Economic Resilience of Micro- and Small-Sized Service Enterprises in China During COVID-19: Internal Telework Transition and External Digital Environment

Abstract:During the COVID-19 pandemic, telework emerged as an effective strategy for ensuring firm survival and resilience. There is still a lack of empirical evidence, however, linking the telework transition to firms' resilience. Additionally, how the external digital environment influences this process remains unknown. Taking the 655 firms in China as an example, this study uses ordered logit regression analysis to investigate the influence of the telework transition on the economic resilience of micro- and small-sized service enterprises during the crisis and analyze the moderating effect of the external digital environment from three dimensions: digital infrastructure, digital industries, and digital practices. We find that the telework transition promotes firms' resilience but is moderated by the regional digital environment. It shows that the capability of China's micro- and small-sized service enterprises to realize digital transformations has yet to improve; therefore, regional digital environments such as high-speed Internet access, local skilled labor, digital knowledge spillover, and social acceptance of new technology are highly important. Despite the apparent lesser importance of geography in the age of information technology and digital transformation, localities or regional environments in which complex economic and social activities are interwoven are still key for firms' resilience in the digital era.
