Abstract:The land use sector of agriculture, forestry, and Other land use (AFOLU) plays a central role in ambitions climate change mitigation efforts. Yet, mitigation policies in agriculture may be in conflict with food security related targets. Using a global agro economic model, we analyze the impacts on food prices under mitigation policies targeting either incentives for producers (e.g, through taxes) or consumer preferences (e.g., through education programs). Despite having a similar reduction, potential of 43-44% in 2100, the two types of policy instruments result in opposite outcomes for food prices. Incentive-based mitigation, such as protecting carbon-rich forests or adopting low-emission production techniques, increase land scarcity and production costs and thereby food prices. Preference-based mitigation, such as reduced household waste or lower consumption of animal-based products, decreases land scarcity, prevents emissions leakage, and,concentrates production on the most productive sites and Consequently lowers food prices. Whereas agricultural emissions are further abated in the combination of these mitigation measures, the synergy of strategies fails to substantially lower food prices. Additionally, we demonstrate that the efficiency of agricultural emission abatement is stable across a range of greenhouse-gas (GHG) tax levels, while resulting, food prices exhibit a disproportionally larger spread.

Abstract:There is an urgent need to match food production with increasing world population through identification of sustainable land management strategies. However, the struggle to achieve food security should be carried out keeping in mind the soil where the crops are grown and the environment in which the living things survive, especially under rainfed agricultural system. Rainfed agricultural ecosystem is extremely fragile, improving soil fertility and reducing greenhouse gas emission are key factors for developing sustainable agriculture. Moreover, society increasingly expects agriculture to be more sustainable, by decreasing irrigation and mineral fertilizer inputs. Increasing food production sustainably through efficient use of resources will strongly contribute to food security, sustainable agriculture development, and increased climate change resilience. This paper addresses the effects of carbon smart technologies on greenhouse gas emission, soil quality and crop productivity in rainfed agro ecological environment. This paper hypothesized that application of carbon smart technologies could improve soil physical and chemical properties to enhance GHG mitigation and crop production. Carbon smart technologies highlighted in this paper include minimum tillage, crop residue retention, agroforestry, biofuels, integrated nutrient management and land use management systems. This paper review and discusses the work done on carbon smart technologies in different agro-ecological regions so as to understand its impact from the perspectives of the soil, the crop and the environment. The impact of conservation agriculture on greenhouse gas emissions and the underlying mechanism in different agroecological environments have been discussed. A detailed case study and tremendous advancements on the strength of integration of trees and shrub as carbon smart technologies in improving soil and crop productivity is highlighted immensely. The paper concludes with recommendations for encouraging and improving adoption by smallholder farmers to ensure more efficient and sustainable food system. This systematic review will primarily contribute to the achievement of the following Sustainable Development Goals (SDGs), particularly SDG1 (No poverty), SDG2 (Zero hunger), SDG5 (Gender equality) and SDG13 (Climate action).

Abstract:Abstract. A future of increasing atmospheric carbon dioxide concentrations, changing climate, growing human populations, and shifting socioeconomic conditions means that the global agricultural system will need to adapt in order to feed the world. These changes will affect not only agricultural land, but terrestrial ecosystems in general. Here, we use the coupled land use and vegetation model LandSyMM to quantify future land use change and resulting impacts on ecosystem service indicators including carbon sequestration, runoff, and nitrogen pollution. We additionally hold certain variables, such as climate or land use, constant to assess the relative contribution of different drivers to the projected impacts. While indicators of some ecosystem services (e.g., flood and drought risk) see trends that are mostly dominated by the direct effects of climate change, others (e.g., carbon sequestration) depend critically on land use and management. Scenarios in which climate change mitigation is more difficult (Shared Socioeconomic Pathways 3 and 5) have the strongest impacts on ecosystem service indicators, such as a loss of 13–19 % of land in biodiversity hotspots and a 28 % increase in nitrogen pollution. Evaluating a suite of ecosystem service indicators across scenarios enables the identification of tradeoffs and co-benefits associated with different climate change mitigation and adaptation strategies and socioeconomic developments.

Abstract:Climate change, with increasing temperatures and atmospheric carbon dioxide levels, constitutes a severe threat to the environment and all living organisms. In particular, numerous studies suggest severe consequences for the health of crop plants, affecting both the productivity and quality of raw material destined to the food industry. Of particular concern is the reduction of proteins and essential micronutrients as iron and zinc in crops. Fighting this alarming trends is the challenge of Climate-Smart Agriculture with the double goal of reducing environmental impacts (use of pesticides, nitrogen and phosphorus leaching, soil erosion, water depletion and contamination) and improving raw material and consequently food quality. Organic farming, biofertilizers and to a lesser extent nano-carriers, improve the antioxidant properties of fruits, but the data about proteins and micronutrients are rather contradictory. On the other hand, advanced devices and Precision Agriculture allow the cultivations to be more profitable, efficient, contributing more and more to reduce pest diseases and to increase the quality of agricultural products and food safety. Thus, nowadays adoption of technologies applied to sustainable farming systems is a challenging and dynamic issue for facing negative trends due to environmental impacts and climate changes.

Abstract:Agriculture is currently one of the leading economic sectors most impacted by climate change. Due to its great field of application and its susceptibility to meteorological variability, the effects of climate change on agriculture have significant social and economic consequences for human well-being. Moreover, the increasing need for land spaces for population growth has produced strong competition between food and urbanization, leading to a loss of the agroecosystem that supports food security. This review aims to understand the main risks generated by climate change in agricultural production and the potential strategies that can be applied to increase agriculture's resilience. Agricultural risk can be linked to the decrease in the productivity of foods, weed overgrowth at the crops expense, increase in parasites, water availability, soil alteration, negative impact on production costs and consequent change in the adopted cultivars, reduction in the pollination process, intense fires, and alteration of product quality. Thus, climate change can impact the provisioning of ecosystem services, reducing food security in terms of quantity and quality for future generations. Finally, in this review, we report the main adaptation strategies to increase agroecosystem resilience in adverse environments generated by climate change. Mainly, we highlight new technologies, such as new breeding technologies and agrivoltaic and smart agricultural applications, which, combined with agroecosystems, can reduce the agricultural risks following climate change (for example, drought events and low availability of water). We suggest that the combination of natural capital and technologies can be defined as an "innovation-based solution" able to support and increase ecosystem service flow in agroecosystems.

Abstract:Climate change is expected to impact crop yields globally, with some regions benefiting from favorable conditions and CO2 fertilization, while others face adverse effects from altered precipitation and higher temperatures. Changes in crop yields can destabilize the global food system and pose challenges to food security. Moreover, crop production is crucial, as biofuels are becoming increasingly important contributors to climate change mitigation measures aimed at limiting global warming. This study uses the IMAGE integrated assessment model framework to analyze different indicators related to food security and climate change mitigation under varying climate change impacts on crop yields. Twelve spatially explicit crop productivity projections were taken from the full archive of the Global Gridded Crop Model Intercomparison (GGCMI) of 120 climate-crop model combinations, forced by CMIP6-based climate scenarios. The selection includes two average-performing climate-crop model combinations, two pessimistic combinations that perform one standard deviation below the mean, and two optimistic model combinations that perform one standard deviation above the mean. To single out the effect of climate change on productivity changes, we drew samples from two representative concentration pathways (RCP2.6 and RCP8.5). These productivity projections were applied within an otherwise uniform scenario (SSP2) and analyzed for their effect on total calorie demand, crop prices, and number of people at risk of undernourishment to quantify food security. Risks to climate change mitigation targets were explored by modeling the total bioenergy supply, emissions, and global mean temperature. The results revealed significant differences in the risk of food security and mitigation potential between different regions and climate change scenarios. Across scenarios, the crop area extent can vary up to 2 million km2 due to changing crop yields. The projected change in global hunger ranges from 60 to 160 million undernourished people, indicating uncertainty between climate and crop model combinations. Low-income regions are especially impacted because of their high sensitivity to changes in food prices. Global climate change mitigation ambitions can also deviate by the latter part of the 21st century, as changes in yields will impact biofuel production as well as Agriculture, Forestry and Other Land Use (AFOLU) emissions. The quantitative insights generated by this study highlight the need for global policy efforts to make the agricultural system more adaptive to climate change to handle potential negative impacts.

Abstract:Feeding 9-10 billion people by 2050 and preventing dangerous climate change are two of the greatest challenges facing humanity. Both challenges must be met while reducing the impact of land management on ecosystem services that deliver vital goods and services, and support human health and well-being. Few studies to date have considered the interactions between these challenges. In this study we briefly outline the challenges, review the supply- and demand-side climate mitigation potential available in the Agriculture, Forestry and Other Land Use AFOLU sector and options for delivering food security. We briefly outline some of the synergies and trade-offs afforded by mitigation practices, before presenting an assessment of the mitigation potential possible in the AFOLU sector under possible future scenarios in which demand-side measures codeliver to aid food security. We conclude that while supply-side mitigation measures, such as changes in land management, might either enhance or negatively impact food security, demand-side mitigation measures, such as reduced waste or demand for livestock products, should benefit both food security and greenhouse gas (GHG) mitigation. Demand-side measures offer a greater potential (1.5-15.6 Gt CO2 -eq. yr(-1) ) in meeting both challenges than do supply-side measures (1.5-4.3 Gt CO2 -eq. yr(-1) at carbon prices between 20 and 100 US$ tCO2 -eq. yr(-1) ), but given the enormity of challenges, all options need to be considered. Supply-side measures should be implemented immediately, focussing on those that allow the production of more agricultural product per unit of input. For demand-side measures, given the difficulties in their implementation and lag in their effectiveness, policy should be introduced quickly, and should aim to codeliver to other policy agenda, such as improving environmental quality or improving dietary health. These problems facing humanity in the 21st Century are extremely challenging, and policy that addresses multiple objectives is required now more than ever.

Abstract:Agriculture is crucial in sustaining human life and civilization that relies heavily on natural resources. This industry faces new challenges, such as climate change, a growing global population, and new models for managing food security and water resources. Through a machine learning framework, we estimate the future productivity of croplands based on CMIP5 climate projections on moderate carbon emission scenario. We demonstrate that Vietnam and Thailand are at risk with a 10\% and 14\% drop in rice production, respectively, whereas the Philippines is expected to increase its output by 11\% by 2026 compared with 2018. We urge proactive international collaboration between regions facing crop land gain and degradation to mitigate the climate change and population growth impacts reducing our society's vulnerability. Our study provides critical information on the effects of climate change and human activities on land productivity and uses that may assist such collaboration.

Abstract:Climate change and variability may have an impact on the occurrence of food safety hazards at various stages of the food chain. It may also affect socio-economic aspects related to food systems such as agriculture, animal production, global trade, demographics and human behavior which all influence food safety. There is also concern that meeting the rising demand for food is leading to environmental degradation thereby exacerbating factors in part responsible for climate change, and further undermining the food systems upon which food security is based. A major emphasis of climate change/food security research over recent years has addressed the agronomic aspects of climate change, and particularly crop yield. Therefore, while agronomic research alone cannot address all food security/climate change issues, hence the balance of investment in research and development for crop production vis a vis other aspects of food security needs to be assessed. Improved understanding of the impacts of climate change on crop production helps to develop adaptation options, and also crucially it improves understanding of the consequences of different adaptation options on further climate forcing. This role can further be strengthened if agronomists work alongside other scientists to develop adaptation options that are not only effective in terms of crop production, but are also environmentally and economically robust, at landscape and regional scales. Furthermore, such integrated approaches are much more likely to address the information need of policy makers. The potential for stronger linkages between the results of agronomic research and the policy environment will thus be enhanced.

Abstract:Climate change poses a significant threat to global food security, and a comprehensive understanding of its impact on agricultural production is needed. We analysed the Scopus data set between 1993 and 2023. China occupies the leading position in terms of climate change production, and the United States occupies the comprehensive strength position with the largest citation strength output. Notably, a substantial 29% annual publication increase between 2000 and 2015 was noted. Despite prevailing research on specific facets, a pronounced gap exists in global‐scale studies focusing on the direct impact of climate change on agricultural production and yield, with a predominant concentration in regional analyses. Collaboration in this area continues to occur within developed nations, but the rate of growth at the international level is relatively low. In addition, the frequency of co‐occurrence analysis of keywords revealed that climate change and sustainability are the focal keywords, but yield, food security, irrigation and rice production have yet to be identified. The results of this research will help in designing a policy for water resource management for irrigation planning and an adaptative food security management strategy and provide a feature research guide. Résumé Le changement climatique représente une menace importante pour la sécurité alimentaire mondiale, et il est nécessaire de bien comprendre son impact sur la production agricole. Nous avons analysé l'ensemble de données Scopus entre 1993 et 2023. La Chine occupe la première position en termes de production du changement climatique, et les États‐Unis occupent la position de force complète avec la plus grande sortie de force de citation. Notons notamment une augmentation substantielle de 29% des publications annuelles entre 2000 et 2015. Malgré la prédominance des recherches sur des facettes spécifiques, il existe un écart prononcé dans les études à l'échelle mondiale axées sur l'impact direct du changement climatique sur la production et le rendement agricoles, avec une concentration prédominante sur les analyses régionales. La collaboration dans ce domaine se poursuit au sein des pays développés, mais le taux de croissance au niveau international est relativement faible. En outre, la fréquence des analyses de co‐occurrence des mots ‐clés a révélé que le changement climatique et la durabilité sont les mots‐clés centraux, mais que le rendement, la sécurité alimentaire, l'irrigation et la production de riz n'ont pas encore été identifiés. Les résultats de cette recherche aideront à concevoir une politique de gestion des ressources en eau pour la planification de l'irrigation et une stratégie adaptative de gestion de la sécurité alimentaire et fourniront un guide de recherche.

Abstract:Diverse, severe, and location-specific impacts on agricultural production are anticipated with climate change. The last IPCC report indicates that the rise of CO2 and associated “greenhouse” gases could lead to a 1.4 to 5.8 °C increase in global surface temperatures, with subsequent consequences on precipitation frequency and amounts. Temperature and water availability remain key factors in determining crop growth and productivity; predicted changes in these factors will lead to reduced crop yields. Climate-induced changes in insect pest, pathogen and weed population dynamics and invasiveness could compound such effects. Undoubtedly, climate- and weather-induced instability will affect levels of and access to food supply, altering social and economic stability and regional competiveness. Adaptation is considered a key factor that will shape the future severity of climate change impacts on food production. Changes that will not radically modify the monoculture nature of dominant agroecosystems may moderate negative impacts temporarily. The biggest and most durable benefits will likely result from more radical agroecological measures that will strengthen the resilience of farmers and rural communities, such as diversification of agroecosytems in the form of polycultures, agroforestry systems, and crop-livestock mixed systems accompanied by organic soil management, water conservation and harvesting, and general enhancement of agrobiodiversity. Traditional farming systems are repositories of a wealth of principles and measures that can help modern agricultural systems become more resilient to climatic extremes. Many of these agroecological strategies that reduce vulnerabilities to climate variability include crop diversification, maintaining local genetic diversity, animal integration, soil organic management, water conservation and harvesting, etc. Understanding the agroecological features that underlie the resilience of traditional agroecosystems is an urgent matter, as they can serve as the foundation for the design of adapted agricultural systems. Observations of agricultural performance after extreme climatic events (hurricanes and droughts) in the last two decades have revealed that resiliency to climate disasters is closely linked to farms with increased levels of biodiversity. Field surveys and results reported in the literature suggest that agroecosystems are more resilient when inserted in a complex landscape matrix, featuring adapted local germplasm deployed in diversified cropping systems managed with organic matter rich soils and water conservation-harvesting techniques. The identification of systems that have withstood climatic events recently or in the past and understanding the agroecological features of such systems that allowed them to resist and/or recover from extreme events is of increased urgency, as the derived resiliency principles and practices that underlie successful farms can be disseminated to thousands of farmers via Campesino a Campesino networks to scale up agroecological practices that enhance the resiliency of agroecosystems. The effective diffusion of agroecological technologies will largely determine how well and how fast farmers adapt to climate change.

Methodological aspects of management of sustainable development of agricultural industrial and rural territories: measurement, planning, forecast

Abstract:The article deals with the change in the “paradigm” of the agricultural economy that occurred and was recorded in the “Concept for the Development of Rural Territories of the Russian Federation” in 2010 (developed in the “Strategy for Sustainable Development of Rural Areas of the Russian Federation for the period up to 2030”, 2015 [1]), but is not widely recognized (according to T. Kuhn’s theory of scientific revolutions), which is reflected in the increasing complexity of the systems studied by scientific economists -agrarians: agriculture (mechanistic model and independent controllable variables) — agro-industrial complex (intelligent observable system, the possibility of implementing management and quality control) — rural areas (“multi-intelligent observing systems” — social model, interdependent variables). Therefore, today it is impossible to reduce all agroeconomic research to “maximizing profit per worker or per unit of area”. Based on the need to apply a systematic approach, in conditions of challenges and sanctions, the need to expand the capabilities of traditional cost assessments based on the use of indicators (natural and relative assessments) of the quality of management decision-making is substantiated. When developing methods of analysis and management (agriculture, agro-industrial complex, rural areas), it should be taken into account that the systems approach updated in the work has also undergone three transformations over 80 years: operations research (optimization of agricultural production) or cybernetics 1.0; cybernetics 2.0 and open systems (quality management); cyber-physical systems in agriculture and agro-industrial complex.
Consequences of climate change for European agricultural productivity, land use and policy

Abstract:This paper reviews the knowledge on effects of climate change on agricultural productivity in Europe and the consequences for policy and research. Warming is expected to lead to a northward expansion of suitable cropping areas and a reduction of the growing period of determinate crops (e.g. cereals), but an increase for indeterminate crops (e.g. root crops). Increasing atmospheric CO2 concentrations will directly enhance plant productivity and also increase resource use efficiencies.In northern areas climate change may produce positive effects on agriculture through introduction of new crop species and varieties, higher crop production and expansion of suitable areas for crop cultivation. Disadvantages may be an increase in the need for plant protection, the risk of nutrient leaching and the turnover of soil organic matter. In southern areas the disadvantages will predominate. The possible increase in water shortage and extreme weather events may cause lower harvestable yields, higher yield variability and a reduction in suitable areas for traditional crops. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification in the Mediterranean and southeastern parts of Europe.Policy will have to support the adaptation of European agriculture to climate change by encouraging the flexibility of land use, crop production, farming systems etc. In doing so, it is necessary to consider the multifunctional role of agriculture, and to strike a variable balance between economic, environmental and social functions in different European regions. Policy will also need to be concerned with agricultural strategies to mitigate climate change through a reduction in emissions of methane and nitrous oxide, an increase in carbon sequestration in agricultural soils and the growing of energy crops to substitute fossil energy use. The policies to support adaptation and mitigation to climate change will need to be linked closely to the development of agri-environmental schemes in the European Union Common Agricultural Policy.Research will have further to deal with the effect on secondary factors of agricultural production, on the quality of crop and animal production, of changes in frequency of isolated and extreme weather events on agricultural production, and the interaction with the surrounding natural ecosystems. There is also a need to study combined effects of adaptation and mitigation strategies, and include assessments of the consequences on current efforts in agricultural policy to develop a sustainable agriculture that also preserves environmental and social values in the rural society.

Abstract:Systematic model inter-comparison helps to narrow discrepancies in the analysis of the future impact of climate change on agricultural production. This paper presents a set of alternative scenarios by five global climate and agro-economic models. Covering integrated assessment (IMAGE), partial equilibrium (CAPRI, GLOBIOM, MAgPIE) and computable general equilibrium (MAGNET) models ensures a good coverage of biophysical and economic agricultural features. These models are harmonized with respect to basic model drivers, to assess the range of potential impacts of climate change on the agricultural sector by 2050. Moreover, they quantify the economic consequences of stringent global emission mitigation efforts, such as non-CO2 emission taxes and land-based mitigation options, to stabilize global warming at 2 °C by the end of the century under different Shared Socioeconomic Pathways. A key contribution of the paper is a vis-à-vis comparison of climate change impacts relative to the impact of mitigation measures. In addition, our scenario design allows assessing the impact of the residual climate change on the mitigation challenge. From a global perspective, the impact of climate change on agricultural production by mid-century is negative but small. A larger negative effect on agricultural production, most pronounced for ruminant meat production, is observed when emission mitigation measures compliant with a 2 °C target are put in place. Our results indicate that a mitigation strategy that embeds residual climate change effects (RCP2.6) has a negative impact on global agricultural production relative to a no-mitigation strategy with stronger climate impacts (RCP6.0). However, this is partially due to the limited impact of the climate change scenarios by 2050. The magnitude of price changes is different amongst models due to methodological differences. Further research to achieve a better harmonization is needed, especially regarding endogenous food and feed demand, including substitution across individual commodities, and endogenous technological change.

Abstract:Soil loss by water erosion represents a key threat to land degradation worldwide. This study employs an integrated quantitative modelling approach to estimate its long-term global sustainability impacts. The global biophysical model estimates a mean increase of soil erosion rates of between 30 and 66% over the period 2015–2070 under alternative climate-economic scenarios, assuming different greenhouse gas concentration trajectories. In a subsequent step, projected soil erosion rates are converted into land productivity losses and inputted into an economic global simulation model to identify those regional hotspots where the greatest market tensions are expected to occur. The headline result is that of a global economic contraction of up to 625 billion US$ by the year 2070. Moreover, soil erosion represents an acute challenge to food security in vulnerable regions (Africa and some tropical regions), where for certain crops (particularly oilseeds) the threat of shortages is potentially significant. Under the worst-case scenario, global primary agricultural production losses could amount to 352 million tonnes by 2070. Exploring different long-term socioeconomic-environmental pathways confirms the merits of sustainable management practises in coping with market and environmental stresses arising from soil erosion that limits the global increase of land used for food consumption to 115,000 km2 above the long run baseline. Finally, free (and fair) trade is essential to allow less affected regions to expand (marginally) their production, thereby cushioning the market tensions that are expected to occur in more acutely affected areas of the world.

Abstract:There is growing concern about the prospect of global warming caused by the accumulation of carbon dioxide and other greenhouse gases in the atmosphere. Several studies address the impact of climate change on the agricultural sector in various countries (Marland, McCarl, and Schneider, 1999). While many of these studies assess the impact of climate change on farm commodity yields and prices, only a few address the problems of rising seawater levels, water supplies, pest dynamics, and energy price increases. This chapter focuses on each of these issues. We present a comprehensive overview of the implications of climate change on agricultural productivity, including changes in yield from increased temperatures, variations in water supply, increased carbon concentration in the atmosphere, pest movement, and other factors. We also address the implications of climate change on water and land resources, in particular, the issues associated with rising water levels. We discuss strategies to slow the pace of global warming, the effects of incentives to conserve energy, and the benefits and institutional changes resulting from the implementation of soil carbon sequestration in farming and agro-forestry. We conclude with a presentation of policy implications for developed and developing countries.

Abstract:Most business-as-usual scenarios for farming under changing climate regimes project that the agriculture sector will be significantly impacted from increased temperatures and shifting precipitation patterns. Perhaps ironically, agricultural production contributes substantially to the problem with yearly greenhouse gas (GHG) emissions of about 11% of total anthropogenic GHG emissions, not including land use change. It is partly because of this tension that Climate Smart Agriculture (CSA) has attracted interest given its promise to increase agricultural productivity under a changing climate while reducing emissions. Considerable resources have been mobilized to promote CSA globally even though the potential effects of its widespread adoption have not yet been studied. Here we show that a subset of agronomic practices that are often included under the rubric of CSA can contribute to increasing agricultural production under unfavorable climate regimes while contributing to the reduction of GHG. However, for CSA to make a significant impact important investments and coordination are required and its principles must be implemented widely across the entire sector.

Abstract:In the coming decades, an increasing competition for global land and water resources can be expected, due to rising demand for food and bio‐energy production, biodiversity conservation, and changing production conditions due to climate change. The potential of technological change in agriculture to adapt to these trends is subject to considerable uncertainty. In order to simulate these combined effects in a spatially explicit way, we present a model of agricultural production and its impact on the environment (MAgPIE). MAgPIE is a mathematical programming model covering the most important agricultural crop and livestock production types in 10 economic regions worldwide at a spatial resolution of three by three degrees, i.e., approximately 300 by 300 km at the equator. It takes regional economic conditions as well as spatially explicit data on potential crop yields and land and water constraints into account and derives specific land‐use patterns for each grid cell. Shadow prices for binding constraints can be used to valuate resources for which in many places no markets exist, especially irrigation water. In this article, we describe the model structure and validation. We apply the model to possible future scenarios up to 2055 and derive required rates of technological change (i.e., yield increase) in agricultural production in order to meet future food demand.

Abstract:One of the main challenges of climate change on agriculture in UK is how to adapt to the potential changes to the availability of water. Changes in rainfall distribution may potentially lead to an increase in drought frequency, magnitude and duration. In this research a Data Envelopment Analysis (DEA) and a Malmquist Index (MI) are combined with a double bootstrap methodology to measure changes in Total Factor Productivity of general cropping farms in East Anglia. More specifically, the DEA technique was used to measure the year by year efficiency score for the farms in the sample and the MI and its components used to derive information on productivity over time. Data for the input – output models was obtained from the Farm Business Survey. Climate change is taken into consideration by using data for water cost as a proxy indicator of water consumption per farm. Results reveal changes in total, technical and scale efficiency and provide information on how the 2011 drought affect the TFP of the farms in the sample.

Abstract:Climate change has affected all aspects of human societal development as a global problem, especially agriculture, which is closely related to human survival. Evaluating vulnerability can be helpful in assessing the impact of climate change and analyzing the effectiveness and adaptive degrees of different countermeasures to provide a reliable basis for addressing climate change. However, determining how to quantitatively evaluate vulnerability is a difficult problem and a pressing question. We propose an objective and quantitative assessment method for agricultural vulnerability under climate change according to the Intergovernmental Panel on Climate Change's definition of vulnerability and a framework of sensitivity, adaptive capacity, and exposure degree. We explain the practical and objective attributes of this method using Wuchuan County in Inner Mongolia as an example. This assessment method can clarify the effects of climate change on agriculture and effective countermeasures, as well as contribute to the sustainable agricultural development.
