An Eco-Friendly Reservoir Operation Method to Balance Economic Benefits with Migration Protection for Grass Carps

Abstract:Construction and operation of dams change the water's natural flow and thermal regimes, thus affecting normal migration of many fish species to reproduce or feed. Although existing eco-friendly reservoir operation studies have considered downstream flow or water temperature management to protect fish migration, there is still a lack of simultaneous management of flow and water temperature. In this study, we developed a reservoir operation optimization approach that balances socioeconomic benefits with reproductive migration of grass carps in China. We used a coupled hydrodynamic and water quality model based on the Environmental Fluid Dynamics Code (EFDC) platform to simulate release water temperature and flow velocity under multiple reservoir operation scenarios. We then used the simulation data to train a dynamic artificial neural network (ANN) that predicted the release water temperature. By coupling the ANN with a reservoir operation optimization method, we developed a multi-objective optimization approach to simultaneously optimize water supply, hydropower generation, and migration protection for grass carps. We applied the model to China’s Danjiangkou Reservoir as a case study to generate optimal rules for reservoir operation. The optimal operation scheme increased the multi-year-averaged annual fish migration quality, which is related to swimming behavior and gonad development and is influenced by water temperature and flow velocity, by 16.7%, while increasing economic losses by 10.0% and decreasing hydropower generation by 12.8%. We also generated Pareto-optimal solutions to analyze the tradeoffs between economic benefits and fish migration protection. Our results promote efficient use of reservoir operations for fish migration protection and offer an optimization tool for hydro-ecological management.
