Abstract:This paper provides insights on the sustainability of economic development from a historical and political economy perspective. We demonstrate that China's rural financial policy in the 1980s was quite liberal in employing market mechanisms, supporting entrepreneurship, and encouraging competition. These policies were abandoned in the early 1990s and replaced by ubiquitous government interferences that shifted resource and policy priorities to benefit political incumbents. A large panel of survey data confirms that rural household access to finance decreased dramatically in the 1990s and that the statistical significance of economic entrepreneurial factors in determining credit allocation also fell. Further empirical analyses show that market economic conditions are not sufficient to explain these changes and the evidence is consistent with a political entrenchment motive during the political regime after the turmoil in the year 1989. Given the connection between entrenchment and underdevelopment, our findings raise the concern that China's political institutions' insufficient limits on the government could be a challenge for China to sustain its economic success.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

Abstract:China's rural society had the new changes after the farming land reform. Class assimilation and class differentiation trends co-existed, newly shaped middle peasants and new rich peasants emerged as an important force. A spontaneous capitalist tendency, marked by land transactions, employment of workers, tenancy and money borrowing as well as a set of values which highly honor wealth reappeared. Meanwhile, the grassroots political elite began to resist the will of the state and revealed a centrifugal tendency of de-politicization. During the shift from land reform to collectivization, there were three correlated transformative mechanisms, namely the theory of stages, the theory of conditions, and the theory of substitution. These changes in rurual society after the land reform provided a driving force and validity for this shift.

Abstract:Since China's reform and openingup , the urbanization of China has gradually gathered pace.This rapid urban process has been driven by the global capital flows , the de-fixitization of urban fixed assets , and the urbanization of rural land.While tremendous socio-economic achievements have been made , under a capitalist logic , problems have also arisen for future development in the process of urban space production.To overcome the paradoxical capitalist logic , it is necessary for the state to use its regulatory power to strike a balance between the efficiency of capital accumulation and social justice , so that the surplus value reaped from the production of urban space could be redirected towards people's material and spiritual needs.To regulate domestic and global capital flows , balance the intertwining urbanizing processes of land and population , and integrate urban and rural development , it is suggested that on the basis of public land ownership , a new urban-rural pattern should be instituted through the demarcation ofurban-rural land-use boundary and the integration of development land supply.On one hand , such measures will help avoid controversies in land requisition and rationalize the growth of urban space;on the other hand , by granting users'right to rural development land , they may also generate a strong endogenous momentum for building a new countryside.
How Does Urban-Rural Capital Flow Affect Rural Reconstruction near Metropolitan Areas? Evidence from Shanghai, China

Abstract:Capital outflow during industrialization and urbanization is a primary reason for global rural recession, and China is no exception. Since China focuses on the integrated development of urban and rural areas, urban-rural capital flow affects the transformation and sustainable development of rural areas. However, few studies have focused on this issue. Based on long-term field observations of Wufang Village in Shanghai, we established an analytical framework to describe how urban-rural capital flow promotes rural reconstruction. The research results show that the influx of urban industrial and commercial capital results in market-oriented organization and reconstruction focusing on land, industry, and capital: (1) Land-use optimization changes the land ownership and spatial structure of rural areas and improves the spatial value of rural areas. (2) Industrial development is focused on diverse development and the integration of primary, secondary, and tertiary industries in rural areas. (3) Capital investment is performed by a consortium of state-owned enterprises, private enterprises, and rural collective enterprises—which jointly invest, obtain revenue, and share profits—while considering the balance between attracting capital to rural areas and achieving independent development. The experience of Wufang Village has implications for the rural transformation policies of other large cities in China and other countries in Asia and Africa during urbanization.

Abstract:The rural collective land system plays an important role in urbanization; however, it hinders the capitalization of rural homesteads. Despite the significance of this system, the existing literature mainly focused on debates on privatization and nationalization of rural homesteads. However, only a few studies have proposed feasible plans for capitalizing fixed assets. To fill this research gap, this study discusses the conflict between market demand and legal limitation of the marketization of rural homesteads. The weaknesses and strengths of radical nationalization and privatization are also comprehensively evaluated. The concept of market-driven nationalization is proposed to overcome the weakness of radical nationalization and privatization while maintaining their strengths as much as possible. Finally, an assessment of the proposed market-driven nationalization is conducted based on an institutional analysis and development (IAD) framework. The key contribution of this study is its investigation into whether radically changing the rural collective land system is appropriate in contemporary China. In addition, this study proposes a potentially feasible path for advancing the capitalization of rural homesteads.

Abstract:Chapter 1 introduces the ICT-dominant export-processing economy from the perspective of western fringe areas and outlines its historical trajectory, spatial features, and new territorial units in western China. After explaining why western China missed the growth opportunity bestowed by the opening-up policy from the outset, the chapter examines the post-2008 measures of westward industrial relocation, with Intel Sichuan and Foxconn Chongqing as two case studies, focusing on the dynamics between state policy and transnational capital. It argues that this new trend of spatial rebalancing is likely to disperse and even deepen the structural crisis emanating from cross-border production that sustains today’s labor exploitation and electronic consumerism at once.
Making Modernity In China: Employment And Entrepreneurship Among The New Generation Of Peasant Workers

Abstract:China is experiencing urbanization and modernization at the largest scale in human history. An army of over 280 million "peasant workers" are an integral part of this great transformation to modernity. Drawing on different data sources, including national representative random samples and the authors' first-hand survey data, we provide systematic comparisons between the older and the younger generation of peasant workers and between young peasant entrepreneurs in cities and young returnee entrepreneurs. We found that, compared with the older generation, the younger generation of peasant workers is better educated, holds more stable jobs, has a higher income, lives a happier life and is more optimistic about the future. Our analysis of the two types of peasant entrepreneurs shows that they are the elites among peasant workers, running successful business and making handsome profits. We also note that discrimination and institutional obstacles, especially the hukou system, remain to be overcome in the peasant workers' transition to modernity.

Abstract:In this essay, our goal is to assess the state of China's rural economy and examine whether rural China is capable of participating in the sequence of economic events that will lead to modernization. We examine how agricultural productivity has changed, the nature of the shift of labor moving from rural to urban areas, how commodity markets have evolved, and how the rural industrial sector is adjusting the recent reforms. According to our own work and that of others, we show how the rural economy is beginning to be fundamentally transformed and is contributing to China's modernization.

Abstract:Two decades of economic reform have changed the economic landscape of China. During the 1980s and 1990s, per capita grain output reached a level similar to that in developed countries (FAO 2002). Agricultural productivity has risen steadily for two decades (Jin et al. 2002). Many farmers have shifted into higher valued agricultural enterprises, making decisions increasingly on market-oriented principles (Huang et al. 2006). Off the farm, more than 40 percent of rural residents have employment; about 100 million of them – most of them young and eager to make new lives in the city – have left home and moved to urban areas for employment (de Brauw et al. 2002). Rural incomes have risen significantly and hundreds of millions of people have escaped poverty during this time (World Bank 2001). Indeed, economists looking at China from a comparative perspective praise China’s reforms as the “biggest antipoverty program the world has ever seen” (McMillan 1997: 210) and have claimed that the reform policies have led to “the greatest increase in economic well-being within a 15-year period in all of history” (Newsweek 2005).

Abstract:<p>Drawing on original interview data from the Taobao village phenomenon in Zhejiang province, China, we examine the multifaceted nature of rural transformation wreaked by e-commerce disintermediation. We explore livelihood diversification, the de-linking of livelihoods from land, the de-localisation of livelihoods, cultural and social changes and the institutionalization of e-commerce as themes synthesized from the extant literature. We suggest the gradual sense of the material transformation of rural communities found in literature pertaining to the global south can be injected with a greater sense of the speed and immaterial nature of rural transformation and emergent hybridity emphasized in literature pertaining to the global north. In our conclusions we note how this reading of the literature and our findings lead on to important questions regarding the precise geography of the effects of e-commerce on large, complex urban systems.</p>

Elite Cleavage and the Rise of Capitalism under Authoritarianism: A Tale of Two Provinces in China

Abstract:A great challenge for capitalist development under authoritarian regimes is to effectively constrain predatory behavior. Beyond existing frameworks of the dictator’s time horizon and institutionalized power sharing, we introduce an alternative perspective - elite cleavage. We argue that the systematic vulnerability of marginalized local cadres motivated them to ally with grassroots constituents and protect local economic interests in order to increase the odds of political survival. Difference-in-differences analysis of counties in two Chinese provinces shows that the upheaval of the Cultural Revolution created a moment of political decentralization which enabled marginalized local elites to protect local entrepreneurs against national-level radical policies, resulting in much more vibrant private economic activities in some regions. Further empirical evidence shows that elite cleavages formed in the 1940s had a long-lasting impact on economic performance in the reform era.

Abstract:With the implementation and development of the rural revitalization strategy, most rural areas in China have achieved significant progress. This paper takes Shi Zhu Mountain Village in Wufeng County, Yichang City, Hubei Province in China, as an example to explore how e-commerce can help rural agricultural development and the positive impact of e-commerce assisting agriculture. By analyzing the practice of e-commerce assisting agriculture in Shi Zhu Mountain Village, this paper aims to provide references for other rural areas to promote rural revitalization.
