Abstract:From a global perspective,although the protection of freedom of expression will still be a problem in many countries,the new challenge of freedom of expression in the age of Internet is that people with ability and freedom to communicate freely tend to communicate only with people they agree with.This kind of ineffective communication leads to not only some negative consequences as "debates and communication cannot help people get close to the truth," but also to some serious negative ramifications as political division and social contradiction.In 2004,Ronald Dworkin delivered his concern in his writings on political division in American democracy.He also put forward his theoretical solution —"return to the common background." However,Dworkin's solution is more like an ideal one lack of practical strategy and workable operation.This article proposes a principle of "New Public Forum" and expects to solve the problem on a systematic,strategic and operational level.The principle of traditional public forum considers its main goal as solving the dilemma between the valuable role of mass media and the right of individuals to express freely and effectively.Today we have to deal with another dilemma because whereas the internet improves people's capability of sending and receiving information and expressing their opinions,the effectiveness of communication itself is still being threatened.Cyberkans,a phenomenon of worldwide network Balkanization,is the linchpin in this dilemma.Cyberkans results from complex factors such as political and legal policies,business strategies of Internet product manufacturers and a more crucial one that ordinary people as consumers tend to choose the internet product to help them filter for favorable information and opinions.In the Internet era,people not only rely on information filtration,but also prefer and actively choose filtering tools.They are fond of "personalized" products,which inevitably lead to information "cocoon" and "Daily Me." That is why people with different values,different preferences and different interests are easily separated and divided into different groups.Furthermore,opinions and beliefs in divided groups tend to become extreme in the process of "Group Polarization," which intensifies social contradictions and affects social stability because of the lack of effective debate and communication.Malfunction of the marketplace of opinions,group polarization and tagging tendency all manifest certain kind of ineffective communication resulting from Cyberkans. There are at least two solutions for these problems.The first one is to remove all separation institutes and integrate all information into one platform.This proposal fundamentally denies the network users' choices and overthrows market mechanism in the Network Economy,that's why it can only be applied to some web sites of government and other public service departments.The second solution is to establish a new kind of "Public Forum" for effective communication meanwhile keeping commodity market of internet working by itself.This new Public Forum Doctrine includes the test of extensity,compatibility and,the most important,efficiency.Extensity Test requires the forum to reach as many opinion groups as possible.Compatibility Test requires the forum to contain as many different opinions as possible.Efficiency Test requires political debaters to follow certain kind of regulations to make sure debates are reasonable and yield reasonable results.Considering the actual situation in China,the traditional mainstream media has the responsibility and capability to become the platform of the new public forum.

Abstract:In contemporary China,with the social transformation accelerated,the interpersonal relations have been greatly expanded. In particular,the gradual popularization of the Internet and the rapid development in the Internet technology and self-media has brought about tremendous changes in the content and form of interpersonal interactions. Accordingly,the openness,interactivity and heterogeneity of people's social life have been greatly enhanced and there is an explosion of the influence of virtual society formed in the cyberspace on the public sphere. The area which is the first to have surely felt the impact of these changes is morality. It is a common and basic desire for the people in a community to live a moral life so that moral judgments form an important force promoting the social development. Moral criticism is usually the prelude to other criticisms and at the same time becomes the driving force for the pursuit of a purified moral life. However,if the moral judgment goes to the extreme of pan-moralization,many issues outside the sphere of morality will be moralized and the abuse of morality will be inevitable. Therefore,the key to the construction of morality in the new era is to first define the boundaries of morality,i.e. to make an explicit definition of the sphere for people's moral practice. To achieve this purpose,it is necessary to stick to the scientific Marxist concept of moral criticism, make moral criticism scientific and based on the facts,enable the moral criticism to fully play its guiding role, and seek the establishment of the common interest mechanism in a society characterized by different interests and pursuits so as to lay a solid foundation for the reestablishment of moral order.

Abstract:The rapid expansion of the Internet in China has seen a concomitant rise in government regulation. While most existing studies have approached this issue from a technical or institutional perspective, few have examined how China’s official media discourses work to legitimize its Internet governance. Based on a content and discourse analysis of 301 articles published by China Communist Party’s central mouthpiece, People’s Daily (2000–2014), this study explores how Internet governance is discursively constituted and practiced in China. The findings suggest that China’s state-run media consistently justifies Internet governance on the basis of moral goodness, personal security, and social stability. Over the years, official media discourse has changed from viewing the Internet as a technological space with potential moral and security concerns to treating it as a destabilizing field of contentions. The findings also demonstrate the ways in which China’s Internet governance framework is evolving in step with the pace of technological change.

Abstract:As the Internet struggles to cope with scalability, mobility, and security issues, new network architectures are being proposed to better accommodate the needs of modern systems and applications. In particular, Content-Oriented Networking (CON) has emerged as a promising next-generation Internet architecture: it sets to decouple content from hosts, at the network layer, by naming data rather than hosts. CON comes with a potential for a wide range of benefits, including reduced congestion and improved delivery speed by means of content caching, simpler configuration of network devices, and security at the data level. However, it remains an interesting open question whether or not, and to what extent, this emerging networking paradigm bears new privacy challenges. In this paper, we provide a systematic privacy analysis of CON and the common building blocks among its various architectural instances in order to highlight emerging privacy threats, and analyze a few potential countermeasures. Finally, we present a comparison between CON and today's Internet in the context of a few privacy concepts, such as, anonymity, censoring, traceability, and confidentiality.

Abstract:The new technological revolution represented by artificial intelligence technology has greatly changed the face of the world and brought great convenience to human life and work. But at the same time, the widespread use of artificial intelligence technology in various fields has also brought a series of problems and caused many ethical dilemmas. Through typology analysis and case analysis, this article combs the ethical dilemmas caused by artificial intelligence in a variety of typical scenarios from the perspectives of human alienation, privacy issues, injustice, and responsibility attribution, and then proposes countermeasures. It is believed that the ethical construction of artificial intelligence should be emphasized. Abstract:Abstract with the arrival of information age, network has become an essential part of people's life, no longer exists as a tool. In order to make the network more secure and reliable to play its value, understanding the main threat and its countermeasures of the current computer network is very necessary. Abstract:Under the network environment, mental health and safety work on college is related to national security and campus security. Moreover, it affects the healthy development of college students. In the era of ever-changing mobile Internet, colleges and universities must take practical countermeasures against the problems in mental health and safety education on college and improve the relevance and effectiveness of college students' network safety education. This paper first finds the problems of college students' mental health and safety through questionnaire survey and analyzes the current situation of college students' mental health and safety under the current networked environment. In response to the problems found, we propose complete and systematic educational countermeasures. At the same time, we need to firmly establish the strategic awareness of network security education and strengthen the construction of network security education in colleges and universities.
