Abstract:In the security market,the quality of accounting information plays an important role in resource distribution and market operation,and it is determined by auditor quality in a large extent.Generally,it is viewed as a beginning point of research on auditor quality that those investigations focus on driving factors on demand and supply aspects of auditor quality.Considering that current research about it is at the initial stage in China,this paper reviews and summarizes synthetically related foreign researches during the late 20 years.On the basis of review,we put forward some advices to the domestic future research.

Abstract:According to relevant estimation,the recoverable reserve of shale gas in China is up to 20 to 30 trillion m3.Although shale gas reserves evaluation is still in the early stage,it quite sure that China is one of the countries who are rich in shale gas resources.If developed subject to current gas annual production,it can be developed for more than 200 years.At present,many companies home and aboard focus on shale gas and compete it in China,and it is expected that shale gas will be the substitution of conventional energy resource in China.Thus the exploration and development of shale gas will bring great effect not only on China but also on the world.However,due to the tightness of shale gas reservoir and its permeability is as low as 10-9 Darcy scale,if especial stimulation treatments are not taken,it would be very difficult to achieve the goals of commercial development.For the moment,America is the only country in the world that is successful in commercial development of shale gas and its technology and commercial operating mode has been very mature too.CNOOC has invested more than 1 billion US dollar to buy 33.3 % interest of Eagle Ford,where its reserves reach about 600 billion m3,and where its development prospect is valuable.In order to get a comprehensive acknowledgement on the development technology,the author,as a leader,accompanied by a professional team has had a tour observation to Eagle Ford in America and has got a further understanding on key technologies in horizontal drilling and multi-stages fracturing etc.Meanwhile the author also has analyzed the relevant supporting policy framed by USA government,which will be important and valuable for shale gas exploration and development in China.

Abstract:Abstract In the era of big data, data is undergoing rapid expansion, determining future corporate development. Although many enterprises may not realize the hidden dangers of the explosive data growth, people will become increasingly aware of the importance of data to enterprises. Faced with excessive data, how to disclose accounting information is an issue worth studying. Survival and development of energy industry as a key emerging industry in the country are inextricably linked with natural resources and ecological environment. Appearance of environmental accounting can greatly alleviate a series of environmental problems caused by the development of energy industry. Disclosure of environmental accounting information is a must task to prevent and manage complex environmental problems in society. However, there are still many loopholes in the development of environmental accounting information disclosure in China: the government lacks targeted standards and regulations; companies face no mandatory system requirements for environmental information disclosure, lack the initiative to disclose relevant information, and the disclosure form and content also lack standardization. With the listed energy companies in Guangdong Province as the research objects, this paper selects 19 listed companies from CNINFO that meet the conditions of listing on the Shenzhen Stock Exchange or the Shanghai Stock Exchange with A-share stocks. The four-year data of 2015-2018 is taken as a sample size to analyze the status of environmental accounting information disclosure, the content and method of disclosure, and the quality of disclosure. SPSS is taken to perform descriptive analysis, multiple linear regression analysis and other empirical analysis on the data, and the analysis results are summarized. It can be seen from empirical analysis that the four factors including the proportion of tradable shares, the proportion of independent directors, ISO environmental certification and government environmental protection subsidies, have the most significant impact on the quality of environmental accounting information disclosure of listed energy companies in Guangdong. Where, government environmental protection subsidies have the greatest impact on enterprises’ environmental accounting information disclosure. Finally, referring to the experience of environmental accounting information disclosure in other countries, this paper believes that China should improve relevant regulations and standards for environmental accounting information disclosure, while strengthening internal and external supervision of enterprises to promote the development of environmental accounting, thereby contributing to the goal of socialism with Chinese characteristics: development of circular economy, development of resource economizing type, environment-friendly low-carbon economy and society.

Abstract:International oil and gas companies listed in New York must publish the information of oil and gas reserves under the SEC(United States Securities and Exchange Commission)standards every year. For greatly improving the SEC reserve, the SEC reserve value and the SEC reserve substitution rate, in this article not only the SEC reserve equations have been determined but also the SEC reserve value models have been established. The SEC reserve value models have been verified as correct. Based on these models, the multivariate function calculus method, the multivariate function limit method and the function recurrence method have been adopted to research parameter sensitivity differences rules, parameter adjustment directions, parameter adjustment degrees and SEC reserve parameter linkage adjustment rules. The research is significant, because there are great differences between SEC standards and China's in reserve management mode, reserve estimation method system and financial management system. It is just these differences that cause the frequent adjustment of SEC reserve parameters during the process of SEC reserve submissions each year. As a result, this article reaches some conclusions. Above all, the article has clarified the parameter quantitative conditions that lead to the sensitivity between the SEC reserve and the initial production to begin stronger and weaker than the sensitivity between the SEC reserve and the price in production exponential, hyperbolic and harmonic decline types. Furthermore, the article has clarified the parameter quantitative conditions that lead to the sensitivity between the SEC reserve value and the initial production to begin stronger and weaker than the sensitivity between the SEC reserve value and the price in common production exponential decline types. Moreover, the article has clarified reserve parameter linkage adjustment rules and found the most significant parameter whose least adjustment will cause the largest reserve increase. In addition, the function calculus method adopted to disclose reserve parameter sensitivity rules will expand the parameter sensitivity analysis method that took the previous statistical mapping method as the main analysis method.

Abstract:Through reviewing the development history of tight oil and gas in China, summarizing theoretical understandings in exploration and development, and comparing the geological conditions and development technologies objectively in China and the United States, we clarified the progress and stage of tight oil and gas exploration and development in China, and envisaged the future development orientation of theory and technology, process methods and development policy. In nearly a decade, relying on the exploration and development practice, science and technology research and management innovation, huge breakthroughs have been made. The laws of formation, distribution and accumulation of tight oil and gas have been researched, the development theories such as “multi-stage pressure drop” and “man-made reservoirs” have been established, and several technology series have been innovated and integrated. These technology series include enrichment regions selection, well pattern deployment, single well production and recovery factor enhancement, and low cost development. As a result, both of reserves and production of tight oil and gas increase rapidly. However, limited by the sedimentary environment and tectonic background, compared with North America, China's tight oil and gas reservoirs are worse in continuity, more difficult to develop and poorer in economic efficiency. Moreover, there are still some gaps in reservoir identification accuracy and stimulating technology between China and North America. In the future, Chinese oil and gas companies should further improve the resource evaluation method, tackle key technologies such as high-precision 3D seismic interpretation, man-made reservoir, and intelligent engineering, innovate theories and technologies to enhance single well production and recovery rate, and actively endeavor to get the finance and tax subsidy on tight oil and gas.

However, affected by factors such as the economic environment, political environment, social culture, law, and tax system, there are still some differences between China’s accounting standards and international accounting standards, which will have a certain impact on the realization of the integration of accounting standards. Therefore, this paper analyzes the environmental factors of accounting differences between China and foreign countries, as well as explores specific measures to reduce the accounting differences between China and foreign countries, aiming to provide some useful references and promote the internationalization of China’s accounting standards.

Abstract:In North American,a lot of work had been done on shale gas formation,storage,enrichment,evaluation and core area prediction for gas shale strata with relative simple structure deformations,middle-high maturities(Ro<3.0%)and shallower burial depths(<4 000 m),great achievements have been made,and industrialscale shale gas exploitation have been carried out.The lower Paleozoic strata in China south area are characterized by excessively high thermal maturities(Ro=2.5%-4.0%),strong structure reforming,and great variations of their current burial depths.For the shale gas evaluation of this set of strata,there is lack of available theories and methods.In order to elude exploration risk and obtain benefit,the fundamental researches pointing to these characters should be conducted based on achievements made by North American,mainly including techniques of in situ measurements of gas content in shales and quantitative assessment system of OGIP(original gas in place),evaluation of shale gas potentials of the demonstrated areas or blocks,and determination of the main factors controlling shale gas resources.The purpose of these studies is to provide theoretical guides and technical methods for the high efficient exploitation of shale gas in the Lower Paleozoic strata of China South area.

Abstract:Subject. This article analyzes the reasons why China chooses convergence with international accounting standards, as well as the problems arising in the transition to the internationalization of the Chinese accounting standards, and the prospects for further development of the Chinese accounting. Objectives. The article aims to analyze the reasons for the internationalization of the Chinese accounting standards and offer recommendations on the problems that can be encountered in this process. Methods. For the study, I used analysis, synthesis, and other general scientific methods. Conclusions. In the process of convergence of the Chinese accounting standards with the international ones, experts proceed from national conditions, learning new things, acquiring advanced knowledge. The convergence of China's accounting standards with international practice is currently undergoing continuous improvement and development. In order to stimulate exchanges, raise capital and reduce communication costs, China must keep pace with the development of the world situation and establish solid market economic and corresponding accounting systems.

Abstract:A number of government agencies in China help set accounting laws and regulations. These agencies include the National People’s Congress, the State Council, the Ministry of Finance (MOF) and the China Securities Regulatory Commission (CSRC). The China Accounting Standards (CAS) is a formal legal regulation and a mandatory standard set, which has been highly convergent with International Financial Reporting Standards (IFRS). In this chapter, we will discuss the development of CAS, current situation of CAS, the Basic Standard and main differences between current CAS and IFRS and the future of CAS. To keep continuous convergence of IFRS and keep the stability of CAS at the same time, the MOF substantially revised some specific standards of CAS 2007 by issuing serial Accounting Standard Interpretation.

Abstract:Beginning on January 1, 2007, all Chinese-listed companies were forced to implement the new set of accounting standards released by the Ministry of Finance in 2006. Using the first-quarter data for 2007 and then conducting robust tests with annual data, the authors found empirical support for their conclusions regarding the implementation and effects of accounting standards. Based on new institutional economics theory, they concluded that when the same accounting standards were implemented throughout China, the consequences were significantly different in various regions depending on the regional level of economic development and growth rate. The study's most important contribution is its enhancement of the understanding of International Financial Reporting Standards (IFRS) implementation around the world.

Abstract:Low carbon sustainable development is a popular issue in contemporary economic development, after the Kyoto agreement was signed, various countries around the world invested in the establishment of a carbon trading market and the system of carbon information disclosure system. For the research on carbon information disclosure, the current researchers focus more on accounting issues such as how to recognize and measure, however, there is a lack of uniform regulations on how to disclose carbon information for multinational enterprises. Therefore, this article takes Shell as an example to investigate the differences in carbon information disclosure standards between China and the UK by analyzing the differences between its carbon information disclosure in the UK and China. It is discovered that China is in the initial stage of establishing both the carbon market and carbon information disclosure, while the UK, as a developed country, has formed a relatively perfect carbon information disclosure system, in addition to the different attitudes of Chinese and foreign media. In order to establish a comprehensive carbon information disclosure standard in China, government policies, media support and corporate actions are needed to eliminate the inequality of carbon information disclosure among multinational companies.
A Comparison between Shale Gas in China and Unconventional Fuel Development in the United States: Water, Environmental Protection, and Sustainable Development

Abstract:China is believed to have the world's largest exploitable reserves of shale gas, although several legal, regulatory, environmental, and investment-related issues will likely restrain its exploitation. China's capacity to face these hurdles successfully and produce commercial shale gas will have a crucial impact on the regional gas market and on China’s energy mix, as Beijing strives to decrease reliance on imported oil and coal, and, at the same time, tries to meet growing energy demand and maintain a certain level of resource autonomy. The development of the unconventional natural gas extractive industry will also provide China with further negotiating power to obtain more advantageously priced gas. This article, which adopts a comparative perspective, underlines the trends taken from unconventional fuel development in the United States, emphasizing their potential application to China in light of recently signed production-sharing agreements between qualified foreign investors and China. The wide range of regulatory and enforcement problems in this matter are increased by an extremely limited liberalization of gas prices, lack of technological development, and barriers to market access curbing access to resource extraction for private investors. This article analyzes the legal tools that can play a role in shale gas development while assessing the new legal and fiscal policies that should be crafted or reinforced. It also examines the institutional settings’ fragmentation and conflicts, highlighting how processes and outcomes are indeed path dependent. Moreover, the possibilities of cooperation and coordination (including through U.S.-China common initiatives), and the role of transparency and disclosure of environmental data are assessed. These issues are exacerbated by concerns related to the risk of water pollution deriving from mismanaged drilling and fracturing, absence of adequate predictive evaluation regulatory instruments and industry standards: this entails consequences for social stability and environmental degradation which are inconsistent with the purposes of sustainable development.

Abstract:Purpose This paper aims to reflect on the special issue that has collected studies by the research community in China pertinent to the country’s recent developments in sustainability accounting, management and policy, as well as to suggest possible future avenues of studies. Design/methodology/approach This paper articulates the current status of researching sustainability accounting, management and policy in China that is instigated by the country’s regulatory initiatives under its political economy. It highlights the papers accepted for the special issue, their areas of focus and the underlying characteristics. Findings It points out that the accepted research papers concentrate on issues related to corporate social responsibility disclosures, sustainability reporting and environmental management in China from the perspectives of the domestic stakeholders. Research limitations/implications Future studies are likely to be increasingly interdisciplinary in nature and requires academia, policymakers and practitioners to make better collaborative efforts in researching about China’s sustainability and the efficacy of their engagement with stakeholders. Practical implications Studies on alignment between China’s further developments and UN’s sustainable development goals (SDGs) are particularly considered desirable as the country continues its globalization initiatives. Education about sustainability accounting for the working professionals and their next generation is much needed for China in support of developing a more sustainable economy aligned with UN's SDGs. Social implications Scholars in China actively developing their research interests in this field reflect critical thinking about the country’s pursuit of sustainable development within a social-political economy that is dissimilar to the West. In the meantime, the country continues to develop into a significant stakeholder of the world’s sustainability implying expectation of transparency in sustainability performance. Originality/value With reference to the review exercise conducted for the special issue, it suggests that there are surging interests in researching accountability for sustainability across the local and international communities to facilitate much needed knowledge exchange. The country and indigenous culture of China, as well as its institutions in relation to sustainability, would require much further exploration in our world under globalization.

Abstract:Crude oil extraction in China has been climbing,so does the economic and ecological cost alongside.Constructing the balance sheet of domestic oil resource is crucial to reveal the real state of China's oil resource,estimate the integrated economicresource-environmental cost of oil exploiting,as well as to evaluate the rationality of oil extracting strategy.This paper first discusses how to construct a balance sheet and its framework,building up an ‘ Ecological Liability’ account consisting of ‘ ecological service’,‘ environmental pollution’ and ‘ resources consumption’.Then we collect and analyze data on the monetary cost of major pollutants and estimate the value of diverse ecosystem services,forming a corresponding database of valuation factors.Finally,we construct China's first oil resource balance sheet based on the data of year 2012.Results show that,①at the end of 2012,total assets of China's oil resource amounts to 1.47 × 1013 yuan,liabilities 9.03 × 1011 yuan,and owner's equities 1.38 × 1013 yuan.②The assets of oil resource account for 14.43％ of total government assets,and 31.12％ of the government's resources assets.③The asset-liability ratio of the oil industry in China is 6.15％ and the liability-equity ratio is 6.56％.④The reduction of ecosystem services accounts for most of the liabilities-up to a shocking 98.16％.In general,the current state of China's oil extraction can be concluded as "high property,high debt,intense ecological pressure,and fragile sustainability".The balance sheet has revealed the unneglectable ecological cost of oil exploiting in China,and the marginal cost would still be mounting as oil extraction runs extensive.Thus,the government's decision concerning oil exploiting should be based on a comprehensive economic and ecological cost,rather than the traditional economic cost.Furthermore,we propose that the asset-liability ratio and liability-equity ratio based on the resource balance sheet should be taken into consideration when evaluating government performance,which is a practical way to ensure the guidance of oil resource balance sheet on ecological protection.

Abstract:The development of shale gas in the United States has made a breakthrough, profoundly changed the pattern of oil and gas supply. It created the “shale gas revolution” on a global scale. Based on the practice of shale gas development in China and abroad, this paper aims to: (1) Summarize 5 basic characteristics, which are shale gas resource distribution, reservoir space, sweet spot area (section), hydrocarbon type and development mode. (2) Divide China shale development into three stages: scientific exploration, technological breakthrough and mature development. (3) Identify 4 challenges in the future development of China shale gas industry. Considering the global shale gas resources, consumer demand and other factors, it global shale gas production is expected to reach 1.1 × 1012m3 by 2040.
Financial Reporting and Disclosure Practices in China *

Abstract:We provide survey-based evidence on financial reporting and disclosure practices in China. We use the survey items used in prior studies based on U.S. CFOs (Graham et al., 2005; Dichev et al., 2013) as a benchmark to compare our results. We find some similarities between the U.S. and Chinese firms, but highlight some major differences in the perceptions on financial reporting and disclosure at Chinese firms. For example, Chinese firms do not consider analyst consensus forecasts as important earnings benchmarks, do not believe that voluntary disclosures reduce the cost of capital, and do not exhibit incentives to disclose bad news faster than good news. We provide additional evidence from follow-up questionnaires and on-site interviews that corroborate our main findings and explore the potential explanations.
