Are Climate-Policy-Relevant Sectors Vulnerable to Climate Risk?

Abstract:The vulnerability of financial markets to climate risk has received significant attention and has become a prominent topic in policy debates, especially following the Paris Agreement. In this study, we propose the Climate-Policy-Relevant Sectors (CPRS) classification for China and create three climate-related risk indices. We then analyze the impact of climate risk on the time-frequency spillover effects across the CPRS using the spillover method and the quantile-on-quantile method. Our findings indicate: (i) there is a consistent upward trend in the three climate-related risk indices, indicating a growing climate risk in China; (ii) the energy-intensive sector acts as a transmitter in both the time and frequency domains, while the fossil fuel sector primarily serves as a receiver; and (iii) the three climate-related risks amplify the spillover effects among the CPRS in the short term. These results confirm the vulnerability to climate and the risk exposure landscape of the CPRS. The insights obtained from this study can provide valuable guidance for policy-makers and investors in effectively managing climate risk.
