Abstract:In the security market,the quality of accounting information plays an important role in resource distribution and market operation,and it is determined by auditor quality in a large extent.Generally,it is viewed as a beginning point of research on auditor quality that those investigations focus on driving factors on demand and supply aspects of auditor quality.Considering that current research about it is at the initial stage in China,this paper reviews and summarizes synthetically related foreign researches during the late 20 years.On the basis of review,we put forward some advices to the domestic future research.

Abstract:It was established that the main factors influencing the choice of accounting policy are the following: ownership, type of enterprise, its subordination, type of economic activity, number of personnel; the size of the enterprise, the taxation system, the format of financial statements (full or simplified); form of accounting management and organization; enterprise development strategy; cost structure (wage cost, material cost, depreciation cost, etc.); seasonal or non-seasonal nature of the type of activity; pricing procedure, level of competition and degree of uniqueness of the activity product; the state of corporate governance and levels of responsibility to the owners of the enterprise; personnel motivation system; environmental responsibility to society. The classification of the accounting policy for the purposes of analysis and audit has been improved according to the following characteristics: depending on the level of regulatory regulation; depending on the reporting based on it; depending on the term of validity; depending on the risks of distortion of financial statements due to the application of professional judgment; depending on the impact on the financial situation. It has been established that the development of a working plan of accounts taking into consideration the analysis sections necessary for the preparation of financial, tax, statistical, management reporting, and the Management Report will allow the formation of an integrated accounting system that reflects the interrelationships between individual indicators of various reports, which will strengthen the effectiveness of the system of internal control at enterprises and will reduce the risks of distortions of the reflected financial condition at the macro and micro levels. It is substantiated that compliance with the current legislation of the applied accounting policy is characterized by the assessment of objects and their reflection on the accounts in accordance with their purpose and type of activity, the reliability of the reporting compiled on its basis, which ensures the completeness of the display of all operations and the determination of financial results and a reliable assessment of efficiency types of activities in accordance with the productivity of expenses, profitability and cash flow.

Abstract:Accounting standards are integral components of economic policies; objectives of accounting standards reflect objectives of economic policies. Obviously, accounting standards play an indis-pensable role in promoting the orderly and stable development of the economy. This article expounds the relationship between different accounting standards and economic policies; accounting standards attribute and influence factors in the setting process of Chinese accounting standards. Under visual angle of public management, this essay analyses every relevant stakeholder’s influence degree and choice behavior in the setting process of accounting standards, especially the function and behavior of the government. The conclusion is that high-quality accounting standards can be formulated in the case of the government’s leading and other relevant stakeholder’s common participation. Only in this way can we work out the optimal accounting standards for Chinese situations.

Abstract:Whether accounting information can meet the needs of users depends on the quality of accounting information. The internationalization level of accounting standards reflects the degree of integration of a country's economy with the world. With the development of economic globalization and rapid progress of science and technology, the market economy is becoming more and more active. Meanwhile, the trade between various countries is becoming more and more frequent, which promotes the economic and trade cooperation between various countries. The demand for international convergence of accounting standards is becoming increasingly strong, and the relevant concept arises at the historic moment. In order to make the cooperation between countries more convenient and fast, countries began to integrate into the financial regulatory framework reform process of cooperation, and strive for the global unified high-quality accounting standards can be completed in a timely manner. This paper compares and analyzes the differences between Chinese and international accounting standards in terms of information quality characteristics from two aspects of content and level, summarizes the convergence and development trend of international accounting standards, and puts forward some suggestions for China to formulate accounting standards.

Abstract:As an important index to measure the operating result of enterprises, profit is the focus of accounting information users. In recent years, with the emergence of financial fraud cases in the whole world, the authenticity and reliability of accounting profits have been questioned. The users of accounting information shift their focus from the quantity to the quality of accounting profits. How to evaluate the quality of profits comprehensively and reasonably has become the focus of enterprise financial analysis. At present, the academic world has not established a unified evaluation system and method. My study summarizes and evaluates four most commonly used methods for evaluating enterprise profit quality. The study finds that all kinds of methods have their own characteristics. Each method has advantages as well as disadvantages. It is believed that the quality of profit is affected by many factors, and a variety of methods can be used for comprehensive evaluation to ensure the accuracy of the evaluation result.

Abstract:The Accounting Information Quality (AIQ) is one of the most important contents of Accounting Act. But how to present the characteristics of AIQ is still an issuenot to be solved in Accounting Act. By comparing the research results of IASC and FASB, this paper determines that the characteristics of AIQ is a system including restricted conditions, collectivi- ty qualities, key qualities, and secondary qualities. Accounting Act should present key qualities clearly, which includes li- abilitys sufficiency, relevance and comparability.

Abstract:Sampling real estate listed companies in China,the paper makes an empirical study on the factors affecting the selection of accounting policies for the provision of land value-added tax.It proves that there is lower possibility for the provision of land value-added tax in real estate listed companies with higher leverage ratio,and higher possibility for the provision of land value-added tax in real estate listed companies with higher gross margin.And the company scale has a positive effect on the provision of land value-added tax.Audit from Big 4 and share-holding incentive have some certain effects on the provision of land value-added tax,but the effects are not statistically significant.

Abstract:Financial statement analysis bases on financial statements and other information, using special analytical tools and methods to systematically analyze and evaluate the past and present operating results and financial position of an enterprise. It also predicts the future development trend of the enterprise and provides valuable information for decision-making to reduce uncertainty in decision-making. The current financial statements have limitations in the financial statements themselves, including the lack of non-financial information, the lagging nature of the financial statements, accounting policies, optional accounting treatments and subjective estimates by accountants. In terms of financial analysis indicators, some of the solvency indicators and operating capacity indicators have limitations. In terms of financial analysis methods, the comparative analysis method, factor analysis method and trend analysis method all have certain limitations. These limitations are discussed and analyzed in this paper. Suggestions are also made on the financial statements themselves, the indicators to be analyzed in the financial statements and the methods of financial analysis.
The Association between Government Industrial Policies and Accounting Conservatism:Evidence from Key Software Enterprises with National Programming Layout

Abstract:Utilizing the setting of the list of key software enterprises with national programming layout,we investigate the association between government industrial policies and accounting conservatism.To become one of key software enterprises with national programming layout <br> can improve one’s financial environment,affect the lenders’decisions,and reveal a well prospective of the firm.Therefore,we argue that a firm which becomes one of key software enterprises tends to adopt less conservative accounting than before.After employing the method of propensity score matching to find that the sample,our results lend support to our hypothesis.Our paper is helpful for understanding how the government involvement of eco-nomics affects the accounting properties,and utilizing the setting of the list of key software enterprises with national programming layout,we also enrich the extant research on the con-nection between macroeconomic situations or policies and the behavior of firms by providing evidence on channels through which specific government policies exert their influence on accounting conservatism.

Abstract:This paper discusses the influence of accounting information disclosure on investors' decision-making and corporate social responsibility. First of all, accounting information disclosure provides investors with important data about the financial situation and operating performance of enterprises, helping them to evaluate investment risks and returns. Secondly, disclosure also reflects the fulfillment of corporate social responsibilities, including charitable donations, environmental protection, employee benefits, etc. Transparency, timeliness and information quality help to build investors' trust and attract more investment. In addition, the disclosure of accounting information will help investors better understand the risks and opportunities of enterprises and help them formulate more sensible investment strategies.

Abstract:This paper takes the listed companies in China from 2008 to 2017 as the research sample to study the relationship between accounting information quality (AIQ) and company innovation investment efficiency. The results show that AIQ is negatively correlated with both the underinvestment and overinvestment of corporate innovation. Further, AIQ can alleviate financing constraints and reduce the lack of innovation investment; At the same time, AIQ can also alleviate the agency conflict and reduce the excessive investment in innovation. Finally, AIQ can promote the innovation investment efficiency of companies with low information environment.

The Accounting Model Choice for Insurance Contracts and its International Convergence

Abstract:There are long-term disputes over whether the accounting valuation of insurance contracts should use the deferral matching approach or the asset liability approach in the international society.The United States Generally Accepted Accounting Principles (US-GAAP) and the German Commercial Code (Handelsgesetzbuch,HGB) apply the deferral matching approach,while the new Chinese Accounting Systems for Business Enterprises (ASBE) as well as the International Financial Reporting Standards (IFRS) apply the asset liability approach in their standards.This article made a theoretical comparison of the deferral matching approach and the asset liability approach,followed by the analysis of the current accounting system of insurance contracts in China,including its contents,the characteristics and its impacts on the accounting quality.The article also gave an overview of the trend of accounting methods for insurance contracts proposed by the International Accounting Standards Board (IASB) in the IFRS 4 (Phase II),and in accordance with that,offered some suggestions for further development of insurance contracts accounting methods in China to meet the challenge of the international accounting convergence.

Abstract:Prior literatures reveal that accounting information plays governance role in monitoring manager's behavior, but manager's incentives in pursuit private benefits and opportunities provided by external environment which will affect the governance role of accounting information are not considered. Although prior researches study the governance role of state ownership, but without considering the probability of pursuing private benefits, conclusions are biased. This paper tests the interaction effect of state ownership, environment uncertainty and accounting information quality on agency cost. Results show that firms with lower accounting information quality not only spend more expenditure on manager's consumptions, but also operate less efficiently. Further studies show that this effect only exists in companies which environment uncertainty is higher. Compared with non-state-owned companies, the governance role of accounting information is smaller in state-owned companies. Results also demonstrate that the operate efficiency is higher for state-owned companies than non-stated owned companies only when environment uncertainty and information asymmetry are higher. This paper not only verifies the effect of state ownership and environment uncertainty on the governance role of accounting information, but also confirms that the governance role of state ownership is affected by environment uncertainty and accounting information quality.

Abstract:To grasp the overall disclosure of the quality of enterprise environmental accounting information and find the weakness of disclosure for precise improvements, an approach for the evaluation for the quality of enterprise environmental accounting information disclosure was proposed. First, the evaluation index system of enterprise environmental accounting information disclosure quality was constructed from three aspects: relevance, reliability, and compliance. Relevance measured whether the relevant information was disclosed comprehensively; reliability checked whether the disclosed information was in accordance with the reality; and compliance assessed whether the disclosed information complied with the laws and regulations. Considering that the ratings derived from multiple appraisers with respect to the evaluation index were in linguistic forms, the aggregation method based on triangular fuzzy numbers was constructed. The consistency of ratings was used to calculate the weight of appraisers for the deduction of personal bias and a case study verified the feasibility and practicality of the proposed approach. The approach not only was applied to the assessment of the company, but also provided some suggestions based on the evaluation results.

Abstract:The paper describes issues of improving the accounting policy as a fundamental methodological tool for organizing and implementing the accounting process and the reporting of an economic entity formed on its basis, which is the primary source of information about its financial activities. Reporting and accounting policies should be in a stage of constant development and evolution in order to meet adequate business development trends and the needs of stakeholders. In an environment where corporations are the basic form of business organization, corporate reporting, showing the process of creating value over time, results from the development of the existing merged reporting model, and corporate accounting policy is a corporate governance tool. At the same time, levelbased risk-based approach to its implementation can be considered as a tool for implementing a corporate strategy. The purpose of the research is to identify trends in improving corporate accounting policies, and the task is to update its strategic significance. In the course of the work, the author substantiates the expansion of the boundaries and functions of accounting policy in the corporate space as endowing it with the functions of a corporate governance instrument and the implementation of corporate strategy. The results of the study can be used for the purposes of corporate governance and optimization of the coordinated activities of participants in corporate relations. This caused to the process of implementing a single strategy by revealing the management functions of accounting systems and updating their predictive risk-based value.

Abstract:With the continuous development of market economy and the increasing prosperity of capital market in our country, accounting firms are taking on more and more important responsibilities as "gatekeepers" of capital market. Audit quality, as the core of accounting firm management, directly affects the stability and development of the financial market. The level of audit quality is directly related to investors' trust and dependence on financial reports, the reputation and business development of accounting firms, and influences corporate governance, financial market stability and government supervision. All along, the regulatory authorities pay more attention to the audit quality management of the firm. In the announcement disclosed by the China Securities Regulatory Commission, the firm will be punished for illegal behaviors every year. In recent years, the Ministry of Finance and the China Annotations Association will conduct practice quality supervision and inspection of the firm every year, the audit quality management of the firm still has defects. These problems may cause a crisis of trust in the public, which in turn affects the development of the entire industry. However, the current accounting firms do not pay enough attention to the audit quality management and the supervision is insufficient, and the audit quality becomes low. In order to promote the high-quality and sustainable development of the registered accounting industry, it is urgent to strengthen the audit quality management of accounting firms. Therefore, this paper takes M Accounting Firm as the case study object, analyzes and summarizes the existing problems in audit quality management of accounting firms found during the internship, finds out the causes of the problems, and puts forward targeted optimization suggestions, so as to strengthen the audit quality management of this accounting firm and promote its healthy and sustainable development.
Quality evaluation of enterprise environmental accounting information disclosure based on projection pursuit model

Abstract:<p>To strengthen China's supervision of the quality of environmental accounting information disclosure and improve this quality, this paper established a set of evaluation systems. Based on the principles of "relevance" and "reliability", 28 evaluation indicators were selected, and a projection pursuit model was innovatively introduced according to the characteristics of the evaluation data in this study. This model can not only overcome the artificially weighted interference and restrictions on the data structure of the traditional evaluation method but also can achieve better robustness, anti-interference ability and accuracy when processing high-dimensional nonlinear data. To test whether the method is simple and effective, the study selected 34 thermal power listed companies in China as a sample. The evaluation results of the key quantitative indicators showed that the disclosure level of the whole sample is low, which indicates that the information disclosed by each enterprise is not substantial. After verification, the results are basically consistent with the original data. Finally, this paper analyzed the problems in the disclosure of the evaluation results and proposed feasible suggestions.</p>

Abstract:Present-day enterprise accounting solutions have been developed to a certain extent to provide authenticity of accounting information and to provide modules for billing, pay role, general ledger, and more, but they come with certain problems such as distortion of accounting information, incomplete selection of indicator variables, and the limited and single use of identification methods. Based on this, this study starts with two points. The first is to give the concepts of decision trees and support vector machine (SVM) in data mining. Then, the accounting distortion information identification model is constructed based on this, and the model effect is verified by setting experiments. The second is to establish a regression model on the relationship between enterprise strategy and accounting information quality to further explore the factors that affect the quality of enterprise accounting information. The following are the research results: (1) The accuracy rates of classification and identification of training set data, overall data, and test set data using the SVM-based identification model are 99.19%, 96.21%, and 94.8%, respectively. (2) The average identification rate of the sample data is 88.5% using the identification model based on the decision tree. (3) The regression coefficients of enterprise strategy and accounting information quality are −0.053 and −0.054, respectively without considering the industry and year variables and with considering the industry and year variables, both of which are negative at the 0.1 significance level. The purpose of this study is to use data mining to achieve high-quality identification of enterprise accounting information and provide some references for enterprises to choose or formulate relevant development strategies.

Abstract:Earnings management is one of the most important problems in accounting field. This paper first reviews the current research of earnings management, and points out that the current research only focuses on the earnings management in implementation of given accounting rules without consideration of the setting of accounting rules. Implementation and setting of accounting rules are closely related, and accounting order is the basic criteria of accounting information quality. Hence this paper proposes that the future earnings management research should treat accounting rules setting as an important factor, examine earnings management problem under accounting rules with different setting principles, approaches and procedures.
