Study on Social Impact Degree Evaluation of Public Crisis

Abstract:Generally speaking, after a crisis occurs, its impact upon different social groups is different. People and organizations who encounter the crisis directly are first affected. The influence is often expressed in the aspects of casualty, health, work delay, property loss and so on. Casualty and property loss caused by the crisis event are relatively easier to calculate, while social impacts including work delay, psychological trauma, reputation loss and change of public value system are actually difficult to calculate or measure accurately with monetization. Currently there are no fully developed and mature theories in China about social impact evaluation caused by public crisis events, which is an indispensable part of crisis control. But researches concerning property loss brought about by natural disasters or public crisis are relatively more sufficient. In this paper we establish the system of evaluation indexes of the crisis' social impact based on four indexes of crisis events, namely, casualty, publicity, rarity and duration. Furthermore, we use the relevant information of 20 crisis events that happened during 2001-2006 in empirical studies, which has demonstrated that this system of evaluation indexes is reliable and feasible and the evaluation results have high validity.
