Development of Gate Control Model for Traffic Management in Localized Emergency Evacuation

Abstract:This paper develops a theoretical model to demonstrate the effectiveness of a gate traffic control strategy for a localized emergency evacuation when residents within an endangered Protective Action Zone (PAZ) must be evacuated out with a short notice. Selected nodes on the PAZ boundary with access and traffic capacities could be treated as gates for evacuation traffic to be guided through with a higher priority over the non-gate nodes. In the paper, an optimization process is sought to minimize the total travel cost of a localized evacuation with a gate control strategy and traffic and network parameters included. A linear programming model is formulated with considerations of the constraints of flow equilibriums, link and node capacities with a gate control strategy, and an objective function of minimizing the total travel cost in the evacuation network. The effectiveness of the model is tested by an experimental study with computation results drawn from the assumed evacuation network with three origin nodes, three destination nodes, three boundary nodes and eighteen links. The experimental study results show that the gate control strategy could achieve an effective evacuation and possibly improve the performance of an evacuation by reducing the numbers of conflicts in trip routes and traffic movements due to an otherwise unguided situation where evacuation trips are assigned based on “shortest paths” without a gate control strategy.
