Abstract:Chinese World Agricultural Regional Market Equilibrium Model(CWARMEM) is a multi-market and-region global agriculture-market policy analysis model.This article describes the structure,characteristics and modeling of CWARMEM,then applies it for simulating the regional equilibrium of Chinese grain supply and demand under globalization.Based on the above,it analyzes the effects of the changing factors such as population,resources and economics on China's grain security in the next 10 years.In 2020,the world's grain supply and demand will maintain stable growth,while the trade will be hard to expand;Chinese grain output will achieve the grain security planning objectives,but the self-sufficiency rate will be less than 95% mostly affected by the self-sufficiency rate slip of rice and corn;the differences of supply and demand among provinces will be increasingly significant.To ensure the grain security objectives,it suggested setting up coordination and burden-sharing mechanism among provinces,and exploiting the internal and external markets to attain Chinese grain balance.
Impacts of Agricultural Price Support Policy on Price Variability and Welfare: Evidence from China's Soybean Market

Abstract:As the world's largest importer of agricultural commodities, China's agricultural policies have significant implications for the world agricultural market. For the first time, we develop an aggregate structural econometric model of China's soybean market with linkage to the rest of the world to analyze the worldwide impacts of China's soybean price support policies from 2008 to 2016. We investigate the impacts of China's policies on the variability of their domestic and world prices, and adopt a Monte Carlo simulation to evaluate the distributional and aggregate welfare effects. Results indicate that (a) China's soybean price support policies play an effective role in stabilizing their domestic price, while its increasing imports absorb world production surplus and reduce world price swings; (b) China's producers gain at the expense of consumers and budgetary costs, and the net welfare change in their domestic market is negative; (c) Soybean exporting countries experience considerable welfare gains, and the world net welfare change is positive. Our findings provide new insights for future trade negotiations and agricultural market reforms in developing countries.
Regional Grain Yield Response to Climate Change in China: A Statistic Modeling Approach

Abstract:China is the world's most populous country with only 7% of the world's arable land. Accurate assessment of the effect that future climate change may pose on grain production is essential to the sustainability of agriculture. Model variations plus uncertainties in the future climate change scenarios create a big challenge for such evaluation. In this work, we developed the statistical models for six different regions in China, using the historical yield data between 1981 and 2010 from the National Bureau of Statistics combined with meteorological station observations and analyzed the impact of climate variation (i.e., temperature and precipitation changes) on the grain yields into the 2030s, based on 28 ensemble climate predictions from six state-of-the-art Coupled Model Intercomparison Project Phase 5 (CMIP5) model outputs. Our results indicate that the four crops (i.e., rice, maize, wheat, and soybean) respond similarly to the climate variation in different regions of China, with the sensitivity to warming increasing from north to south and from inner land to coast regions. In addition, the yields of all the four crops in East and Central-South China are also positively correlated with precipitation change. Future projections with a medium greenhouse gas mitigation scenario (RCP4.5) showed that the yield of the four crops in six regions of China would increase ranging from 0.02 to 1.19 hundred ton/ha, in 2030s with respect to the 2000s. Nevertheless, adaptive implementations such as appropriately improve the irrigation infrastructure in East and Central-South China could mitigate the adverse impact from future climate change.

Abstract:The impact of rapid urbanization on food security of China has received considerable attention. It is not clear whether China can strike a balance between urbanization and food security, especially grain security. There have been numerous studies examining the effects of urbanization on grain production or consumption, but few studies have yet analyzed grain balances. Based on the Chinese World Agricultural Regional Market Equilibrium Model (CWARMEM), this paper explores the impacts of urbanization on national and regional grain balances through different scenarios. The CWARMEM is a global partial equilibrium multimarket model which captures the differences between urban and rural residents as well as the effects of globalization. The results show that urbanization has a small negative effect on maintaining grain self-sufficiency. Despite of that, China is able to achieve the objective of grain security set by its policymakers. Moreover, urbanization changes regional grain balances across China: The position of Northeast China and North China, as two dominant grain suppliers of China, will be weaken; Central China and East China will increase dependence on other grain suppliers; the grain surplus of Northwest China will increase slightly. Besides, in terms of grain category, urbanization helps China achieve self-sufficiency in food grain (rice and wheat), while expands deficit of feed grain (maize).

Abstract:China's grain supply-demand variation affects its domestic grain security,and obviously interacts with the world food market.Given the population,economy and resources in the future,it is necessary to take some new scenarios into account to underline the tendency of China's grain supply and demand under globalization.The results show that:the appreciation of RMB stimulates global grain production and trade,while it has some negative impacts on China's corn and beans;global biofuel development widens the gap between global grain supply and demand,and the change of world grain pattern may make a shift on China's international grain resources;the effect of China's grain subsidies on grain production increase is significant in the long run,but the acute structure imbalance continues in grain market.It is essential to improve grain market mechanism,adjust domestic grain supply-demand structure,and exploit international grain market toattain Chinese grain equilibrium.

Abstract:From the perspectives of regional differences in population and economic development,the paper investigates the regional change and its causes in production of rice,wheat and corn since 1978 by using spatial error model and panel data of 1978-2006 from all Chinese provinces.The empirical results show that there exists an obvious regional correlation in Chinese grain production.A production increase in a province can induce an output decline in its neighbours.Besides natural and technical factors,the regional differences in man-land relation,non-agricultural employment and labour payment have significant effects on the regional grain production in China,which applies particularly to the production of rice and wheat.With growing differences in regional development,China's grain production will be transferred to and concentrated in economically less developed areas with relatively rich arable land per capita,few opportunities for non-farming employment and lower labour remuneration.

Abstract:Purpose– The impacts of climate change on agricultural production in the People’s Republic of China’s (PRC) are significant, and differ across regions and crops. The substantial regional differences will induce changes in agricultural interregional trade pattern. The purpose of this paper is to investigate the climate change impacts on China’s agricultural interregional trade pattern.Design/methodology/approach– The paper will use the computable general equilibrium (CGE) model to assess the impacts of climate change on the PRC’s agricultural interregional trade flows. The CGE model consists of seven Chinese regions and the rest of the world and six commodities.Findings– The results indicate that northwest, south, central, and northeast PRC will see increases in the outflows of agricultural products in 2030 and 2050. Conversely, outflows from east, north, and southwest PRC will decrease. Agricultural products handling and transportation facilities need to be repositioned to address the changes in agricultural trade flows.Originality/value– Studies on the impacts of climate change on the PRC’s agriculture have been increasing. To the best of our knowledge, however, no previous studies have assessed the impacts of climate change on the PRC’s agricultural interregional trade flows. This paper aims to fill this gap in the literature.

Abstract:The main goal of the paper is to address the impact of the WTO on China's agricultural sector. To accomplish this goal we address two sets of issues. First, we seek to provide measures of the distortions in China's agricultural sector at a time prior to the nation's accession to WTO. This is accomplished by estimating the nominal rates of protection (NPRs) of the agricultural sector's major commodities using a new methodology to account for grain quality differences within China and between China and the world market. Second, we seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from, or affected by, the changes that WTO will bring. We find that NPRs differ among commodities. Some of China's agricultural commodities are well above and others are well below world market prices. We also find that if increased imports or exports affect China's domestic price at the border, its own domestic markets are mostly integrated so that price shifts in one area will affect prices in most of the rest of China. Our analysis finds, however, that a number of policy and structural factors limit the overall size of the shock.

Abstract:This study constructs a regional Computable General Equilibrium (CGE) model of China to analyze the impact of China's WTO accession on rural income. The results show that total welfare will improve but regional income gaps will widen. The agricultural sector will suffer if only agricultural trade is liberalized. Lifting both agricultural and non-agricultural trade barriers will benefit farmers at the national level. However, rural income will increase less than urban income, implying that the rural–urban income gap will widen further. Among the regions, farmers in China's least-developed rural areas will benefit little or even suffer because agriculture, especially traditional agriculture, is still an important source of their livelihood.

Abstract:To increase agricultural production and secure the food supply for more than 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. By establishing the tariff rate quota system for several sensitive commodities and reducing their import tariffs, China is prepared for joining the WTO to open its domestic agricultural market to international competition. This paper reports the results of cost and price analyses for six main commodities to test the international competitiveness of Chinese agriculture. It showed that Chinese crop production at present is not international competitive as a whole. The results suggest that opening markets by joining the WTO will have multi-layered impacts on the development in Chinese agriculture. Especially in the short term, China's WTO accession will have a braking effect on the crop production. To improve the competitiveness of agriculture, the study recommends that the Chinese government should eliminate the present system-induced disadvantages such as the delivery quota system and the farmland system. Moreover, a widespread use of new technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity in China.

Abstract:In recent years, China has become the world’s largest importer of grain, and scholars have particularly examined whether China’s grain import trade presents this effect. By applying cointegration analysis to trade statistics panel data of China’s wheat, corn, rice, and soybean production and imports from January 2016 to December 2019, this paper empirically tests for the existence of the great country effect in China’s grain import trade. The results show that during the sample period, there is a long-term stable equilibrium relationship between the import volume, domestic price, and international price of the four major grains; the great country effect in the import trade of wheat and rice is not significant. The imports of corn and soybean present a great country effect to a certain extent in the short term; moreover, a change in the grain price in the international market does not lead to a change in China’s grain import volume, which shows that the great country effect in China’s grain import trade is distorted. Therefore, China should pay close attention to the impact of international factors on the fluctuation of its own food prices and enhance its ability to rationally utilize the international food market and international agricultural resources to ensure domestic food security.

Abstract:This article examines the impacts of China's accession to the World Trade Organization (wto) on prices in its agricultural sector. The analysis uses a new methodology to estimate nominal protection rates in China's agricultural sector before its accession to the wto. These new measures account for differences in commodity quality within China and between China and world markets. The analysis shows that some of China's agricultural commodities are well above world market prices and others are well below. The article also assesses market integration and efficiency in China. It finds high degrees of integration between coastal and inland markets and between regional and village markets. The remarkable improvements in market performance in recent years mean that if increased imports or exports affect China's domestic price near the border, producers throughout most of China will feel the price shifts.

Abstract:Using trimonthly Chinese provincial grain prices from 1988 to 1995, we estimate a parity-bounds model of interregional trade for four subperiods to characterize how multiple aspects of market performance change during the process of economic transition. For each period, we estimate the extent to which arbitrage opportunities are realized by traders, the transaction costs between location pairs, and the likelihood that regions do not trade. Trade restrictions cannot explain the pattern of uneven market development over time. Infrastructure bottlenecks, managerial incentive reforms, and production specialization policies, all were likely important factors affecting market performance.

Abstract:To increase agricultural production and secure the food supply for its 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. For joining the WTO, China is committed to open its domestic markets, cautiously, to international competition. An initial step in doing this has been the reduction of import tariffs on primary agricultural products. This paper reports the results of cost analysis for six important commodities to test the international competitiveness of Chinese agriculture. The results suggest that opening markets reducing protection by joining the WTO will have multi-layered effects on the development in Chinese agriculture. In particular, China's WTO accession will have a braking effect on the production growth at least in the short term. To improve the competitiveness of Chinese agriculture, the government should eliminate the present system-induced disadvantages such as the delivery quota system and the farm structure through a further land reform. This could encourage regionalisation of Chinese agricultural production based on comparative cost advantages. Adoption of new agricultural technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity and improving the competitiveness of Chinese agriculture.
Trade vulnerability assessment in the grain-importing countries: A case study of China

Abstract:Since the 2008 global food crisis, food security vulnerability has been a prominent topic in the food policy debate. However, vulnerability is inherently difficult to conceptualize and is more challenging to operationalize and measure. This study constructs a mathematical model and takes China as a case study to measure the vulnerability and sensitivity of China with its partners in the international grain trade. The results show that 1) the degree of interdependence between China and its grain trading partners is asymmetric, which generates trade vulnerability or economic power; 2) the vulnerability of China's food trade shows a high spatiotemporal heterogeneity among countries: the higher vulnerability zones are concentrated in North America and Northeast Asia, and the scope of the higher vulnerability zones tends to expand; 3) Our results also reveal that China also has different sensitivities to fluctuations in grain markets from different countries, and the higher sensitive zones of the grain trade in China are mainly distributed in America, Europe, and Oceania. The main contribution of this paper is the development of a methodology for food trade vulnerability assessment and examines the influence of international food trade on food security in importing countries, measured using the vulnerability index and sensitivity index. Nevertheless, the conclusions of this study can be considered preliminary, and there remains great potential for future studies to deepen and broaden our analyses further.
Spatial Agglomeration Pattern and Driving Factors of Grain Production in China since the Reform and Opening Up

Abstract:Since the reform and opening up, regional imbalances in the development of market economy and urbanization have significantly changed the spatial agglomeration pattern of grain production (GP) in China. To characterize GP by the yield, we used the gravity center (GC) and standard deviation ellipse (SDE) to investigate the evolution characteristics of the spatial agglomeration pattern of GP and its three major crops with wheat, maize and rice in China, then establish a spatial econometric model to explore the natural and socioeconomic drivers of GP at the national level, at different crops and at different regions. The research results indicate that the GC of GP gradually shifts and expands to the northeast and presents a spatial distribution pattern in a “northeast–southwest” direction. The GC of wheat production mainly expands upwards in the east–west direction. The GC of maize production shifts in a direction that is more consistent with grain production, and there is an expansion trend in the east–west direction, while the GC of rice production has the largest north–south span, and continues to expand upward to the north by the east. The status of grain production in Northeast China and Northwest China is rising and the importance of grain production in the Southeast coastal areas are decreasing. The importance of wheat and corn production in North China continues to strengthen, and Northeast China is becoming more important for rice production, but the middle and lower reaches of the Yangtze River are still important rice producing regions. Changes in GP with significant spatial dependence are jointly affected by many factors, such as natural and socio-economic factors, and there are obvious differences among different food crops and different division regions, with the most prominent positive effects being the multiple crop index (MCI), arable land per capita (AL) and agricultural mechanization (MECH), while economic growth and urbanization are significantly negative.

Abstract:The purpose of this study is to explore strategies for improving food security under the impact of external food price fluctuations. Using impulse response function, complex network analysis, and other methods, we studied the linkage between CBOT prices of soybeans, rice, wheat, corn, and Chinese futures prices from 2009 to 2022. This article analyzes the prominent price linkage relationships, network evolution characteristics, and development trends. The results show that CBOT soybean and China soybean futures prices, CBOT wheat and China soybean futures prices, and CBOT corn and China wheat futures prices are three prominent price linkage relationships. The three pairs of price linkage relationships are constantly changing over time and show a gradual weakening trend. The price of domestic soybean futures and CBOT soybean futures have a strong association. The sudden food crisis will strengthen the connection between international and Chinese grain futures prices. The above results demonstrate the importance of strengthening the independence of China's futures markets. Based on the above analysis results, the paper put forward policy suggestions such as improving soybean yield levels, utilizing the futures market for risk management, and taking measures to respond to possible changes in Chinese wheat prices based on international corn futures prices.
