Abstract:Japan is aging rapidly, and its society is changing. Population aging and social change are mutually linked and appear to form a vicious cycle. Post-war Japan started to invest intensively in infectious disease control by expanding health services and achieving universal medical insurance coverage in 1961. The high economic growth in the 1960s contributed to generate a thick middle class layer, but the lingering economic slump after the economic bubble crisis after 1991 and globalization weakened this segment of society. Health disparity has been acknowledged and social determinates of health have been focused. In this article, the author reviewed the response course to health challenges posed by population aging in Japan, and aims to offer lessons to learn for Asian nations that are also rapidly aging. The core viewpoints include: i) review health policy transformations until the super-aged society, ii) discuss how domestic issues in aging can be a global issue, iii) analyze its relationship with Japanese global health engagement, iv) debate the context of social determinates of health, and v) synthesize these issues and translate to future directions.

Macroeconomic implications of population aging: Evidence from Japan

Abstract:<p>Population aging is an important feature of Japan's economy, which since 2006 has become a super-aged society. Changes in the age distribution of the population have important macroeconomic implications. Using annual data for 1960 to 2015, this study tests whether population age shares have long run influences on domestic saving, domestic investment, real GDP, inflation, the fiscal balance, and the current account balance. Cointegration is found between each macroeconomic variable and the demographic variables, which is a key finding of the analysis. The main empirical findings from the long-run cointegrating equations are that the effects of demographic change on the macroeconomic variables are statistically significant and quite strong. Alternative variants of the United Nation's population projections provide further evidence of the importance of the demographic changes for Japan's macroeconomic future. This study finds that future trends of key macroeconomic variables are not monotonic, but rather that long swings in the demographic factors produce a mixture of moderate growth periods and episodes of GDP stagnation.</p>

Abstract:Population aging is a global concern, and Japan currently has the world's highest proportion of an aging population. In 2020, the population age 65 and over accounted for 10% of the global population, while this proportion was 29% in Japan, and it is expected to reach 38.4% in 2065. The average life expectancy in Japan in 2022 was 81.05 for males and 87.09 for females. At the same time, Japan's healthy life expectancy continues to increase, and it is increasing at a faster rate than the average life expectancy, with males expected to live 72.68 years and females expected to live 75.38 years in 2019. This is causing the social role of elderly people in Japan to constantly change. The Japanese Government continues to adjust its policy orientation, to improve the health level and social participation of the elderly, improve the accessibility of long-term nursing services and the treatment of nursing professionals, and improve the pension system. By 2025, one-fifth of people in Japan are expected to suffer from dementia. Japan has implemented a series of policies to create a dementia-inclusive and less risky society. The proportion of the population ages 65 and over living alone in Japan increased from 4.3% among males and from 11.2% among females in 1980 to 15.0% among males and 22.1% among females in 2020, representing a sustained increase. Changes in the composition of the population have prompted sustained attention to the personalization and diversification of elderly care. At the same time, Japanese researchers continue to utilize scientific and information technology to innovate elderly care products, improve the efficiency of elderly care, and provide intelligent elderly care.

Abstract:Owing to a sharp decline in the fertility rate and a rapid increase in longevity, Japan’s population aging is the furthest advanced in the world. This study explores the macroeconomic impact of Japan’s population aging from the 1980s to the 2000s using a full-fledged overlapping generations model. It finds that Japan’s population aging as a whole adversely affects GNP growth by dampening factor inputs. It also negatively impacts on GNP per capita and fiscal variables, especially in the future, mainly due to the decline in the fraction of the population of working-age. For these findings, fertility rate decline plays a dominant role as it reduces both labor force and saver populations. The effects of increased longevity on economic growth are expansionary, but relatively small. The simulations predict that the adverse effects will expand during the next few decades. In addition to closed economy simulations, the paper examines the consequences of population aging in a small open economy setting. In this case a decline in the domestic capital return encourages investment in foreign capital, mitigating the adverse effects of population aging on GNP.

Abstract:There are very similar regularities in population aging among China,Japan,and South Korea.The big increase scale of aging index in the three countries since 1950 is very rare in the world with an especially severe problem of elderly population aging.Population aging in the three countries is mainly due to the decrease in birth rate accompanied with the decrease in mortality rate,especially the decrease in mortality rate of the elderly.Severe aging problem causes sharp increase in the burden of the elderly,increase of retired population over years,increasingly prominent problem of old-age support,and finally impacts on the sustainable economic development in Asia.The comparative study indicates that China should seek a balanced solution for population development through considering birth control and old-age safety in the context of "decreasing birthrate and aging." It must determine the "moderately low fertility rate" as soon as possible and choose a path to realize the rate through timely policy and institutional measures.It should continue to improve its population and birth policies with an emphasis on actions and promote public policy making for the development and security of the elderly.
China has faster pace than Japan in population aging in next 25 years

Abstract:The aging of a population structure is an inevitable path of demographic transition, as an inescapable result of decline in fertility rate and extension in life expectancy. Although demographic transition occurred earlier in Japan than in China, the two countries had similar patterns, both of which took a much shorter period of time than Western countries to complete demographic transition, as well as have been aging at a rapid speed that has rarely been seen in the world. Japan has the highest level of population aging in the world, and China has been experiencing a very fast pace of the population aging process and has the largest older population. Drawing upon data from World Population Prospects (2019), this paper compares changes in population aging in both China and Japan. Findings show that Japan's aging process is 30 years ahead of China, but China has been changing in a similar way as Japan. To be specific, both countries experienced four phases of the population aging process: accelerated development period, rapid development period, slow down period and high-level maintained period. In addition, both countries had a quick growing rate of population aging. It will take China 23 years and 10 years respectively for the aging rate increasing from 7% to 14% and then to 20%, while Japan took 24 and 11 years respectively, which is much shorter than developed countries in the West. Furthermore, China has a faster pace than Japan in population aging in the next 25 years. We found that from 2019-2044, China's aging rate, elderly dependency ratio, oldest-old coefficient and median age of population will increase 13.24 percent points, 24.21 percent points, 8.33 percent points, and 8.47 years, while the four indicators of Japan will increase 8.38 percent points, 22.52 percent points, 8.29 percent points, and 6.20 years, respectively.

Abstract:The paper develops a general equilibrium framework to examine the economic implications of population aging in Japan. Particular attention is paid to aggregate saving behavior, which is modeled on the basis of empirical age-earnings profiles using a life-cycle approach. The paper estimates the output loss caused by demographic changes and assesses the impact of aging on Japan’s government finances. Key fiscal policy options to address the consequences of aging are also compared with respect to their effects on growth and welfare.

Abstract:The present study first examines the trends in age structural shifts in selected Asian economies over the period 1950–2050 and analyzes their impact on economic growth in terms of the first and second demographic dividends computed from the system of National Transfer Accounts. Then, using the National Transfer Accounts, we analyze the effect of the age structural shifts on the pattern of intergenerational transfers in Japan; the Republic of Korea; and Taipei,China. A brief comparison of the results reveals that, in the next few decades, the latter two are likely to follow in Japan's footsteps by increasing public transfers and asset reallocations, and by reducing familial transfers, particularly among older persons. Next, we consider a newly defined demographic dividend, which is generated through the use of the untapped work capacity of healthy older persons and to which we refer as “the silver” or “the third” demographic dividend. By drawing upon microlevel datasets obtained from Japan and Malaysia, we calculate the magnitude of the impact of that dividend on macroeconomic growth in each of the two economies, concluding that while in Japan the expected effect is substantial, in Malaysia it will take several decades before the country can enjoy comparable benefits.

Abstract:This book provides a unique comparative view of the extremely low fertility and drastic population aging in Eastern Asian countries. After discussing demographic and political developments of Japan in detail as a reference case, accelerated changes in Korea, Taiwan and China are interpreted with a comparative cultural view. In addition to the well-known cultural divide between countries with strong and weak family ties, this book proposes another divide between offspring of the feudal family and that of the Confucian family. Included is a discussion of how the discrepancy between the compressed change in the socioeconomic system and the slow change in the family system has resulted in extremely low fertility in Eastern Asia. A comparison of policy development reveals that the sense of overpopulation has caused difficulty in launching pro-natal policy interventions in Eastern Asia, especially in China. Impacts of fertility decline on population aging, total dependency ratio and the timing of population decline in Eastern Asia are analyzed with a stylized model. The remaining Confucian family pattern is especially important in understanding and predicting political development to cope with accelerated population aging. This book is a valuable resource for researchers who are interested in the latest and most surprising demographic phenomena in the region.

Abstract:BackgroundJapan has a rapidly decreasing population, with ultra-low fertility and extremely fast aging. The rapid dynamics constitute a warning that change in the industrial structure may be unable to meet the changing pace of age-dependent demand.MethodsThe present study estimated the supply-demand imbalance by industrial sector, and we investigated the effectiveness of possible countermeasures. To quantify the demographic burden of different industry experts, we employed the dependency ratio to calculate the supply and demand of each industrial sector and occupation.ResultsWe identified an expected excess of demand in the health-care sector; the growth in that deficiency is likely to continue until 2045, when the elderly population is likely to reach a peak. By contrast, oversupply is expected in the education and construction sectors. An overall shortage of full-time workers is likely to continue until 2050, when we predict that Japan will lack 3.1–9.3 million full-time workers to satisfy the baseline demand level.ConclusionsConsidering that the imbalance is evident over different sectors, interministerial regulation of occupational choice may need to be imposed, e.g., by drastically changing student sizes in different area of higher education. Japan may have to decide to downgrade its social services and potentially consider increasing immigrant workers.

Abstract:Abstract In recent years, perhaps more than any others, changes in China’s population have been under the spotlight. Issues relating to population aging and stagnation/decline have been presented as a near existential threat to the political, social, and economic future of the country. The responses to these challenges have typically revolved around seeking a ‘demographic response’—namely more babies. These responses, however, are deaf to both the challenges of family formation in contemporary China, as well as the timespan needed for such policies to affect already stressed systems and institutions. Rather, policies which reformed such stressed systems and address the lifecycle challenges and opportunities of population aging are urgently required. This requires an improved, multidimensional ‘problem definition’ as well as considering comparative approaches to facilitate policy learning. This commentary explores these issues and identifies how the papers which make up this special issue of China Population and Development Studies contribute to developing our understanding of aging from a multidimensional and comparative perspective.

Abstract:Abstract We construct a transition analysis based on a general equilibrium life‐cycle model to investigate the effects of aging, and we evaluate various policy alternatives designed to lessen the negative influence of aging. In particular, we analyze reforms of insurance benefits and tax financing tools that were recently the focus of a great amount of attention and debate in Japan because of the tense financial situation there. We show that although the potential reforms improve the welfare of future generations, the political implementation of such reforms is difficult because of the large welfare costs for the current population. Our analysis suggests that a gradual reform with an intergenerational redistribution will be more politically implementable than an immediate reform.

Abstract:The age structure of the Chinese population is entering a process of generalized aging in which the major age groupings will see a fall in the ratio of younger age groups and a rise in the ratio of older age groups, with varying levels of socioeconomic significance for the entire population system. The implementation of the unconditional two-child policy (quanmian erhai zhengce) has not changed this general trend. The early stage of population aging (2011-2060) is one of the high-speed development of generalized aging with multiple growth peaks and fluctuations in the size, growth rate and internal structure of the major age groupings. From the perspective of generalized population aging, China's future contains four major systemic demographic dividends and faces four major systemic demographic risks. The early stage of aging is the most important period for the transformation of the population age structure. If society can adjust to the aging trend and the phased nature of the development of this trend, it will be able to seize the initiative in long-term development.

Abstract:This study presents an integrated policy analysis on population/household aging based on 2010 census and other recent data and the ProFamy extended cohort-component projection method. The results demonstrate that Chinese population and households will age quickly and to a large scale under any scenario, However, compared to the prior rigorous fertility policy unchanged and the recently-adopted two-child for only-child couples policy, a universal two-child policy with encouraging adequate spacing would create much better demographic conditions in the future concerning proportions of elders, oldest-old and elderly empty-nest households; labor force and pension deficit rates; sex ratio at birth and marriage squeeze; and only-child elderly with increased risk of childlessness and socioeconomic costs. Based on extensive empirical research evidence, we propose three policy actions which are crucially important for China’s sustainable development. First, to transit to a universal two-child policy as soon as possible; we demonstrate why it is highly feasible and will not cause any new baby booms. Second, to gradually increase currently very low retirement age, which would help China to avoid serious pension deficit problems. Third, to further develop rural old age insurance programs, which will reduce more serious aging problems in rural areas compared to cities. These three policy actions may enable China to create opportunities to successfully face the serious challenges of population and household aging.

Abstract:The Chinese economy had an extraordinary average GDP growth rate of 8.50 percent from 1980 to 2018. However, the implementation of one-child policy in the late 1970s has depressed the total fertility rate to below the replacement rate since 1992. China thus experienced an increasing composition of older populations in the past three decades, which puts pressure on Chinese economic growth and makes its eye-catching economic growth potentially unsustainable. This study develops an overlapping generations (OLG) model to investigate the impacts of this demographic transition in the Chinese economy. This study conducts six policy reform exercises to examine measures that could improve the sustainability of fiscal and pension systems. The simulation results indicate that a mild tax increase on either wage income or consumption does not improve the fiscal stance but creates distortionary effects on saving and consumption behaviors. Of the pension reform measures considered, the combination of extending the mandatory retirement age and cutting the replacement ratio offers the most significant improvement to pension sustainability. However, increasing the contribution rate of the working-age population has the least effect on pension sustainability and a noticeable distortionary effect on the consumption ratio and saving rate.
