Evaluation on Land Carrying Capacity of Urban Development Integrated with Ecological Issues

Abstract:Evaluation on land carrying capacity in the past years was always conducted based on the consideration of the plowland,food and population issues.However,this framework has been unable to deal with the relationship between the modern urban development and the regional land use within the Chinese context.To achieve the sustainable land use,it is argued that land carrying capacity should be integrated into the strategic environmental assessment process with the aim to promote the integration of the ecological/environmental issues and the decision-making process.Consequently,the authors made a systematic review on the characteristics and shortcomings of the current evaluation methods on land carrying capacity in the existing strategic environmental assessment practice in China.Following the discussion on the evolvement from population-capacity centered to industry-development oriented method,a new evaluation framework was demonstrated integrated with ecological issues.Finally,the framework on land carrying capacity of urban development integrated with ecological issues was furthermore discussed based on a case study of strategic environmental assessment(SEA) on Tianjin Binhai New Area development.
