Abstract:Constituent entities which make up Russia have wide-ranging powers and are considered as important policymakers and implementers of climate change mitigation. Formulation of CO2 emission inventories for Russia's constituent entities is the priority step in achieving emission reduction. Russia is the world's largest exporter of oil and gas combined and the fourth biggest CO2 emitter, so it's efforts in mitigating CO2 emissions are globally significant in curbing climate change. However, the existing emission inventories only present national CO2 emissions; the subnational emission details are missing. In addition, the emission factors are not country-specific and energy activity data by fossil energy types and sectors are not sufficiently detailed. In this study, the CO2 emission inventories of Russia and its 82 constituent entities from 2005 to 2019 are constructed. The emission inventories include energy-related emissions with 89 socio-economic sectors and 17 energy types and process-related emissions. The uniformly formatted emission inventories can be a reference for in-depth analysis of emission characteristics and emission-related studies of Russia.

Abstract:The China City CO2 emission dataset are built based on China High Resolution Emission Gridded Data (CHRED) with 1 km spatial resolution, by a unified framework and data processing methods.These data are completely open for scientific study and policy making.The scope 1 (direct) and scope 2(indirect) emissions are calculated by internationally accepted methods.The official energy statistical data of 5 cities (Beijing, Tianjin, Shanghai, Chongqing and Guangzhou) are used for calculation of reference level emission, to check the uncertainties of the emission dataset.The comparison shows that the discrepancies between the reference level and dataset for each city are less than 10%.The spatial pattern of emissions of cities shows that the cities in north are higher than cities in south, and cities in middle and east of China are relatively higher than cities in other regions.Most of the cities with high CO2 emissions are located in North China, East North China and coastal region of East China.According to the correlation analysis between 8 sectors (industrial energy, industrial process, agriculture, service, urban household, rural household, transport and scope 2) in cities, the emissions of urban household and transport are most related (p<0.001), while emissions of industrial process and service are no significant correlation.With completeness and development of China city CO2 emission dataset based on CHRED, it will not provide fundamental data for scientific research, but also effectively support the lateral comparative assessment and benchmarking of cities' emissions in China.

Abstract:A high spatial resolution carbon dioxide (CO2) emission map of China is proving to be essential for China's carbon cycle research and carbon reduction strategies given the current low quality of CO2 emission data and the inconsistencies in data quality between different regions. Ten km resolution CO2 emission gridded data has been built up for China based on point emission sources and other supporting data. The predominance of emissions from industrial point sources (84% of total emissions) in China supports the use of bottom-up methodology. The resultant emission map is informative and proved to be more spatially accurate than the EDGAR data. Spatial distribution of CO2 emissions in China is highly unbalanced and has positive spatial autocorrelation. The spatial pattern is mainly influenced by key cities and key regions, i.e., the Jing-Jin-Ji region, the Yangtze River delta region, and the Pearl River delta region. The emission map indicated that the supervision of 1% of total land could enable the management of about 70% of emissions in China.

The first version of our dataset presents emission inventories from 1997 to 2015. We will update the dataset annually. The uniformly formatted emission inventories provide data support for further emission-related research as well as emissions reduction policy-making in China.

Abstract:As the fourth largest CO2 emitter, Russia's constituent entities collectively contribute with vast territory and regional heterogeneity. Existing studies only present production‐based inventories; state‐level consumption‐based emissions patterns and driving forces remain rare. Here, we built the Russia state‐level Multi‐regional input‐output table to ascertain heterogeneity in consumption‐based emissions and track carbon flows in the inter‐state. We found that 60% of consumption‐based emissions coming from affluent areas (top 20% of the GRP), including Moscow (139.1 Mt) and St. Petersburg (50.5 Mt). Energy‐intensive regions also had huge consumption‐based emissions (31.6 Mt in Khanty‐Mansi Autonomous Okrug and 29.4 Mt in Republic of Tatarstan). Household consumption emissions accounted for 41%–73% of consumption‐based emissions in the 83 regions, except for Tula and Lipetsk, where fixed capital formation dominated. In addition, the major contributor of embodied emissions in households were power and services sectors, which contributed about 8%–61% (0.03 Mt–12.7 Mt) and 12%–40% (0.1 Mt–20.1 Mt). In Russia's low carbon transition, policymakers should not only focus on a local mitigation policy in developed states (such as Moscow and St. Petersburg), but on key sectors to curb the consumption. Regions with high carbon intensity should switch to renewable energy and implement cleaner production techniques in high‐emission industries.

Abstract:Despite China's emissions having plateaued in 2013, it is still the world's leading energy consumer and CO2 emitter, accounting for approximately 30% of global emissions. Detailed CO2 emission inventories by energy and sector have great significance to China's carbon policies as well as to achieving global climate change mitigation targets. This study constructs the most up-to-date CO2 emission inventories for China and its 30 provinces, as well as their energy inventories for the years 2016 and 2017. The newly compiled inventories provide key updates and supplements to our previous emission dataset for 1997-2015. Emissions are calculated based on IPCC (Intergovernmental Panel on Climate Change) administrative territorial scope that covers all anthropogenic emissions generated within an administrative boundary due to energy consumption (i.e. energy-related emissions from 17 fossil fuel types) and industrial production (i.e. process-related emissions from cement production). The inventories are constructed for 47 economic sectors consistent with the national economic accounting system. The data can be used as inputs to climate and integrated assessment models and for analysis of emission patterns of China and its regions.

Abstract:The Carbon Emission Accounts and Datasets for emerging economies (CEADs, https://ceads.net) aims to provide transparent, verifiable, open-access data on the CO2 emissions of 40 emerging economies (accounting for 17.5% of the emissions and 12.9% of GDP of the world) for the period 2010-2019. Given the variety of statistical capacity among these countries, we standardized sectors using relevant data on energy and economic statistics and compiled emissions inventories at the regional level using sub-national statistics. For energy-related data, we included emissions from burning biomass, given its significance as an emissions source in these economies. The emissions dataset covers 47 economic sectors and 8 major energy categories in the 40 emerging economies, and in 28 we provide a subnational inventory. The emissions inventories are compiled for 47 economic sectors and 8 major categories.

Abstract:Since 2000, CO2 emissions from emerging economies have outstripped those of developed economies. To limit global warming to under 1.5 ∘C by 2100, over 100 emerging economies have proposed net-zero carbon targets. Yet the supportive data are lacking – no inventory of CO2 emission outlines detailed sources by sector or distribution at the subnational level for these economies. Here, we redress the balance by establishing a dataset for an energy-related CO2 emission inventory that covers 47 sectors and eight energy types in 40 emerging economies (https://doi.org/10.5281/zenodo.7309360, Cui et al., 2021). Their emissions, growing rapidly by 3.0 % yr−1, reached 7.5 Gt in 2019 and were sourced primarily in coal and oil (34.6 % and 28.1 %, respectively) and consumed by the power and transportation sectors. Meanwhile, among African countries in this group, biomass combustion was responsible for 34.7 %–96.2 % of emissions. Our dataset fills a data gap by providing a detailed, robust emission accounting baseline for emerging economies – an advance that will support emission reduction policymaking at global, national, and subnational levels.

Abstract:The problem of CO2 embodied in international trade has attracted increasing attention in China. To analyze this issue, the present paper directly calculates emission factors for 15 industries in 2002, 2005 and 2007. We then examine a consumption-based system and a single-region inputoutput model to estimate China's embodied emissions during 20002009. Our results show that, when a consumption-based system is adopted, China's emissions are lower than those reported by some international organizations. The rapid growth in China's exports is a key determinant of China's rising total emissions. All countries should strengthen their cooperation in improving their current greenhouse gas inventories. Furthermore, China needs to encourage trade in low-carbon products and technology.

Abstract:China is now the largest CO2 emitter in the world and plays the key role in global climate change mitigation. Here, we revisit the CO2 emissions from fossil fuel combustion and cement production process in China during 2000-2019. Compared with previous estimates, we consider the emissions from the use of secondary fuels in our new estimates. Besides, due to the lag of publications of China Energy Statistical Yearbook for nearly two years, here we proposed an approach to obtain fast estimates of annual CO2 emission estimates from fossil fuel combustion and cement process in 2018 and 2019. The dataset would be frequently updated when new China Energy Statistical Yearbook and China Statistical Communiqué are available.

Abstract:We present a global dataset of anthropogenic carbon dioxide (CO2) emissions for 343 cities. The dataset builds upon data from CDP (187 cities, few in developing countries), the Bonn Center for Local Climate Action and Reporting (73 cities, mainly in developing countries), and data collected by Peking University (83 cities in China). The CDP data being self-reported by cities, we applied quality control procedures, documented the type of emissions and reporting method used, and made a correction to separate CO2 emissions from those of other greenhouse gases. Further, a set of ancillary data that have a direct or potentially indirect impact on CO2 emissions were collected from other datasets (e.g. socio-economic and traffic indices) or calculated (climate indices, urban area expansion), then combined with the emission data. We applied several quality controls and validation comparisons with independent datasets. The dataset presented here is not intended to be comprehensive or a representative sample of cities in general, as the choice of cities is based on self-reporting not a designed sampling procedure.

Abstract:CO2 emission database lays the foundation of climate research and climate governance. Most current global CO2 emission inventories were developed with energy statistics from International Energy Agency (IEA) and were available at country level with limited source categories. Here, as the first step toward a high-resolution and dynamic updated global CO2 emission database, we developed a data-driven approach to construct seamless and highly-resolved energy consumption data cubes for 208 countries/territories, 797 sub-country administrative divisions in 29 countries, 42 fuel types, and 52 sectors, with the fusion of energy consumption from 24 international statistics and 66 regional/local statistics. Global CO2 emissions from fossil fuel combustion and cement production in 1970-2021 were then estimated with highly-resolved source category (1484 of total) and sub-country information (797 of total). Specifically, 73% of global CO2 emissions in 2021 were calculated based on sub-country information, providing considerably improved spatial resolution for global CO2 accounting. With the support of detailed information, the dynamics of global CO2 emissions across sectors and fuels were presented, representing the evolution of global economy and progress of climate governance. Remarkable differences of sectoral contribution were found across sub-country administrative divisions within a given country, revealing the uneven distribution of energy and economic structure among different regions. Our estimates were generally consistent with existing databases at aggregated level for global total or large emitters, while large discrepancies were observed for middle and small emitters. Our database, named Multi-resolution Emission Inventory model for Climate and air pollution research (MEIC) is publicly available through http://meicmodel.org.cn with highly-resolved information and timely update, which provides an independent carbon emission accounting data source for climate research.

Abstract:Abstract. China is the world's largest energy consumer and CO2 emitter. Cities contribute 85 % of the total CO2 emissions in China and thus are considered the key areas for implementing policies designed for climate change adaption and CO2 emission mitigation. However, understanding the CO2 emission status of Chinese cities remains a challenge, mainly owing to the lack of systematic statistics and poor data quality. This study presents a method for constructing a CO2 emissions inventory for Chinese cities in terms of the definition provided by the IPCC territorial emission accounting approach. We apply this method to compile CO2 emissions inventories for 20 Chinese cities. Each inventory covers 47 socioeconomic sectors, 20 energy types and 9 primary industry products. We find that cities are large emissions sources because of their intensive industrial activities, such as electricity generation, production for cement and other construction materials. Additionally, coal and its related products are the primary energy source to power Chinese cities, providing an average of 70 % of the total CO2 emissions. Understanding the emissions sources in Chinese cities using a concrete and consistent methodology is the basis for implementing any climate policy and goal.

Abstract:The amount of carbon dioxide (CO2) emissions in 2005 sets a baseline for a series of China's commitments to the mitigation and adaptation of climate change,such as the Intended Nationally Determined Contributions,and also marks a starting point for city carbon reduction and low carbon transitions in China.Therefore,consistent and accurate emission datasets with full coverage of cities in China would be indispensable and meaningful.Data on CO2 emissions of Chinese cities in 2005 was built upon the China High Resolution Emission Gridded Database (CHRED 2.0),with supplement from statistical data at the city level and numerous on-site surveys and investigations.This dataset provides emission data from 7 sectors including industrial energy,industrial processes,agriculture,service,urban household,rural household,transportation,and indirect emissions.Large efforts had been made to improve the accuracy and precision of the dataset based on extensive verification and cross-validation from typical enterprises,individual sectors,total industrial sectors and total fossil fuel consumption of cities.The results revealed that large discrepancies existed between cities in terms of both CO2 emission quantity and spatial pattern.The emissions of top 10 cities were substantially higher than those of the bottom 10 cities (almost by two orders of magnitude).Most high emitters are central cities of urban agglomerations.Direct emissions of eastern cities accounted for 44.59％ of total direct emissions of all cities,followed by western cities (21.76％),central cities (22.70％) and northeast cities (10.95％).
A global catalogue of CO2 emissions and co-emitted species from power plants, including high-resolution vertical and temporal profiles

Abstract:We present a high-resolution global emission catalogue of CO 2 and co-emitted species (NO x , SO 2 , CO, CH 4 ) from thermal power plants for the year 2018. The construction of the database follows a bottom-up approach, which combines plant-specific information with national energy consumption statistics and fuel-dependent emission factors for CO 2 and emission ratios for co-emitted species (e.g. the amount of NO x emitted relative to CO 2 : NOx/CO2 ). The resulting catalogue contains annual emission information for more than 16 000 individual facilities at their exact geographical locations. Each facility is linked to a country- and fuel-dependent temporal profile (i.e. monthly, day of the week and hourly) and a plant-level vertical profile, which were derived from national electricity generation statistics and plume rise calculations that combine stack parameters with meteorological information. The combination of the aforementioned information allows us to derive high-resolution spatial and temporal emissions for modelling purposes. Estimated annual emissions were compared against independent plant- and country-level inventories, including Carbon Monitoring for Action (CARMA), the Global Infrastructure emission Database (GID) and the Emissions Database for Global Atmospheric Research (EDGAR), as well as officially reported emission data. Overall good agreement is observed between datasets when comparing the CO 2 emissions. The main discrepancies are related to the non-inclusion of auto-producer or heat-only facilities in certain countries due to a lack of data. Larger inconsistencies are obtained when comparing emissions from co-emitted species due to uncertainties in the fuel-, country- and region-dependent emission ratios and gap-filling procedures. The temporal distribution of emissions obtained in this work was compared against traditional sector-dependent profiles that are widely used in modelling efforts. This highlighted important differences and the need to consider country dependencies when temporally distributing emissions. The resulting catalogue (https://doi.org/10.24380/0a9o-v7xe, Guevara et al., 2023) is developed in the framework of the Prototype System for a Copernicus CO 2 service (CoCO2) European Union (EU)-funded project to support the development of the Copernicus CO 2 Monitoring and Verification Support capacity (CO2MVS).

Evaluating China's fossil-fuel CO<sub>2</sub> emissions from a comprehensive dataset of nine inventories

Abstract:Abstract. China's fossil-fuel CO2 (FFCO2) emissions accounted for approximately 28 % of the global total FFCO2 in 2016. An accurate estimate of China's FFCO2 emissions is a prerequisite for global and regional carbon budget analyses and the monitoring of carbon emission reduction efforts. However, significant uncertainties and discrepancies exist in estimations of China's FFCO2 emissions due to a lack of detailed traceable emission factors (EFs) and multiple statistical data sources. Here, we evaluated China's FFCO2 emissions from nine published global and regional emission datasets. These datasets show that the total emissions increased from 3.4 (3.0–3.7) in 2000 to 9.8 (9.2–10.4) Gt CO2 yr−1 in 2016. The variations in these estimates were largely due to the different EF (0.491–0.746 t C per t of coal) and activity data. The large-scale patterns of gridded emissions showed a reasonable agreement, with high emissions being concentrated in major city clusters, and the standard deviation mostly ranged from 10 % to 40 % at the provincial level. However, patterns beyond the provincial scale varied significantly, with the top 5 % of the grid level accounting for 50 %–90 % of total emissions in these datasets. Our findings highlight the significance of using locally measured EF for Chinese coal. To reduce uncertainty, we recommend using physical CO2 measurements and use these values for dataset validation, key input data sharing (e.g., point sources), and finer-resolution validations at various levels.

Abstract:As the centre of human activity and being under the threat of climate change, cities are considered to be major components in the implementation of climate change mitigation and CO 2 emission reduction strategies. Inventories of cities’ emissions serve as the foundation for the analysis of emissions characteristics and policymaking. China is the world’s top energy consumer and CO 2 emitter, and it is facing great potential harm from climate change. Consequently, China is taking increasing responsibility in the fight against global climate change. Many energy/emissions control policies have been implemented in China, most of which are designed at the national level. However, cities are at different stages of industrialization and have distinct development pathways; they need specific control policies designed based on their current emissions characteristics. This study is the first to construct emissions inventories for 182 Chinese cities. The inventories are constructed using 17 fossil fuels and 47 socioeconomic sectors. These city-level emissions inventories have a scope and format consistent with China’s national/provincial inventories. Some socioeconomic data of the cities, such as GDP, population, industrial structures, are included in the datasets as well. The dataset provides transparent, accurate, complete, comparable, and verifiable data support for further city-level emissions studies and low-carbon/sustainable development policy design. The dataset also offers insights for other countries by providing an emissions accounting method with limited data.
