Abstract:In this paper, the susceptible-exposed-infected-recovered (SEIR) model is applied to the novel coronavirus disease. With the actual data in Georgia, USA, we obtained the related parameters such as the recovery rate and mortality rate. Then, the development of the novel coronavirus is investigated. For more accuracy, we consider the parameters in this model as the functions of the infected number and disease duration. These parameters' functions are used to reflect the impact of disease development on parameters. Furthermore, the coefficients in these functions are regarded as uncertainties. To obtain these uncertain coefficients, the fuzzy set theory and confidence index theory are adopted. Thus, the fuzzy SEIR model is proposed.

What problem does this paper attempt to address?
The problem that this paper attempts to solve is the spread of the novel coronavirus (COVID - 19) in Georgia (USA). By improving the traditional SEIR (Susceptible - Exposed - Infected - Recovered) model, it aims to predict the spread and development trend of the disease more accurately. Specifically, the paper mainly focuses on the following aspects: 1. **Dynamic adjustment of parameters**: The parameters in the traditional SEIR model (such as contact rate, recovery rate, etc.) are usually regarded as constants. However, these parameters actually change with the development of the epidemic and the changes of social measures. Therefore, the paper proposes to regard these parameters as functions of the number of infected people and time, so as to more realistically reflect the actual situation. 2. **Treatment of uncertainty**: Since there are many uncertain factors in the actual system (such as changes in government policies, people's attitudes, etc.), the paper introduces the fuzzy set theory and the confidence index theory to deal with these uncertainties. By regarding some coefficients as fuzzy numbers and using the confidence index theory to solve the expected values of these fuzzy numbers, the prediction accuracy of the model is improved. 3. **Predicting the epidemic development under different measures**: The paper evaluates the effects of different measures on epidemic control by simulating the epidemic development under different measures (such as no measures, current measures, expected measures, etc.). This helps the government and the public understand the possible impacts of taking different measures, so as to make more scientific decisions.
