OPTIMAL LOCATION OF REGIONAL HUBS FOR THE CHINESE AIR CARGO NETWORK AND THEIR INTEGRATION WITH RAILWAY AND ROAD TRANSPORT

Abstract:' Air cargo transportation occupies a crucial position in world trade for high-value goods that must be transported quickly. With the increase of China's air cargo volume, major airlines have optimized their logistics networks by building cargo hubs without following an overall optimization plan, resulting in construction of superfluous hubs and unbalanced regional development. To help solve this problem, we designed the present study to explore the establishment of regional cargo hubs shared by Chinese airlines, with the goals of improving the efficiency of airport cargo integration and balancing the development of air cargo services among China's regions. To do so, we selected 31 potential hub cities (one per province) as the basis for a national air cargo network for China's provinces. Next, we used complex network theory to guide the design of a railway, road and air freight network for the potential hub cities and used a node importance index to evaluate the three networks. We then used the entropy-weighted VIKOR evaluation and complex network theory to rank the centralization and distribution capability of the network's nodes. Finally, we solved the problems of distributing the nodes geographically and allocating demand to regional hubs in the cargo network. The analysis revealed Beijing, Shanghai, Shenyang, Guangzhou, Chongqing, Xi'an and Urumqi as regional hubs in the network.
