Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:The quality of education is the lifeline of higher education, so higher education evaluation is increasingly being valued by the government and all sectors of society. In the past 20 years, China's higher education evaluation has achieved some obvious achievements, and the theory and method system of higher education evaluation is basically established. However, as China's higher education evaluation started late, the construction of the higher education evaluation system is still in the exploratory stage. In contrast, the evaluation of higher education in America has a long history, has accumulated rich experience, complete evaluation plan, clear evaluation procedures and cycles, and the system has developed relatively well. Therefore, to learn from the practical experience of the American higher education evaluation system, this paper analyses the differences of higher education evaluation system between China and America, and then obtain enlightenment for higher education evaluation work and teaching reform.

Abstract:Chinese education and American education have completely different historical origins. Chinese education is for the selection of imperial examinations to ensure talent supply. Modern education in China is mainly aimed at improving the overall educational level of the public. The roots of American education are religious dissemination, freedom, and thinking. Both China and the United States have a high educational penetration rate, however, because of the influence of family education, the penetration rate of early childhood education in the United States is not as high as that in China. The educational structure of the two countries is very different. China has adopted the dual mechanism of diploma and degree as a threshold for students to enter the workplace. Relatively speaking, education in the United States is only a way for students to grow up, and students’ parents, the government, and private educational institutions are involved in and influence the growing process of children. The Chinese government supports compulsory education and has established a college entrance examination system, while the American government spends relatively little on education. American education is more influenced by neoliberal ideas and is profit-oriented, which has greatly affected the quality and sustainability of American education.

Abstract:In the past three decades, the higher education system of China has shown the most dynamic development. One of the reasons is the president responsibility under the leadership of the Party committee, which was introduced in public universities in the early 1990s and corresponds to the national traditions as the fundamental management system in Chinese general universities. Recent changes in the Chinese society and economy have led to the establishment of private and joint universities, which determined transformations of this management system and the development of several university management systems. The article aims at describing the features of the contemporary university management systems of different forms of ownership in China together with their advantages and disadvantages. The article provides a brief review of the history of the development of public university management systems from the founding of the PRC to the present day; explains the main features of the Chinese higher education system and the changes in the number of public, private and joint universities in the past ten years. The authors focus on the management systems of public, private and joint universities to show that the management system of the university of any form of ownership consists of three parts - decision-making, practices and control. The article explains the specifics of relations between the highest governing bodies of the university - party committee, president and governing board (board of directors) - and the real system of relations between the administrative and academic authorities. The article is based on the data of the Chinese Ministry of Education, laws and other regulations of the Chinese government in the higher education, websites of the leading Chinese universities, and publications available on the Chinese Internet.

Abstract:USA higher education has experienced two big development span. The adoption and implementation of “Morel Act” and “National Defense Education Act” that contributed to the modern transformation and the rise of the American Universities. The aspects of macro-control system in USA higher education can be listed as follows:Firstly ,different state government has established its own university system because of implementing the decentralization of power. Secondly ,there is mutual adaptation of higher education and the labor market. Thirdly ,teaching and scientific research is combined organically because of system arrangement. Fourthly ,government implemented development policy that public university and private university coexist. Fifthly ,government carried out macro-control through legislation on higher education. The aspects of micro management in USA universities can be listed as follows:Firstly,universities stress academic freedom and university autonomy. Secondly,the balance between academic right and administrative right is emphasized by universities. Thirdly ,strong management is endowed in school. Fourthly ,social politic intervention is avoided because of independent university board. Fifthly,institutional and standard system is built in process of university daily management. Sixthly,fundraising is the important work for University president and managers. Seventhly, the open environment between university and community is advocated.

Abstract:Reviewing the recent development of international higher education, one can find a general tendency: Americanization. Whether it is in Europe or in Asia, US higher education has been used as model for inspiration of regional integration or reform. This is especially the case in China. Since 1978, Chinese higher education has experienced a system shift from the Soviet model to the US model. But Chinese higher education is still Chinese, though it has borrowed many ideas from the US. Experiences show that contextualization of American ideas produced the uniqueness and the specific problems for Chinese higher education. This paper will discuss some of the unique characteristics.

Abstract:The 1960 California Master Plan for Higher Education is widely regarded as an exemplary solution to many challenges faced by a mass higher education system, such as scale and structure, competition and collaboration, efficiency and equality, and control and autonomy. The Californian idea thus provides important lessons and experience to Chinese higher education which has recently transited to a mass system and has experienced similar development challenges. This article reviews the background, developing process, content and achievement of the Californian Master Plan, and concludes with recommendations for China.

Abstract:The development of higher education in China and the United States has garnered global attention, given their influential positions in the international arena. This paper examines the disparities in higher education policies between the two countries, considering their political, economic, and cultural differences. While China and the U.S. share common objectives and approaches in higher education, notable distinctions arise in terms of technological advancements and intellectual property protection. These variations are particularly evident in policies pertaining to talent cultivation, science and technology innovation, and financial support for higher education. These disparities can be attributed to the unique societal, economic, and socio-cultural contexts of each country. To enhance China’s higher education policy framework, this article proposes three key areas for optimization and supplementation: university competition policy, talent cultivation and attraction policy, and higher education focus development policy. By strengthening the interconnection between higher education and practical applications in society, these proposed enhancements aim to bolster the overall effectiveness and relevance of China’s higher education system.

Abstract:ECNU Review of Education, Ahead of Print. PurposeThe paper tries to analyze the impact of the American higher education model on China's higher education since the reform and opening-up, enriching the research on policy learning in comparative education by adding a Sino-U.S. case.Design/Approach/MethodsThis study focuses on three cases of policy learning: undergraduate education reform, the transformation of polytechnic universities into comprehensive ones, and the introduction of the tenure-track system, using academic archives, oral interviews, and policy texts.FindingsThis study identifies several characteristics of policy learning. First, while the influence of the United States remains dominant, other countries such as Germany, the United Kingdom, and France have also become learning targets. Second, policy learning from the United States reflects the characteristics of selective adoption, suggesting that the foreign model is partially copied and reinterpreted in the Chinese context.Originality/ValuePolicy transfer is a classic theme of comparative education research. Although the Western model—and the U.S. model in particular—has had a profound impact on China's higher education reform, research on the impact of the U.S. model since 1978 is limited. This study addresses this gap.
