Abstract:Online gambling has become a substantial global industry during the past two decades. However, it is explicitly prohibited or restricted by most countries in the world due to social problems caused by it. This results in rapid expansion of the illegal online gambling (IOG) market where players profits are under little protection. To fight against IOG, this paper addresses the IOG participant-role recognition (PRR) problem by learning a supervised classifier with monetary transaction data. We propose two sets of features, i.e., transaction statistical features and network structural features, to effectively represent participants. Based on the feature representation, we adopt an ensemble learning strategy in the training phase of a PRR classifier to reduce the impact of unbalanced data. Results of experiments performed on real-world IOG case data demonstrate the feasibility and validity of the proposed approach. The proposed approach could help investigators in a law enforcement agency find the key members of an IOG organization quickly and destroy the ecosystem efficiently.

Abstract:With the arrival of the Internet Age and the increasing power of the media,online live broadcasts become a new landscape in the criminal trial.Online live broadcasts provide us with important data for analyzing China's criminal trial mode when the transparency of China's criminal trial is not adequate.The questionnaire survey shows that most people involved in the survey affirmed online live broadcasts as a new way of procedure disclosure.At the same time,many people pointed out some defects of online trials,such as too simple cases,too many factors of formalism.We can attempt to improve online criminal trial by normalizing the initial procedure,selection standards and specific rules of online live broadcasts.The survey explores some key ways of reforming China's current criminal trial mode from some profile,which include promoting the equal adversaries between the procurator and the accused,keeping witnesses being testified on court,protecting the rights of the accused.

Abstract:The popularity of online gambling could bring negative social impact, and many countries ban or restrict online gambling. Taking China for example, online gambling violates Chinese laws and hence is illegal. However, illegal online gambling websites are still thriving despite strict restrictions, since they are able to make tremendous illicit profits by trapping and cheating online players. In this paper, we conduct the first deep analysis on illegal online gambling targeting Chinese to unveil its profit chain. After successfully identifying more than 967,954 suspicious illegal gambling websites, we inspect these illegal gambling websites from five aspects, including webpage structure similarity, SEO (Search Engine Optimization) methods, the abuse of Internet infrastructure, third-party online payment, and gambling group. Then we conduct a measurement study on the profit chain of illegal online gambling, investigating the upstream and downstream of these illegal gambling websites. We mainly focus on promotion strategies, third-party online payment, the abuse of third-party live chat services, and network infrastructures. Our findings shed the light on the ecosystem of online gambling and help the security community thwart illegal online gambling.

Abstract:Introduction It is often remarked that crime always follows money. With this in mind it should be obvious that the Internet is not immune to this generally held belief. However, new technology and virtual money brings with it new problems. According to recent reports (BBC News Online, 1998), the British Police are increasingly concerned about virtual casinos. The Computer Crime division of the police has expressed concerns that there are no guarantees with online gambling games that they are played fairly, and that gamblers giving credit card details could be putting themselves at financial risk. Such casinos offering on-screen games such as roulette and blackjack are actually illegal in the UK. However, most virtual casinos are based offshore which is problematic in terms of policing and regulation. More recently, one woman in the US amassed $70,000 of gambling debt through online gambling but she is now exploiting the illegality issue by counter-suing the Internet betting companies, saying that the transactions between them were technically unlawful, thus repayment of her debts is unenforceable. This is likely to become a test case over the use of credit card transactions by online gambling sites a method of payment which is ultimately the key to the survival of these virtual gaming sites. Just from these opening comments, it is clear that Internet gambling provides new challenges for police and regulators.

Abstract:China has witnessed a rapid growth in internet use alongside an unprecedented increase in cybercrimes. Although studies have suggested that there are many factors that may contribute to the growing number of cybercrimes, such as the widespread use of online gaming, the low average income of internet users, and an increased access to IT skills, systematic analyses of actual convictions are rare. As the level of domestic cybercriminal activities increases rapidly, there is a growing call for empirical studies on cybercrime in China. Through the extraction of data from China Judgements Online, the newly released Chinese judgements service, this study examines the basic characteristics of cybercrimes in China by analysing 448 sentencing documents that cover four types of computer crimes: online frauds, real asset theft, virtual asset theft, and stolen accounts. We analyse cybercrime cases from the perspective of the underground economy, focusing on the roles that cybercriminals play in the value chains of the online underground market; more specifically, what kind of products and services are enabled through cyber theft, and how those products and services are integrated as components of the underground economy.

Abstract:This scientific article provides an in-depth analysis of the regulatory framework and legal consequences surrounding online gambling in Indonesia, with a specific focus on the provisions outlined in Law Number 19 of 2016 on Information and Electronic Transactions. The primary goal of this research is to examine the legal mechanisms in place to combat cybercrime, particularly online gambling, and their effectiveness in curbing illicit activities in the digital realm. To achieve this, the study employs a comprehensive legal analysis, scrutinizing Pasal 27(2) and Pasal 45(2) of the aforementioned law, which pertain to penalties for online fraud and the legal implications of such actions. The results of this analysis shed light on the legal consequences that individuals engaging in online gambling may face, emphasizing the seriousness with which Indonesian authorities regard such activities. Moreover, the implications of these findings underscore the need for stricter enforcement of cybercrime legislation, highlighting the importance of a robust legal framework in the digital age to ensure a secure and accountable online environment in Indonesia. This study contributes to the scholarly understanding of the legal aspects of online gambling and provides a foundation for further research and policy development in the field of digital law and cybercrime prevention. Abstract:Public-involving economic crime refers to economic crimes that use false propaganda to obtain money or other valuable items from multiple, unspecific victims in the Chinese context. Based on the Beijing public-involving economic crime cases from 2012 to 2018, this study analyses the operation features and effects of public-involving economic crimes. We find that the intersection in criminal and civil procedures, inefficient property preservation, repeat prosecution, and inappropriate information disclosure remain the major judicial dilemmas of public-involving economic crimes. We examine the causes of public-involving economic crimes from the opportunity perspective. Lack of effective regulation and inadequate financial literacy among investors creates opportunities that offenders can easily exploit. This study suggests that practical administrative efforts such as continuous supervision of market entities? economic activities and financial literacy education can block crime opportunities and prevent public-involving economic crimes.

Analyzing Ground-Truth Data of Mobile Gambling Scams

Abstract:With the growth of mobile computing techniques, mobile gambling scams have seen a rampant increase in the recent past. In mobile gambling scams, miscreants deliver scamming messages via mobile instant messaging, host scam gambling platforms on mobile apps, and adopt mobile payment channels. To date, there is little quantitative knowledge about how this trending cybercrime operates, despite causing daily fraud losses estimated at more than ${\$}$522,262 USD. This paper presents the first empirical study based on ground-truth data of mobile gambling scams, associated with 1,461 scam incident reports and 1,487 gambling scam apps, spanning from January 1, 2020 to December 31, 2020. The qualitative and quantitative analysis of this ground-truth data allows us to characterize the operational pipeline and full fraud kill chain of mobile gambling scams. In particular, we study the social engineering tricks used by scammers and reveal their effectiveness. Our work provides a systematic analysis of 1,068 confirmed Android and 419 iOS scam apps, including their development frameworks, declared permissions, compatibility, and backend network infrastructure. Perhaps surprisingly, our study unveils that public online app generators have been abused to develop gambling scam apps. Our analysis reveals several payment channels (ab)used by gambling scam app and uncovers a new type of money mule-based payment channel with the average daily gambling deposit of ${\$}$400,000 USD. Our findings enable a better understanding of the mobile gambling scam ecosystem, and suggest potential avenues to disrupt these scam activities.

Abstract:As digital technology prevails in crimes, academic insights have expanded to diverse issues related to cybercrimes both in China and abroad. Various jurisdictions have made efforts to get cybercrime under control, in particular, fighting against the misuse of emerging technologies in cybercrimes. In the context of cross-border cybercrime, putting one region's criminal growth down could not live without cross-border or cross-sector cooperation. With such understanding, this paper aims to conduct a comparative study of cross-border cybercrime publications to see the research trends from the divergence and convergence of academic studies inside and outside China. Specifically, using CiteSpace (6.2.R6), this study presents an extensive bibliometric analysis of cross-border cybercrime research published during the past three decades in Web of Science Core Collections and China National Knowledge Infrastructure (CNKI). The findings indicate the typical features of publications in different phases. Among others, the keywords analysis including cluster mapping and strongest burst reveals the research trend, which indicates that cross-border cybercrime is featured as possessing a complete industrial chain of online black market, with increasing application of high-tech tools and more connection with illicit financial flow. This study also examines barriers and touches upon the implications in the efficient fight against cross-border cybercrime, as well as the existing approaches like public-private partnership, mutual legal assistance and police cooperation, and global pathways to reducing conflicts among jurisdictions.

Abstract:In recent years, the increasing number of cases of cyberspace crime have alerted lawmakers, legal experts and scholars all over the world. Legal sanctions against cases of cyberspace crime have become one of the important issues in legislation. In China, it is also of primary importance to have a complete cyberspace legislation including both civil and criminal laws. With numerous empirical case studies at hand, the paper is to start with the account of the unique features characteristic of the cases of cyberspace crime and then move on to compare and analyze how other countries make and enforce the law, thereby maintaining the status of information safety. The current laws and regulations related to the cases of cyberspace crime are primarily administrative and procedural ones in China. The brief description of related laws and statutes under the rubric of Chinese Criminal Law is far from complete in dealing with the largescale cases of cyberspace crime. It is crucial to cooperate with law enforcement officials in developed and developing countries, while coordinating effectively with local enterprises, government and social agencies, with a view to establishing a wideranging legal framework to protect cyberspace information safety.

Abstract:China’s online underground economy supports a variety of cybercrimes and has expanded rapidly in recent years, but its structure and economic impact is not well understood.In this paper, we describe four distinct value chains for cybercrime and provide empirical analysis of their characteristics, thus presenting the current state and emerging trends of the criminal economy on the Chinese Internet. Our estimation shows that in 2011 the overall damage caused by the Chinese online underground economy exceeded 5.36 billion RMB (852 million USD) and it involved over 90,000 participants. Activity and participation in the online underground economy is expected to continue to rise in the future unless effective countermeasures are taken by law enforcement agencies. Abstract:In 2013, The Supreme People’s Procuratorate, the Supreme People’s Court issued “about the use of information network defamation criminal cases of applicable law” (hereinafter referred to as “the interpretation”), the judicial interpretation of article 5 on the Internet intimidation, abuse others or trouble, can also establish stir-up-trouble crime. This article in “Interpretation” expands the scope of the crime of picking quarrels and provoking troubles to cyberspace, forming a mode of the crime of picking quarrels and provoking troubles. Although the introduction of the Interpretation has played a positive role in regulating the behavior of picking quarrels and provoking troubles, the threshold of the crime of picking quarrels and provoking troubles is vaguer than the traditional identification of the crime of picking quarrels and provoking troubles, which to some extent leads to the confusion of the crime of picking quarrels and provoking troubles. Therefore, based on the theory and judicial basis of the crime of picking quarrels and provoking troubles, combined with the actual needs of the current cyberspace governance, it is necessary to study the related problems of the crime of picking quarrels and provoking troubles.

Abstract:In response to cross-border cybercrime, investigative organs have adopted cross-border criminal forensic measures such as online public extraction, remote electronic data inspection and real-time monitoring, which may violate the principles of data sovereignty and judicial assistance. While promoting the establishment of a cross-border cooperation mechanism, China should establish a new cross-border electronic evidence criminal forensics model by promoting the procedural justification of cross-border search and monitoring measures.
