Abstract:Equitable and efficient allocation of pollutant discharge permits is vital for controlling total pollutant amounts. However, the conventional water pollutant discharge permit allocation method is criticized for dividing the environmental attributes of water bodies, which is mainly based on administrative units. China is establishing a water ecological environment zoning management system to manage the water environment more scientifically, which may have a great impact on for controlling total pollutant amounts. Whether the ecological environment zoning management system can promote more equitable and efficient permit allocation remains unknown. In this paper, an environmental zoning system and “basin-region” correlation are established to take both regional and watershed allocation processes into consideration. Then, a multi-index Gini coefficient method is established to evaluate the equality of different allocating methods. The Gini coefficient is then combined with a linear interactive and general optimizer method to achieve an equitable allocation of ammonia nitrogen discharge permits in the Songhua River Basin from both watershed and regional perspectives. Forty-five water pollutant discharge allocation scenarios are considered to represent different manager tendencies. The results show that allocation based on watershed functional units is more equitable than that based on administrative units. The index weighting settings also have a large impact on regional and total equality and environmental efficiency. Midstream and downstream areas show large allocation differences, although no scenario can satisfy all watershed regions in terms of equality and environmental efficiency at the same time. Thus, more trade-offs are needed during decision making. By considering the coordination of social, environmental and economic development at the basin level, this study provides new insight into equitable and efficient allocation. Moreover, the findings suggest that an environmental zoning system should be considered for discharge permit allocation in water resource management.

Abstract:BACKGROUND AND PURPOSE:China's environmental problems and pollution control have global implications. China's water pollution has been increasing with its urbanization and industrialization. Although great efforts have been taken to keep its wastewater discharge standards in pace with the water pollution development and technological advances, many challenges remain. A summary of the past achievements and lessons as well as the current problems in water pollution may provide a basis for future improvements in China and a reference for other countries.METHODS:Statistical data are summarized to reveal the evolution of China's population, wastewater discharge and corresponding discharge standards over the past four decades. In particular, the specific control indexes and number of controlled items are discussed in details. The present water pollution situation is clearly illustrated by the water pollution map and the water quality distribution diagram. A comparison between China's present wastewater discharge standards and those in the USA and the EU are also presented to find the possibilities for future improvement.RESULTS:The historical origins, major challenges and future perspectives of China's wastewater discharge standards are overviewed. The barriers and ongoing efforts for standards formulation and implementation are highlighted. Some suggestions for future endeavors are given.CONCLUSIONS:China's wastewater discharge standard system has seen significant improvement over the past decades, but it still has many defects and limitations. Nonetheless, unprecedented great efforts are underway to address all these challenges. More stringent standards and subsequently a cleaner water environment in China can be expected in the near future.
Sustainable Landfill Technologies For Municipal Solid Wastes In China

Abstract:About 90% of municipal solid wastes (153 million tons in 2007) are filled in landfills, which have great potential stability and pollution problems, in China. Sustainable technologies are attended to solve these problems and improve the landfill performance. These technologies can reduce landfill area through centralization and large-scale landfilling. High-performance collection and control measures of leachate and landfill gas are developed to reduce landfill pollution loading. The biodegradation process of solid waste is accelerated to increase landfill capacity. The concept of. Systems engineering. is implemented in design, operation and management of landfills to achieve a higher performance. This paper presents primary research works of mainland China in the sustainable landfill technologies, including solid-liquid-gas interaction, temporal and special variation of waste engineering properties, and control of leachate, gas, stability and pollution. Finally, aspects worthy of further research are addressed.
Raising discharge standards leads to environmental problem shifting in China.

Abstract:The discharge standards for wastewater treatment plants (WWTPs) in China are trending towards increasingly stringent nutrient removal requirements over recent decades. However, the current paradigm for WWTPs has a singular focus on effluent quality, seldom considering the broader environmental consequences of the treatment required to meet these more stringent limits. In this article, the operating data of 17 WWTPs with three different discharge standards were collected. Using an inventory-type approach, greenhouse gas (GHG) emissions and eutrophication potential (EP) of each plant were calculated. Results show diminishing marginal returns in terms of pollution reduction as the level of treatment increases, taking environmental influences into consideration. Therefore, the strictest standards are not the most cost-effective ones in current China. Rather than focusing strictly on point source dischargers and requiring advanced treatments, regulatory agencies should reconsider their water quality protection strategies.

Abstract:China has the world's largest and still growing wastewater sector and water market, thus its future development will have profound influence on the world. The high-speed development of China's wastewater sector over the past 40 years has forged its global leading treatment capacity and innovation ability. However, many problems were left behind, including underdeveloped sewers and sludge disposal facilities, low sustainability of the treatment processes, questionable wastewater treatment plant (WWTP) effluent discharge standards, and lacking global thinking on harmonious development between wastewater management, human society and the nature. Addressing these challenges calls for fundamental changes in target design, policy and technologies. In this mini-review, we revisit the development history of China's municipal wastewater management and identify the remaining challenges. Also, we highlight the future needs of sustainable development and exploring China's own wastewater management path, and outlook the future from several aspects including targets of wastewater management, policies and technologies, especially the new concept WWTP. Abstract:Purpose Urbanization and industrialization in China has resulted in a dramatic increase in the volume of wastewater and sewage sludge produced from wastewater treatment plants. Problems associated with sewage sludge have attracted increasing attention from the public and urban planners. How to manage sludge in an economically and environmentally acceptable manner is one of the critical issues that modern societies are facing. Methods Sludge treatment systems consist of thickening, dewatering, and several different alternative main treatments (anaerobic digestion, aerobic digestion, drying, composting, and incineration). Agricultural application, landfill, and incineration are the principal disposal methods for sewage sludge in China. However, sewage sludge disposal in the future should focus on resource recovery, reducing environmental impacts and saving economic costs. Results The reuse of biosolids in all scenarios can be environmentally beneficial and cost-effective. Anaerobic digestion followed by land application is the preferable options due to low economic and energy costs and material reuse. Conclusion It is necessary to formulate a standard suitable for the utilization of sewage sludge in China.

Abstract:As a by-product of wastewater treatment, sludge has dual attributes of pollutant and resource. Proper disposal of sludge is significant for reducing pollution and carbon emissions in sewage treatment. The sludge treatment in China has shifted from emphasis on wastewater treatment over sludge treatment to equal emphasis on sludge and wastewater treatment, and the technologies and standards system have been rapidly developed. However, against the background of carbon peaking and carbon neutrality, there remain shortcomings in sludge treatment in China. In this paper, we reviewed the current status of slug treatment in China from the aspects of urban sludge production and characteristics, slug treatment technologies, and policy and standards systems, and summarized the prominent problems of slug treatment in terms of management system, technical standards, and routes selection. Considering the development stage and international development trends, we proposed a development concept of "green and low-carbon, resource recycling, environmental friendliness, and adapting measures to local conditions". Corresponding key measures are also proposed. Specifically, the top-level design should be strengthened to coordinate facility planning and layout, and treatment routes should adapt to local conditions. The standards system and price subsidy mechanism for sludge treatment should be improved to clarify the division of responsibilities and strengthen the supervision mechanism. The integration level of the whole chain should be promoted by strengthening the weaknesses to form a technology model that can be applied widely. Research on frontier technologies should be conducted to innovate and upgrade the technologies and equipment for sludge disposal and recycling.

Abstract:Across the world, recent decades have witnessed large scale and rapid urbanization. Centralized wastewater treatment is typically considered the most desirable solution to meet domestic wastewater treatment needs in growing urban centers. These rely on extensive—and often expensive—infrastructure and treatment solutions that require expert engineering management to ensure effective operation. It is argued that the urban sustainability challenge of inadequate sanitation, deteriorating water quality, and rising water stress are best met through poly-centric and integrated approaches that include nature-based solutions, community-scale and community-managed systems. Today's objectives are to create climate-resilient, enduring, self-governing systems—as well as systems that close the loop, encouraging resource re-use and recycling. This policy review informs on wastewater discharge (and related) standards for sewage treatment plants within the context of present-day India. With its booming urban population, highly visible and impactful pollution, water quality and insecurity challenges, India provides huge opportunities for creative approaches to urban sanitation—but to fully exploit these opportunities will require new policy and regulatory thinking. The current regulatory developments are undergoing frequent changes with observed inconsistencies over the last years leading to a growing confusion in the sector. Examined questions include: How clear are policy objectives and regulations? What are reasons for observed inconsistencies in current pollution control regulations and what are their implications? How well-aligned are standards and regulation with these objectives? How forward-looking? Are solutions sufficiently responsive to the urban sustainability challenge? In particular, this review considers whether regulatory approaches disadvantage decentralized and innovative approaches that could offer resilient, community-based systems—even within the megacities of the twenty-first century. This study further draws on examples from other emerging economies—and contextualizes these examples with the situation in Western Europe, where a single set of targets has let to diverse solutions. Standards and regulations need to be reimagined for this evolving urban context which might require it to become more nuanced, more holistic, more dynamic, more transparent, more participative, and more contextual. Enforcement mechanisms will need to incorporate phased/graded approaches to compliance—to suit various contexts that could include water reuse for different application areas.

Abstract:In recent decades, China has been facing serious water pollution crises. To address this problem, discharge standards for wastewater treatment plants in China are becoming more and more stringent. Also, the sewage charge for compliant emissions and the penalty rate for non–compliant emissions have increased significantly. This paper comprehensively investigates the economic and environmental implications of such wastewater management policy in China. In this paper, a general framework for the analysis of WWTPs’ behavior and the resulted economic and environmental consequences is presented, and the impacts of discharge standard, charge rate, and penalty rate are analyzed. The trade–offs between the operational cost, environmental impact, and pollutant emissions are identified. This study also provides some insightful management implications for concerned policy makers.

Abstract:Constructed wetlands (CWs) are an emerging, environmentally friendly engineering system employed in China. They require lower investment and operation costs while providing higher treatment efficiency and more ecosystem services than conventional wastewater treatment methods. Introduced to China in 1987, CW systems used for wastewater treatment have rapidly increased in number, particularly since the late 1990s. This review summarizes the state-of-the-art application of CW systems for water pollution treatment by reviewing the basics of the technology and its historical development and performance efficiency. Current progress, limitations, future concerns, and the challenges of CW technologies are also discussed. Also highlighted is the need for sufficient and appropriate data to assist in the further development of CW systems and the implementation of integrated "bottom-up" and "top-down" approaches by both the public in general and government bodies in particular.

Abstract:Substantial progress has been made providing wastewater service in urban areas in China over the past decades, resulting in essentially complete coverage for wastewater collection and treatment. In spite of rapid progress installing wastewater collection and treatment systems, China continues to be faced with the two principal components of the water crisis, namely, water pollution and water scarcity. In response, governmental policies are leading to investments supporting the rapid development of new technologies and approaches to integrated water/wastewater management. Investments in membrane technology development and manufacturers have led to widespread application of membrane technology and, contrasting with international practice, to the development of a significant indigenous manufacturing and delivery capacity. At the same time, lack of attention to collection systems has resulted in their poor condition leading to wastewater characteristics adversely impacting process performance and resource recovery opportunities. Recent policy actions are leading to correction of this situation. Biosolids management has lagged behind the develop of wastewater treatment capacity and is also adversely impacted by excessive loadings of inorganic materials due to the poor condition of some collection systems. Experience gained through significant investments in biosolids upgrades over the past 10 years has led to the development of four principal biosolids management strategies that are now being implemented. Building on the progress made addressing wastewater treatment needs in urban areas, attention is turning to rural areas where nearly 500 million people live. Two emerging water management paradigms, namely, integrated water management and resource recovery, are being implemented in China through The Concept Wastewater Treatment program and Sponge Cites. Wastewater management in China is progressing from the implementation of basic treatment, to the adoption and development of new technologies, and to the implementation of integrated solutions intended to achieve a broader range of outcomes including improved water quality, resource recovery, and increased livability. The results already being achieved, and to be anticipated in the future, will be of broad interest because of the magnitude of Chinese wastewater treatment, which allows a broad range of options to be evaluated.
Cost of Raising Discharge Standards: A Plant-by-plant Assessment from Wastewater Sector in China

Abstract:China has implemented increasingly stringent effluent standards for wastewater treatment plants (WWTPs) to protect the aquatic environment, but at the cost of more resource consumption and greenhouse gas emissions. To elaborate tradeoffs between the elevated standard and the additional burden, we compile a 10-year inventory of 6032 WWTPs across China to estimate the impacts of changes in effluent pollutant concentration on operating costs and electricity consumption. Coupled with the increasing demand for wastewater treatment, upgrading standards to the Special Discharge Limit (SDL) by 2030 would increase electricity consumption and operating costs of the wastewater treatment sector by 86.59% and 70.44% compared to the status quo in 2015. The electricity consumption-induced GHG emissions would also increase by 72.21%, which accounts for 29.16% of total emissions in the domestic wastewater treatment sector. Substantial regional differences exist in terms of upgrade-induced resource burden. Less developed regions generally suffer more stress when encountering similar standards elevation. With large-scale microdata, our findings deepen the understanding of the potential cost of raising standards and provide insights into region-customized pollutant effluent standards implementation.

Abstract:In this paper,in-depth analysis into the vital demand of China and the international research advances in the field of municipal wastewater reclamation and reuse is provided;the fundamental features of related researches(i.e.,mechanism elucidation at microscopic level,process security,technological integration,extension to ecological system) are revealed;the critical scientific problems to be addressed(i.e.contaminant elimination/transformation,chemical-to-energy conversion,water reuse-associated ecological risks control)are summarized;Lastly,four future directions to promote the sustainable development of urban water system in China are proposed,namely:(1) mechanisms of mass and energy conversion during wastewater reclamation and reuse;(2) principles for ecological storage and multi-scale recycling of reclaimed water;(3)methodologies for water security assessment and ecological risks control in urban water system;(4) theories for developing reclaimed water +-based sustainable urban water system.
Optimizing Operation of Municipal Wastewater Treatment Plants in China: the Remaining Barriers and Future Implications.

Abstract:China's national development strategy now prioritizes environmental protection over economic growth, which has driven a rapid development of China's wastewater sector. In particular, the treatment capacity of municipal wastewater treatment plants (WWTPs) has been substantially strengthened and stricter effluent quality control enforced. However, the operating performance of most WWTPs is still poor and does not meet the sustainable development demands. In this study, the current status of WWTPs operation in China was comprehensively analyzed, the key barriers to improving the plants operating efficiency were identified by taking into account the different plant scales, geographic distribution, discrepancy between cities and counties, and the influence of environmental policies and supplementary facilities. The underdeveloped sewer network was mainly responsible for the low operating ratios (i.e., utilization degree of the designed treatment capacity) of the plants (76% in counties and 85% in cities) especially for those in north China, although the situation is plant specific because a considerable fraction of plants (19%) are still running under overload condition. Other challenges include the high energy consumption of the plants (0.313 kWh/m(3)), and severely lagged implementation of sludge disposal (up to 40% sludge was still improperly disposed), arising mainly from the poor management on the sewer and sludge. Lastly, several possible directions of improvement to overcome these barriers were discussed. This work may provide valuable implications for optimizing municipal wastewater management in China towards higher efficiency and sustainability.
An Evaluation of the Environmental Benefit and Energy Footprint of China's Stricter Wastewater Standards: Can Benefit Be Increased?

Abstract:In 2015, almost 25% of China's lakes were polluted to the point of being unfit for any purpose. In the same year, China introduced plans to upgrade hundreds of existing and planned wastewater treatment plants to China's highest standard for wastewater discharge. The goal of this paper is two-fold. Firstly, it aims to help policy makers in China understand the impact of China's new wastewater standard on energy use. Secondly, it aims to provide policy makers with suggestions to increase the environmental benefit gained from reducing wastewater contaminant discharge. The most recent data from around 5000 wastewater treatment plants in China are used to estimate the extra electricity required to upgrade a plant from China's commonly used Class 1B municipal wastewater discharge standard to the highest discharge standard, Class 1A. Results show that implementing Class 1A instead of Class 1B tends to use 2%–36% more electricity. This result was used to estimate the overall increase in electricity used over five years by the Chinese wastewater sector due to the introduction of the new policy, an increase that was estimated to be 3–63% of annual electricity used for wastewater treatment. The environmental benefit and electricity cost of three scenarios aimed at reducing wastewater contaminant discharge were compared. Results showed that the benefit-to-cost ratio of implementing stricter standards is greatly improved (by over seven times) when wastewater is not discharged into the environment but instead reused to replace freshwater for purposes that can be met with Class 1A standard. This result has implications for policy makers seeking to increase energy use efficiency, minimise water wastage and reduce environmental pollution within cities.

Abstract:Urban wastewater treatment and reuse infrastructure play a vital role in achieving water sustainability; however, the pathways to realize water–climate synergies in planning such infrastructure are not clear. Here we examine the nexus of urban water stress and greenhouse gas (GHG) emissions resulting from expanding wastewater infrastructures across over 300 cities in China. We find that, despite a total increase of 176% in life-cycle GHG emissions, larger-scale wastewater treatment and reclaimed water reuse have nearly tripled the average amount of urban water stress alleviated between 2006 and 2015. However, with an extensive and integrated application of existing low-carbon technologies for wastewater treatment, sludge disposal and water reuse, it is possible to substantially further decouple water stress mitigation from GHG emissions by 2030. Under the optimized scenario, China can reduce wastewater-related emissions by 27% at the national level, while its eastern and northern cities could reduce emissions by over 40% for every unit of alleviated water stress. This study provides insights into the water–climate nexus and outlines feasible pathways to reduce water stress while mitigating wastewater-related GHG emissions.

Abstract:In the light of circular economy aspects, processing of large-scale municipal wastewater treatment plants (WWTPs) needs reconsideration to limit the overuse of energy, implement of non-green technologies and emit abundant greenhouse gas. Along with the huge increase in the worldwide population and agro-industrial activities, global environmental organizations have issued several recent roles to boost scientific and industrial communities towards sustainable development. Over recent years, China has imposed national and regional standards to control and manage the discharged liquid and solid waste, as well as to achieve carbon peaking and carbon neutrality. The aim of this report is to analyze the current state of Chinese WWTPs routing and related issues such as climate change and air pollution. The used strategies in Chinese WWTPs and upgrading trends were critically discussed. Several points were addressed including the performance, environmental impact, and energy demand of bio-enhanced technologies, including hydrolytic acidification pretreatment, efficient (toxic) strain treatment, and anaerobic ammonia oxidation denitrification technology, as well as advanced treatment technologies composed of physical and chemical treatment technologies, biological treatment technology and combined treatment technology. Discussion and critical analysis based on the current data and national policies were provided and employed to develop the future development trend of municipal WWTPs in China from the construction of sustainable and "Zero carbon" WWTPs.

Abstract:Rural domestic sewage treatment is crucial for improving rural living environment, controlling agricultural and rural pollution, and implementing the rural revitalization strategy. In this paper, we evaluated the achievements of rural domestic sewage treatment from the aspects of regulations and standards, treatment scale and technology, and environmental protection education, and analyzed the problems associated with treatment capacity, technology, standards, and operation and maintenance. Rural domestic sewage treatment should adapt to local conditions, focus on resource utilization, and be economical, convenient, and scientifically planned. Key tasks were proposed from the perspectives of treatment mode, technical process, resource utilization, and operating mechanism. The development path we proposed emphasizes systematic treatment and integration of all parties. Moreover, several countermeasures are suggested. Discharge standards should be formulated scientifically for rural domestic sewage as nitrogen and phosphorus in rural sewage needs to be reused for irrigation. Ecological and simple treatment of the rural domestic sewage should be promoted based on the economical and feasible principles. The market mechanism needs to be improved to promote the specialized trusteeship of rural sewage treatment.

Abstract:The development history of wastewater treatment in China is reviewed.The development process of wastewater discharge standards of China is summarized.The treatment performance of WWTPs is evaluated according to discharge standards.The future challenges in wastewater treatment of China is highlighted.The main objectives in the new era of wastewater treatment in China is identified.Water is essential for the sustainable development of human society. With the largest population and rapid economic development, water usage and treatment in China have grown tremendously in the past decades. In order to prevent water pollution, the standards for wastewater effluent discharge in China have been gradually developed and implemented since 1973. After the rapid development during over 40 years, numerous milestones have been achieved in terms of infrastructure coverage, standard and policy system establishment, and technological innovations. In this article, we reviewed the development history and the current status of the wastewater treatment in China, including the generation of wastewater, the construction of wastewater treatment plants (WWTPs), the overall treatment performance of WWTPs, as well as the developments in effluent discharge standards. In addition, we highlighted the challenges lying ahead in the aspects of influent concentration, sludge disposal and water reclamation. Based on the achievement and foundation built in the past, the new era of wastewater treatment of China is on the way, in which water reclamation, wastewater treatment in rural areas and resource/energy recovery from sludge are becoming the main tasks.

Abstract:Due to the rapid development of economy, China has been facing severe water shortage and water pollution problems. This paper discusses three strategies developed for the urban water resource management in China, which is essential for the sustainable development of its economy. These strategies include setting high priority for demand control and water conservation, controlling pollution from the sources and increasing investment for wastewater treatment; and developing untraditional water resources, such as rainwater harvesting, wastewater reclamation, seawater utilization, etc. It is hoped that these strategies may not only solve the water shortage and water pollution problems at low capital and operational costs, but also meet the present and future needs on water resources in China.
