Abstract:This review interprets recent studies of the interactions between the competition of gateway seaports and the accessibility of landside transportation links to inland regions. Port competition is treated as part of a rivalry between two transportation chains. This article identifies the main modeling approaches and defines the different types of hinterland access systems described in the literature. A general theoretical framework is then proposed to incorporate those key components. The importance of the proposed framework is revealed by comparing and extending results from the literature. Major assumptions that need further empirical verification are identified and discussed, and related empirical studies are reviewed. Finally, avenues for further research are discussed.
Evaluation on Competitive Environment of China's Construction Industry in 1997～2007

Abstract:There were few quantitative analyses that took into account the related industry,and a lot of qualitative analyses about industry competition in the previous literatures.In view of the facts,the projection pursuit model was applied to study the competitive environment of(China's) construction industry based on Porter's five forces model.According to the influencing factors,the evaluation index system of the competition environment of construction industry was created.The competitive environment of China's construction industry in 1997-2007 was analyzed with the projection pursuit model based on real-coded accelerating genetic algorithm.The results showed that the supply and the requirement of the construction market were the main factors that impact on the competition environment of construction industry which was going worse.The results are in accord ance with the fact and it can provide theory and evidence for the enterprise strategy and the industry policy making.

Abstract:From the entry barriers angle, the transaction externality angle, and the industry attributes angle, the necessity of establishing competitive market for the highway industry is amplified. The regulatory institution can build competitive market through deregulating the entry permissions, eliminating the influence of the suck cost, and asymmetric ruling on the existing enterprises and the new enterprises. And these measures will bring about positive impact such as setting sustentative prices, eliminating operating inefficiency, and establishing the host position of the enterprises in the market. © 2011 IEEE.

Abstract:The highway engineering process is complex, coupled with a relatively long construction period, hence requires increased coordination between participating units to prevent economic disputes and efficiency losses. The main body of the construction project needs to strengthen the management and control of funds. In this regard, this paper analyzes the importance of cost management in highway projects by clarifying and analyzing the current cost management status quo problems and causes. The highway engineering cost control strategy and implementation methods are summarized to provide references for improving the quality of highway engineering.

Abstract:"Highway free during the holidays" policies implemented by our government caused serious congestion problems. How to further improve the efficiency of the highway so that it can be scientifically used whatever free or not becomes a typical problem in effective supply of public goods. Firstly, public goods attribute of highway under different scenarios were discussed to explain the principles of highway toll, and the root causes of highway extension fees, charges exorbitant issues were analyzed. Use economics to analyze severe congestion reasons caused by highway free meanwhile referring advanced experience of developed countries and regions in supplying the highway and put forward suggestions to achieve effective supply of highway in our country.

To encourage the application of PPP (Public Private Partnership) model in China's expressway construction, may greatly attract private capital, lessen the fiscal pressure of China's government and improve the operation efficiency of China's expressway project. Previous researches on the application of PPP in China's expressway construction are scarce. In this paper, it sets forth the connotation of PPP arrangement, analyses foreign experiences on PPP arrangement in expressway construction and puts forward some useful suggestions for the application of PPP in China's expressway construction.

Abstract:This paper,based on panel data of 50 toll road business units from 2008 to 2010,through mathematical analysis of related variables which have influence on the profit index,defines the reasonable calculation range of economies of scale in toll road industry firstly;secondly,level of the scale economy and entry barriers are evaluated according to the minimum effective scale;thirdly,it probes into the cause of low level of economy scale and high level of entry barriers in toll road industry,and then puts forward two policy proposals of promoting privatization reform and crossing administrative district boundary combination.

Abstract:The importance of a port’s strategic position has long been recognized, during which process inter-port competition is becoming increasingly fierce. This paper aims to assess the domestic and international competition patterns of 43 coastal container ports in China. A global port competition network model (GPCN) is developed based on the global liner shipping network (GLSN) model and the multiple linkage analysis (MLA) method. In the GPCN model, three competition indicators (competition degree, competition intensity, and competitive pressure) are proposed to quantitatively describe the competitive patterns of Chinese container ports. This study has found that ports tend to compete with other ports that have similar competition degrees, and competition among large ports may be more intense. Additionally, a port’s traffic volume is correlated well with its competitiveness; the larger Chinese ports, such as Shanghai, Shenzhen, Ningbo-Zhoushan, and Hong Kong, have put much more competitive pressure on their smaller competitors than they are subjected to, and Singapore and Busan ports are found as the main competitive threats to the development of Chinese coastal container ports. The methodology developed in this study can provide a good strategic decision-making and guidance tool to quantitatively assess the competition situations of other countries’ coastal container ports.

Abstract:This paper presents a new multi-objective mixed integer programming model to prioritize seven highway infrastructure projects. The proposed model explicitly incorporates socio-economics, uncertainty, resource constraints, and interdependencies to deal with the optimal transportation infrastructure project selection problem. Next, project prioritization is determined based on the ANP results, which reflect the interdependency between criteria and a set of feasible candidate projects. Finally, an empirical study of eastwest highway improvement program is conducted to illustrate how the modeling process proceeds. The results show that the proposed model can effectively support a transportation investment policy that best suits the goal of urban land redevelopment for highly urbanized settings. As such, the model can be generalized for other human settlement studies and illustrate the spatially complex characteristics of transportation networks as well as some of the difficulties raised with respect to priority of national capital improvement projects. The research will provide a useful reference for the study of the relationship between highways and regional economic development.

Abstract:With the personalized and diversified development of customer demand in the freight market, road transportation has become a main competitor of railway transportation in container transportation due to its high flexibility, convenience, and low prices. Based on the generalized cost and logit model, this paper constructs a container railway goods transport market competitiveness model including four indicators of economy, timeliness, environmental protection, and safety. Take 20 ft container transportation as an example, the impact of changes in railway goods charge and railway travelling speed on the competitiveness of the railway goods transport market is analysed. Some realistic suggestions, including optimizing the railway tariff system, increasing the travelling speed of railway, innovating container intermodal products, and making full use of policy-oriented advantages are concluded.

Abstract:Shared-parking lot brings utilization improvement, but also has its disadvantage compared with traditional parking lot while they are competing for public users. In the market including both shared-parking lot and traditional parking lot, parking lot operators need to know how to deal with parking price to be competitive in the market. The Hotelling model is applied in this paper to study the product differentiation of traditional parking lot and shared-parking lot, with some equilibrium analyses to figure out equilibrium parking prices of both parking lots while considering their competition in the market. Two points of indifferent consumers exist in the competition of the traditional parking lot and the shared- parking lot.

Abstract:Porter and other foreign scholars consider that market competition can stimulate the industrial international competitiveness,however,this paper draws an opposite conclusion from the experiential study in Chinese chromatic television industry.So this paper points out a new analytical framework based on competitive phases,which can unify the two distinct arguments: there is an opposite U relationship between market competition and industrial international competitiveness,and the optimal competition should be in oligarchic market structure.The arguments are distinct because of the different phases among China and other countries.Most of Chinese industries now are in the phase of dispersive competition,so it will be beneficial to improve the industrial international competitiveness by shaping an appropriately concentrated market structure in China.

Abstract:A 13,000-km High Speed Railway network will be built in the next three years in China, making the competition between the intercity bus and intercity railway inevitable. In the intercity passenger transportation market where both of the two sectors exist, cooperation was not apparent in the market. To avoid losing the market, intercity bus operators adopted new methods, including price reduction, bus frequency increase, and the construction of new stations far away from intercity railway station. This paper presents a pricing model between two commuting modes, intercity bus and intercity railway, based on the game theory. The current cases show that the intercity bus sectors are losing their market as the intercity railway comes into commission. This paper proposes a model to describe how ticket price and profit varies under different parameters.

Abstract:This paper is researching on three typical construction management models of infrastructure project by comparison. After analyzing the supply and demand situation of today's main part of investment and construction management in infrastructure project in China, it has been concluded that all the three models are rational and necessary being existing, especially the managing by owner model, and some model's disadvantages can be avoided by improving implement mechanism. This paper also summarizes the applying conditions of three models and presents four principles by which to choose an appropriate model. At the end of this paper is a case study on model choosing and implement mechanism of Sutong Bridge.
A Competition Model For Container Seaports Sharing Common Hinterland

Abstract:The rapid growth of international trade in recent years has led to an increased utilization of mega-containerships. In the real world, sharing the hinterland is common situation for container seaports. In this paper, we propose an economic analysis of the container seaport planning and competition strategy based on negotiation theory and summarize the compatible competition between container seaports. As an example, we apply the theory to the Port of Hong Kong and Port of Shenzhen, the result shows the competitiveness in Hong Kong is damaged by the high port charge in the case of container berth although it has the advantage of high landing and loading efficiency. This result can be applied to making seaport-planning policy for the administration and selecting seaport ties for the private company as carriers.
