Abstract:In China,there are the organization of Specialized Farmers Cooperatives(SFC) a similar institute as smallholder group.Supported by the Common Fund for Commodities(CFC),OTRDC conducted organic tea certification of specialized farmers cooperatives in Yunnan Shuangjiang County Haigong Village Tea Specialized Farmers Cooperative.The key of organic tea production to success for SFC is to keep strict accordance with Internal Control System(ICS),to build up a benign win-win cooperative relationship with a business company who has responsibility and strong marketing ability.

Abstract:Agriculture in China is featured by the large quantities of smallholder farmers due to limited farmland and large rural population. Farmer cooperatives are considered to play an essential role in promoting common prosperity in rural areas in China. This paper firstly introduces the principles and governance features of Chinese cooperatives, with a special focus on the distinction between core and common members. Then we map the development of China's farmer cooperatives by an overview of the numbers of cooperatives, membership size, revenue, and governmental support for cooperatives. Next, a systematic review of farmer cooperatives in the Chinese literature is conducted to analyze the main topics that Chinese scholars focus on in recent years.

Abstract:Scholars question whether Chinese cooperatives are different from Western cooperatives. Five cooperatives in Zhejiang province are described, and they are evaluated from various perspectives. Next we address various differences between cooperatives in China and the Western world. We highlight aspects of the political and the economic environment, such as the farmland system, the cooperative law, the financial support and intervention from the government, the limited education of most farmers, and the substantial capital requirements in order to have a successful cooperative.

Abstract:This paper explores the current status of contract farming in China by examining data from a survey of Chinese householders. The survey indicates that the actual proportion of householders engaged in contract farming is relatively low and significantly less than the proportion of householders willing to produce under contract. The primary reason for householders not participating in contract farming is the absence of opportunities, particularly for small size farms. Householders identify price stability and market access as the key motivations to participate in contract farming. Middleman and agribusiness firms were the most important organizations for householders to contract with.

Do Chinese Farmers Need Their Cooperatives:An Empirical Analysis of Farmers' Attitude to These Organizations in Coastal China

Abstract:This paper focuses on Chinese farmers' attitudes and preference to farmers' cooperatives in the coast areas, based upon a survey conducted in 2002 in East China's Zhejiang Province. In the past decade, as the most developed province of coastal China, Zhejiang's agricultural development has undergone a significant structural change. Commercial management has become a leading factor of agricultural development. Agricultural commercialization has induced needs for farmers' cooperatives to provide individual farmers with services in marketing, information and technological guidance. More than half of the producers have manifested positive attitude to join cooperatives. Up to now, however, only about 2% of the farmers have been involved in farmers' cooperatives. Most of them still seek help mainly from relatives or friends, or turn to pay commercial service, when they come across problems about information, technology, seasonally inadequate labor and capital input. An increase in the number of part-time farmers and those giving up farming has become such a factor as to prevent individual farmers from involving themselves in farmers' cooperatives. Unwillingness on the part of experienced farmers such as flower producers to share their technology of intensive farming with others is also considered to be a negative factor for the establishment of farmers' cooperatives. Better educated farmers and those who have made considerable investment in intensive farming have been obviously active in setting up farmers' cooperatives, of which they may become initiators. Good policies will be of significance to promote farmers' cooperatives. The replacement of supply and marketing cooperatives by farmers' cooperatives is one of them. Finally, farmers' knowledge of their right to vote, membership, stipulations about joining and withdrawing from a cooperative, etc. will be favorable for them to adopt a positive attitude towards the cooperatives. The proper design of the structure of the cooperatives will also be of vital importance to attract more farmers to join such cooperatives.

Abstract:Contract farming in China has grown rapidly over the past 10 years. This paper examines the evolution of contract farming, and explores the incentives to engage in contract farming, preferred contract forms and contract performance from the perspective of both Chinese farmers and contracting firms. Firm and household perceptions of contracting are assessed using data obtained from village- and firm-level surveys. Farmers identify price stability and market access as the key advantages to contracts, while firms consider improved product quality as the primary incentive to use contracts.

Abstract:How are the new farmer specialized cooperatives in China organized? This question is addressed by presenting data at three levels. First, data are presented regarding the historical development of farmer cooperatives in China. Second, data are presented regarding the membership composition of a sample of 66 farmer cooperatives in the Zhejiang province. Third, data are presented regarding the various attributes (governance, quality control system, and strategy) of a watermelon cooperative in this province. Many cooperatives are being transformed in organizations with a market orientation. The data indicate that cooperatives exhibit substantial heterogeneity, in terms of farmers being member and skewness in the distribution of control rights. Human asset specificity in terms of establishing and maintaining relations and access to markets seems to be more important than physical asset specificity in accounting for governance structure choice in the current institutional setting.

Abstract:Environmentally sustainable agricultural development is an essential part of the Sustainable Development Goals proposed by the United Nations in 2015. This article systematically reviews studies on the role of farmer cooperatives in promoting environmentally sustainable agricultural development and uses China as a case study to analyze the measures and function mechanisms of farmer cooperatives in promoting the adoption and scaling of sustainable farming practices by farmers. Farmer cooperatives in China influence farmers’ farming practices and benefits by not only serving farmers with various information and technologies but also supervising farmers’ production processes. Nevertheless, farmer cooperatives, both in general and in China in particular, face challenges in effectively promoting the adoption of environmentally sustainable farming practices. A few policy implications are proposed based on these analyses.

Abstract:In many of the developing (transition) countries, government is promoting the use of cooperatives as organizations that can help enhance the development of farmers and other communities. Agricultural cooperatives are believed to function as a tool for the government in promoting the economic and social development, in particular by creating employment, generating income, eradicating poverty and strengthen farmers’ (market) power within the modern value chain. As for most transitional countries, Chinese government played a primary important role in agricultural cooperatives development. The government attempted to restructure the agro-food system to a modernized and industrialized one by supporting farmer cooperatives and producer organizations. Since the first “Law of Farmer Professional Cooperatives” (FPCs) was enacted in 2007, FPCs could enter into complex contracts and the development of cooperatives entered a new era. In 2003, there were more than 100 thousand producer associations and cooperatives in China (World Bank, 2003). Shen et al (2005) estimated that 2.91 percent of the farmers and about 10 percent of villages in China were members of FPCs in 2003. In June 2010, the number of FPCs was more than 310 thousands, which provided services to about 26 million farm households (covering almost 10 percent of farm households)1 . According to the insiders, at least one third of those FPCs only exist on the “paper”, another one third does not strongly meet the “cooperatives principles”, and only last one third of FPCs are functioning properly

Abstract:In recent years,with the rapid development of farmer specialized cooperatives,public discussion more focus on its qualitative requirements,specific behaviors,practical constraints and institutional arrangements.This paper briefly combed the domestic theoretical studies of farmer cooperatives in recent,then trying to discriminate these theoretical and practical issues and puts forward a number of research outlooks.The article pointed out that the current discussions around the development of cooperatives reality actually is a identification in its qualitative bottom line,essentially a judgment on the nature of its basic principles.For embedded in the socio-economic structure with multiple realistic constraints,the development of Chinese farmer specialized cooperatives must go beyond the classic,to reflect the Chinese characteristics,to reflect the features of the times.And the institutional arrangements and operational mechanism of farmer specialized cooperatives,regardless of their practice or research must reflect the balance between the desirability and appropriateness of cooperatives development.

Abstract:In recent years, various types of farmer' s have developed rapidly in China and the government has attached certain importance to them. However, generally speaking, farmer' s in China develop at rather low level. The paper briefly describes the actualities of the overall development of farmer' s in China, analyzes the restrictive factors (fragment of land, polarization of farmers, lack of cooperative entrepreneurs, worries of the government, rural economic developing route, etc.) of the rise and development of farmer's in China and illustrates the organizational form, decision-making mechanism and benefit mechanism of farmer's in China. Influenced by the above-mentioned restrictive factors, farmer' s in China have been different from the traditional ones in rules and forms since 1990s. At least, the farmer's in the coastal districts such as Zhejiang Province, Jiangsu Province and Shanghai City show the distinctive features of the system arrangement and development trend as a new generation cooperatives .

Abstract:In the midst of China's agricultural reform, new forms of farmer organization have emerged, some initiated by farmers themselves, but most through government intervention. Based on national survey data complemented by two in-depth case studies of rural cooperatives, an analysis is made of the roles and significance of these new farmer organizations. Chinese rural cooperatives predominantly facilitate economic cooperation and market integration. This is supported by agricultural policies and the Cooperative Law of 2007 oriented towards the commoditization of smallholder farming. There are some cooperatives not primarily motivated by commodity imperatives, but by the fulfilment of agro-ecological and socio-cultural functions. To date, the roles and significance of this non-mainstream type of rural cooperative has not received much attention. If China is to become a ‘green society’ as proclaimed by the government, more attention and support to this type of cooperatives seems warranted.

Abstract:Farmer specialization cooperatives with different types of products differ in their organizational structure and operational performance.The studying of domestic farmer specialization cooperatives in the past often ignored the attributes of product,decreasing its validity and application.In 2007,the 399 cooperatives of Zhejiang Province concerning foodstuff,edible fungus,plants and flowers,producing and servicing sections,differed in the development of their organization,managing structure and performance.Employing Kruskal Wallis test method,the paper revealed that the obvious differences existed not only in personnel and capital scope,but also in annual income,surplus and benefit that were examined in the sense of statistics.Therefore,we should raise differentiated evaluation requirements for different cooperatives with product types and make targeted support policies,while adhering to democratic control policy over cooperatives,so as to aid poor organizations among cooperatives.

Abstract:The development of economic cooperation organizations in poor areas has very vital significance to help the local farmers out of poverty.With the support of national poverty policy and all kinds of poverty alleviation projects,farmers of Fengshan County established the various forms of the farmer cooperative economy organization in,relying on local characteristic agriculture and forestry resources.However,concerned with its urgency and importance,it still lags behind;the farmers' organizational level is still low.Many difficulties existed in the developing process of cooperative organizations.Aiming at the existing problems and difficulties of the cooperative economy organization,we should strengthen the propaganda and do the typical demonstration;strengthen the government support,perfect and carry out the policies;establish the farmer cooperative economy organization relying on the already existed NGO and NPO project.

Abstract:Grain for Green Program (GFGP) was initiated as payment for ecosystem services (PES) in the northwest China. Using survey and land use and land cover data, we explored the function of the PES on both the environment and socioeconomic options for achieving economic and ecological co-evolution. The results showed the area of forest, per capita bio-capacity and household livelihood had increased after the first stage of GFGP. The migration of population and the increased of forest area increased the per capita bio-capacity. The total income of households in 2010-2012 had increased compared with that in 2002. The GFGP had significantly contributed to increase the total income of GFGP participants. The evolution game theory analysis indicated the government needed to implement the GFGP, recognize the high value of ecosystem service and make sure the sum of opportunity benefit and GFGP subsidy was 2 times higher than the planting income under the circumstances of limited rationality of farmers and government to sustain the win-win outcome. Our study provides a general framework to improve the understanding of the PES effects on household level, it also will provide insights into design and implementation of ecological restoration in China and other countries.
