Abstract:The modern university system and modern higher education governance necessitate new development patterns, comprehensive institutional reforms, capacity and intension building and governance effectiveness. The intension of higher education governance includes the establishment of a common-governance structure and of a culture of community by promoting harmony. Such a pattern is expressed by (1) the shift from governance control to governmental supervision;(2) the shift form external command to selective self-discipline;(3) the shift from academic autonomy to governance autonomy, and (4) the shift from“hard administration”to“soft governance”. The government is required to improve the governance capacity, to provide physical conditions and services and to hand over university to educators;the shift from executive documents dependence to the rule of law should be realized;management philosophy and patterns should be improved, including the introduction of the contractual objective management pattern;the rule of law and the university’s autonomy should be balanced within university;and the governance by the community of professors and other shareholders should be promoted. In terms of the authorization for the university’s constitutionconstruction, the differentiation principle should be adopted in order to realize“customized governance for each university”.

Abstract:Since the world entered the era of network information, the influence of the Internet has been expanding day by day, and today's college students are deeply affected by the network environment, which has also brought unprecedented challenges to the moral education work of colleges and universities. The rule of law education for college students is a key point for the comprehensive implementation of the strategy of governing the country by law. How to enhance the effectiveness and recognition of the rule of law education for college students has become an important task of higher education. Therefore, strengthening the legal education of college students is not only an inevitable choice to fully implement the rule of law but also a realistic requirement to improve the level of higher education and realize the all-round development of college students. College students' mental health education is an important part of the talent training system of colleges and universities, and in-depth exploration of the ideological and political laws of college students' mental health education courses is an inevitable requirement for implementing the fundamental task of Lide Shuren. Abstract:The construction and development of legal education in colleges and universities are an important driving force for the construction of a society ruled by law. Looking at the history of the development of legal education in colleges and universities, it can be said that every major change in it has an important relationship with the changes in the social background. Under the background of the rapid development of wireless communication and artificial intelligence technology at this stage, legal education in colleges and universities has also ushered in a new opportunity for upgrading. The purpose of this paper is at studying the realization path of legal education reform in colleges and universities based on the background of the new era. To consolidate the achievements in this field through active reform and to solve the main problems by constructing an optimized teaching system, in the selection of the survey method, the research uses the questionnaire survey method as the main source of data. According to the questionnaire, 60% of the students indicated that they would take the initiative to study and continue to try new assessment methods to adapt to the autonomous learning of the law. Teachers should try their best to let students fully experience law teaching under wireless communication and AI in their usual teaching.
