities, and connectivity of multi-scalar engineered structural and nature-based solutions as a complex adaptive system to increase evacuation time and decrease flood-prone population.

Abstract:Low-lying coastal cities across the world are vulnerable to the combined impact of rainfall and storm tide. However, existing approaches lack the ability to model the combined effect of these flood mechanisms. Thus, to increase flood resilience, modeling techniques to improve understanding and prediction of the combined effect of these flood hazards are critical. To address this need, this study presents a modeling system for assessing the combined flood risk to coastal cities under changing climate conditions that leverages ocean modeling with land surface modeling capable of resolving urban drainage infrastructure within the city. The modeling approach is demonstrated in quantifying the future impact on transportation infrastructure within Norfolk, Virginia USA. A series of combined storms events are modeled for current (2020) and projected future (2070) climate conditions. Results show that pluvial flooding causes a larger interruption to the transportation network compared to tidal flooding under current climate conditions. By 2070, however, tidal flooding will be the dominant flooding mechanism with even nuisance flooding expected to happen daily due to SLR. In 2070, nuisance flooding is expected to cause a 4.6% total link close time (TLC), which is more than two times that of a 50-year storm surge (1.8% TLC) in 2020. The coupled model was compared with a widely used but physically simplistic bathtub method to assess the difference resulting from the more complex modeling presented. Results show that the bathtub method overestimated the flooded area near the shoreline by 9.5% and 3.1% for a 10-year storm surge event in 2020 and 2070, respectively, but underestimated flooded area in the inland region by 9.0% and 4.0% for the same events. The findings demonstrate the benefit of sophisticated modeling methods in climate adaptive planning and policy in coastal communities.

Abstract:Abstract Flood-related risks to people and property are expected to increase in the future due to environmental and demographic changes. It is important to quantify and effectively communicate flood hazards and exposure to inform the design and implementation of flood risk management strategies. Here we develop an integrated modeling framework to assess projected changes in regional riverine flood inundation risks. The framework samples climate model outputs to force a hydrologic model and generate streamflow projections. Together with a statistical and hydraulic model, we use the projected streamflow to map the uncertainty of flood inundation projections for extreme flood events. We implement the framework for rivers across the state of Pennsylvania, United States. Our projections suggest that flood hazards and exposure across Pennsylvania are overall increasing with future climate change. Specific regions, including the main stem Susquehanna River, lower portion of the Allegheny basin and central portion of Delaware River basin, demonstrate higher flood inundation risks. In our analysis, the climate uncertainty dominates the overall uncertainty surrounding the flood inundation projection chain. The combined hydrologic and hydraulic uncertainties can account for as much as 37% of the total uncertainty. We discuss how this framework can provide regional and dynamic flood-risk assessments and help to inform the design of risk-management strategies.

Abstract:Climate change intensifies the likelihood of extreme flood events worldwide, amplifying the potential for compound flooding. This evolving scenario represents an escalating risk, emphasizing the urgent need for comprehensive climate change adaptation strategies across society. Vital to effective response are models that evaluate damages, costs, and benefits of adaptation strategies, encompassing non-linearities and feedback between anthropogenic and natural systems. While flood risk modeling has progressed, limitations endure, including inadequate stakeholder representation and indirect risks such as business interruption and diminished tax revenues. To address these gaps, we propose an innovative version of the Climate-economy Regional Agent-Based model that integrates a dynamic, rapidly expanding agglomeration economy populated by interacting households and firms with extreme flood events. Through this approach, feedback loops and cascading effects generated by flood shocks are delineated within a socio-economic system of boundedly-rational agents. By leveraging extensive behavioral data, our model incorporates a risk layering strategy encompassing bottom-up and top-down adaptation, spanning individual risk reduction to insurance. Calibrated to resemble a research-rich coastal megacity in China, our model demonstrates how synergistic adaptation actions at all levels effectively combat the mounting climate threat. Crucially, the integration of localized risk management with top-down approaches offers explicit avenues to address both direct and indirect risks, providing significant insights for constructing climate-resilient societies.
Deep Uncertainty Surrounding Coastal Flood Risk Projections: A Case Study for New Orleans

Abstract:Future sea-level rise drives severe risks for many coastal communities. Strategies to manage these risks hinge on a sound characterization of the uncertainties. For example, recent studies suggest that large fractions of the Antarctic ice sheet (AIS) may rapidly disintegrate in response to rising global temperatures, leading to potentially several meters of sea-level rise during the next few centuries. It is deeply uncertain, for example, whether such an AIS disintegration will be triggered, how much this would increase sea-level rise, whether extreme storm surges intensify in a warming climate, or which emissions pathway future societies will choose. Here, we assess the impacts of these deep uncertainties on projected flooding probabilities for a levee ring in New Orleans, Louisiana. We use 18 scenarios, presenting probabilistic projections within each one, to sample key deeply uncertain future projections of sea-level rise, radiative forcing pathways, storm surge characterization, and contributions from rapid AIS mass loss. The implications of these deep uncertainties for projected flood risk are thus characterized by a set of 18 probability distribution functions. We use a global sensitivity analysis to assess which mechanisms contribute to uncertainty in projected flood risk over the course of a 50-year design life. In line with previous work, we find that the uncertain storm surge drives the most substantial risk, followed by general AIS dynamics, in our simple model for future flood risk for New Orleans.

Abstract:Natural hazards pose significant risks to people and assets in many regions of the world. Quantifying associated risks is crucial for many applications such as adaptation option appraisal and insurance pricing. However, traditional risk assessment approaches have focused on the impacts of single hazards, ignoring the effects of multi-hazard risks and potentially leading to underestimations or overestimations of risks. In this work, we present a framework for modelling multi-hazard risks globally in a consistent way, considering hazards, exposures, vulnerabilities, and assumptions on recovery. We illustrate the approach using river floods and tropical cyclones impacting people and physical assets on a global scale in a changing climate. To ensure physical consistency, we combine single hazard models that were driven by the same climate model realizations. Our results show that incorporating common physical drivers and recovery considerably alters the multi-hazard risk. We finally demonstrate how our framework can accommodate more than two hazards and integrate diverse assumptions about recovery processes based on a national case study. This framework is implemented in the open-source climate risk assessment platform CLIMADA and can be applied to various hazards and exposures, providing a more comprehensive approach to risk management than conventional methods.

Abstract:The evaluation of storm surge flood risk is vital to disaster management and planning at national, regional and local levels, particularly in coastal areas that are affected more severely by storm surges. The purpose of this paper is to propose a new method that includes two modules for the simulation modeling and risk assessment of coastal flooding. One is a hydrodynamic module for simulating the process of the flood inundation coastal inundation arising from storm surge, which is based on a cellular automata (CA) model. The other is a risk assessment module for quantitatively estimating the economic loss by using the inundation data and land use data. The coastal areas of Pearl River estuary in China were taken as a case study. Simulation results are compared to experimental results from MIKE 21 and depth data from a social-media-based dataset, which demonstrates the effectiveness of the CA model. By analyzing flood risk, the flood area and the direct economic losses predicted are close to the actual case incurred, further demonstrating the computational reliability of the proposed method. Additionally, an automatic risk assessment platform is designed by integrating the two modules in a Geographic Information System (GIS) framework, facilitating a more efficient and faster simulation of coastal flooding. The platform can provide the governments as well as citizens of coastal areas with user-friendly, real-time graphics for coastal flood disaster preparation, warning, response and recovery.

Abstract:Coastal areas face escalating storm surge disasters due to rising sea levels and urban growth, posing greater risks to lives and property. Comprehensive storm surge risk assessment and sensitivity analysis in coastal areas are crucial for effective disaster prevention and mitigation. This research focuses on Huizhou, China, conducting a comparative study of storm surge risk assessment and sensitivity analysis based on an integrated approach, which includes the storm surge inundation numerical model (FVCOM-SWAN), Geographic Information System (GIS) and Remote Sensing (RS) techniques, and Multiple Criteria Decision-Making (MCDM) methods. Ten flood-related risk indicators are selected from the hazard, exposure and vulnerability, the weights of which are evaluated through a comprehensive comparison among Analytic Hierarchy Process (AHP), Fuzzy Analytic Hierarchy Process (FAHP), Entropy Weight (EW), AHP-EW, and FAHP-EW methods. High-precision risk level maps are generated subsequently utilizing GIS and RS techniques. Sensitivities of the indicators are analyzed using One-At-A-Time (OAT) and Fourier Amplitude Sensitivity Test (FAST) methods. The proposed storm surge risk assessment framework, the MCDM comparative study and the sensitivity analysis can offer insights for better understanding and management of storm surge risks, and contribute to the standardization and application of storm surge risk assessment.

Risk-based hydrologic design under climate change using stochastic weather and watershed modeling

Abstract:Water resources planning and management requires the estimation of extreme design events. Anticipated climate change is playing an increasingly prominent role in the planning and design of long-lived infrastructure, as changes to climate forcings are expected to alter the distribution of extremes in ways and to extents that are difficult to predict. One approach is to use climate projections to force hydrologic models, but this raises two challenges. First, global climate models generally focus on much larger scales than are relevant to hydrologic design, and regional climate models that better capture small scale dynamics are too computationally expensive for large ensemble analyses. Second, hydrologic models systematically misrepresent the variance and higher moments of streamflow response to climate, resulting in a mischaracterization of the extreme flows of most interest. To address both issues, we propose a new framework for non-stationary risk-based hydrologic design that combines a stochastic weather generator (SWG) that accurately replicates basin-scale weather and a stochastic watershed model (SWM) that accurately represents the distribution of extreme flows. The joint SWG-SWM framework can generate large ensembles of future hydrologic simulations under varying climate conditions, from which design statistics and their uncertainties can be estimated. The SWG-SWM framework is demonstrated for the Squannacook River in the Northeast United States. Standard approaches to design flows, like the T-year flood, are difficult to interpret under non-stationarity, but the SWG-SWM simulations can readily be adapted to risk and reliability metrics which bare the same interpretation under stationary and non-stationary conditions. As an example, we provide an analysis comparing the use of risk and more traditional T-year design events, and conclude that risk-based metrics have the potential to reduce regret of over- and under-design compared to traditional return-period based analyses.
Using Multidisciplinary Analysis to Develop Adaptation Options against Extreme Coastal Floods

Abstract:Long-term flood risk adaptation and decision making are complex because the future is full of deep uncertainties. Flexibility and robustness can be used to deal with future uncertainty. This study developed an integrated modeling framework that extends previous studies to the spatial domain to assess the future flood risks and the cost and benefit of three adaptation measures for four types of buildings in Shanghai. Real options analysis (ROA) and dynamic adaptive policy pathways (DAPP) were integrated to develop a dynamic adaptation pathway and identify robust adaptation options. The results show that: (1) Sea level rise and land subsidence will significantly exacerbate the flood risks in Shanghai; (2) Among the three flood control measures, wet-floodproofing has the best economic performance in terms of both the net present value and the benefit/cost ratio, followed by dry-floodproofing, and elevation; (3) Dry-floodproofing can be used at the beginning of the future period (2030–2100), and it can be replaced by wet-floodproofing in 2035–2042; the elevation measure also shows good performance at the beginning of implementation, but its performance will decline after 2041–2045; (4) The combined strategy of dry- and wet-floodproofing in 2044–2046 and a hybrid strategy combining the three measures should be the optimal solution for reducing the flood risks in 2047–2051. The methodology developed in this study can provide insights for coastal cities to formulate cost-effective and feasible adaptation strategies in a deeply uncertain future.
