Abstract:Abstract: Intergenerational programmes offer opportunities for lifelong education and bridge generational gaps while addressing caregiving challenges. This article examines global and Chinese models of integrated care programmes and aims to provide a better understanding of their effectiveness, acceptability and sustainability. It also discusses the awareness, acceptability and expectations surrounding intergenerational programmes among older adults (aged 60 and above) and parents with children in the 0–6 age group by conducting a pilot survey in the southern part of China. Findings have suggested that introducing these models into China potentially alleviates caregiving pressures. Both older adults and parents show positive attitudes towards intergenerational programmes, driven by shared caregiving and education needs. However, a comprehensive understanding of the concept remains elusive. This article sheds light on attitudes, needs and expectations, offering insights for adapting foreign models to the Chinese context. It also underscores the potential of intergenerational programmes in nurturing lifelong learning and strengthening intergenerational bonds in China.

Abstract:In line with the worldwide trend in population aging, China has stepped into an aging society since 2000. The outstanding features of aging, including a large proportion of the older population, rapid growth, dramatic expansion of the oldest-old, and uneven aging distribution, have put China in a unique position. Besides, older population is expanding in parallel with the escalating burden of disease, high prevalence of disability, and low social involvement. However, China is not prepared to solve these problems in terms of the economy, awareness, geriatric care system, geriatric team, social security, or age-friendly environment. From the perspective of public health, we summarized the major challenges and proposed the following policy recommendations: (1) strengthening the top-level design and building a “government-leading, multi-sectoral-cooperating, and society-participating” pattern; (2) enhancing health services by implementing the “comprehensive health” strategy; (3) developing home and community care, coordinately enhance institutional care, promote integration of medical and care systems, and establish a multidimensional tailored care system; (4) optimizing geriatric the supporting system, included the construction of geriatric team and the long-term care insurance system; and (5) establishing a physical and socially age-friendly environment.

Abstract:This study presents an integrated policy analysis on population/household aging based on 2010 census and other recent data and the ProFamy extended cohort-component projection method. The results demonstrate that Chinese population and households will age quickly and to a large scale under any scenario, However, compared to the prior rigorous fertility policy unchanged and the recently-adopted two-child for only-child couples policy, a universal two-child policy with encouraging adequate spacing would create much better demographic conditions in the future concerning proportions of elders, oldest-old and elderly empty-nest households; labor force and pension deficit rates; sex ratio at birth and marriage squeeze; and only-child elderly with increased risk of childlessness and socioeconomic costs. Based on extensive empirical research evidence, we propose three policy actions which are crucially important for China’s sustainable development. First, to transit to a universal two-child policy as soon as possible; we demonstrate why it is highly feasible and will not cause any new baby booms. Second, to gradually increase currently very low retirement age, which would help China to avoid serious pension deficit problems. Third, to further develop rural old age insurance programs, which will reduce more serious aging problems in rural areas compared to cities. These three policy actions may enable China to create opportunities to successfully face the serious challenges of population and household aging.
Impact Analysis of Population Aging on Public Education Financial Expenditure in China

Abstract:The problem of China's aging population is becoming increasingly serious, which brings a variety of social and economic issues. This paper constructed the theoretical framework and analyzed the impact mechanism of the population aging on local public education financial expenditure, and selected provincial panel data from 2010 to 2020 for empirical testing. It is found that population aging has a significant negative impact on local public education financial expenditure, and that with every 1% increase in old-age dependency ratio, local public education financial expenditure will decrease by 0.304%. The increase of urbanization rate has a significant positive impact on local public education financial expenditure, and with every 1% increase in urbanization rate, the local public education financial expenditure will increase by 0.215%. The test of impact mechanism shows that local government fiscal revenue and public expenditure for the elderly has the mediating effect in the impact of population aging on local public education financial expenditure, and the mediating effect of public expenditure for the elderly is stronger. The conclusions of the research can help provide policy implications for solving the declining level of local government public education financial expenditure in the context of an ageing population, and provide theoretical support to improve the rational allocation of fiscal public expenditure.

Abstract:Population aging will become the norm in the Chinese society. Its challenge derives mainly from the failure of the existing socio-economic system to cope with the aging process. The intervention of public policy is therefore inevitable. This paper argues that in order to comprehensively deal with the aging problem, it is not sufficient to merely readjust population policies, policy measures focusing on the aged or policies for one or another sector. Instead, we need to reconstruct the current public policy system from the perspective of social integration and a long-term development strategy. During the reconstruction process, efforts should be made not only to coordinate the population system with other social systems, but also to coordinate short-term goals with medium and longterm strategies. Accordingly, an authoritative permanent government coordinating agency should be established and, taking into account China's national conditions, should redefine the social role of senior citizens, solve practical problems related to support for the aged and support the sustainable development of an aging society.

In the aspect of coping with aging society, it is emphasized that the government should attach importance to top-level design of economic and social policies, encourage childbirth and positive immigrant projects, and promote human resource development and social participation of the elderly. In the aspect of the solving elderly problem, it is emphasized that the government, market, families and the elderly themselves should face it together. We should not only pay attention to the safeguard for the special elderly, but also reinforce the security to all the old people. It is necessary to advocate "the combination of medical care and the pension", complete health and social care system for the elderly, intensify social pension system and stabilize home-based care system, classify the services, achieve the aim that taking care for both the special group and the health group of the old at the same time.

Abstract:The burden of support for the elderly, intergenerational relationships and value realization constitute three vital factors that will shape China's sustainable development in the future. These three issues translate themselves into the problem of "fewer producers and more consumers" in the field of economics, or intergenerational conflicts over distribution of resources and power and the issue of old people's value realization in the field of sociology. From the perspective of demography, old persons who are vulnerable as a result of family planning occupy an ever increasing proportion of the population, and China can expect to see a large number of "elderly people affected by family planning." This concept has been formulated to draw the attention of government and government departments at all levels to the public benefit and welfare character of public services in population and family planning. Aging poses long-term and diverse challenges to a China that is getting old before it gets rich. In response to such challenges, this paper proposes a strategy of "successful aging" that foresees an old age of health, activity, harmony and happiness. In responding to population aging and the challenges it poses, Chinese society has developed a unique approach that combines tradition with modern elements. This approach may be summarized as being based on old age support by families, work units (collectives) and self-help, supplemented by the community, social welfare and philanthropy. The paper concludes with a brief review of the contributions in this special issue within the framework of "China's problem and China's choices."

Abstract:Up against the increasing aged population, the aging problem in China is worsening day by day, with the elderly education and development getting more attention from society. To begin with the current aging situation in China and the relevant policies for the development of elderly education, this paper deeply analyzes the basis for developing the “community +” model theoretically and practically in the new era of elderly education, so as to construct a unique “community +” model relying on the joint efforts of the community and universities, and improve the development of the elderly education in the new era. It also further explores its implementation path and positive social effects for each subject, aiming to help the elderly develop themselves, alleviate the social pressure of providing for the aged, and inspire a new direction for the development of elderly education.

Abstract:Population aging has emerged as a social issue in most countries worldwide. Developing education for the elderly is one of the key strategies to combat the challenges of an aging population. Based on the two-dimensional analysis framework of the policy instruments and the type of elderly education, the content analysis method was used to analyze 49 elderly education policy documents developed and issued in China over the last four decades in this study. This study aims to provide a reference for the formulation of education policies for the elderly in China and other countries. The results indicated that the allocation of policy instruments was inconsistent between and within types. It is imperative to issue new programmatic documents, optimize the allocation of policy instruments, and enhance their adaptability, thereby boosting the development of elderly education.

Abstract:Abstract In the face of an aging population and declining birth rates, urban Chinese families are grappling with a new challenge of simultaneously caring for both elderly parents and children. This study employs a three-generational analytical framework and a mixed research method to examine the intergenerational distribution of care resources and its consequences for urban Chinese families. The findings reveal intergenerational competition for care resources within families, with a general tendency to prioritize children and only respond to crisis situations for elderly parents; this leads to a care deficit for older individuals. Furthermore, social care resources are ineffective in bridging this care gap, thereby inducing anxiety within families as they strive to balance the care needs of both elderly parents and children. The study argues that insufficient support from care policies exacerbates the resource squeeze on the elderly side by the children’s side within families, which calls for enhancing the policy support system to help families balance eldercare, childcare, and work commitments.

Abstract:China is in a stage of rapid aging of its population, and its old-age dependency ratio has been increasing for decades. The acceleration of aging of the population and the increasing old-age dependency ratio will significantly increase the pressure on social security and public services, highlight the need for the effective supply of labor, and weaken the demographic dividend, which will continue to affect social vitality, the power to innovate, and potential economic growth rates. Promoting social engagement has been widely recognized as an effective strategy to address these challenges. Such an approach not only promotes the development of social productivity, but it also alleviates the social burden. Actively promoting the social engagement of the elderly is an important task in gerontology in China. Although the development of social engagement of the elderly is on the rise, the infrastructure and institutions to provide social engagement need to be enhanced. Improving social engagement in China is not just the responsibility of older adults themselves but also of the country and society as a whole. In the future, the entire society will fully understand the special role of older adults and increase their value through social engagement to achieve active and healthy aging in China.

Abstract:This chapter focuses on the development of education for the older adults in mainland China. It introduces the trend and challenges of population aging in mainland China and analyzes the learning characteristics of Chinese older adults. Additionally, it reviews the development strategies of education for the older adults in mainland China in the process of modernization from three aspects—policy, law and practice. It finds that education for the older adults in mainland China is imbalanced between supply and demand in terms of its quantity, structure, and quality. Taking the development of education for the older adults in Shanghai as an example, this paper introduces a practical experience and finally puts forward social responses for the development of education for the older adults.

Abstract:With the increase in China’s aging population, elderly education as an important social policy is gradually receiving attention. This article takes the perspective of positive aging as the theoretical framework and takes Shenzhen as the research object to explore the development path of elderly education in Shenzhen under the background of positive aging. Through literature review and field research, the current situation and problems of the development of elderly education in Shenzhen were analyzed, and corresponding development strategies and suggestions were proposed. Research has found that the development of elderly education in Shenzhen has made certain achievements, but still faces many challenges. It requires the joint efforts of the government, society, and families to build a comprehensive elderly education system, promote the comprehensive development of the elderly, and achieve the goal of positive aging.

Abstract:The objective of this paper is to examine China's old age support system in the perspective of developmental welfare,and attempt to construct an analytical framework for the developmental reorientation of old age support system.The population prediction,including four different fertility policy scenarios,was first adopted.Based on that,the paper then made systematic theory and policy analysis.The analysis reveals that,to formulate a developmental old age support system in China,the government need to remodel the value standpoint of the institutional arrangements for old-age support,design a balance strategy of long and short term development,and then construct a appropriate-shared-benefits elderly welfare system based on the administrative system reform,promote the elderly people to participate into the growth process and share the achievements,increase the investment in human capital to present and future work force,pay attention to the responsibility and functions of families in the sustainable development of aging society.The proposed theoretical framework can assist the government in properly diagnosing and assessing the strategies of old age support.The policy suggestions can support the decision of the cut-in point of the reorientation of China's old age support system.The paper introduced the developmental welfare into the studies of China's old age support system,and pointed out that the institutional arrangements of China's old age support should not be treated as emergency strategies any more,but a problem related to the sustainable development of aging society.These conclusions have special theoretical and practical value in the background of the population aging becoming auniversal phenomenon in Chinese society.

Abstract:After two birth peaks and the "one child per family" policy, China is facing unprecedented challenges with regard to its aging population. This article analyzes the problems associated with three traditional ways of caring for older Chinese, the current health care system, and social supports available to older Chinese. The "4-2-1" family structure and the "empty nest" undermine family support, the prevalence of chronic illnesses and lack of money reduce older adults' self-care abilities, and insufficient care facilities threaten social support. Lessons learned from the United States show that community-based nursing models, nursing curriculum reforms with a gerontology focus, and reformed health care systems are pivotal for addressing China's crisis.
