Applied Spatial Analysis and Policy

Abstract:Transportation infrastructure networks are important for regional development and affect the efficiency of trade and regional cooperation. By establishing a three-city model, this paper identifies the effect of changing the transportation network (i.e., cities located at the centre of a transportation network with locational advantages that diminish with the flattening of the network structure). Constructing transportation lines between non-central cities promotes the development of these cities and negatively affects the central city simultaneously. This paper verifies the existence of this effect through the representative case of the Hangzhou Bay Bridge: the two non-central cities connected by the bridge experienced growth in their economic performance, while the central city experienced a decline in performance. The welfare analysis of this case shows that although structural changes in the transport network had heterogeneous effects on the central and non-central cities, welfare improvements were achieved overall. The results of this study suggest that planners of transportation infrastructure could achieve Karldor-Hicks improvements in total welfare and reductions in regional development gaps by optimising a transportation network structure within a certain range.

Abstract:In the past decade,expressways have been developed rapidly in China.It is evident that a number of opened expressways had generated promoting effects on regional economic development.The purpose of this paper is to develop quantitative methods to evaluate the microeconomic benefits of expressway projects during the operational period.The benefits discussed in the paper are user benefits(reduced vehicle operating costs,time savings and safety benefits) which are the direct effects of the expressway projects.These methodologies are applied to a case study of the Hangzhou-Ningbo Expressway in Zhejiang province.The estimation results show that,since its opening in december of 1996,the expressway has generated significant user benefits in the region.

Abstract:This paper aims at proposing a comprehensive and quantitative method for evaluating the expressway's social-economic influence. Based on a comprehensive analysis of the interior mechanism of an expressway's social-economic influence, the study applies indicator system method (on the basis of with and without compare-method and gray forecasting model) and aggregative indicator method (on the basis of principal component analysis, entropy method, with and without compare method and gray forecasting model) to evaluate the social-economic influence of Ning Huai expressway on Huai'an city quantitatively, and implements "Expressway contribution factor" and " Expressway acceleration factor" to describe how the expressway influences regional economic. It is found that expressway not only bring up region economic development along it, but also improves the employment condition.

Abstract:"Highway free during the holidays" policies implemented by our government caused serious congestion problems. How to further improve the efficiency of the highway so that it can be scientifically used whatever free or not becomes a typical problem in effective supply of public goods. Firstly, public goods attribute of highway under different scenarios were discussed to explain the principles of highway toll, and the root causes of highway extension fees, charges exorbitant issues were analyzed. Use economics to analyze severe congestion reasons caused by highway free meanwhile referring advanced experience of developed countries and regions in supplying the highway and put forward suggestions to achieve effective supply of highway in our country.

Abstract:This paper presents a new multi-objective mixed integer programming model to prioritize seven highway infrastructure projects. The proposed model explicitly incorporates socio-economics, uncertainty, resource constraints, and interdependencies to deal with the optimal transportation infrastructure project selection problem. Next, project prioritization is determined based on the ANP results, which reflect the interdependency between criteria and a set of feasible candidate projects. Finally, an empirical study of eastwest highway improvement program is conducted to illustrate how the modeling process proceeds. The results show that the proposed model can effectively support a transportation investment policy that best suits the goal of urban land redevelopment for highly urbanized settings. As such, the model can be generalized for other human settlement studies and illustrate the spatially complex characteristics of transportation networks as well as some of the difficulties raised with respect to priority of national capital improvement projects. The research will provide a useful reference for the study of the relationship between highways and regional economic development.

Abstract:In recent years, the planning idea of denser road networks and smaller blocks has received particular interest from planners and researchers. However, what is the impact of road network density on the efficiency of automobile traffic? Does a denser road network operate better? To address these questions, we develop an analytical approach taking the influence of intersection delay into account in this research. It is proved that there exists an optimal road network density that maximizes the average travel speed and travel production simultaneously under a given vehicle accumulation. When determining the reasonable road network density, the optimal density under peak-hour vehicle accumulation can be an important reference but not the final choice. If the peak-hour traffic fluctuates acutely, a denser road network should be considered for providing higher reliability. If the peak period is quite short, a sparser road network may be a better choice for providing higher travel speed as well as higher travel production during off-peak periods.

Abstract:By taking Beijing urban expressway as research object,the coordination control strategy between the close on-ramp and off-ramp was studied.In order to reduce the conflicts between the traffic streams of entering and exiting and to ensure the optimal traffic state of the mainline,the on-ramp and off-ramp signal coordination control method was proposed.The method was simulated by VISSIM.The result shows that it can improve the vehicles average speed of the mainline and effectively reduce the conflicts at weaving area.

To encourage the application of PPP (Public Private Partnership) model in China's expressway construction, may greatly attract private capital, lessen the fiscal pressure of China's government and improve the operation efficiency of China's expressway project. Previous researches on the application of PPP in China's expressway construction are scarce. In this paper, it sets forth the connotation of PPP arrangement, analyses foreign experiences on PPP arrangement in expressway construction and puts forward some useful suggestions for the application of PPP in China's expressway construction.

Abstract:Road traffic conditions can have an important impact on the economic development of various regions. Under the background of rapid social and economic development, more and more expressway construction projects are initiated in various regions, including both new expressways and expansion of old expressways, and interchange design plays an important role. Scientific and reasonable interchange design can not only realize energy saving and low carbon footprint, but also be people-oriented and promote regional economic development. Therefore, this paper mainly analyzes the highway route and its interchange design strategy for reference.

Abstract:Rapid development in urbanization and growth in car ownership in China have led to serious urban traffic congestion.Conventional supply-side strategies such as road capacity expansion have been less effective in reducing traffic congestion.Congestion pricing as a demand-side strategy in congestion management has received increasing attention.This paper presents a multi-period optimal pricing model for a general road network,and provides the optimality conditions and efficient congestion pricing schemes for a two-period case.A numerical example is provided to show that congestion charging is effective in reallocating traffic volumes between peak and off-peak periods,reducing total traffic volumes,and achieving social welfare gains.
On-ramp metering control strategy of urban expressway

Abstract:Taking Beijing urban expressway system as a research object, its traffic flow characteristics were analyzed based on the survey data collected from its representative sections, and a optimization control strategy for the on-ramp metering was suggested. A feedback control to the on-ramp was realized by the ime occupancy and the vehile speed as the control variables, and using the comprehensive control effect of both parameters to determine the on-ramp metering rate. The critical threshold in the model was calibrated using the linear discriminant function in the pattern recognition. The suggested strategy was verified by simulation with software VISSIM. The results show that compared with those of without signal control mode, the suggested strategy increases the average speed on the mainline upstream at on-ramp by about 8%, and decreases the travel time on the mainline section by 7.2%.

Abstract:The operations of express way promote the economy development of the society,which validates the legitimacy of the decision-making on express way and also serve as important basis for future decision-making on express way construction.The relationship between socioeconomic development index and the indexes of economy and transportation is analyzed in a quantitative angle and then socioeconomic impact contribution model of express way is constructed;the economic contribution margin of the express way is arrived at through the model.On the basis of contribution margin concept contribution ratio and its calculation method is put forward.The comprehensive socioeconomic impact of express way is determined by applying contribution margin and contribution ratio.The article concludes with an example of Yizhou-Liuzhou express way,which illustrates the contribution impact to economy development of expressway.

Abstract:Maintaining a high level of network performance at minimal cost is a central objective for road infrastructure management. Going beyond agency costs, decisions must consider the economic and environmental impacts of maintenance and repairs strategies due to traffic delays on commuters and providers of goods and services. A dynamic programming model is presented to determine optimal management policies for current and proposed paradigms by selecting the best maintenance and rehabilitation activities at each time step over the time horizon given the concomitant and predicted states of the bridges within the network as well as predicted future origin-destination flows. The empirical analysis is demonstrated for a small network of three viaducts in an urban environment in Montréal, Canada. The incremental user costs due to interventions on the structures of the network are obtained through traffic simulations based on trip-survey data to evaluate travel delays for all possible combinations of concomitant partial or complete road closures. The results show that optimal infrastructure management strategies in space and time differ substantially depending on whether only agency costs are used, or if policies also reflect socio-economic goals (including sustainability). The main findings indicate that by including user costs in decision processes, significant reductions in user costs are achieved with minimal impact on operator costs, thus easily satisfying a cost/benefit criterion. The findings provide new evidence for policymakers that the optimal sequencing of interventions in time and space on a network can significantly reduce societal costs, sustainability objectives and environmental impacts.

Abstract:Abstract During the 13th Five-Year Plan period, “new infrastructure” was written into the “Outline for the Construction of a Transport Power”, and the Ministry of Communications made it clear that intelligent maintenance was the focus of technological innovation. Taking Hangzhou-Shaozhou-Ningbo Expressway as an example, this paper discusses the contents of expressway road maintenance based on new infrastructure construction, and finds the following prominent problems: lack of unified industry standards; there are disadvantages in software assurance; insufficient interaction of elements; the level of regional integration is not high. By establishing the theoretical model of “MADD” and innovating the maintenance mobile terminal platform, the corresponding solutions and strategies are further proposed: strengthening the top-level design and establishing a unified standard; strengthen software matching and promote overall collaboration; strengthen the integration of construction and use, promote the interaction of elements; we will strengthen communication mechanisms and promote regional coordination. The result shows that the road maintenance of new infrastructure enabled expressway is of great significance. The research of this paper has certain reference significance for the further development of highway maintenance and construction in Zhejiang Province in the future.

Abstract:The Beijing-Tianjin-Tanggu expressway is the first highway which is built by using World Bank loan in china. With the influence of service life increasing and traffic growing, the diseases appear such as rut, crack and poor flatness, so the use performance of the highway obviously degrades. Pavement overhaul effectively reduces the appearing of pavement diseases and prolongs the service life of the road. This paper conducts a detailed research on the engineering management and construction quality control of the Beijing-Tianjin-Tanggu expressway overhaul which has strong reference significance on highway overhaul.
