Abstract:Reform of China's household registration system,from a viewpoint of political economics,shows a change in policy priority from pragmatist-oriented to focusing on social justice and equity.While the older system achieved social development and stablization partially through limiting free migration and discriminative provision of social welfare,such a reform indicates an integrated improvement of general entitlements of migrants.The reform should be progressed in a gradual way,adapting to varied local situations,and taking the existing institutions into consideration.The proposed approach of the reform is to separate the welfare provision from the population registration and management.

Abstract:This chapter aims at clarify the evolution of China’s household registration system and analyses the current situation of the reform in recent years to objectively evaluate the household registration system in different stages of historical development, determine the reason as well as the systematic foundation of household registration system reform, and analyse the contradictions, problems and future development trends of China’s household registration system reform during the social transformation period. Abstract:Some scholars believe that local governments are making a profit of the new hukou ( household) registration reform. However, this paper finds that in recent years, quasi-justice reforms have been propped. Local governments promote household registration reform both for economic growth and for social demand. The basic social services cover everyone. However, the reform is facing localization management because the benefits only cover local residents. To solve the problem, the central government should play a much more important role in the reform, especially in public finance for social welfare.

Abstract:The establishment of competitive labor market is one of the central problems of China's reforms. China's economic reforms have taken place in the segmentation between the urban and the rural. Employee redundance in SOEs, "big-pot-system" and "iron-rice-bowl" in the old system have led to inefficiency. Meanwhile, rural labors attached to the land were isolated from industrialization process, thus a large number of surplus rural labors can not transfer to non-farm industries in time, which causes great waste and loss. Labor market reform based on the aims of "punishing idleness" in urban areas and "alleviating poverty" in rural areas was carried out, which pushed the employees in SOEs to market and improved the allocation efficiency of rural labors. The release of restrained productivity through progressing reforms is the basic drive of China rapid growth. Labor market reform is a bidirectional process of adjusting and approaching the rights between ruraland urban labors. China has gained great achievement in reforms, however, the rights equality between urban and rural workers are still far from realization, and the difference between nominal and actual rights is the most outstanding problem, which threatens the harmony of social and economic development. Since growth, stabilization and equity are three major factors influencing the government behavior, the inequality of rights in labor markets has become a great obstacle of economic development and social stability. Implementing the new development concept and constructing a harmonious society are now leading to the change of the policy direction.
Reform Agenda For The Building Of Service-Oriented Government In China: Implications From Welfare Regime Analysis

Abstract:Universal provision of basic public services has defined as the target of China's transformation towards a "service oriented government". By exploring the welfare regime in China, it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy; government acts as regulator rather than provider and so on as other East Asian economies have done. Further more, the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural, East and West, rich and poor. Therefore, to achieve the target of the service-oriented government, a deliberated reform agenda on household registration system, welfare entitlement system, fiscal system and the local government accountability system is urgently need.

Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.
A Framework & Dynamic Model for Reform of Residential Land Supply Policy in Urban China

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..

Institutional Reforms and Household Wealth Inequality:A Property Transformation Perspective on China’s Housing Reform

Abstract:This paper proposes a property transformation perspective to study the mechanisms of wealth accumulation and wealth disparity creation during China’s post socialist transformation. It examines how housing privatization, marketization have translated a greater wealth inequality between cadres and private entrepreneur households, between state sectors and private sectors. In the 1980s, cadres and those working in the public sectors were more likely to be assigned a bigger and better house for almost free, whereas those in the private sectors had to rely on a self-built or inherited house, or even buy a house from the market. The housing policies since the 1980s have essentially encouraged working units to privatize their houses by selling them to existing residents. Data analyses of the Chinese Household Income Project 1988,1995 and 2002 show that with the large scale housing privatization since the mid-1990s, cadres and those working in the state sectors are more likely to obtain a private house from their working units at a discounted price than those in the private sectors.With the recent boom of housing market in China, housing inequality prior to and during the housing privatization has been translated greater disparity in housing value and household wealth between those working in the state sectors and those in the private sectors. In addition, their advantages of housing value and total wealth seem accelerating with the rapid development of housing market and privatization.
A Study on the Welfare Equalization Effect of China's Housing Reform

Abstract:The welfare equalization effect of China's housing reform is examined in this study using data from the China Urban Household Survey (CUHS) between 2002 and 2009. Low-income households who had access to housing reform homes (HRH) profited from the reform more than other low-income households, even though public housing was privatized at a reduced price due to quality restrictions and reselling constraints. We set up a model to demonstrate the mechanism, estimate household housing consumption, and analyze the impact of policy on that consumption. We find that the housing reform significantly increased the rate of homeownership in urban China, that the distribution of public housing and the privatization premium was comparatively equal, and that purchasing HRH significantly increased housing consumption. However, this effect also significantly decreased as household income increased. We refer to this welfare effect as bounded equalization. Additional housing policies should be developed to comprehensively offer low-income families affordable housing that meets their needs.

Abstract:With the proposal of new urbanization strategy in China, people-centered urbanization turns to be the core, and the housing problem of the urban population becomes extremely important. In order to satisfy the primary needs of families with financial difficulties among the urban population, Chinese government made a great effort to establish a housing security system. However, actual execution process deviates from the original intention of the system. Local government as a dual agent of the economic development and housing security, it is not only to pursue efficiency mechanism, but also to meet the legitimacy mechanism. Under the incentive of efficiency mechanism and restraint of legitimacy mechanism, local government carries out the “goal displacement” in the implementation process of the housing security system. Therefore, this paper studied on the mechanism of housing security system, and further provided policy suggestions to the development of affordable housing in China’s urbanization process.

Abstract:To construct a perfective social policy system is the functional necessity and logical result of development of market economy and industrialization,and it symbolizes the age of social policy.From the reform and opening up,there are more economic policies than social ones under the context of developmentalism.After the Sixteenth Party Congress,and under the guidance of scientific development view,China has achieved the historical transformation from economic to social policy,and then constructed a simple framework of social policy system with high-coverage,multilevel projects,basic and low benefit.However,the social policy system seriously restricts its own possibility of development because of its features of contingency,duality and fragment.To construct a developmental social policy system as soon as possible according to the universal,uniform and systemic principles,is the strategic goal of social policy development and emergent demand of further economic and social development.And its primary goal or main task is to eliminate the urban-rural dual structure and construct an integrated social policy system.

Abstract:In many settings,policymakers are unable to restrict the effect of a particular policy to targeted economic agents or regulated economic behaviors only.Further,policies could interact with each other in the public domain thereby complicating implemented impacts.To illustrate this challenge we consider the issue of affordable housing provision which is getting increased attention from Chinese policymakers.We set up a Tiebout style general equilibrium framework to illustrate the impact of the affordable housing provision policies together with the public school admission policies on the community formation of urban China.We demonstrate the risks of ghettoizing urban Chinese landscapes from the interaction of the current housing policy and school admission policy,probably the unintended consequence by either policy,and make our recommendations to ways that would counteract those risks.

Abstract:At a time when affordable housing gradually withdraw from the stage of history and public rental housing instead become the main part of indemnificatory housing, in order to explore the efficiency of the policy change, as well as social welfare and housing affordability, this paper first combs the policy change of indemnificatory housing. Learning from the Institutional Analysis and development Framework put forward by Ostrom, this paper then builds the IAD framework of the indemnificatory housing policy change analysis. After that, it analyzes the short-term changes in efficiency and long-term changes in social welfare using econometric models. In the empirical part, this paper compares the reasonable price for the target groups and the current benchmark price of indemnificatory housing, taking Hangzhou for example. It can be concluded that policy change from affordable housing to public rental housing has enhanced the affordability of housing for middle- and low-income families, meanwhile, policy efficiency and social welfare have been increased, which is beneficial to the whole society.

Abstract:Housing inequality in (post-)socialist societies has attracted much academic attention. Prior studies have shown that reform policies mostly favored previous redistributive elites, suggesting that political elites' housing advantage in the pre-reform system would persist in the post-reform regime. However, recent studies have also documented that political elites' housing advantage declined with deepening marketization. While most studies have examined the power persistence theory using intra-generational analyses, we propose to evaluate it through an inter-generational perspective. Empirically, we examine the impacts of parents' political and human capital on children's housing assets in post-reform urban China. We find both types of capital make significant contributions. However, while the effect of parents' human capital can be fully mediated by children's own socio-economic status, their political capital exerts a more direct influence. Political elites' housing advantage is not limited to their own generation, but has an enduring impact on their offsprings' housing status and reproduces in (post-)socialist regimes.

Abstract:The purpose of this paper is to probe into the path for the reform of China's land property and its transfer policies.Method employed in this paper is to analyze the evolutional process of land property and its transfer policies in rural and urban areas of China since 1949 through the four-level-analysis framework of Williamson.The results indicate that the evolutions of China's land property and transfer policies are not only the issues of law,but also related to cultural,governance and economic behaviors,etc.Although the evolutions inside rural and urban sectors are separated in terms of time sequence,the common logic within their path-chosen progress could provide referential experiences both ways.

Abstract:Housing affordability has long been on the agenda of China’s policy makers. Imperfections in the housing system and growing disparities in income and wealth have been central to the problem of affordable housing. Housing reforms in China led to the creation of a market-oriented housing system, but also increased economic and social stratification. This article considers the effect of privatization of public housing on the problem of housing affordability in Beijing. We draw on a household survey to assess affordability for households according to occupants’ family structures, educational attainments and employment status, using a ‘residual income’ approach. The implications for policies designed to improve housing affordability are discussed.
