Abstract:As one of the most authoritative journals in the field of language planning, Language Problems and Language Planning has a long history. In this paper, we describe the development and changes that the journal has experienced in different periods, the characteristics that have remained constant, and the role that it has played in the development of language planning. To this end, we collected information from the first 100 issues of the journal (1977 to 2010) to build a corpus, and then used software to extract different categories of information. Through analysis of these statistics, we found that the journal is in many respects representative of changes in the field of language planning, following trends in the discipline and clearly and accurately reflecting the evolving priorities of language planning over the years.

Abstract:Language planning is a problem-driven branch of linguistics that aims to influence the evolution of language through conscious human activity and to regulate the relationship between people, language and society. From a linguistic perspective, the laws of language are the disciplinary foundation of language planning. Language is a human-driven complex adaptive system, and the essence of language planning is to consciously drive the evolution of language so that it better serves people, society, and the nation. Language planning research should emphasize the role of theoretical patterns, seek universal laws of conscious human influence on language evolution,and use these laws to solve real-world language problems.

Abstract:This paper explores how Esperanto (Esperantists) plays an important role in Chinese language reform during 1911-1958. It divides the period into three stages and describes Esperantists' activities from three perspectives accordingly: roles, goals/results and motives. The paper reveals Esperantists' roles have transformed from "people with influence" to "people with expertise" and then "people with power." From the perspective of goals/results, the first stage failed because it didn't achieve the goals as expected while the second and third stages were successful. In order to further explain reasons for the failure or success, this article goes on to analyze the three stages from Ager's 7i Model (motives). It shows that these motives as social factors largely affecting language planning are not of paramount importance in accounting for the different results. The paper concludes that the study of planned language will be valuable for language planning through the case of Esperantists' activities in Chinese language reform and suggests further investigations on different language schemes associated with Esperantists in China.

Abstract:T he research of “Planning” is currently one of the hot topics in second language acquisition (SLA) field .The way and the process of how L2 learners plan their language reportedly have effects on the quality of their language production .This paper mainly discusses the research background and theoretical basis of planning research .It traces back the origin of the concept of “planning” and its classification .It also analyzes and discusses the convergence and the divergence of the three major re‐lated theories in this regard .It points out that the correctness of these theories in predicting the per‐formance of speech production should be verified by empirical studies for the further improvement and development of the theories .

Abstract:This study analyses the evolving means of China's formal language policy on Putonghua and minority languages from 1986 to 2021. This paper identifies four stages based on the shifting focus between Putonghua and minority languages: status planning of the central government (1986-1990), balance via bilingual policy (1991-2000), strong Putonghua spread at all levels (2001-2011), and Putonghua promotion and minority language preservation (2012-2021). Through descriptive and corpus analysis of a self-constructed language policy database, for each stage, we explore the major means stated in policy documents by analysing keywords to explain policy changes with consideration of social conditions. The results show that China has continuously adjusted its formal language policy according to social changes, and that language planning in this emerging economy has been profoundly influenced by national strategy and government administration.

Abstract:Changing socio-political landscapes, the dynamics of ‘glocalisation’, among other factors, are spawning new policy attitudes towards multilingualism, and again putting language planning (LP) on the map – in a manner reminiscent of the 1960s and 1970s. With respect to terminology, this book suggests that to be relevant and sustainable, current LP would have to define its mission as the deregulation of access to specialised knowledge, and correspondingly be founded on substantially different methods and theoretical bases: epistemology and ontology of specialised domains; research on language for special purposes (LSP) and collocations; corpus linguistics; knowledge extraction and knowledge representation; language engineering technologies. On the one hand, the book recommends itself to decision-makers and language planning project managers. On the other, it should be of interest to students of LSP and terminology, language planning, concept and object theories, knowledge modelling, artificial intelligence, text and corpus management, translation process analysis, text and African linguistics.

Abstract:In contrast to the waning interest in learning languages other than English (LOTEs) worldwide, mainland China is pursuing to diversify LOTE education because of the 'Belt and Road Initiative.' In response to language policy shifts, individual stakeholders in local contexts such as universities have to take actions to initiate LOTE programs or courses. However, there is still a paucity of research through an in situ lens into meso-level language policy planning (LPP) and implementation. To address this research gap, this study aims to obtain an in-depth understanding of the agentive actions of two groups of individual stakeholders at institutional level: people with power, and people with expertise. Drawing on semi-structured interviews with seven individual actors, the findings reveal that first, although these individual actors demonstrated agency in responding to macro-level language policy changes, the agency that they actually exercised was relatively limited in terms of the diversification of LOTE education. Second, by examining contextual and personal features, we identified multiple factors that mediate individual actors' agency in implementing top-down language policy. These findings may help orient language policy makers to create supportive contexts for the exercise of individual agency at local context in LPP and implementation.

Abstract:Implicit in the notion of language planning is the issue of preserving linguistic rights, one dimension to be taken into account in considering the relationship between the role of language in social life and security. This paper, however, intends to introduce another dimension, not typically included in the literature on language planning, i.e. the role of discourse in escalating or de-escalating conflict among social groups. It will define and illustrate the components of a critical linguistic framework which, it is proposed, language professionals can use (1) to assess how discourse contributes to promoting conflict and threatening security in a society and (2) as a guide in devising interventions that would serve to facilitate reconciliation through language change in those areas where it (discourse) is a source of conflict and insecurity.

Abstract:The field of language policy and planning has seen increasing scholarly attention that explores social actors' micro language planning towards a given language policy situation at the grassroots level. In educational contexts, teachers and educators are often considered pivotal locals whose agency, when enacted in micro language planning, can contribute to educational language policymaking. However, little attention has been given to learners – those on the receiving end of educational language policy. Situated in the current discourse concerning Mandarin-dominated Chinese language education, within the context of China's promotion of Mandarin language learning, this study examines dialect-background heritage learners in a tertiary-level Mandarin Chinese language programme in New Zealand. By adopting the concept of micro language planning, this study explores how dialect-background heritage learners perceive and react in a Mandarin-dominated Chinese programme. The findings show that dialect-background learners exercise agency to interpret, implement, reject, and negotiate language policy according to their self-identified language needs. However, their ability to enact agency is also constrained by a series of social realities including socio-economic discourse, language ideology, language proficiency, and technology development. This study offers implications for language policy makers involved with different levels of Chinese language policy.

Abstract:Despite the predominant position of global English, teaching and learning of languages other than English (LOTEs) are gaining increasing attention in foreign language planning in China. This study aims to showcase the development of an elective Arabic language program in a Chinese university through the lens of agency as a spatial, temporal, and dialogical construct. We investigated how 24 participants representing three groups of actors-people with power, people with expertise, and people with interest-exercised their agency during the five stages of language planning stipulated by the process model of Language Management Theory (i.e. noting, evaluation, adjustment design, implementation, feedback). Drawing on narrative accounts and semi-structured interviews, the findings revealed constant interactions between different actors distributed through the five stages. In particular, we found that the five stages did not proceed in a linear way, and the findings demonstrated the presence of an internal cycle in addition to the external cycle in the micro language planning process. Language learners are invisible planners in the LOTE program. The study concludes that different actors in the local context need to make coordinated efforts to negotiate spaces to sustain the teaching and learning of less commonly taught languages, despite various structural constraints.

Abstract:The scale of English language education in China is astounding, but recent research has shown that the latest national English education policy for Chinese schools has not been implemented successfully due to various reasons. One reason given for the lack of success is the impracticability of the top-down policy itself excluding teachers’ involvement and neglecting the contextual constraints. Building on the theoretical framework of multi-levelled actors in language planning and language policy, and drawing on some key concepts in relation to power in Critical Language Policy research, this paper explores how a national English language curriculum that emphasizes the international standards and norms in curriculum design has been enacted, ineffectively, by the key stakeholders through analysing the specific roles of three groups of key stakeholders involved in the English as a foreign language curriculum policy implementation.

Abstract:Urban Language Studies (ULS) make up a new area of research in sociolinguistics.The research efforts focusing on the ″urban″ nature of the languages today,which originated in China at the turn of the century,are now increasingly joined internationally.The large-scale,high-speed urbanization process taking place in China provides testing grounds for the new theories and methods of ULS.Among the theories,Speech Community Theory proposes the primacy of community over language and the interaction basis of community-formation,which explains the emergence of new speech communities on the basis of industrial immigrant population.Urban languages are highly variable,adaptive,and multi-normed,in sharp contrast with what is found in a small,close-knit rural community.To study urban languages,traditional linguistic approaches depending on introspection,retrospection and individual observations are no longer valid.Instead,the methods generally adopted in social researches such as random sampling,structural observations and controlled experiments are used with good results.

Abstract:Journal of Planning Literature, Ahead of Print. The urban planning profession is increasingly challenged to analyze extensive text data, from plans to public feedback. While natural language processing (NLP) has promising potential for aiding this analysis, its applications and purpose in planning remain unclear. This article reviews current planning research using NLP, seeking to highlight key themes and challenges, and suggesting a coherent future research agenda. The results reveal that existing research is primarily exploratory with a fragmented research landscape. Future studies should focus on sharing data, benchmarking NLP techniques, fostering collaborative research tailored to planning, and addressing ethical implications to harness NLP's full potential in planning.

Abstract:In this article, we apply Ruiz’s language-as-resource orientation to three international settings: Taiwan, Pakistan, and mainland China. Our guiding question was how different languages (indigenous languages, Chinese, and English) were positioned differently as resources in these contexts. For our analysis, we used Lo Bianco’s (2001) elaboration of the language-as-resource framework as our starting point for an examination of early childhood education (Taiwan), political events (Pakistan), and different types of bilingual education (mainland China). Through this analysis, we confirmed the multidimensionality and multiplicity of the language-as-resource orientation (i.e., different languages can be positioned as different types of resources by different groups in society). We also found that additional dimensions might be considered as part of the language-as-resource orientation, such as native-speaker status, time, and space. Finally, we argue for an emphasis on Ruiz’s idea of cooperative language planning as an integral part of the language-as-resource orientation. The “multilingualism-as-a-resource” orientation is a step in this direction.

An Exploratory Study on National Language Policy and Family Language Planning in the Chinese Context

Abstract:National language planning and family language planning may converge or diverge. As 2019 marks the 70th anniversary of the establishment of the new China, we examined language planning at both the national level and the family level in China. We first revisited language policy and planning in China over the last seventy years through a policy document analysis method, and then explored family language planning among16 families through questionnaires and interviews. We compared and contrasted national language planning and family language planning in Mandarin, English, and dialects. We found that China has already undergone three language planning stages including importing, localizing, and integrating language theories over the last seven decades. It strives for multilingualism, which, however, is embodied through a language hierarchy but primarily promoting Mandarin’s status. The language hierarchy does exist but varies from national language planning to family language planning, which causes the primary tension between the two language planning systems. In other words, while Mandarin is greatly promoted at the national level, English is still dominant in family language planning among the surveyed families. The primary tension in language hierarchy further drives the two language planning systems to differ in their language ideologies and language practices and management, which forms further tensions within and between different generations. We argued national language management or language policy implementation may take time to inform family language planning and also discussed how political and economic factors may inform these tensions.

Abstract:Language plays important roles in international relations (IR). The "linguistic turn" in IR studies has provided alternative perspectives in better understanding and explanation of world politics. In addition to the needs of increasing empirical studies with greater explanatory power in linguistic perspectives, theoretical and conceptual discussion and exploration are required to address the academic significance and value of applying linguistics to IR studies. Among the abundant and diverse intellectual world of language philosophies, at least three remarkable traditions can be traced as philosophical basis of the linguistic perspectives. They are philosophical viewpoints of language in ancient China, in the 20th century Europe, and in Marxist ideology. The linguistic perspective favors a set of concepts such as discourse, texts, intertextuals, contexts, and discourse analysis, which are taken as fundamental variables for discursive analysis of world politics. Like other perspectives, it holds academic assumptions that illuminate close relationship between words and worlds in ontological, epistemological, methodological and axiological terms. Putting language and IR together aims at constructing a new framework for discursive analysis of world politics, and highlighting the necessity of introducing linguistic perspectives into IR studies as an interdisciplinary effort.

Based on empirical case studies from across diverse contexts in Europe, North America, and East Asia, contributors to this special issue address two issues: (1) What can be said about the nature of neoliberalism when we approach it from the perspective of language as social and political process? (2) How does language learning and teaching, increasingly subject to the logic of the market, not only reflect neoliberal social transformations but also reinforce them? Together, the contributions to the special issue suggest new directions of research that will help establish language as an important key for understanding the shifting political economy of our time.
