Abstract:Design industry has become the new engine of economic growth in background of global integration. Design is a unique resource which integrates decision-making skills and specific implementation capacity. It transforms the abstract scientific thinking into the concrete productivity. The promotion of urban design ability can greatly promote the development of social economy. In this paper, we analyzed the determinants and internal mechanism of urban design competitiveness, extracted the elements and evaluation indicators, and laid the theoretical foundation for the further construction of the evaluation model. Research on the Urban Competitiveness of the Cities in Central China under the Backdrop of Economic Globalization

Abstract:In the process of economic globalization, a tendency that urban agglomerations will dominate the international economy can′t be held back. For this reason, more recently, attentions have been paid to the research on the urban agglomerations. At present, cities in central China have grown up rapidly. But urban agglomerations are just in embryo with many problems. In order to promote growth of the cities in central China to enhance the cooperation and mutual benefits among them, this paper designs an index system with 44 indicators of the competitiveness and then quantitatively evaluate of these cities by ranking and comparison. The rank of the general competitiveness in sequence is as follows: Zhengzhou, Jiyuan, Luoyang, Jiaozuo, Luohe,Xinxiang, Xuchang, Pingdingshan and Kaifeng. The conclusions are: (1) the primary city doesn′t have the real capacity of such city as a super core; (2) economic capacity of the industrial cities is stronger than that of the others; (3) urban competitiveness of the agricultural cities is weak; (4) industrial competitiveness and financial capacity of the government are the key factors that influence the general competitiveness of the cities; and (5) single index of some cities exits some abnormal points that show the superiority or inferiority of the cities. Finally, four proposals for optimizing the growth of the cities in central China have been put forward which are helpful in making decisions of the local government.

Abstract:As urban areas continue to grow and evolve, the development of smart cities has become a critical topic in urban planning and sustainability. Cities have been forced to become as smart as possible to deal with huge amounts of civic functions and boost economic growth, while constantly increasing citizens’ quality of life. They frequently invest in data-driven smart technologies for managing the vast amount of data and improving performance and efficiency. However, a city earns its smartness status when it satisfies criteria from various dimensions. Therefore, governments and local authorities need to direct their limited resources to the right domains. One way to determine it is to position the city among its rivals. The paper proposes a methodology for evaluating and ranking the smartness of 48 cities worldwide using two techniques: TOPSIS and the entropy weight method. The proposed framework examines the smartness of the cities considering seven dimensions. The results reveal a comprehensive ranking that not only accounts for the cities' overall performance in smart city development but also highlights specific strengths and weak areas for improvement. The proposed approach can be utilized as a decision support tool for city planners, policymakers, and stakeholders to identify best practices for the development of sustainable smart cities, evaluate progress, and direct investments to the right areas.

Abstract:Evaluating the sustainability of smart cities is crucial for promoting sustainable development. Traditionally, this evaluation process has traditionally been carried out using the Multi-Criteria Decision Analysis approach. However, this approach relies upon a unified input dataset, which can lead to oversimplification, particularly in the context of sustainability. Further, the Multi-Criteria Decision Analysis approach does not take account of how sustainability evolves over time. This paper introduces a time-based sustainability assessment technique that combines the Multi-Criteria Decision Analysis approach with an established method of assessing performance variability, recognized as the Preference Ranking Organization Method for Enrichment Evaluations. The resulting framework, called Enhanced Preference Ranking Organization Method for Enrichment Evaluations, was used to evaluate the sustainability of smart cities and communities across the G20 countries, based on aggregated data, individual sustainability dimensions, and scenarios. The results demonstrate the effectiveness, relevance, and applicability of the new approach, which provides a significant advance in the field of sustainable city evaluation by facilitating multi-period evaluations of sustainable cities and enabling multi-perspective evaluations of sustainability assessments.

Abstract:The competitiveness of urban landscapes is a subject of growing attention as cities strive to become the best places to support enterprises, economic development, and high-quality living while preserving environmental resources. In evaluations of urban competitiveness, financial factors are frequently emphasized. In this systematic study for the future sustainable urban landscape (SUL), we use the instance of Penang Island, Malaysia, to present an integrated methodology for finding, evaluating, and validating good indicators for developing an urban landscape index that balances economic, sociocultural, and environmental factors. First, we provide a framework for developing such an index by developing a Delphi Analytical Hierarchy Process (DAHP) model that aids in choosing the most important aspects and sub criteria affecting the sustainability of urban landscapes. Then, under the Sustainable Development Goals (SDG), we demonstrate how to use these data to assess the competitiveness of various zones on Penang Island, namely Bayan Lepas and George Town. According to the quantitative results of the DAHP model, economic criteria, which were given a weight of 0.595 and a corresponding inconsistency (CI) of 0.04, had a greater influence on Penang Island's urban landscape than environmental criteria, which were given a weight of 0.276 and a CI of 0.02, and social and cultural criteria, which were given a weight of 0.128 and a CI of 0.08. In terms of economic criteria, Zone 1 has a weight of 0.360, which indicates that it has less sway than Zone 2, which has a weight of 0.636. In the discussion, we highlight the essential elements of the methodology to assess the competitiveness of urban environments.

Abstract:The urban competitiveness (UC) evaluation system is multidimensional and complex. This paper takes the simulated annealing (SA) model as the projection pursuit (PP) optimization to achieve a comprehensive assessment of competitiveness of 277 Chinese cities from 2011 to 2019, accompanied by energy saving and carbon-emission reduction (ESCER) as environmental measurements, to explore whether the two can meet the Porter hypothesis through coupling coordination degree (CCD). Further using spatiotemporal autocorrelation and obstacle degree model to uncover spatiotemporal features and interfering factors of coordinated development. Key findings include: (1) UC and ESCER show a slightly fluctuating upward trend during the research period, with apparent spatial variations. The eastern coastal region has a robust UC, while the less competitive central and western regions benefit from natural conditions, excelling in ESCER. (2) 87% of cities have achieved coordinated development between competitiveness and ESCER. Some coastal areas, often with a high CCD, are improving resource use efficiency and environmental benefits through economic agglomeration. From the perspective of the CCD collaboration network, the positive correlation accounts for about 85%, which reveals that most adjacent regions can cooperate on the road of coordinated development. (3) While differences exist in the coordinated development of UC-ESCER across various regions, social factors predominantly influence the obstacles affecting coordinated development. Specifically, a substantial barrier to the concordant progression of most cities is the number of patent applications, underscoring the pivotal role of innovation in aligning UC with ESCER.

Abstract:The aim of the research is spatial modeling to assess urban resilience. A group of Delphi experts were involved, in stages, to select the final criteria. Using Multi-Criteria Decision Analysis (MCDA) by (AHP), the final criteria were ranked according to weight and importance. Criteria maps within a GIS environment were combined with AHP results, to create an Urban Resilience Map (URM). The results showed that (52.19%) of the study area achieved high resilience, (30.86%) medium resilience and (16.95%) low resilience. The results also showed that there are differences between the neighborhoods of the city of Bou-Saâda in terms of resilience that can be determined spatially. The results of this research can be used as a decision aid such as providing suggestions to planners and managers in prioritizing their interventions (such as urban renewal of neighborhoods) by conducting checks on less resilience criteria, in order to support the city's ability to respond to shocks.

Abstract:The Urban Management is the cornerstone on which development is based as well as the achievement of the development goals at all levels. The administrative efficiency index, which emphasizes the need for a self-assessment mechanism to evaluate the capacity of the management system at all levels to achieve these objectives. To identify the shortcomings of the management system of urbanization overlap and conflict in terms of competencies for the lack of clarity of functional descriptions of the organizational structures and bureaucracy and long and complex documentary courses and the resulting obstacles to achieve the strategic objectives of The study suggested the production of a model based on a set of basic criteria, which in turn were sub-criteria. The characteristics of each criterion were determined by the analysis of some of the global and regional experiences (such as the British, Egypt's Urban Management Department) to draw up these criteria and indicators for the management systems of urbanization related to the management of the urban management system in Egypt. In order for the proposed model to be effective and a tool for urban management, The relative weights of all the indicators are evaluated. This makes the assessment and quantitative measurement by calculating the frequency of each indicator in the global and regional experiments and the percentage of the total frequencies. Thus, the standard curve of the performance measurement model of the urbanization management was applied to the urban management system in Egypt, And points that need to be improved for future planning and periodic evaluation, which underlines the importance of the proposed model and the importance of research.

Abstract:Critical infrastructures share the same space and mutual dependencies, and consequently contribute to city's overall resilience. However, each has different assessment methods and metrics, which prevents the integration of the performance results for different infrastructures into a single holistic evaluation index that can reflect the city's overall resilience and expected performance. To address this challenge, we propose the development of a multi-criteria-based integration approach that can allow the combination of different evaluation results from different assessment methods through partial factors. The proposed equation incorporates several factors, which can be divided into four groups: (1) method-efficiency factors, (2) infrastructure importance factors, (3) infrastructures' interdependency factors, and (4) strict limits that ensure that the infrastructures are suitable for hosting mega sports events. Using this approach, we hope to open the way for future research into suitable factors and facilitate resilience-based design in sustainable development and municipal planning.

Abstract:In the context of globalization,urban internationalization has become the trend and goals of China's urban development,at the same time,due to the insufficient quantitative study,the waste brought by international city construction is larger and larger.Therefore the article systematically summarizes the concept of international city,and reviews the current main studies on indicator systems for international city,then the paper constructs an index system consisting of 18 indicators to evaluate the economic internationalization level,international talent exchange level,international cultural appeal,international political influence and ecological development level.The article also describes the Information Entropy Method needed to use the index system.Lastly,the internationalization levels of Shanghai,Beijing,Guangzhou,Shenzhen,and Tianjin are evaluated and compared.The results verified the reasonableness and effectiveness of the index system.The study provides a basic foundation for the accurate quantitative evaluation of internationalization level of China's cities,so it can provide strategic guidance and decision support.for the development of international cities.

Abstract:The concept of sustainable architecture plays a pivotal role in developing prosperous and environmentally friendly cities. The New Administrative Capital, as depicted in state media, incorporates many sustainable design elements. This includes the use of environmentally friendly building materials, energy-efficient infrastructure, water conservation and recycling, waste reduction, and the provision of green spaces along with efficient public transportation networks. The successful integration of these sustainable features within the NAC highlights the positive outcomes that can be achieved through sustainable urban architecture in major cities. These results not only reduce the environmental footprint but also improve the quality of life and provide economic benefits. However, to encourage the widespread adoption of sustainable urban architecture practices in major cities, further research, policy adjustments, and community engagement are essential. Therefore, this paper aims to present a framework specifically designed to evaluate sustainable initiatives within the New Administrative Capital of Cairo, focusing on its government district and examining the environmental, economic, and societal dimensions. This study will use a qualitative descriptive case study design complemented by a content analysis method.

A Scenario-Based Spatial Multi-Criteria Decision-Making System for Urban Environment Quality Assessment: Case Study of Tehran

Abstract:Spatial evaluation of urban environment quality (UEQ) is a key prerequisite in urban planning and development. The main goal of this study is to present a scenario-based spatial multi-criteria decision-making system for evaluating UEQ. Therefore, stakeholder involvement was conducted and eight environmental criteria and six spatial-functional criteria were identified for five districts of Tehran. The weight of the effective criteria was calculated using the analytic hierarchy process (AHP) model. Then, the ordered weighted averaging (OWA) model was used to prepare UEQ maps in different scenarios, including very pessimistic, pessimistic, intermediate, optimistic, and very optimistic. Finally, the spatial distribution of the district population in different classes of UEQ was evaluated. Among the spatial-functional and environmental criteria, the sub-criteria of population density and air pollution, respectively, had the greatest impact on UEQ. In very pessimistic, intermediate, optimistic, and very optimistic scenarios, approximately 76.7, 51.8, 36.4, 23.7, and 9.8 km2 of the studied area had unsuitable UEQ conditions, respectively. In the very pessimistic scenario, about 37,000 and 1,500,000 people lived in areas with suitable and unsuitable UEQ conditions, respectively. In the very optimistic scenario, the population increased to over 917,000 in areas with suitable UEQ and decreased to 336,000 in those with unsuitable UEQ conditions in terms of both environmental and spatial-functional criteria. The research results showed that a high percentage of the population in the study area live under unsuitable UEQ conditions, which indicates the need for attention to improving the current UEQ conditions. The proposed approach is timely to gain a better understanding of the adverse impact of climate change on human well-being in marginal societies and how climate-resilient urban planning can play a significant role.

Abstract:This research study explores the Arabian Gulf region’s practice of city planning and design in response to the active forces of globalization. The focused scope of analysis is justified by the commonalities that unite the Arabian Gulf region, among them is the active response to globalization and the rapid urbanization process. Following the coverage of the regional context, an investigation of the city planning and design is presented in the study as a case study approach. Three coastal Arabian Gulf capitals -Abu Dhabi, Doha and Manama- are selected as primary units of analysis, investigating their urban evolution, the recent planning practice and urban development vision. The aim of the research study is to establish a theoretical connection between Gulf cities relying on their commonalities. The hypothesis assumes globalization to create a common urban planning practice based on (A) geopolitical facts, (B) historical evolution of urbanism and (C) the recent urban development trends that shape Gulf capital cities. The findings reveal that the urban practice in the Gulf region has been constantly altered in response to global challenges. New trends of megaprojects and international planning are dominating the urban development and growth of Gulf capital cities, where the knowledge of international expertise is flowing into the local planning practice. Therefore, the future of the urbanism is expected to focus on comprehensiveness, master-planning in the national scale, as well as establishing a regional interconnection as a strategic development vision unifying the whole Arabian Gulf region.

Abstract:Land suitability analysis is becoming critical in determining the land resource which is suitable for some specific uses. The city administrators and planners are faced with difficulties in supplying facilities like availing of green space due to the dynamic urban growth trends. The paper assesses suitable sites for urban green space using geographic information system (GIS) multi-criteria analysis methods. Numerous spatial and non-spatial datasets were obtained from different organizations and processed using GIS tools and remote sensing techniques for suitable site selection process. The suitability analysis was done in GIS-based multi-criteria decision analysis steps. Analytical hierarchy process of a pairwise comparison matrix was created and criteria weights were calculated for each factor. Based on GIS-based MCA, 49.76, 4.15, and 24.04% of the study area identified as less suitable, highly suitable and moderately suitable for green space development, respectively.
