Impact of Urban Sprawl on Carbon Emission Efficiency: Evidence from China

Abstract:Urban boundaries are quickly spreading as a result of the urbanization process in our society with urban low-carbon development under urban sprawl considered crucial to global sustainability. Using the panel data of prefecture-level cities in China from 2006 to 2021, this study empirically examines the impact of urban sprawl on the efficiency of low-carbon economy and its mechanism. The results show that urban sprawl significantly inhibits the improvement of regional carbon emission efficiency. The negative effect of urban sprawl on carbon emission efficiency not only displays regional heterogeneity of city types where it is relatively greater in central cities, non-resource-based cities and smart cities, but also shows scale heterogeneity, with cities with smaller economies, cities with smaller populations and cities with scarce human capital being relatively larger. Urban sprawl can affect carbon emission efficiency not only through direct mechanism (real estate scale expansion) but also through indirect mechanisms (transportation, energy consumption, industrial structure and resource dependence). On the one hand, urban sprawl significantly contributes to the increase in transportation and energy consumption. On the other hand, urban sprawl severely inhibits the upgrading and rationalization of industrial structure, significantly reduces resource utilization efficiency, and increases regional dependence on fossil energy. Technological innovation, digital innovation and green innovation are the threshold variables of urban sprawl affecting regional carbon emission efficiency.
