Analysing the Policy Process of China’s Political Accountability in the Prevention and Control of COVID-19

Abstract:The strategy used in China to prevent and control COVID-19 has been clearly different from that used in other countries worldwide. Indeed, China’s “dynamic zero-COVID-19 policy” mandated that all officials strictly and immediately implement policies emanating from the central government and higher levels of government aimed at preventing and controlling COVID-19. To ensure that public officials prevented and controlled COVID-19 in a timely and efficient manner, China introduced a series of policies of political accountability. When officials failed to implement prevention and control policies competently, they were quickly held politically accountable. Based on the institutional analysis and development framework and policy process theory, this paper constructs a theoretical analysis framework. With this foundation, we conduct a bibliometric visualisation and statistical analysis of China’s political accountability policies. The findings show that: (1) the selected policies aimed at preventing and controlling COVID-19 followed a clear logic and structure leading to political accountability and were shaped by certain methods, paths, lists, implementation requirements, etc.; (2) the political accountability policies implemented in China were strict, broad, and timely; and (3) the practical measures included in the policies and the characteristics of political accountability were based on the integration of internal and external oversight by the party, innovative approaches to accountability and the establishment of accountability inventories. Our empirical results are useful for measuring and enforcing political accountability policies in China and contribute to the academic discussion in this field, providing a reference for political accountability in other countries.
