Abstract:Despite hazard mitigation efforts and scientific and technological advances, extreme weather events continue to cause substantial losses. The impacts of extreme weather result from complex interactions among physical and human systems across spatial and temporal scales. This article synthesizes current interdisciplinary knowledge about extreme weather, including temperature extremes (heat and cold waves), precipitation extremes (including floods and droughts), and storms and severe weather (including tropical cyclones). We discuss hydrometeorological aspects of extreme weather; projections of changes in extremes with anthropogenic climate change; and how social vulnerability, coping, and adaptation shape the societal impacts of extreme weather. We find four critical gaps where work is needed to improve outcomes of extreme weather: (a) reducing vulnerability; (b) enhancing adaptive capacity, including decision-making flexibility; (c) improving the usability of scientific information in decision making, and (d) understanding and addressing local causes of harm through participatory, community-based efforts formulated within the larger policy context.

Abstract:Extreme climate and weather events are unusual and rare events that often cause a lot of damage both to nature and to people. They take place in the air (storms, tornadoes, heavy rain, atmospheric rivers), in the ocean (storm surges, marine heatwaves), and on the land (wildfires, heatwaves, floods, droughts). Many weather and climate extremes happen naturally, even without climate change. But Earth’s changing climate does change where and how often some extreme events take place, and how strong those events are. What are extreme climate and weather events? Will new or stronger extreme events happen due to climate change? How is climate change impacting extreme events? These are the type of questions that our team of climate and earth scientists from around the world will answer in this article.

Abstract:The weather conditions of the summer of 2022 were very unusual, particularly in Eastern Asia, Europe, and North America. The devasting impact of climate change has come to our attention, with much hotter and drier conditions, and with more frequent and intense flooding events. Some extreme events have reached a dangerous level, increasingly threatening human lives. The interconnected risks caused by these extreme disaster events are triggering a chain effect, forcing us to respond to these crises through changes in our living environment, which affect the atmosphere, the biosphere, the economy including the availability of energy, our cities, and our global society. Moreover, we have to confront the abnormal consequences of untypical, rapid changes of extreme events and fast switches between extreme states, such as from severe drought to devastating flooding. Recognizing this new situation, it is crucial to improve the adaptation capacity of our societies in order to reduce the risks associated with climate change, and to develop smarter strategies for climate governance. High-quality development must be science-based, balanced, safe, sustainable, and climate-resilient, supported by the collaborative governance of climate mitigation and adaptation. This article provides some recommendations and suggestions for resilience building and collaborative governance with respect to climate adaptation in response to a new planetary state that is characterized by more frequent and severe extreme weather events.

Abstract:Prudent risk management requires consideration of bad-to-worst-case scenarios. Yet, for climate change, such potential futures are poorly understood. Could anthropogenic climate change result in worldwide societal collapse or even eventual human extinction? At present, this is a dangerously underexplored topic. Yet there are ample reasons to suspect that climate change could result in a global catastrophe. Analyzing the mechanisms for these extreme consequences could help galvanize action, improve resilience, and inform policy, including emergency responses. We outline current knowledge about the likelihood of extreme climate change, discuss why understanding bad-to-worst cases is vital, articulate reasons for concern about catastrophic outcomes, define key terms, and put forward a research agenda. The proposed agenda covers four main questions: 1) What is the potential for climate change to drive mass extinction events? 2) What are the mechanisms that could result in human mass mortality and morbidity? 3) What are human societies' vulnerabilities to climate-triggered risk cascades, such as from conflict, political instability, and systemic financial risk? 4) How can these multiple strands of evidence—together with other global dangers—be usefully synthesized into an "integrated catastrophe assessment"? It is time for the scientific community to grapple with the challenge of better understanding catastrophic climate change.

Abstract:Climate extremes threaten human health, economic stability, and the well-being of natural and built environments (e.g., 2003 European heat wave). As the world continues to warm, climate hazards are expected to increase in frequency and intensity. The impacts of extreme events will also be more severe due to the increased exposure (growing population and development) and vulnerability (aging infrastructure) of human settlements. Climate models attribute part of the projected increases in the intensity and frequency of natural disasters to anthropogenic emissions and changes in land use and land cover. Here, we review the impacts, historical and projected changes,and theoretical research gaps of key extreme events (heat waves, droughts, wildfires, precipitation, and flooding). We also highlight the need to improve our understanding of the dependence between individual and interrelated climate extremes because anthropogenic-induced warming increases the risk of not only individual climate extremes but also compound (co-occurring) and cascading hazards. ▪ Climate hazards are expected to increase in frequency and intensity in a warming world. ▪ Anthropogenic-induced warming increases the risk of compound and cascading hazards. ▪ We need to improve our understanding of causes and drivers of compound and cascading hazards.

Abstract:Climate change can be observed in various spheres of the Earth's system, including atmosphere, lithosphere, hydrosphere, biosphere and cryosphere. The interactions among these spheres collectively impact the changes of the climate system. Natural disasters represent the most intense manifestation of the interactions among the Earth's spheres, and they have profound impacts on human society. In this study, we discuss the impact of climate change on natural disasters by examining the characteristics of climate change-induced hazards and the activity patterns of natural disasters. Furthermore, the response mechanisms of natural disasters to climate change are elaborated by exploring the formation and evolution of different types of natural disasters. Additionally, the future trends of disaster-pregnant environment under climate change are estimated, and the future trends of disaster risk are revealed by jointly considering the exposure and vulnerability. The main driving forces and formation conditions of natural disasters vary greatly among different geomorphic units, but they can generally be classified into three categories: Thermally driven disasters, gravitationally driven disasters, and hydrologically driven disasters. For example, heatwaves, tropical cyclones, tornadoes, and wildfires are common examples of thermally driven disasters which are forced by high temperatures or great thermal gradients. In addition, gravitationally driven disasters mainly occur in mountainous areas with significant differences in elevation, such as landslides, snow-ice avalanches and debris flows. The tsunamis caused by seabed movement are also gravity disasters. Furthermore, the disasters such as droughts, regional floods and sea-level rise are primarily driven by the changes in hydraulic conditions, and thus are classified as hydrologically driven disasters. In the context of enhanced climate change, the interactions among multiple spheres of the Earth's system are strengthened, causing the disaster-pregnant environment to evolve towards a more vulnerable state. Thus, the natural disasters present some new characteristics and trends, and the disaster risk shows a sharp increase. The interactions among different types of natural disasters have also become stronger, resulting in a significant rise in the risk of compound and cascading disaster. The differences in driving forces lead to significant variations in the disaster feedback to climate change among the varied geomorphic units. For example, the strengthened interaction between ocean and atmosphere leads to enhanced compound risk and destructive power of marine disasters. Besides, the intensification of water cycle contributes to increased spatial heterogeneity in drought and flood disasters, whose durations, intensities, and magnitudes show significant increasing trends. In addition, the high mountainous areas with altitude-dependent warming and the urban areas with significant heat island effects have obvious amplification effects in the responses to climate warming. This study advocates the goal of improving the accuracy and effectiveness of natural disaster prediction and early warning, and reducing the risk of climate change-related disasters. Five major scientific challenges of climate change-related disaster risk are proposed: (1) The mechanisms of climate change-driven interactions among Earth's spheres and the coupling of internal and external forces; (2) the spatio-temporal patterns of disaster development across different scales; (3) the perception of extreme event information and the data-driven risk identification; (4) the dynamics of disasters and the evolution of risk; (5) the disaster risk management and the resilient social development. By addressing the key issues in these five challenges through comprehensive and diversified approaches, we can deepen our scientific understanding on the Earth's system, adapt to global changes, and reduce disaster risks.

Abstract:In the face of a changing climate, the understanding, predictions, and projections of natural and human systems are increasingly crucial to prepare and cope with extremes and cascading hazards, determine unexpected feedbacks and potential tipping points, inform long‐term adaptation strategies, and guide mitigation approaches. Increasingly complex socio‐economic systems require enhanced predictive information to support advanced practices. Such new predictive challenges drive the need to fully capitalize on ambitious scientific and technological opportunities. These include the unrealized potential for very high‐resolution modeling of global‐to‐local Earth system processes across timescales, reduction of model biases, enhanced integration of human systems and the Earth Systems, better quantification of predictability and uncertainties; expedited science‐to‐service pathways, and co‐production of actionable information with stakeholders. Enabling technological opportunities include exascale computing, advanced data storage, novel observations and powerful data analytics, including artificial intelligence and machine learning. Looking to generate community discussions on how to accelerate progress on U.S. climate predictions and projections, representatives of Federally‐funded U.S. modeling groups outline here perspectives on a six‐pillar national approach grounded in climate science that builds on the strengths of the U.S. modeling community and agency goals. This calls for an unprecedented level of coordination to capitalize on transformative opportunities, augmenting and complementing current modeling center capabilities and plans to support agency missions. Tangible outcomes include projections with horizontal spatial resolutions finer than 10 km, representing extremes and associated risks in greater detail, reduced model errors, better predictability estimates, and more customized projections to support next generation climate services.

Abstract:Abstract Climate change is the greatest global threat to ecosystems on the Earth. Previous studies assessed the impacts of climate change on sensitive tropical coral reefs, extreme environments in European Alps and the Arctic with a focus on snow and permafrost. This article reflects on the past developments and future challenges for scientific research and policy response relating to these topics from a peer’s perspective. This leads to the identification of several warning signs for potentially dangerous developments in these sensitive system and extreme environments as well as opportunities for research and policy in the future. While urgent actions are required to limit global warming, science-based policy can provide needed guidance.

Abstract:The economic and social costs of extreme weather-related events have been increasing around the globe. There is some debate over how much of this past increase has been due to social factors and how much due to changes in frequency or characteristics of extreme events. The Intergovernmental Panel on Climate Change (2001a) has affirmed that humans are having a role in changing the climate and will have a larger role in the future. Although the changes in extreme events are by their nature both difficult to detect and difficult to model, the consensus is that there will be changes in the future. Through a risk-based decision-making analysis, it is concluded that society should make the additional investments to reduce vulnerability to this increased risk.

Abstract:Climate over land—where humans live and the majority of food is produced—is changing rapidly, driving severe impacts through extreme heat, wildfires, drought and flooding. Our ability to monitor and model this changing climate is being transformed through new observational systems and increasingly complex Earth system models. But fundamental understanding of the processes governing land climate has not kept pace, weakening our ability to interpret and utilize data from these advanced tools. Here we argue that for land-climate science to accelerate forwards, an alternative approach is needed. We advocate a parallel scientific effort, one emphasizing robust theories, that aims to inspire current and future land-climate scientists to better comprehend the processes governing land climate, its variability and extremes and its sensitivity to global warming. Such an effort, we believe, is essential to better understand the risks people face, where they live, in an era of climate change.

Abstract:Global climate change is often thought of as a steady and approximately predictable physical response to increasing forcings, which then requires commensurate adaptation. But adaptation has practical, cultural and biological limits, and climate change may pose unanticipated global hazards, sudden changes or other surprises–as may societal adaptation and mitigation responses. These poorly known factors could substantially affect the urgency of mitigation as well as adaptation decisions. We outline a strategy for better accommodating these challenges by making climate science more integrative, in order to identify and quantify known and novel physical risks including those arising from interactions with ecosystems and society. We need to do this even–or especially–when they are highly uncertain, and to explore risks and opportunities associated with mitigation and adaptation responses by engaging across disciplines. We argue that upcoming climate assessments need to be more risk‐aware, and suggest ways of achieving this. These strategies improve the chances of anticipating potential surprises and identifying and communicating "safe landing" pathways that meet UN Sustainable Development Goals and guide humanity toward a better future.

Abstract:In 2023 human populations experienced multiple record‐breaking climate events, with widespread impacts on human health and well‐being. These events include extreme heat domes, drought, severe storms, flooding, and wildfires. Due to inherent lags in the climate system, we can expect such extremes to continue for multiple decades after reaching net zero carbon emissions. Unfortunately, despite these significant current and future impacts, funding for research in climate and health has lagged behind that for other geoscience and biomedical research. While some initial efforts from funding agencies are evident, there is still a significant need to increase the resources available for multidisciplinary research in the face of this issue. As a group of experts at this important intersection, we call for a more concerted effort to encourage interdisciplinary and policy‐relevant investigations into the detrimental health effects of continued climate change.

Abstract:The World Climate Research Programme (WCRP) envisions a world "that uses sound, relevant, and timely climate science to ensure a more resilient present and sustainable future for humankind." This bold vision requires the climate science community to provide actionable scientific information that meets the evolving needs of societies all over the world. To realize its vision, WCRP has created five Lighthouse Activities to generate international commitment and support to tackle some of the most pressing challenges in climate science today. The overarching goal of the Lighthouse Activity on Explaining and Predicting Earth System Change is to develop an integrated capability to understand, attribute, and predict annual to decadal changes in the Earth system, including capabilities for early warning of potential high impact changes and events. This article provides an overview of both the scientific challenges that must be addressed, and the research and other activities required to achieve this goal. The work is organized in three thematic areas: (i) monitoring and modeling Earth system change; (ii) integrated attribution, prediction and projection; and (iii) assessment of current and future hazards. Also discussed are the benefits that the new capability will deliver. These include improved capabilities for early warning of impactful changes in the Earth system, more reliable assessments of meteorological hazard risks, and quantitative attribution statements to support the Global Annual to Decadal Climate Update and State of the Climate reports issued by the World Meteorological Organization. Abstract:Anthropogenic climate change, marked by unprecedented extremes, is an immediate concern. The Earth's limited ability to adapt to abrupt changes within our societal timeframe has raised global alarm. Resilience, the capacity to withstand and recover from disturbances, diminishes as disturbances intensify. For avoiding potential catastrophic changes, it is crucial to identify tipping points, where a change in part of a system becomes self-perpetuating beyond some threshold, leading to substantial, widespread, often abrupt and irreversible, impacts. This ERL focus collection has published 27 papers, which contribute novel research findings into the scientific literature in: (1) formulating theories of resilience and tipping points, (2) determining ecological resistance, resilience, and recovery, (3) examining tipping behavior of the Earth system, and (4) identifying social-ecological resilience and tipping points. Some of these results also are useful for policymakers and resource managers in addressing catastrophic disasters as a result of increasingly anthropogenic heating.

Abstract:At a global level, climate change is expected to result in more frequent and higher-intensity weather events, with impacts ranging from inconvenient to catastrophic. The potential for disasters to act as "focusing events" for policy change, including adaptation to climate change risk, is well known. Moreover, local action is an important element of climate change adaptation and related risk management efforts. As such, there is a good reason to expect local communities to mobilize in response to disaster events, both with immediate response and recovery-focused activities, as well as longer-term preparedness and adaptation-focused public policy changes. However, scholars also note that the experience of disaster does not always yield policy change; indeed, disasters can also result in policy inertia and failure, perhaps as often or more often than major policy change. This study poses two key research questions. First, we ask to what degree policy change occurs in communities impacted by an extreme weather event. Second, we seek to understand the conditions that lead to adaptation-oriented policy adoption in response to an extreme weather event. Our results suggest two main recipes for future-oriented policy adoption in the wake of an extreme weather event. For both recipes, a high-impact event is a necessary condition for future-oriented policy adoption. In the first recipe for change, policy adoption occurs in Democratic communities with highly focused media attention. The second, less expected recipe for change involves Republican communities that have experienced other uncommon weather events in the recent past. We use a comparative case approach with 15 cases and fuzzy set qualitative comparative analysis methods. Our approach adds to the existing literature on policy change and local adaptation by selecting a mid-N range of cases where extreme weather events have the potential to act as focusing events, thereby sidestepping selection on the dependent variable. Our approach also takes advantage of a novel method for measuring attention, the latent Dirichlet allocation approach.

Abstract:Recent extreme weather events in eastern Australia have again raised questions in the public sphere about the nature of links between anthropogenic climate change and extreme weather events. Demonstrating that anthropogenic climate change was wholly responsible for any extreme weather event may never be possible in a system as complex as the Earth's. Yet the extent to which anthropogenic climate change increased the likelihood of some specific extreme weather events occurring can be quantified. However, this article argues that unmitigated climate change threatens not just measurable, increased likelihoods of extreme events, but over time, wholly unpredictable frequencies for extreme weather events. This article asks what the prospects might be for continued provision of insurance in a climate-changed world, for the insurance sector as well as the societies dependent on insurance as a primary tool to manage financial risks. The article argues that ultimately, the only viable way to insure against climate risks will be through effective mitigation of climate change: deep and rapid cuts in emissions now as a ‘premium’ to avoid uninsurable climate risks in the future.

Abstract:Climate extremes are on the rise. Impacts of extreme climate and weather events on ecosystem services and ultimately human well‐being can be partially attenuated by the organismic, structural, and functional diversity of the affected land surface. However, the ongoing transformation of terrestrial ecosystems through intensified exploitation and management may put this buffering capacity at risk. Here, we summarize the evidence that reductions in biodiversity can destabilize the functioning of ecosystems facing climate extremes. We then explore if impaired ecosystem functioning could, in turn, exacerbate climate extremes. We argue that only a comprehensive approach, incorporating both ecological and hydrometeorological perspectives, enables us to understand and predict the entire feedback system between altered biodiversity and climate extremes. This ambition, however, requires a reformulation of current research priorities to emphasize the bidirectional effects that link ecology and atmospheric processes.

Abstract:Climate physics indicates that warming climate is a likely cause of extreme weather and more frequent and intense climate events. These extreme events can disrupt terrestrial carbon dynamics dramatically by triggering ecological disturbances and potentially forcing climate-carbon feedbacks. In this paper we synthesize the findings of 26 papers that focus on collecting evidence and developing knowledge of how extreme events disturb terrestrial carbon dynamics.
