Abstract:The labor shortage phenomenon troubling China's economic development in recent years reveals the incomplete understanding of labor supply scale and structure,which rejects the theory of unlimited supply of labor force and also reveals the situation of urban and rural labor market segmentation,difficulties of free migration and ineffective allocation of labors.The urban and rural labor market segmentation makes the labor fail to stable institutional expectation and lack skills wills of strengthening skills and human capital accumulation,and makes them migrate and employ in migratory pattern.In the meanwhile,enterprises faced with the employees with high degree of mobility fail to input resources to upgrade industry structure.The two factors cause the overdevelopment and over-competition of laborvintensive enterprises which rely on low-cost,low-skilled labor force,which further leads to conflicts of intensive labor demand and limited room for improvement of labor wages.This paper analyzes the impact factors of urban and rural labor migration pattern using data on the permanent migration wills of rural migrant workers in Hangzhou to explore the affecting degree of these factors as the labor migration cost on the urban and rural labor market segmentation.The policy meaning is to provide reference for the institution arrangements that foster integration of urban and rural labor market and permanent migration of rural labor.

Abstract:Building new industrial towns has become a popular strategy for the Chinese government, as part of its aim to disperse the population and create new concentrations of activity. However, relevant studies have shown that these development strategies often struggle to provide appropriate infrastructure and public services to residents. In this paper, we explore the case of Chenglingji new port area, which is an industrial new town in Yueyang City, Hunan Province. To understand the provision of public services in the area, we analyzed the construction of public service facilities using GIS software, while 939 questionnaires were distributed and collected from local residents and workers. The survey results confirm the low level of satisfaction with the livability of the area, and the lack and unevenness of public services to meet the needs of local residents and foreign workers. It further emphasizes that the provision of public services should be considered in the future planning of the Chenglingji new port area. We also provide some suggestions on the construction of industrial new towns of the same type as Chenglingji and other developing countries.

Abstract:Lu'an Municipality is a big agricultural city with large population,but in the non-agricultural industry,to absord surplus agricultural labor,and in the downtown,the capability of accepting those laborers has been descending,which restricts the transfering of surplus agricultural labor in this area.To improve the economic development of the district of Wanxi and promote the transfer of surplus agricultural labor,we must take the following steps.First,put forward economic strategic regulations in the village and open up the space of agricultural employment.Second,quicken the steps of developing secondary and third industry,greatly enhance agricultural industrial management and the town and township enterprises,and improve the employment of the local city.Third,quicken the construction of town.Fourth,largely carry out the trainning of professional skills to increase the overall quality of laborers.Fifth,develop the construction of labor market,and perfect the service system of labor export.Sixth,deepen the reformation of system to realize the transfering of surplus agricultural labor completely.

Abstract:The purpose of this paper is to assess and analyze the performance of land use policies on accelerating the industrial restructuring and upgrading in order to provide some suggestion for the future policy reform.Survey and case study methods were used in the analysis.The results indicate that current land use policies of accelerating the industrial restructuring have covered the land supply and land renewing aspects,which performs well to some extent;however,there are still some essential limitations within the design and implementation of the related policies.Therefore the amelioration is needed.The conclusion of the paper provides four kinds of suggestion aiming to improve the current land use policies,such as differentially implementing the land supply constrains,paying more attention to the process management of land use,enhancing the role of market measures,and fostering the long-term effective environment for such land policies during the daily land administration.

Abstract:As a metropolitan center and the most developed city in China, Shanghai, had the influx population of rural labor force more than 4 million by the end of 2006. How to manage and serve the continually influent rural laborers is a systematic and complex problem. This paper first conducts a systematic investigation to grasp the current situation as well as the relevant service management condition. On the basis of the investigation, the paper gives an analysis of the driving factors, influential mechanisms and the laws governing the changes on the whole, presenting the guiding principles and measures to improve the service management of them with a full-life-cycle methodology.

Abstract:As economic power increases and market patterns adapt, labor becomes an increasingly significant factor of production. However, there is a dearth of discourse regarding the structural changes that have occurred in the correlation of the labor force across industries, as well as a visual representation of the labor force's movement across industries. To quantify and analyze the correlation effect with greater precision, it is necessary to establish an input-output model as the foundation of analysis, comparing the changes in the total output of the economic system prior to and subsequent to the exclusion using the vertical integration algorithm. By decomposing the path structure, the average propagation distance of the labor force population's demand for each industry can be determined. By employing labor force population data from the corresponding years and China's input-output tables published by the National Bureau of Statistics of China (NBS) from 2005 to 2020, this study conducts a quantitative analysis of the correlation effect between labor force population and the trend of its transfer across 19 industries. The findings indicate that the correlation effect between labor force and population is most pronounced in the manufacturing sector. Furthermore, the construction sector faces an especially critical requirement for labor force personnel from other industries. The article culminates with a recommendation that the government enhance its macro-control endeavors to address labor market risk shocks and take an active stance in response to labor market fluctuations.

Abstract:This paper constructs a two-stage unbalanced growth model that includes agricultureindustry to analyze the deep causes of the violation of labor mobility pattern, so that to find the obstructive factors and solutions of services industry development. The difference of the elasticity of substitution between stages and ＂ceiling effect＂ of Services leads to the result that the path of services economic is ＂de-agriculturization＂ rather than ＂de-industrialization＂. The undeveloped status of services in China will continue for a long time. This study supports the viewpoint that the main reason for the small proportion of services industry in China is the limitation of services industry to localized market. This paper further views the sectional shortage of workforce in services industry as direct reason for the slow development of service industry. To speed up the process of China＇s service economy, insufficient development of producer services need to be solved.

Abstract:There are some problems with the current labor dispatching system in China in the following three areas: the serious abuse of labor dispatching system,the not standardized management of labor dispatching enterprise and the not guaranteed interests of dispatched workers.To further improve the labor dispatching system in China,we should learn from the experience of other countries in the development of labor dispatching system with the consideration of the current national situation and the current situation and problems with the development of labor dispatching system in China.We should improve this system in terms of labors,enterprises and government.First,we should improve the cultural and skill quality of the dispatched workers;second,we should strengthen the standardized management of labor dispatching enterprises;and third,we should improve the legal construction of labor dispatching system.

Abstract:This paper tests the competitiveness of the labor market in a semi-industrialized county located in eastern China. Labor market segmentation is linked to the degree of government interventions and the management structures of the local enterprises, and two forms of rationing labeled entrance and time rationing are identified. A test based on income maximizing behavior is developed to find the form of rationing that is consistent with the data. The results show that the labor market is not competitive and time rationing prevails in the county. In addition, industrial wages are not responsive to experience and education, but strongly biased against women and varying to government interventions.

Abstract:Agricultural industry agglomeration refers to the farmers whose business focus on certain agricultural products, and organic agglomeration of enterprises in spatial geography, forming a professional and large-scale market organization network. At present, there are few researches to discuss the influence of agricultural industry agglomeration on agricultural labor productivity. Based on the panel data of 275 cities in China from 1999 to 2013, this paper examines the effect of agricultural industry agglomeration on agricultural labor productivity and its mechanism. The research findings are: （1） China’s agricultural industry agglomeration can significantly improve agricultural labor productivity. The increase of agricultural industry agglomeration degree and the difference of agricultural industry agglomeration degree in different regions explain the “rapidity” and “heterogeneity” of agricultural labor productivity improvement respectively. （2） Agricultural industry agglomeration promotes the improvement of agricultural labor productivity through the transmission mechanism of the internal scale economy at the household level, the localization economy at the industrial level and the increasing returns to scale brought by the urbanized economy at the city level. （3） The effect of agricultural industry agglomeration on agricultural labor productivity is greater than that of non-agricultural cities; the effect of agricultural industry agglomeration on agricultural labor productivity in southern cities is greater than that in northern cities. This paper provides a possible way to solve the challenges faced by Chinese agriculture.

Abstract:Migrant Labor Shortage, an issue used to be in the developed provinces of East China, appears recently in mid-west provinces of this country, regions traditionally regarded being rich in redundant migrant labor force. This problem relates itself to the dual properties of the shift mechanism of labor force in China: the intra-regional shift conforms to Lewis model while the inter-regional shift follows Harris Todaro model. Analysis shows it is due to the decrease of unlimited supplies of labor force in the regions, and to the unbalanced economical development between the migrant labor-import and export regions. A comprehensive solution to the problem entails a consideration of migrant labor force shift both in the export and import regions, so that overall arrangements can be made in the economy.

Abstract:Abstract: In this article, we explore the issue of industrial agglomeration and its relationship to economic development and growth in the less‐developed countries of East Asia. We present theoretical arguments and secondary empirical evidence as to why we should have strong expectations about finding a positive relationship between agglomeration and economic performance. We also review evidence from the literature on the roles of formal and informal institutions in East Asian regional economic systems. We then focus specifically on the case of China. We argue that regional development in China has much in common with regional development in other East Asian economies, although there are also important contrasts because of China's history of socialism and its recent trend toward economic liberalization. Through a variety of statistical investigations, we substantiate (in part) the expected positive relationship between agglomeration and economic performance in China. We show that many kinds of manufacturing sectors are characterized by a strong positive relationship between spatial agglomeration and productivity. This phenomenon is especially marked in sectors and regions where liberalization has proceeded rapidly. We consider the relevance of our comments about industrial clustering and economic performance for policy formulation in China and the less‐developed countries of East Asia.
