Abstract:Since the 16th National Congress,the Party has initiated the great project of the Party construction in the new millennium,forming two major construction approaches-construction of the Party's progressiveness and administration capability which are profoundly and logically linked to each other.The two construction approaches are integrated to lay a basic structure for creative construction of the Party.Creative construction of the Party should be conducted on the three aspects of value,organization and system,while its strategic starting point rests on integrated development of systems,whose fulfillment demands improvement in democracy construction within the Party.Three aspects of inner-party democracy construction are emphasized in this paper: first,enhancing the power to constrain and standardize inner-party authority;second,improving the rationality and authority of the Party's internal system;third,enlarging the Party members' participation and identification to the Party.

Abstract:Abstract: The Third Plenary Session of the 20th CPC (the Communist Party of China is referred to as CPC in this paper) Central Committee stressed that the focus is on improving the Party's leadership and long-term governance capacity, innovate and improve the mode of leadership and governance, deepen reform of the system for Party building, and optimize the system for seeing party self-governance exercised fully and with rigor. Abstract:The Chinese Communist Party’s (CCP) ‘with-Chinese-characteristics’ discourse proclaims its superiority in reflecting people’s genuine needs without poisonous partisan politics, as in Western democracies. The Party’s consultative democracy, as represented by its allies in forums including the Chinese People’s Political Consultative Conference, is key to this superiority. Consequently, the organizer of these inputs, the United Front Work Department (UFWD), is a key element of CCP legitimacy as its organizer of representation of the increasing number of non-Party social forces. This ostensible alliance allows the Party to proclaim itself as the representative of the overwhelming majority of the Chinese people. Nevertheless, little recent work has been done on either this consultation or the Department. Through the processes of legitimation and de-legitimation, this article decodes how this consultative process works by examining the UFWD’s methods in relation to religious believers. Under Xi Jinping, united front work is again being prioritized and is closely tied to his reform plans.
