Abstract:At the 17th CPPC Mr. Hu indicates that solving agriculture rural areas and farmers problems are very important for the party to construct the whole well-off society as well as to the whole national society progress. The authors hold the views that the special regional conditions requiring the West must pay more attention to the modern agriculture constructing and the rural areas developing in the long run,especially emphasis on the development of the agricultural technology,fully utilize the innovation tech achievements and speed up the human capital accumulation,with which to make a breakthrough on the law of marginal profit lessening,and accelerating the agriculture modernization construction and development effectively to adapt to the requirement of agricultural resources gifts and to promote the new rural areas construction,which are all the very important problems of Chinese economic development and the harmonious society construction,and also the above are the economic bases to the West urban and rural development.
