Abstract:Global car ownership has maintained rapid growth in recent years, leading to challenges related to parking. This has become a relevant and urgent livelihood problem plaguing urban management. Because information communication pertaining to parking lots are presently absent, unified coordination and configuration of the same can be carried out, which impacts normal operations and standardized management of urban parking. This effort consequently increases traffic pressure as well as energy consumption. To reduce the incidence of unorganized parking behavior and improve parking efficiency, the employment of an intelligent parking lot is proposed. The system is designed to accomplish the following: realize unattended parking, pay for exit, and collect parking data based on Internet of Things; predict parking demand and service time based on queuing theory; set time limits for parking spaces and reserved parking spaces; establish dynamic parking fees to optimize resource utilization. The overall transformation of urban parking resources will promote reasonable sharing and efficient use of parking resources, thereby achieving a dynamic balance between parking supply and demand.

Abstract:Parking demand exceeding parking supply and uneven parking demand distribution are the existing conflicts in city centers. Parking pricing is frequently utilized to manage parking resources. This study aims to assess different parking pricing strategies through simulations for providing operational suggestions for urban parking managers. Two widely used parking pricing strategies in China combined with an optimized parking pricing strategy are proposed and compared. We introduce an agent-based simulation system to describe the parking and traffic conditions. Various measures of effectiveness under different parking pricing strategies can be obtained via agent-based simulations. We then construct a comprehensive benefit combining average cost and failure rate. Results show that the second strategy with charging different parking fees by considering locations and third optimized strategy can effectively improve traffic efficiency. However, the second strategy may lead to higher average cost than that of the third one. Thus, the third optimized strategy performs the best and can be used to optimize the parking policy of parking managers in the future. The entire assessment through simulations can provide evaluation suggestions for parking managers to adjust parking policies.

Abstract:In the process of urbanization in China, the scarcity of land resources has led to an increasingly prominent contradiction between the growth of automobile stocks and parking space availability. The escalating number of private vehicles has become a significant contributor to traffic congestion. This paper aims to delve into the issue of urban parking difficulties and explore associated management strategies. Firstly, through a literature analysis approach, a comprehensive examination of domestic and international parking problems is conducted, revealing a severe situation in China that necessitates the formulation of pertinent strategies. Secondly, case studies on different regions are undertaken from the perspectives of current parking situations and management countermeasures, providing valuable insights and references for addressing China's parking challenges. In response to urban parking difficulties, this paper proposes two strategies: first, "source expansion" by increasing the supply of parking spaces, and second, "streamlining" by restricting private vehicle access. To address parking challenges, strategies such as constructing landscape eco-parking lots, intelligent multi-level garages, developing smart parking systems, and implementing tidal parking are suggested. Additionally, shared parking is considered an effective method to reduce the number of privately owned vehicles in urban areas. Furthermore, resolving urban parking issues should prioritize social benefits, advocate environmentally friendly transportation, and encourage more residents to enjoy higher-quality urban travel experiences.

Abstract:The demand for parking spaces in city centers often exceeds the supply. The spatial distribution of such spaces is uneven, which leads to the overheating of hot parking lots. To balance existing conflicts, parking charge and reservation mechanisms are usually utilized to improve the overall efficiency of parking spaces. This study aims to analyze and compare the benefits of these instruments and provide operational suggestions for urban parking managers. To achieve this goal, we introduce an agent simulation system and construct a simulation framework of parking charge and reservation. Then, the average travel time and total parking space utilization time are combined as a comprehensive benefit with different weights, and the benefits of parking charge and reservation are analyzed and compared under the corresponding weight. Parking charge and reservation are considered comprehensively in a combined simulation example. Results show that parking charge and reservation can remarkably improve the comprehensive benefit, and parking charge can achieve the maximum comprehensive benefit when the fee is high. When the fee is low, such as less than 26 yuan/h, the reservation mechanism can achieve a good level of benefit. Thus, parking reservation in most cities in China is an effective means to manage popular parking lots when the parking fee is low and difficult to increase.

Abstract:Parking demand is generally larger than parking supply in city centers. And uneven distribution of parking demand often leads to over-consumption in the popular places. To balance the existing conflicts, parking reservation system (PRS) is commonly adopted to manage and configure the reservation parking spaces. The aim of this paper is to optimize social benefits and parking lot revenue through configuring reasonable reservation proportion for each off-street public parking lot in the urban area, which can provide operation advice for parking management departments. Firstly, an agent-based simulation model which presents the coexistence of reservation and nonreservation parking vehicles was established, and parking selection used the predicted parking space occupancy rate of a target parking lot at a predicted vehicle arrival time. Then, genetic algorithm was used in simulations to optimize the solution of combining different reserved parking space proportion configurations. Finally, Wulin CBD, Hangzhou, China was applied as a case to analyze and optimize the reserved parking space proportion. The Single-objective optimization, such as social benefits, parking lot revenue, and multi-objective optimization were both discussed and analyzed. Results show that through optimizing parking reservation proportion configuration can directly and effectively improve social benefits or parking lot revenue. Further analysis indicated that optimizing social benefits and parking lot revenue are two conflicting objectives. The reserved parking space proportion in popular parking lots should be reduced as much as possible under the optimization of social benefits.

Abstract:Parking remains a serious difficulty in metropolitan transport mainly because of the supply shortage in downtown areas. The parking experience will be improved with the support of connected and automated vehicle (CAV) technologies, enabled by remote parking functionality. Nevertheless, remote parking of CAVs not only results in additional surface traffic but also in-creases the total vehicle miles traveled (VMT). On the other hand, it is possible to manage the overall traffic by a centralized system with the assistance of CAV technology, which brings the potential for using road resources more flexibly. Inspired by the above ideas, this paper in-vestigates a novel scheme to transfer some lanes to provide on-street parking spaces for CAVs within a necessary period to reduce "cruise-for-parking " travel; as such transfer compromises road capacity, a methodological framework is required to optimally plan the scheme for maxi-mizing certain social goals. We formulate the on-street planning problem as a multi-period mixed -integer linear program with inter-period constraints, which determines the locations and opening durations of on-street parking lots, as well as the assignment of all parking demands across the network. Approximate approaches are adopted to solve the problem for large-scale instances. Numerical experiments are conducted on a real-world network in Wangjing District, Beijing. The results indicate that appropriate time-dependent planning of on-street parking can reduce the total VMT by 10%-27% under various demand levels.

Abstract:In compact cities, one of the main challenges is the competition for limited urban land resources between people and vehicles, where shared parking infrastructure may offer a potential solution. Building on existing literature, this study presents a technical framework for the time-division multiplexing strategy of transportation infrastructure, and explores its application in an old central urban area in China as a case study. This strategy includes three main steps: supply and demand identification, planning and design, and community promotion. Firstly, from macro to micro scales, identify characteristics of parking lots’ usage rates and the public activity demands based on mobile signaling data and field survey results. Secondly, develop the time-division multiplexing rules for parking lots according to the above characteristics and detailed spatial planning and design schemes. Finally, design an interactive model that can provide the public’s real-time feedback to ensure effective implementation of the schemes by guiding public behavior. Grounded in compact city theories, this approach extends spatial land use limitations by introducing a temporal dimension. By blending big data coverage with field surveys and interviews, and integrating planning and design with public participation, this study offers an effective solution to urban conflicts between people and vehicles.

Abstract:The advent of autonomous vehicles (AVs) with self-parking capability puts forward new requirements for parking policy and management. In a transportation system with both general and dedicated AV lanes, this work aims to examine and compare the effectiveness of different parking policies on the morning commute. To be specific, three policies of parking space allocation, namely, first-come-first-service (FCFS), advanced reservation (AR), and their combination (CB), are proposed to guide the commuters' travel choices. Commuters can drive regular vehicles (RVs) alone on the general lane or ridesharing shared autonomous vehicles (SAVs) on the dedicated AV lane. The occurrence conditions and the resultant SAV penetration rates for various scenarios under three parking policies are revealed. The area division for various scenarios with respect to two key parameters is presented, and the typical departure patterns are plotted as well. The numerical results clarify that the CB policy always has a better effect on the total travel cost than FCFS and AR policies. The optimal CB policy is quantified in terms of the optimal amount of all parking spaces and the proportion of unreserved parking spaces. These findings help to improve the spatial and temporal distribution of traffic flow and allocate transportation resources efficiently in the coming era of autonomous driving.

Abstract:The lack of parking infrastructure continues to pose a problem for urban commuters, as the parking demand in most cities outstrips supply and significant driver time is expended searching for parking. The emergence of vehicle automation offers an opportunity to help mitigate this issue. In the autonomous vehicle (AV) era, it is expected that after dropping off its passengers at their destinations, the AV will park at a relatively inexpensive parking facility located outside the downtown area instead of the existing, higher-priced facilities in the central business district (CBD). This is expected to decrease CBD parking demand, ultimately leading to the possible decommissioning and repurposing of some existing parking infrastructure in the CBD and the construction of new infrastructure in the city’s outlying areas. What is needed, therefore, is a framework for city road agencies for decommissioning/relocating/locating and user pricing of parking infrastructure to serve human-driven vehicles (HDVs) and AVs. To address this issue, this study presents a bilevel framework. The road agency (at the upper level) seeks to: (1) minimize travelers’ cost systemwide; and (2) maximize monetary benefits of infrastructure decommissioning and parking fee revenue at the upper level. Travelers (at the lower level) seek to reduce their costs of travel in response to the road agency’s decisions made at the upper level. A hybridized solution approach (optimization heuristics and machine learning) is implemented for this mixed-integer nonlinear problem. The numerical experiments provided a number of insights regarding parking infrastructure location design and user pricing in the prospective AV era.

Abstract:In congested urban areas, it remains a pressing challenge to reduce unnecessary vehicle circling for parking while at the same time maximize parking space utilization. In observance of new information technologies that have become readily accessible to drivers and parking agencies, we develop a dynamic non-cooperative bi-level model (i.e. Stackelberg leader-follower game) to set parking prices in real-time for effective parking access and space utilization. The model is expected to fit into an integrated parking pricing and management system, where parking reservations and transactions are facilitated by sensing and informatics infrastructures, that ensures the availability of convenient spaces at equilibrium market prices. It is shown with numerical examples that the proposed dynamic parking pricing model has the potential to virtually eliminate vehicle circling for parking, which results in significant reduction in adverse socioeconomic externalities such as traffic congestion and emissions.

Abstract:We propose a novel “smart parking” system for an urban environment. The system assigns and reserves an optimal parking space based on the driver's cost function that combines proximity to destination and parking cost. Our approach solves a mixed-integer linear programming (MILP) problem at each decision point defined in a time-driven sequence. The solution of each MILP is an optimal allocation based on current state information and is updated at the next decision point with a guarantee that there is no resource reservation conflict and that no driver is ever assigned a resource with a cost function higher than this driver's current cost function value. Based on simulation results, compared with uncontrolled parking processes or state-of-the-art guidance-based systems, our system reduces the average time to find a parking space and the parking cost, whereas the overall parking capacity is more efficiently utilized. We also describe full implementation in a garage to test this system, where a new light system scheme is proposed to guarantee user reservations.

Abstract:A review of literature reveals that parking policy is currently influenced by a desire for environmental sustainability and improvements in urban design. Sustainability seeks to establish less reliance than previously existed on private car usage, for example by promoting compact urban development in areas well served by good public transport. Urban design policy promotes a departure from the 'roads first, houses later' philosophy (as dictated by many highway standards) to give precedence to the relationship between buildings rather than strict adherence to predetermined road design in new residential environments. A new design approach to car parking was heralded by influential reports from eminent practitioners (Lord Rogers' Urban Task Force of 1999) and commissioned research (the report by Llewelyn-Davies Consultants on Parking Standards in South-East England). This indicated that the previously adopted orthodoxy of minimum standards should be replaced by maximum ceilings (i.e. no more than one space per dwelling). Such a trend towards reduction of parking standards (and thus provision) is at variance with the projected growth in car ownership (set to rise to 30 million private cars by 2025). This research plots the recent evolution of UK Government policy on parking standards and design and considers recent innovations adopted both nationally and internationally in an attempt to deal with the private car. Review of the literature reveals a body of research and best practice coupled with a growing theoretical base grounded in 'new urbanism'. Research is presented that collates the opinion of owner occupiers in recently constructed speculative housing, in an attempt to understand 'customer' attitudes to both car ownership, by location, and the aspirations of government policy. The findings of such an opinion poll revealed that occupiers are reluctant to give up car parking provision. Even if they do not own a car (or use one infrequently and are therefore more likely to give one up), the very possession of a space is important in their perception of property value or investment. Beyond this qualitative study, examples of 'best practice' are presented that examine, amongst other things, car-reduced/car-free development and international work on both the accommodation and reduction of parking in residential environments.

Abstract:Smart parking is becoming more and more an integral part of smart city initiatives. Utilizing and managing parking areas is a challenging task as space is often limited, finding empty spaces are hard and citizens want to park their vehicles close to their preferred places. This becomes worse in important/posh areas of major metropolitan cities during rush hour. Due to unavailability of proper parking management system, citizens have to roam around a lot in order to find a suitable parking area. This leads to the wastage of valuable time, unnecessary fuel consumption and environmental pollution. This paper proposes a smart parking management system (SPMS) based on multiple criteria based parking space reservation algorithm (MCPR) that allows the driver/owner of vehicles to find and reserve most appropriate parking space from anywhere at any time. The system also considers the concept of dynamic pricing strategy for calculating parking charge in order to gain more revenue by the government agencies as well as private investors. The system employs sensors to calculate concentration index, average inter-arrival time of vehicles of a parking area for better parking management and planning. The simulation results show that proposed system reduces the average extra driving required by the users to find a parking area and hence it will reduce traffic congestion, which in turn reduces air pollution caused by unnecessary driving to find a proper parking area.

Online operations strategies for automated multistory parking facilities

Abstract:Parking at megacities has become a major problem that is garnering increasing attention. The fundamental cause of the parking problem is the imbalance of demand and supply in core areas, where parking demand is high but parking provision is limited owing to exorbitant land prices. The idea of multistory parking facilities is proposed to serve larger parking demands with fewer land possessions. The newly developed automated multistory parking facilities are able to pick-up and place cars on different stories automatically. This paper proposes online operations method (OOM) of automated multistory parking facilities in response to intensive parking demands to reduce customers' waiting time. The proposed online optimization model is composed of two tiers: in the first tier, a reinforcement learning framework is adopted to determine parking spot selections for incoming parking demands, and the second tier executes the plan acquired from the first tier by optimizing the action sequences of the automated elevator. Numerical experiments with multiple demand patterns are conducted to verify the proposed methodology. The results show that the learned strategy distinguishes from common practice in that it shows non-greedy patterns for some time during the day, and achieves significant improvements in various cases.

Abstract:We investigate simple strategies that embody the decisions that one faces when trying to park near a popular destination. Should one park far from the target (destination), where finding a spot is easy, but then be faced with a long walk, or should one attempt to look for a desirable spot close to the target, where spots may be hard to find? We study an idealized parking process on a one-dimensional geometry where the desired target is located at $x=0$, cars enter the system from the right at a rate $\lambda$ and each car leaves at a unit rate. We analyze three parking strategies---meek, prudent, and optimistic---and determine which is optimal.

Abstract:The Internet of Things (IoT) has come of age, and complex solutions can now be implemented seamlessly within urban governance and management frameworks and processes. For cities, growing rates of car ownership are rendering parking availability a challenge and lowering the quality of life through increased carbon emissions. The development of smart parking solutions is thus necessary to reduce the time spent looking for parking and to reduce greenhouse gas emissions. The principal role of this research paper is to analyze smart parking solutions from a technical perspective, underlining the systems and sensors that are available, as documented in the literature. The review seeks to provide comprehensive insights into the building of smart parking solutions. A holistic survey of the current state of smart parking systems should incorporate the classification of such systems as big vehicular detection technologies. Finally, communication modules are presented with clarity.

By performing a demand analysis based on information provided here, hospitals can begin to address the issues of: number of spaces needed to serve their present and future parking needs, pooled vs. segregated parking areas, and distance from parking area to hospital entrance for each group of hospital users.
