Abstract:Maritime safety has undergone considerable change in the past decades, particularly inits improved approach to risk quantification analysis. This article reviews the challenges of maritime safety analysis and the different approaches used to quantify the risks in maritime transportation. Formal safety assessment (FSA) is examined with a focus on its deficiencies, and its recent developments are described at the International Maritime Organization (IMO) level. The possible applications of FSA in maritime security and piracy analysis are discussed given its growing impacts on safety at sea. Some new uncertainty and risk modelling techniques are also presented to demonstrate how risk quantification analysis facilitates the transformation of maritime safety culture from a reactive prescriptive scheme towards a proactive goal-setting regime.

Abstract:Following a description of the fundamental concepts and terms applicable in maritime risk management (MRM), the various methods by which shipowners might reduce their maritime liability risk are analysed. The advantages and disadvantages of each of the methods are addressed and examples of their potential use are provided. Based upon the premise of rational decision-making, an economic explanation for MRM is deduced from first principles and a distinction is drawn between the choice context of individual shipowners and that of maritime regulatory authorities. By integrating these two contexts, a conceptual approach to the application of cost–benefit analysis in maritime safety regulation is derived. The paper concludes by advocating the adoption of such an approach as a means of ensuring that safety regulation sets optimum targets such that the level of compliance yields maximum economic benefit and that the MRM which shipowners implement is effective in satisfying the regulatory targets that are set.

Abstract:Both risk externalities and moral hazard have conjured to induce risks of substantial consequences. These require both complex and creative regulation as well as control to inspect and prevent potential perpetrators. Sovereign maritime and port responsibilities are affected by such problems including for example, sea pollution by ships, terrorist attacks on ship lanes as well as ship owners seeking to bypass ports regulations. For this reason the control of both ship lanes and ports has become increasingly acute. The purpose of this paper is to outline "a random payoffs game-theoretical framework" for naval and ship inspections that enter a port such as New York or Hong Kong. Based on the problems results we discuss the effects and the implication of inspection cost and their derivatives. A number of examples are used to highlight some essential results. Extensions and conclusions for the inspection of potentially non-complying ship operators to regulation and sub-standard performance are also discussed to provide areas of further research.

Abstract:Since the International Maritime Organization (IMO) introduced the Port State Control (PSC) programme in 1982, it has been playing a vital role in the enforcement of safety law at sea worldwide. This paper addresses the effectiveness of PSC and the effectiveness of the methods for selecting ships to be inspected adopted by regional PSC. Data on ship total loss (from 1973–2003) and on the PSC records (from 1994–2005) have been collected. The study reveals that the enforcement of PSC is effective in improving the safety level of maritime transport. The methods adopted by regional PSC are compared on their effectiveness, efficiency and stability in identifying substandard ships. Suggestions are made on the improvement of the enforcement of PSC.
Oil tanker risks on the marine environment: An empirical study and policy implications

Abstract:Oil pollution, which is mainly caused by oil tanker accidents, is an important concern in the protection of the marine environment. In order to propose pollution prevention policy for oil tankers, this study first employs four machine learning methods to evaluate oil tanker accident probability, and then proposes a risk evaluation system which is jointly measured by accident probabilities and consequences. Crude oil tanker accident data from 1991 to 2016 were collected and analyzed. The main findings are as follows: First, the random forest (RF) method produces the best overall performance for oil tanker accident probability. Second, the accident probabilities of larger crude oil tankers are lower, while older vessels within the parameter of 0–15 years exhibit declining accident probabilities. Third, tankers classified by the International Association of Classification Societies (IACS) members, registered in closed registry, built in China and South Korea, or owned by developed countries prove to be safer with lower accident probabilities. Fourth, the use of double hull in tankers also contributes to a higher tanker safety level. The results contribute to marine environment protection by helping stakeholders to identify accident risk factors, assess accident risk and take actions to reduce accident probabilities.

Abstract:Port state control is regarded as the "last safety net" for maintaining maritime safety and environmental pollution prevention standards for foreign ships calling at or anchoring off international ports. Owing to limited resources, port states select and inspect ships that are more likely to be substandard under their inspection regimes and then record and publish the performance of shipowners and flag states. To encourage ships to comply with standards during subsequent inspections and improve new inspection regimes, we develop a game model analysing the strategies of port states, flag states, and shipowners. We then confirm the Nash equilibrium of the pure and mixed strategies. Subsequently, we investigate the influence of different reward and punishment conditions on flag states and shipowners and generate the following three results: first, differentiating flag state performance is crucial for port states to provide appropriate punishments or rewards to improve ship safety; second, reputation rewards have stronger impacts than reputation punishments for flag states; and third, reputation rewards or punishments from port states have little influence on shipowners' strategies, since shipowners are much more concerned about their profits.

Abstract:The risks involved in ship pilotage operations are characterized by random, uncertain and complex features. To reveal the spatiotemporal evolution of ship collision risks in the pilotage operations process, a risk evolution analysis model is developed in this paper by the combination of a Functional Resonance Analysis Method (FRAM) and Dynamic Bayesian Network (DBN). First, based on the analysis results of the functional resonance mechanism of a ship pilotage system, the relevant collision risk influencing factors (RIFs) and their coupling relationships are identified. Second, the DBN is quantified by the employment of various uncertainty treatment methods including the Dempster-Shafer evidence theory for the configuration of the prior probabilities and a Markov model for the dynamic factors’ transition probability calculation. Finally, using the temporal observation data, the temporal risk inference is conducted to reveal the risk evolution law in a ship pilotage operations process. The findings show that the evolution of collision risk in ship pilotage is significantly sensitive to regional locations, resulting in a “U” curve shaped by the action of functional resonance. “Inadequate human look-out” is among the most influential factors, and hence targeted risk control strategies should be formulated to ensure the safety of ship pilotage operations.

Abstract:With the development of social economy, my country's marine industry has also made considerable progress, and the trend of large-scale ships has become increasingly obvious. In recent years, people have paid more and more attention to the maneuverability of large ships, especially whether large ships can navigate safely in restricted waters. In order to ensure the navigation safety of large ships in restricted waters, this article analyzes the characteristics of restricted waters and the maneuverability of large ships themselves, and analyzes the causes of some maritime accidents. It points out the navigation risks of large ships in restricted waters and proposes safe navigation. Countermeasures: Reasonably adjust the speed and timing of rudder use; maintain a reasonable quay wall distance; maintain a reasonable draught difference; make careful sailing preparations.

Abstract:В статье проведен анализ возможных рисков в судостроительной промышленности, приведена их классификация и выделены причины их образования. Особое внимание уделено основным рискообразующим факторам и вопросам управления рисками. Важность управления рисками на предприятиях судостроения для повышения эффективности производства делает их исследование актуальным в современных условиях. По результатам проведенного исследования сделан вывод о необходимости использования риск-менеджмента, универсальных способов оценки риска и методов борьбы с возникающими угрозами на предприятиях судостроительной промышленности. The article analyzes possible risks in the shipbuilding industry, their classification is given and the reasons for their formation are highlighted. Special attention is paid to the main risk factors and risk management issues. The importance of risk management at shipbuilding enterprises to improve production efficiency makes their study relevant in modern conditions. Based on research results, the conclusion was made that it is necessary to use risk management, universal methods for assessing risk and methods for dealing with emerging threats at shipbuilding industry enterprises.

Abstract:Ship collision risk is an important aspect of ship navigation safety. A systematic method to assess collision risk by monitoring parameter states continually is necessary and has proven effective. Another important factor in risk assessment is ship size, but the effect of the size of ship pairs has not been considered properly in many previous studies. This research utilises a systematic perspective to study collision risk of near-misses in ship-ship encounters. This fills a secondary research gap where previous risk assessments only investigated near-misses from the perspective of a single vessel. Following this proposed approach, ship pair encounter states can be continually tracked. Ultimately, a method of improved Vessel Collision Risk Operator (VCRO) to merge risk assessments of both ships is proposed through integration of near-miss collision risks in a systematic way, which overcomes the disadvantages of prior VCROs that only consider the maximum value, from which it is difficult to track and judge the risk trend. Utilising a case study, the effectiveness of the proposed method is validated through analysis of ship encounters, with ships of different sizes in the Baltic Sea.

Abstract:The perception of risks is a prerequisite for establishing an intelligent ship navigation system based on ship-shore cooperation. According to the research conclusions on the ship-shore collaboration, the technical characteristics of the intelligent ship navigation system, and the analysis of the test results of the ship "ZHI FEI" featured with intelligent navigation, we study and construct the conceptual model and mathematical expression model for risk evolution of the intelligent ship navigation. We further explore the unmanned trend, the general law, and the characteristics of risk evolution based on navigation scenarios and chain effects. The present study provides insight into the risk perception, management, and government governance of intelligent ship navigation and the construction of an intelligent ship navigation system based on ship-shore collaboration.

Abstract:As an accident prevention mechanism, Port State Control (PSC) is essential for the development of maritime transportation and security. To evaluate the effectiveness of PSC and provide recommendations for its enhancement, we develop Dynamic Bayesian Network (DBN) models using the latest five inspection records from the Tokyo and Indian Memorandum of Understandings (MoUs). These models incorporate a hidden variable called “ship condition” to represent the overall influence of four ship characteristic factors. Additionally, a “risk level” hidden variable is determined by two inspection results during each inspection: detention and the number of deficiencies. Two analyses are conducted in this paper. One aims to identify changes in risk levels, thereby investigating the effectiveness of dynamic inspections. The other involves comparing inspected and uninspected ships, with the goal of assessing the impact of PSC and ship condition on accident type, consequences, and severity. The results indicate that the inspection effects of the two MoUs demonstrate the same changing pattern, with the ship risk levels initially rising and then falling. However, the higher detention rate of the Indian MoU justifies its lower level of risk. Ships with inspection records are less likely to encounter capsizing accidents and have a lower probability of being taken out of service, while collision accidents and casualties are more likely to occur. The findings provide valuable insights and practical suggestions on how to enhance the effectiveness of PSC.

Abstract:In order to prevent accidents caused by drinking on the surface of the water, the Maritime Safety Act prohibits drunk driving and stipulates criminal punishment in case of violation. However, the Maritime Safety Act stipulates that ships subject to drunk driving are referred to as ships under the Ship Staff Act, the Ship Safety Act and the Fishing Ship Act are referred to as ships, and the Maritime Safety Act again stipulates that some of these ships are added or excluded. The reason for this complexity is that the Maritime Safety Act stipulates that ships subject to drunk driving are 'vessels under the Ship Staff Act'. This is because the Ship Staff Act is a law on ship employees, so ships that cannot be boarded by ship employees are not subject to the Act. Therefore, the best way would be to specify the standards for ships that are drunk driving in the Maritime Safety Act. As a way, it is considered reasonable to judge the standard for punishing drunk driving while using the concept of ships under the Maritime Safety Act based on whether or not to use power, not the total tonnage. This is because prohibiting drunk driving requires prompt action when a risk occurs during ship operation while drunk. In other words, alcohol degrades a person's ability to act and does not operate the machine properly, resulting in a high risk of accidents. Therefore, I would like to propose to use the standard of punishment based on whether or not to use power, not the total tonnage. If this revision is made, not only start-up ships but also ships subject to drunk driving crimes can be punished for drunk driving regardless of nationality. Moreover, even if the Ship Staff Act, the Ship Safety Act, and the Fishing Boat Act are revised, the scope of ships subject to drunk driving is not affected, and the scope of ships or punishment regulations may be revised independently.
Risk perception affecting the performance of shipping companies: the moderating effect of China and Korea

Abstract:Risks in the shipping industry have been highlighted and have attracted significant attention, especially following the bankruptcy of Hanjin in 2017. Due to the decrease in container volume, the business environment for large shipping companies in China has deteriorated. Therefore, major large shipping companies have implemented mixed ownership reform, which provides more opportunities for large Korean shipping companies to enter the Chinese shipping industry. This study first identifies risk perception, specifically focusing on the moderating effect of Chinese and Korean shipping companies, and then demonstrates the impact of these risks on shipping company performance. The results show that market, operational, and technical risks have a negative influence on Chinese shipping companies, whereas market, policy, financial, operations, and technical risks have a negative influence on Korean shipping companies. This study contributes to the fundamental understanding of the effect of risk perception on performance among shipping companies in both countries and calls for further research on risk management plans based on the risk factors identified herein. On a practical level, this study provides an important reference for operators and investors who seek to enter strategic alliances or joint venture in Chinese shipping industry.

Abstract:Ship groundings in channels pose substantial risks to human safety and economic stability. Existing quantitative models inadequately factor in risks related to ship deviations from the channel and variations in ship grounding susceptibility. We propose a grounding risk quantification framework utilizing Automatic Identification System (AIS) data and empirical ship domain, designed to assess risks from channel deviations or shallow water approaches. We build an empirical ship domain model, then develop a spatial grounding risk function considering ship sensitivity variations across directions. By exploring spatiotemporal relationships between ships and unnavigable waters, we quantify and normalize grounding risk. We apply this framework to the Yangtze River Estuary channel, finding higher grounding risk in the main channel than in the small ship channel due to smaller widths, shallow water, and the small ship channel entrance's proximity to the anchorage. This provides valuable support for channel management and shipping safety.

Abstract:Land and island transportation is closely related to residents' life and economic development, so it is very important to ensure its safety. Once a safety accident occurs, it may cause a large number of personnel and property losses. Moreover, due to the limitations of the existing ships, ports, manpower resources and backward management, the transportation between land and island is obviously affected by the weather, which hinders its development. How to better supervise and manage land and island transportation safety, and to maintain the stability of the security situation has become a top priority. In this work, the status quo and relevant risk factors of land and island transportation in China are sorted and integrated on the basis of drawing lessons from some domestic and foreign legislation and experience. In reference to the land and island transport related laws and regulations, based on our mode and the current management situation, we clarify the main security risk categories, and make island transportation security risk prevention and control technology research, to find out the control measures and technology application for main risk prevention and improve safety management level. It is recommended to use mathematical modeling methods to quantitatively characterize the safety risks of land-island transportation. Then, on the basis of quantitative characterization, measures can be taken to improve the weak links to improve overall safety.
An evaluation of operational risks for general cargo ship operators

Abstract:As general cargo ships (GCSs) hold certain advantages over more mainstream shipping services, GCSs have a considerable degree of importance in the shipping market. This paper focuses on the use of risk evaluation procedures to perform empirical analysis of the operational risk faced by GCS operators, which is a subject that has garnered relatively little academic attention. After identifying risk factors, four risk aspects and 16 operational risk factors are determined and used to construct an Analytic Hierarchy Process (AHP)-based risk matrix evaluation model. An expert questionnaire addressing both subjective and objective facets is then used to perform evaluation of the model, enabling conversion of the relative weights to risk scales. Lastly, the determination of each risk factor’s risk areas allows the proposal of risk management strategies. The results indicate that four of the risk factors are in the high risk area; these consisted of the loading stage factor “delays at port of loading,” the laden voyage stage factor “poor stowage and securing,” the laden voyage stage factor “perils of the sea,” and the discharging stage factor “delays at port of discharge.” This paper also proposes risk management strategies on the basis of the experts’ recommendations, and its findings can provide shipowners and charterers with a reference for the drafting of risk clauses when entering into a charter party.

Abstract:Using the fuzzy comprehensive evaluation method based on AHP, combined with the maximum degree of membership and the subjective scoring of influencing factors, the risk of mooring ships anchoring in the Caofeidian harbor anchorage was analyzed, and the weights of selected influencing factors were determined, and in response to the maritime and meteorological business processes, the time node, key links, and important details of anchoring risk control are emphasized. The results show that the anchoring risk of the Caofeidian anchorage is very high. Among the selected objective factors, wind power is the main factor which leads to anchor removal, followed by traffic density. Vessel traffic safety in busy waterways: A case study of accidents in western shenzhen port

Abstract:Throughout the world, busy waterways near large ports witness heavy vessel traffic in recent decades. The waterways are characterized by high risk in terms of loss of life, property, and pollution to environment. To facilitate maritime safety management with satisfactory efficiency and efficacy, the authors propose a framework of safety indexes to evaluate the risk level in busy waterways according to the accident severity, fatality rate and special indicators of maritime transportation. The safety indexes consist of Safety Evaluation Index (SEI) and Safety Warning Index (SWI), and are derived from the proposed risk criteria of Chinese vessel traffic. As a case study, data on vessel traffic accidents reported in the Western Shenzhen Port, South China from 1995 to 2015 are analyzed. The actual risk level of this area during the period is calculated under the framework. The implementation of the safety indexes indicate that the risk criteria and safety indexes are practicable and effective for the vessel traffic management. The methodology based on long-term accident data can significantly support the risk analysis in the macroscopic perspective for busy ports and waterways, such that SWI can act as threshold to trigger actions, while SEI can act as an indicator to measure safety status.
