Abstract:The Space Weather Investigation Frontier (SWIFT) mission will aim at making major discoveries on the three-dimensional structure and dynamics of heliospheric structures that drive space weather. The focus will be on Interplanetary Coronal Mass Ejections (ICMEs) that originate from massive expulsions of plasma and magnetic flux from the solar corona. They cause the largest geomagnetic storms and solar energetic particle events, threatening to endanger life and disrupt technology on Earth and in space. A big current problem, both regarding fundamental solar-terrestrial physics and space weather, is that we do not yet understand spatial characteristics and temporal evolution of ICMEs and that the existing remote-sensing and in-situ observatories are not suited for resolving multi-layered and evolutionary structures in these massive storm drivers. Here, we propose a groundbreaking mission concept study using solar sail technology that, for the first time, will make continuous, in-situ multi-point observations along the Sun-Earth line beyond the Lagrange point L1 (sub-L1). This unique position, in combination with L1 assets, will allow distinguishing between local and global processes, spatial characteristics, temporal evolution, and particle energization mechanisms related to ICMEs. In addition, measurements of the magnetic field in earthbound ICMEs and their sub-structures from the SWIFT location will double the current forecasting lead-times from L1. This concept also paves the way for missions with increasingly longer forecasting lead-times, addressing NASA and NOAA’s space weather goals, as set forth by the Decadal Survey. The objective of this communication is to inform the community of the ongoing effort, including plans to further develop the mission concept, supported by the Heliophysics Flight Opportunities Studies (HFOS) program under NASA’s Research Opportunities in Space and Earth Sciences (ROSES).

Abstract:Heliophysics theory and modeling build understanding from fundamental principles to motivate, interpret, and predict observations. Together with observational analysis, they constitute a comprehensive scientific program in heliophysics. As observations and data analysis become increasingly detailed, it is critical that theory and modeling develop more quantitative predictions and iterate with observations. Advanced theory and modeling can inspire and greatly improve the design of new instruments and increase their chance of success. In addition, in order to build physics-based space weather forecast models, it is important to keep developing and testing new theories, and maintaining constant communications with theory and modeling. Maintaining a sustainable effort in theory and modeling is critically important to heliophysics. We recommend that all funding agencies join forces and consider expanding current and creating new theory and modeling programs--especially, 1. NASA should restore the HTMS program to its original support level to meet the critical needs of heliophysics science; 2. a Strategic Research Model program needs to be created to support model development for next-generation basic research codes; 3. new programs must be created for addressing mission-critical theory and modeling needs; and 4. enhanced programs are urgently required for training the next generation of theorists and modelers.

Abstract:The successful transition of research to operations (R2O) and operations to research (O2R) requires, above all, interaction between the two communities. We explore the role that close interaction and ongoing communication played in the successful fielding of three separate developments: an observation platform, a numerical model, and a visualization and specification tool. Additionally, we will examine how these three pieces came together to revolutionize interplanetary coronal mass ejection (ICME) arrival forecasts. A discussion of the importance of education and training in ensuring a positive outcome from R2O activity follows. We describe efforts by the meteorological community to make research results more accessible to forecasters and the applicability of these efforts to the transfer of space-weather research.We end with a forecaster "wish list" for R2O transitions. Ongoing, two-way communication between the research and operations communities is the thread connecting it all.

Abstract:In the United States, scientific research in space weather is funded by several Government Agencies including the National Science Foundation (NSF) and the National Aeronautics and Space Agency (NASA). For commercial purposes, space weather forecast is made by the Space Weather Prediction Center (SWPC) of the National Oceanic and Atmospheric Administration (NOAA). Observations come from the network of groundbased observatories funded via various sources, as well as from the instruments on spacecraft. Numerical models used in forecast are developed in the framework of individual research projects. Later, the most promising models are selected for additional testing at SWPC. In order to increase the application of models in research and education, NASA in collaboration with other agencies created Community Coordinated Modeling Center (CCMC). In mid-1990, US scientific community presented compelling evidence for developing the National Program on Space Weather, and in 1995, such program has been formally created. In 2015, the National Council on Science and Technology issued two documents: the National Space Weather Strategy [1] and the Action Plan [2]. In the near future, these two documents will define the development of Space Weather research and forecasting activity in USA. Both documents emphasize the need for close international collaboration in area of space weather.

Abstract:Space weather observations and modeling at Mars have begun but they must be significantly increased to support the future of Human Exploration on the Red Planet. A comprehensive space weather understanding of a planet without a global magnetosphere and a thin atmosphere is very different from our situation at Earth so there is substantial fundamental research remaining. It is expected that the development of suitable models will lead to a comprehensive operational Mars space weather alert (MSWA) system that would provide rapid dissemination of information to Earth controllers, astronauts in transit, and those in the exploration zone (EZ) on the surface by producing alerts that are delivered rapidly and are actionable. To illustrate the importance of such a system, we use a magnetohydrodynamic code to model an extreme Carrington-type coronal mass ejection (CME) event at Mars. The results show a significant induced surface field of nearly 3000 nT on the dayside that could radically affect unprotected electrical systems that would dramatically impact human survival on Mars. Other associated problems include coronal mass ejection (CME) shock-driven acceleration of solar energetic particles producing large doses of ionizing radiation at the Martian surface. In summary, along with working more closely with international partners, the next Heliophysics Decadal Survey must include a new initiative to meet expected demands for space weather forecasting in support of humans living and working on the surface of Mars. It will require significant effort to coordinate NASA and the international community contributions.

Abstract:Solar flares and coronal mass ejections are interrelated phenomena that together are known as solar eruptive events. These are the main drivers of space weather and understanding their origins is a primary goal of Heliophysics. In this white paper, we advocate for the allocation of sufficient resources to bring together experts in observations and modeling to construct and test next generation data-driven models of solar eruptive events. We identify the key components necessary for constructing comprehensive end-to-end models including global scale 3D MHD resolving magnetic field evolution and reconnection, small scale simulations of particle acceleration in reconnection exhausts, kinetic scale transport of flare-accelerated particles into the lower solar atmosphere, and the radiative and hydrodynamics responses of the solar atmosphere to flare heating. Using this modeling framework, long-standing questions regarding how solar eruptive events release energy, accelerate particles, and heat plasma can be explored. To address open questions in solar flare physics, we recommend that NASA and NSF provide sufficient research and analysis funds to bring together a large body of researchers and numerical tools to tackle the end-to-end modeling framework that we outline. Current dedicated theory and modeling funding programs are relatively small scale and infrequent; funding agencies must recognize that modern space physics demands the use of both observations and modeling to make rapid progress.

Abstract:The field of Heliophysics has a branding problem. We need an answer to the question: ``What is Heliophysics\?'', the answer to which should clearly and succinctly defines our science in a compelling way that simultaneously introduces a sense of wonder and exploration into our science and our missions. Unfortunately, recent over-reliance on space weather to define our field, as opposed to simply using it as a practical and relatable example of applied Heliophysics science, narrows the scope of what solar and space physics is and diminishes its fundamental importance. Moving forward, our community needs to be bold and unabashed in our definition of Heliophysics and its big questions. We should emphasize the general and fundamental importance and excitement of our science with a new mindset that generalizes and expands the definition of Heliophysics to include new ``frontiers'' of increasing interest to the community. Heliophysics should be unbound from its current confinement to the Sun-Earth connection and expanded to studies of the fundamental nature of space plasma physics across the solar system and greater cosmos. Finally, we need to come together as a community to advance our science by envisioning, prioritizing, and supporting -- with a unified voice -- a set of bold new missions that target compelling science questions - even if they do not explore the traditional Sun- and Earth-centric aspects of Heliophysics science. Such new, large missions to expand the frontiers and scope of Heliophysics science large missions can be the key to galvanizing the public and policymakers to support the overall Heliophysics program.

Abstract:Understanding the energetic particle or radiation environment in the inner heliosphere is critical to two communities: space system designers and space system operators. To design space systems for safe and reliable performance, designers need specific reference environments, typically corresponding to the most severe conditions expected at some confidence level during a mission. By contrast, space situational awareness in realtime is essential to assure the safety of performance of space systems, missions, and crews. As discussed in a report to the NASA JSC Space Radiation and Analysis Group (SRAG) [1], a physics-based capability to address both needs does not yet exist. These needs go to the heart of the National Space Weather Program aim of predicting space weather disturbances (the consequence of which is a highly disturbed radiation environment) and communicating that information to those most impacted. Over the past decade, we have developed a unique suite of research and operational tools that are positioned to be transitioned to an operational toolset capable of addressing these strategic needs for both user communities. We have proposed to develop a strategic capability that describes for the first time the full temporal and spatial radiation environment of the inner heliosphere, using developed and mature physics-based models and codes. We envision our toolset providing the fundamental radiation capability in an eventually comprehensive and publicly available space weather system.

Abstract:Magnetohydrodynamics (MHD)-based global space weather models have mostly been developed and maintained at academic institutions. While the “free spirit” approach of academia enables the rapid emergence and testing of new ideas and methods, the lack of long-term stability and support makes this arrangement very challenging. This paper describes a successful example of a university-based group, the Center of Space Environment Modeling (CSEM) at the University of Michigan, that developed and maintained the Space Weather Modeling Framework (SWMF) and its core element, the BATS-R-US extended MHD code. It took a quarter of a century to develop this capability and reach its present level of maturity that makes it suitable for research use by the space physics community through the Community Coordinated Modeling Center (CCMC) as well as operational use by the NOAA Space Weather Prediction Center (SWPC).

Abstract:Heliophysics is the field that "studies the nature of the Sun, and how it influences the very nature of space - and, in turn, the atmospheres of planetary bodies and the technology that exists there." However, NASA's Heliophysics Division tends to limit study of planetary magnetospheres and atmospheres to only those of Earth. This leaves exploration and understanding of space plasma physics at other worlds to the purview of the Planetary Science and Astrophysics Divisions. This is detrimental to the study of space plasma physics in general since, although some cross-divisional funding opportunities do exist, vital elements of space plasma physics can be best addressed by extending the expertise of Heliophysics scientists to other stellar and planetary magnetospheres. However, the diverse worlds within the solar system provide crucial environmental conditions that are not replicated at Earth but can provide deep insight into fundamental space plasma physics processes. Studying planetary systems with Heliophysics objectives, comprehensive instrumentation, and new grant opportunities for analysis and modeling would enable a novel understanding of fundamental and universal processes of space plasma physics. As such, the Heliophysics community should be prepared to consider, prioritize, and fund dedicated Heliophysics efforts to planetary targets to specifically study space physics and aeronomy objectives.

Abstract:Space weather refers to conditions around a star, like our Sun, and its interplanetary space that may affect space- and ground-based assets as well as human life. Space weather can manifest as many different phenomena, often simultaneously, and can create complex and sometimes dangerous conditions. The study of space weather is inherently trans-disciplinary, including subfields of solar, magnetospheric, ionospheric, and atmospheric research communities, but benefiting from collaborations with policymakers, industry, astrophysics, software engineering, and many more. Effective communication is required between scientists, the end-user community, and government organizations to ensure that we are prepared for any adverse space weather effects. With the rapid growth of the field in recent years, the upcoming Solar Cycle 25 maximum, and the evolution of research-ready technologies, we believe that space weather deserves a reexamination in terms of a “risk and resiliency” framework. By utilizing open data science, cross-disciplinary collaborations, information systems, and citizen science, we can forge stronger partnerships between science and industry and improve our readiness as a society to mitigate space weather impacts. The objective of this manuscript is to raise awareness of these concepts as we approach a solar maximum that coincides with an increasingly technology-dependent society, and introduce a unique way of approaching space weather through the lens of a risk and resiliency framework that can be used to further assess areas of improvement in the field.

Abstract:Advances in space weather science and small satellite (SmallSat) technology have proceeded in parallel over the past two decades, but better communication and coordination is needed among the respective worldwide communities contributing to this rapid progress. We identify six areas where improved international coordination is especially desirable, including: (1) orbital debris mitigation; (2) spectrum management; (3) export control regulations; (4) access to timely and low-cost launch opportunities; (5) inclusive data policies; and (6) education. We argue the need for internationally coordinated policies and programs to promote the use of SmallSats for space weather research and forecasting while realizing maximum scientific and technical advances through the integration of these two increasingly important endeavors.

Abstract:In the next decade, there is an opportunity for very high return on investment of relatively small budgets by elevating the priority of smallsat funding in heliophysics. We've learned in the past decade that these missions perform exceptionally well by traditional metrics, e.g., papers/year/\$M (Spence et al. 2022 -- <a class="link-https" data-arxiv-id="2206.02968" href="https://arxiv.org/abs/2206.02968">arXiv:2206.02968</a>). It is also well established that there is a "leaky pipeline" resulting in too little diversity in leadership positions (see the National Academies Report at <a class="link-external link-https" href="https://www.nationalacademies.org/our-work/increasing-diversity-in-the-leadership-of-competed-space-missions" rel="external noopener nofollow">this https URL</a>). Prioritizing smallsat funding would significantly increase the number of opportunities for new leaders to learn -- a crucial patch for the pipeline and an essential phase of career development. At present, however, there are far more proposers than the available funding can support, leading to selection ratios that can be as low as 6% -- in the bottom 0.5th percentile of selection ratios across the history of ROSES. Prioritizing SmallSat funding and substantially increasing that selection ratio are the fundamental recommendations being made by this white paper.

Abstract:Recent progress in space weather research are briefly presented here from three aspects: establishment or improvement in observation systems, such as extra-soft X-ray detector and γ-ray detector onboard the spacecraft ‘Shen Zhou 2’, new solar radio broad-band spectrometer, magnetometer-chain, ionosonde and digisonde–chain, laser-lidar system and VHF radar; partial topic progresses included in CMEs, multi-streamer structures, evolution of interplanetary magnetic field B z component, regional properties of traveling ionospheric disturbances, a fully-nonlinear global dynamical model for the middle and upper atmosphere, and a combined prediction method for geomagnetic disturbances; and space weather activity, such as ‘Meridian Project’ — a national major scientific project, ‘International Space Weather Meridian Circle Program’ — a suggestion of internationalization of ‘Meridian Project’, ‘Space Weather Research Plan’ — a major research plan from National Natural Science Foundation of China (NNSFC) and other space weather activities.

Abstract:The Frequency Agile Solar Radiotelescope (FASR) has been strongly endorsed as a top community priority by both Astronomy & Astrophysics Decadal Surveys and Solar & Space Physics Decadal Surveys in the past two decades. Although it was developed to a high state of readiness in previous years (it went through a CATE analysis and was declared ``doable now"), the NSF has not had the funding mechanisms in place to fund this mid-scale program. Now it does, and the community must seize this opportunity to modernize the FASR design and build the instrument in this decade. The concept and its science potential have been abundantly proven by the pathfinding Expanded Owens Valley Solar Array (EOVSA), which has demonstrated a small subset of FASR's key capabilities such as dynamically measuring the evolving magnetic field in eruptive flares, the temporal and spatial evolution of the electron energy distribution in flares, and the extensive coupling among dynamic components (flare, flux rope, current sheet). The FASR concept, which is orders of magnitude more powerful than EOVSA, is low-risk and extremely high reward, exploiting a fundamentally new research domain in solar and space weather physics. Utilizing dynamic broadband imaging spectropolarimetry at radio wavelengths, with its unique sensitivity to coronal magnetic fields and to both thermal plasma and nonthermal electrons from large flares to extremely weak transients, the ground-based FASR will make synoptic measurements of the coronal magnetic field and map emissions from the chromosphere to the middle corona in 3D. With its high spatial, spectral, and temporal resolution, as well as its superior imaging fidelity and dynamic range, FASR will be a highly complementary and synergistic component of solar and heliospheric capabilities needed for the next generation of solar science.

Abstract:There is a growing appreciation that the environmental conditions that we call space weather impact the technological infrastructure that powers the coupled economies around the world. With that comes the need to better shield society against space weather by improving forecasts, environmental specifications, and infrastructure design. [...] advanced understanding of space weather requires a coordinated international approach to effectively provide awareness of the processes within the Sun-Earth system through observation-driven models. This roadmap prioritizes the scientific focus areas and research infrastructure that are needed to significantly advance our understanding of space weather of all intensities and of its implications for society. Advancement of the existing system observatory through the addition of small to moderate state-of-the-art capabilities designed to fill observational gaps will enable significant advances. Such a strategy requires urgent action: key instrumentation needs to be sustained, and action needs to be taken before core capabilities are lost in the aging ensemble. We recommend advances through priority focus (1) on observation-based modeling throughout the Sun-Earth system, (2) on forecasts more than 12 hrs ahead of the magnetic structure of incoming coronal mass ejections, (3) on understanding the geospace response to variable solar-wind stresses that lead to intense geomagnetically-induced currents and ionospheric and radiation storms, and (4) on developing a comprehensive specification of space climate, including the characterization of extreme space storms to guide resilient and robust engineering of technological infrastructures. The roadmap clusters its implementation recommendations by formulating three action pathways, and outlines needed instrumentation and research programs and infrastructure for each of these. [...]

Abstract:The Earth’s outer radiation belt is highly dynamic, containing relativistic electron fluxes that can increase by several orders of magnitude during magnetospheric disturbances. This greatly increases the likelihood of spacecraft malfunction or failure and significantly influences the solar-terrestrial system’s energy and mass coupling, highlighting the importance of fully understanding the mechanisms governing these dynamics from both theoretical and practical perspectives. Although many theories have been proposed, further research is essential to quantify the specific contributions of different dynamic mechanisms for improving space weather forecasting. To address this, observations of the outer radiation belt with high spatial-temporal resolution to distinguish the spatial and temporal variations are essential. We introduce a 10-CubeSat constellation survey scheme in the geosynchronous transfer orbit (GTO) to achieve this required observation. Three baseline instruments are proposed to be employed: the high energy electron detector (HEED), the search coil wave detector (SCWD), and the magnetometer (MAG). Two groups of physical processes will be investigated: wave-particle interactions involving charged particles interacting with whistler-mode waves, electromagnetic ion cyclotron (EMIC) waves, and ultra-low frequency (ULF) waves; and radial transport encompassing shock-induced injections, substorm injections, storm convection and magnetopause shadowing. The performance parameters of instruments and platform of the constellation are presented. Additionally, aligned with the concept of constellation survey, we outline the COSPAR-coordinated space program, COnstellation of Radiation BElt Survey (CORBES), which will provide a crucial scientific contribution in the absence of the Van Allen Probes. The program’s excellent observational capability enables a comprehensive understanding of the underlying physical mechanisms governing the outer radiation belt dynamics and improved space weather forecasting.

Abstract:Predicting variations in the near-Earth space environment that can lead to spacecraft damage and failure is one example of "space weather" and a big space physics challenge. A project recently funded through the Los Alamos National Laboratory (LANL) Directed Research and Development (LDRD) program aims at developing a new capability to understand, model, and predict Space Hazards Induced near Earth by Large Dynamic Storms, the SHIELDS framework. The project goals are to understand the dynamics of the surface charging environment (SCE), the hot (keV) electrons representing the source and seed populations for the radiation belts, on both macro and micro-scale. Important physics questions related to particle injection and acceleration associated with magnetospheric storms and substorms, as well as plasma waves, are investigated. These challenging problems are addressed using a team of world-class experts in the fields of space science and computational plasma physics, and state-of-the-art models and computational facilities. A full two-way coupling of physics-based models across multiple scales, including a global MHD (BATS-R-US) embedding a particle-in-cell (iPIC3D) and an inner magnetosphere (RAM-SCB) codes, is achieved. New data assimilation techniques employing in situ satellite data are developed; these provide an order of magnitude improvement in the accuracy in the simulation of the SCE. SHIELDS also includes a post-processing tool designed to calculate the surface charging for specific spacecraft geometry using the Curvilinear Particle-In-Cell (CPIC) code that can be used for reanalysis of satellite failures or for satellite design.
