Abstract:Increasing severe water deficiency has led to an urgent need for better water resource management, especially in China. Electric power systems have been recognized as large water consumers; therefore, comprehensive analysis of their water use is needed. This study aims to analyze the flux and direction of virtual water and virtual scarce water within power system based on transmission-consumption water intensity (TCWI). A case study is then conducted to investigate China's electric power system. The results show that including the water stress index (WSI) and virtual scarce flow concept largely influences the analysis of interregional virtual water flows. Regardless the WSIs, there are four regions exporting virtual water (northeast, north, northwest and central) and two regions exporting virtual scarce water (east and south). While considering the virtual scarce water, the central region becomes a big exporter with 144.12 GL of virtual scarce water outflow. In addition, the virtual water and virtual scarce water flux among these six regions reaches 726 GL and 163 GL, respectively. The electric transmission system transfers virtual scarce water from inland areas to coastal areas, which is roughly the opposite of the distribution of China's water resources. The virtual water analysis incorporating the water scarcity not only largely increases the effectiveness of the results, but also provides more valuable and accurate information for water-efficient management and planning in electric power system. Abstract:A water crisis has prompted the Chinese government to develop an ambitious water conservancy plan. However, the plan may not achieve water sustainability and may cause unintended environmental and socioeconomic consequences, unless it accounts for complex human-nature interactions ( 1 ). Water shortages, for example, force people to find alternatives, such as treatment facilities, whose land and energy requirements aggravate food and energy production, which need large amounts of water. Other nations face similar challenges and share real water from China along international rivers and/or virtual water through trade. Water problems are particularly challenging in China, which has the largest population, fastest-growing economy, rising water demand, relatively scarce water, dated infrastructure, and inadequate governance. We highlight China's water crisis and plan, and then offer recommendations.

Abstract:Significant energy resources are needed for traditional and nontraditional water utilization in China. Yet the interlinkages between water and energy have not received adequate attention in the country. To address this gap, this article disaggregates and quantifies the magnitude and direction of energy and water flows in China at the national level through Sankey diagrams. Spatial distributions of energy use by different components of the water supply were further mapped at the provincial level to discern regional differences. The results of this study show that the total energy consumption by water abstraction, treatment and distribution, as well as waste treatment and reuse, amounts to 193.5 TWh of electricity, or about 4% of the total national electricity usage. The outcome of this study offers important policy implications for integrated water and energy planning and management and will contribute to achieving the goal of low-energy water utilization in the future.

Abstract:Water is needed to generate energy. Energy is required to deliver, clean, and evaporate water. There are extensive linkages between water and energy. Meanwhile, both resources may limit the other, especially in the context of urbanization and industrialization as well as climate change. Due to the large population and fast-growing economy, China is one of the most water and energy shortage countries in the world. Relations between water and energy are particularly strained. Unfortunately, up to now, little attention has been paid to the tension relation between water and energy in China. Studying water and energy nexus can provide more information than investigating them separately because of their concomitant relationship. In this paper, we reviewed the recent situations on these issues in China, mainly focused on the following topics: 1) energy consumption in water industry; 2) water consumption and energy nexus in energy industry and urban; 3) water and energy nexus in agriculture; and 4) Energy consumption by evapotranspiration and its cooling effect on reducing urban temperature. Extensive data are analyzed and reported in this study, which will be useful for policy making by taking account of climate change, urbanization, and population growth.

Abstract:The new perspectives of the water–energy nexus, water-for-energy and energy-for-water, emphasize the current and future need to find ways to produce as much energy with as low an amount of water as possible and to obtain as much water with as little energy as possible. In order to promote and implement the concept of sustainable development, the understanding of the dynamic and complex relationship between water and energy is crucial, especially in the context of energy transition. This paper presents a comprehensive analysis of the recent approaches regarding water and energy and the interlink during implementation, operation and servicing of various water and energy production systems. This endeavor is placed in the context of current energy transition from fossil fuels to renewable energy sources. A qualitative and quantitative analysis is performed with various literature solutions from water-for-energy and energy-for-water perspectives for a broader view of the impact of implementing novel technologies in terms of resource use. Technological and managerial innovations are discussed and placed in a transdisciplinary context with a focus on establishing key approaches for achieving sustainable development goals.

Abstract:The water-energy nexus describes the connection between water and energy. Here we focus on energy for water supply to urban areas of China. Electricity use is one of the main costs for water companies and tends to be the main source of greenhouse gas emissions during water supply. In a country where reducing energy use and emissions is now an important part of the national agenda, managing energy use will become a major focus for the water industry. This chapter provides an overview of energy use at each stage of water supply in China: sourcing and transfer, water treatment, central distribution, and distribution within high-rise buildings. We then focus specifically on water distribution, which is a major energy user, and use statistical data from four cities in China and Japan to draw conclusions on how city layout affects the energy needed to supply water.

Abstract:Water is essential for life. In spite of the entire engineering infrastructure devoted to the treatment, regulation and beneficial uses of water, occasionally sufficient quantities and qualities of water become scarce. When this happens, just how do we decide how much less water to allocate to all of us and the activities we engage in to sustain and enhance our quality of life? This paper addresses some of the complexities of answering such a question, especially as society increasingly recognizes the need to provide flow regimes that will maintain healthy aquatic and floodplain ecosystems that also impact the economic, physical and even the spiritual quality of our lives. For we depend on these ecosystems to sustain our wellbeing. We are indeed a part of our ecosystems. We depend upon on aquatic ecosystems to moderate river flow qualities and quantities, reduce the extremes of floods and droughts, reduce erosion, detoxify and decompose waterborne wastes, generate and preserve flood plain soils and renew their fertility, regulate disease carrying organisms, and to enhance recreational benefits of river systems. This question of deciding just how much water to allocate to each water user and for the maintenance of viable aquatic ecosystems, especially when there is not enough, is a complex, and largely political, issue. This issue is likely to become even more complex and political and contentious in the future as populations grow and as water quantities and their qualities become even more variable and uncertain.

Abstract:The authors in this chapter have made integrated analyses in driving forces, states and human responses in water resource, water environment, water ecosystems and water security in Taihu Lake Basin, East China. The results have shown that landuse, water resource exploitation and environmental impacts from engineering and management activities as key driving forces have caused great degradations of wetland ecosystems in the basin, so the two critical human responses to these negative changes are to use ecological engineering measures other than typical environmental engineering and life-cycle-oriented ecological management other than typical end-of-pipe management so as to maintain sustainable human-water interactions for wetland ecosystem management of the basin.

Given the fact of shortage and uneven distribution of water resource in coastal area from China, efficient water utilization is critical against the background of fast urbanization and growing demand arising from industrialization in coastal area from China. Meanwhile, environmental degradation is aggregating the constraint of water shortage on social economic development, industrial point pollution and non-point pollution arising from agricultural activities and municipal solid waste have emerged as the most challenging issues over water environmental management. Fragmented government management, the lack of interagency coordination, and the lack of public participation in EIA are the fundamental reason for the deterioration of riverine environments and overexploitation of water. The challenging issue facing decision makers now is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the progress of urbanization and the industrial sector. A shift of strategic focus is urgently needed for Chinese Government to integrated water management by integrating water allocation and water quality management.

Abstract:Exploring the intricate relationship and driving mechanisms between water resources and energy systems is crucial for sustainable economic growth. While many empirical studies have examined the interdependence and resource utilization efficiency of hydropower, there remains a paucity of research delving into the complex coupling and coordination among the water-energy-economy systems during societal development. Given China's uneven hydropower resource distribution and autonomous policy-making, this study conceptualizes the water-energy-economy as an interconnected system. Utilizing a parallel two-stage undesirable dynamic DDF model, the research investigates the regional water-energy coupling and assesses the impact of water energy consumption on both the economy and input–output efficiency. The findings indicate a stable comprehensive efficiency within China's water-energy-economic system, with a spatial hierarchy of East > West > Central > Northeast. The first stage reveals a symbiotic yet competitive relationship between the water resources and energy subsystems, with the energy subsystem typically exhibiting higher efficiency. The second stage demonstrates a year-over-year decline in the efficiency of the water-energy-economic system. Spatially, differences in the efficiency correlation characteristics are evident between the two systems. Consequently, this research advocates for enhanced management policies in water-energy coupling, urging the adoption of locally tailored resource allocation strategies. This approach aims to foster synergistic advancements in cross-sectoral water conservation and energy savings, leveraging a symbiotic association pathway. The empirical findings presented here offer valuable insights for policymakers to foster cross-sectoral synergistic cooperation and achieve sustainable economic development in water and energy sectors.

Abstract:Urban areas such as megacities (those with populations greater than 10 million) are hotspots of global water use and thus face intense water management challenges. Urban areas are influenced by local interactions between human and natural systems and interact with distant systems through flows of water, food, energy, people, information, and capital. However, analyses of water sustainability and the management of water flows in urban areas are often fragmented. There is a strong need to apply integrated frameworks to systematically analyze urban water dynamics and factors that influence these dynamics. We apply the framework of telecoupling (socioeconomic and environmental interactions over distances) to analyze urban water issues, using Beijing as a demonstration megacity. Beijing exemplifies the global water sustainability challenge for urban settings. Like many other cities, Beijing has experienced drastic reductions in quantity and quality of both surface water and groundwater over the past several decades; it relies on the import of real and virtual water from sending systems to meet its demand for clean water, and releases polluted water to other systems (spillover systems). The integrative framework we present demonstrates the importance of considering socioeconomic and environmental interactions across telecoupled human and natural systems, which include not only Beijing (the water-receiving system) but also water-sending systems and spillover systems. This framework helps integrate important components of local and distant human-nature interactions and incorporates a wide range of local couplings and telecouplings that affect water dynamics, which in turn generate significant socioeconomic and environmental consequences, including feedback effects. The application of the framework to Beijing reveals many research gaps and management needs. We also provide a foundation to apply the telecoupling framework to better understand and manage water sustainability in other cities around the world.
Globalized energy-water nexus through international trade: The dominant role of non-energy commodities for worldwide energy-related water use

Abstract:<p>The increasing energy demand in future will inevitably escalate pressures on water resources, as energy production needs huge amounts of water inputs. Globalization has resulted in the geographic separation between the source of water inputs for energy production and the sink of its final consumption, making it crucial to factor global supply chain effect into water-energy nexus management. Therefore, this paper investigates water use for energy from source of exploitation to sink of final consumption along global supply chains based on embodiment accounting method. In total, the energy-related water use embodied in international trade is in magnitude about 80% of global total energy-related water use in 2011. It should be noted that non-energy commodities contribute more than four fifths of energy-related water use embodied in international trade and global final consumption. China serves the largest exporter of energy-related water use while EU28 is the biggest receiver. From a perspective of global supply chains, two thirds of USA direct energy-related water use sinks into final consumption from rest of the world, and over a quarter of that embodied in Mainland China's final consumption is from USA, showing the tight relation between them on global supply chains. Findings highlight the urgent need to consider international trade (i.e., energy and non-energy commodity trade) and global supply chain effects for water-energy nexus policy-making to ensure the sustainable water supply for energy development.</p>

Abstract:With rapid industrialization and urbanization, scarce water resources are more and more being transferred from low-value agricultural use to high-value industrial and domestic uses in China. Along with water shortages, inefficiencies are apparent in Chinese agricultural water utilization. The causes of these inefficiencies include attenuated property rights, artificially low water prices, lack of farmer participation in irrigation districts management and fragmented government management. It is concluded, against the background of a transitional economy, that the lack of economic incentives in the allocation of water is the principal reason why shortage and waste coexists in Chinese irrigated agriculture. The challenge now facing decision makers is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the growth of cities and the industrial sector. Owing to failures in both markets and government in water allocation, it is argued that it is necessary to establish a quasi-market for water.

Abstract:China is increasing its use of non-conventional water sources - seawater desalination, surface water transfer and wastewater reuse - to meet demand. Getting and treating water from these sources generally requires more energy than is needed for local freshwater sources. This increases the cost and greenhouse gas emissions associated with water supply. It also leads us to the question: are alternative water sources necessary and, if so, which source should be preferred? Here we argue that reclaiming and reusing wastewater is often the least energy-intensive alternative source for water-scarce areas of China, particularly when energy present in wastewater is recovered during the process.

Abstract:Water is a key element of the global water-energy nexus and a crucial foundation of economic globalization. Water, as an essential resource for humans, carries diverse valuable and scarce resources. Mining these resources from the water will be of significance for material flows of resources, which will substantially accelerate a transition to sustainable and circular economies. Compared with conventional water sources, various unconventional water sources such as seawater, brines, and industrial waste streams are considered economically nonviable, yet still worthy of extraction. Mining water, energy, valuable nutrients, minerals, metals, and chemical products from these sources is valuable and viable. There is a growing need for introducing innovative technologies, processes, models, and systems to effectively extract, reclaim, and reuse resources from diverse types of water sources. There also demands a comprehensive techno-economic analysis, assessment of life-cycle impacts, and benchmarking of these new technologies against their traditional counterparts.

Abstract:A comprehensive understanding of the nexus between urban water and energy is vital for economic development and human survival. Although extensive studies have been conducted on urban water-energy nexus, the nexus is site-specific and governed by many factors. Here, we analyzed water-related energy intensity for residential purpose based on statistical data and family surveys in Shenzhen, which is one of the world's fastest urbanizing megacities facing water and energy scarcity. Then household water and energy use and their main influencing factors were explored. Water-related energy intensity was calculated in kWh/m(3) as follows: source water transfer (0.344), tap water production (0.217), tap water delivery (0.464), residential water use (7.43), wastewater treatment (0.20), and wastewater reuse (0.083). Results show that there's a strong nexus between water and energy in the urban water system. Household water use is mainly affected by family income (r = 0.202, p = 0.002), whereas household electricity use is mainly affected by education level (r = 0.191, p = 0.004). With the projected increases in family size, family income and education level, water and energy supply in Shenzhen are going to face severe challenges.

Abstract:Abstract. Water resources assessment is crucial for human well-being and ecosystem’s health. Assessments by considering both the blue and green water are of great significance as the green water plays a critical but often ignored role in the terrestrial ecosystem, especially in arid and semi-arid regions. Many approaches have been developed for green and blue water valuation, while few of them considers the interrelationship between them. This study proposed a new framework for green and blue water assessment by considering the interactions between them in an arid endorheic river basin where hydrological cycling is dramatically altered by human activities. Results show that even though the green water is the dominant water resources, the blue water is also critical. Most of the blue water are transformed to green water through physically and human induced processes to meet the water demand of ecosystems. Time and spatial variability of water supply and consumption forms totally different blue and green water regimes in different ecosystems. We also found that human use an increasing share of water with the decrease of the water availability. The massive water use by human reduces the water use for natural ecosystems. This indicates that natural ecosystems will take a higher risk of freshwater use when the water use competition increases. This study provides crucial information to better understand the interactions between green and blue water by assessing water resources in an explicit way. It also provides crucial implications for water management aiming to make the balance between humankind and nature.

Interactions of energy technology development and new energy exploitation with water technology development in China

Abstract:Interactions of energy policies with water technology development in China are investigated using a hybrid input-output model and scenario analysis. The implementation of energy policies and water technology development can produce co-benefits for each other. Water saving potential of energy technology development is much larger than that of new energy exploitation. From the viewpoint of proportions of water saving co-benefits of energy policies, energy sectors benefit the most. From the viewpoint of proportions of energy saving and CO2 mitigation co-benefits of water technology development, water sector benefits the most. Moreover, economic sectors are classified into four categories concerning co-benefits on water saving, energy saving and CO2 mitigation. Sectors in categories 1 and 2 have big direct co-benefits. Thus, they can take additional responsibility for water and energy saving and CO2 mitigation. If China implements life cycle materials management, sectors in category 3 can also take additional responsibility for water and energy saving and CO2 mitigation. Sectors in category 4 have few co-benefits from both direct and accumulative perspectives. Thus, putting additional responsibility on sectors in category 4 might produce pressure for their economic development.
