Abstract:As one of the basic drives of globalization, Foreig n Direct Investment (FDI) is playing an active role in the economic development of NIEs. For instance, in China 2004, fixed assets investment, industry value added , and export of FDI firms accounts for 12%, 28%, and 57% of nation's total amount. 24 million employees are hired by FDI firms which accounts for 10% of all non-agricul ture work force. The inflows of FDI not only increase the capital and create employ ment opportunities but also influence the innovation process of host countries. Through spillover effect of FDI host countries may improve their technological capa bility, organizational efficiency and management skills and even start endogenous growth. However, the condition and mechanism of spillover are so complicated that conclusions diverge on how FDI impacts innovative output in host countries. Innovative effort reflects the volume of resources that a company dedicates to carrying out innovative activities over a given per iod of time. In the area of technological innovation, the relationship between innovative effort and innovation output is validated by a number of studies (Grilich es,1990; Hitt et al.,1997; Hagedoorn,Cloodt,2003). Hence investigating the impact of FDI on innovative effort can help to analyze the mechanism of FDI on innovation output and provide profound understanding the role FDI plays in the development of host countries.
A Study on the Effect of Spillovers of Foreign Direct Investment to Chinese Industrial Technological Innovation

Abstract:In the 21st century, the trend of globalization expands widely and rapidly. As one of the most important drives, foreign direct investment (FDI) has been paid more and more attention for its effects on constructing the technological innovation capability and sustainable strategic competitiveness in the less developed countries. Now there are two different points of view on the effect from the entering FDI to the technological development in China: positive spillovers or negative spillovers. In fact the final result in the most of the empirical researches is an output mixed the two-sided effects. We can not only judge FDI by the final result, but also anatomize it. The research uses production function model based on panel data from 37 industrial enterprises in China from year 1998 to 2003. Most data comes from the yearbook of Chinese Industry and the yearbook of science and technology of China. It supposes that the technological spillovers follows the path from the FDI to the industrial innovative input which includes ″input structure″, ″input intensity″, then to the industrial innovative output which includes ″innovative effect″, ″innovative efficiency″, ″export competitive ability″, ″marginalization risk″. In the first part, the direct model discusses the relationship between innovative output and FDI. There are positive relationships between the entering of FDI and innovation effect, innovation efficiency and export in short time. But from the view of technological marginalization, FDI has strong influences on local companies' market reduction, technological dependence in the long run, and R&D capabilities' shrinking. In the second part, the indirect model discusses the relationship of the two innovative output variables mediated by innovative input intensity and innovative input structure. FDI impacts indirectly on innovative efficiency through influencing on innovative input intensity of the industry. And the structure of innovative fund source influences the usage efficiency of the fund and the innovative efficiency. It also partly moderates the relationship between FDI and innovative efficiency. In further study, it finds out that market growth, market competition and technological appropriation have partial mediating effects on the relationship between FDI and innovative input intensity of the industry.In summary, more and more technologies of the industries in China will come from outward sources in the future. The globalization of manufacturing has opened the opportunity window of learning for Chinese companies. And it brings big challenges at the same time.

Abstract:This paper studies how foreign direct investment (FDI) affects innovation in the host country, using matched firm-level patent data of Chinese firms. The data contain multidimensional in-formation about patent counts and citations, which, together with an identification strategy based on Lu et al. (2017), allows us to measure innovation comprehensively and to uncover the causal relationship. Our empirical analysis shows that FDI has positive intra-industry effects on the quantity and quality of innovation, as well as radical innovation, by Chinese firms. We show that these positive effects are driven by increases in competition, rather than by knowledge spillovers from FDI which is measured by patent citations between domestic firms and foreign invested enterprises (FIEs). We further investigate the inter-industry effects of FDI and find that FDI has positive vertical effects on innovation in upstream sectors through backward knowledge spillovers.

Abstract:We investigate the impact of foreign direct investment (FDI) on the total factor productivity of Chinese food firms using firm-level census data between 1998 and 2007 (174,940 sample food firms). We test for within-firm, within-industry, and vertical effects. We find that the effect of FDI on the productivity of Chinese food firms depends significantly on the type of FDI and its countries of origin. FDI from non-HMT (Hong Kong, Macaw and Taiwan) regions can improve the productivity of the invested firm, and also increases the productivity of domestic food firms through vertical industry linkages. However, domestic food firms may be crowded out by non-HMT investment in the same industry. HMT investment can generate positive within-industry productivity spillovers, but negative vertical spillovers. Our findings have immediate implications for policymakers in China, as well as for governments of less developed countries that are formulating foreign investment policies.

Abstract:This paper studies the impact of foreign direct investment (FDI) on regional innovation, which is measured by patent applications and patent citations, based on city-level data in China from 1995 to 2015. Using an instrumental variable approach, this paper demonstrates that FDI not only promotes the quantity of regional innovation, but also improves the quality of regional innovation in China. The findings are robust to various specifications of the empirical model and measurements. In addition, we highlight the channel of improving local absorptive capacity and market competition through which FDI exerts positive influence on regional innovation, and show that FDI acts as a substitute for local financial development to raise regional innovation.
Outward Foreign Direct Investment, Product Development Experience And Domestic Innovation Performance

Abstract:Debate on how Emerging Market (EM) firms may use outward foreign direct investment (OFDI) as a vehicle to enhance innovation performance has not been conclusive. On one hand, dynamic capability literature supports that these firms may build up product development experience (PDE) via OFDI for improving innovation performance. On the other hand, path dependence argument suggests that these firms PDE is domestic market-specific, therefore, PDE accumulated may constrain their capability of using OFDI opportunities for improving innovation performance. We argue that PDE breadth and depth affect the relationships among PDE, OFDI, and innovation performance. Using panel data of 80 Chinese firms we find that PDE depth has a significant negative effect on domestic innovation performance of Chinese outward investors. Our finding provides specific conditions for when the path dependence effect holds.

Abstract:Based on the knowledge production function (KPF) framework, this article uses industry-level data of Chinese large and medium size manufacturing industries from 2001-2009 to explore the impacts of intra-industry and inter-industry foreign direct investment (FDI) presence on the efficiency of knowledge production (in terms of product-related and patent-related knowledge production). The empirical results reveal that intra-industry FDI presence has a positive effect on knowledge production, especially for product-related knowledge production efficiency. In contrast, inter-industry FDI presence has a negative effect on patent-related knowledge production efficiency, and a positive but insignificant effect on product-related knowledge production efficiency. Our study provides empirical evidence of the potential effect the difference between intra-industry and inter-industry FDI presence has on knowledge production. In addition, this study indicates that the contribution of FDI presence to knowledge production efficiency is more associated with product-related knowledge production than with patent-related knowledge production.

Abstract:FDI has been traditionally considered as an important channel in the diffusion of advanced technology.Whether it can promote the technology advancement in China? This problem becomes the focusing point for Chinese scholars in recent years.The relationship between FDI and Regional Innovation Capability(RIC) is analyzed.It is found that the spillover effects of FDI are not significant as usually think.The impact of FDI on RIC is weak;the entry of FDI has no use for enhancing independent innovation capability.The research manifests that increasing domestic R&D inputs,strengthening the innovation capabilities and technology absorbency in domestic enterprises are the keys to improve RIC.

Abstract:China has become the largest recipient of FDI among the developing countries for 15 consecutive years. Whether FDI has a spillover effects on local firms and a positive impact on innovation capability of China while introducing advanced technology is a hot issue needs to be resolved. Using provincial data of 2002/05, this paper does some researches on foreign-owned and local firms respectively through empirical analysis, we find that FDI has positive impact both on foreign-owned and local firms, however, the impact on foreign-owned firms is more significant than local firms. This paper also proposes some policy recommendations which can enhance the efficiency of China's utilization of foreign investment.

Abstract:PurposeWhether foreign direct investment (FDI) can promote technology progress in the host country, or not, has become an issue in recent decades. The purpose of this paper is to analyze the impact of FDI on regional technological capabilities.Design/methodology/approachThis paper first analyzes the spillover effects of FDI with reference to actual conditions in foreign‐funded enterprises in China, then uses correlation analysis and regression analysis to show the impact of FDI on technological capabilities. This paper compares the R&D expenditures in foreign‐funded enterprises and FDI origin countries between three typical regions – Shanghai, Jiangsu, and Guangdong – to show the influencing factors of spillovers.FindingsThe impact of FDI on regional technological capabilities is found to be weak; FDI has little use for enhancing indigenous innovation capability. The regions with higher technological capabilities will attract the higher quality of inward FDI, and the powerful technological capabilities and abundant human capitals in domestic enterprises are essential factors to stimulate the spillover effects of FDI.Research limitations/implicationsThe arguments could be discussed more fully if an empirical model could be established to disclose the determinants of spillover effects. How to measure the spillover effects quantitatively is a key problem for future research.Originality/valueThis paper discloses the mutual relationship between domestic and foreign‐funded enterprises. The findings in this paper provide some insights for both the host countries and the foreign investors.

Abstract:Since economic reforms began in 1979, China has sought to overcome the technology gap by absorbing foreign advanced technology through FDI. This paper investigates the impact of FDI via exports on the innovation performance of domestic firms in China's high-tech product industries for the period 1995–2006. By using the panel data analysis, we confirm the hypotheses that: (1) exports of domestic firms have positive spillover effects on innovation performance of local firms either through learning or through competition; (2) R&D activities of foreign-invested enterprises in the host country in an industry are positively associated with innovation performance of domestic firms in that industry; and (3) import of technology, which is important to the establishment of assimilative capability, has positive effects on domestic innovation performance. This provides evidence suggesting that China's domestic firms benefit from spillovers associated with FDI and from export activity of both domestic firms and foreign-invested enterprises.

Abstract:Exploiting a change in policy governing the entry of foreign direct investment (FDI) in 2002, we apply the difference-in-differences model to estimate the effects of FDI on the product scope of domestic Chinese firms. In industries that experienced relaxation in FDI regulations, the average product scope increased by 5% which indicates more product innovation. Through vertical linkages, the product scope of firms is positively (negatively) affected by FDI in upstream (downstream) industries. The negative effect of FDI in downstream industries occurs because foreign firms engaging in processing trade rely more on imported inputs than inputs from domestic suppliers. The main channels of effect are firm-level R&D and industry-level technological distance, as FDI entry leads to an improvement in these variables. However, the positive effects of FDI on product innovation have limits, as new products are mainly introduced within the same industry rather than across different industries.

Abstract:We examine the influences of intra-industry and inter-industry foreign direct investment (FDI) presence, financial constraints and technological uncertainty on the short-termism in innovation by using an industry-level panel data of Chinese large- and medium-size manufacturing enterprises during the period of 2000 to 2009. Innovation behaviour is conceptualised as a process of knowledge acquisition and knowledge creation from a learning perspective. The empirical results show that intra-industry and inter-industry FDI presence have strong influences on firms' short-termism in both knowledge acquisition and knowledge creation, while financial constraints and technological uncertainty only affect firms' short-termism in knowledge acquisition. Another interesting finding is that intra-industry FDI presence is negatively related to firms' short-termism in knowledge acquisition and positively related to firms' short-termism in knowledge creation.

Abstract:The environmental regulation and foreign direct investment (FDI) inflow have an important impact on the progress of green technology. This study analyzes the impacts of environmental regulation and FDI on green technology innovation (GTI) based on the panel data of 13 Chinese manufacturing sectors. The results of static panel regression show that the environmental regulation has a positive impact on GTI, while the FDI has a negative impact. The results of the panel threshold model reveal that the effect of environmental regulation on GTI presents a nonlinear shape. The negative effect of FDI on GTI is strengthened when the environmental regulation exceeds its threshold. Increasing FDI inflow can inhibit the effect of environmental regulation. Meanwhile, a strict environmental regulation can enhance the inhibiting effect of FDI on GTI. The FDI inflow into high-tech manufacturing sectors has a less negative impact on GTI than the FDI inflow into low-tech sectors in the case of the enhancement of environmental regulation. This study provides some implications for the formulation of environmental regulation and the FDI inflow into China to improve the GTI.

Abstract:FDI is a critical factor influencing carbon emissions and a significant driver of China's economic development. However, achieving sustainable economic development remains a major challenge for China. Hence, this paper aims to explore how to foster positive interactions between FDI and carbon emissions. Specifically, we first analyze the mechanism of FDI on carbon emissions from a theoretical perspective. Then, using panel data from 27 provinces in China, an empirical analysis is conducted. In the empirical analysis, we use the panel regression models to analyze the impact of FDI on carbon emissions. Additionally, a configuration analysis method is employed to examine the interactive relationship between FDI quality and carbon emissions. The conclusions of this paper are as follows. Overall, FDI significantly inhibits carbon emissions across provinces, with this effect strengthening as the scale and quality of FDI increase. Heterogeneity analysis shows that the inhibitory effect of FDI on carbon emissions is more pronounced in provinces with high technological financial support and stringent environmental regulations. Mediation analysis indicates that technological innovation serves as a mediator between FDI and carbon emissions, which means that FDI could promote "the quality improvement and the quantity increase" of green technological innovation to reduce carbon emissions. Furthermore, the configuration analysis shows that the carbon reduction effect of FDI results from the combined influence of various factors. Among those, FDI's export capacity is a key factor. The findings above enhance our knowledge of the environmental effects of FDI from the perspective of FDI quality. Moreover, these explorations also offer new insights and strategies for China's pursuit of sustainable economic development.

Does FDI Facilitate or Dampen Indigenous R&D?

Abstract:Effective indigenous R&D is now widely recognized as a necessary for a developing economy like China to sustain its rapid growth and eventually catch up with the developed nations. Meanwhile, many have concerns that a rapid inflow of FDI, which in the short run is an engine of economic growth, diminishes the incentives and capacity of indigenous R&D and therefore impedes long term economic development. The paper is an empirical investigation of this hypothesis by compiling a panel data set of 37 industries covering the years of 1998—2003. Our empirical tests reject the above hypothesis. To the contrary, we found that those industries attracting more FDI over the sample years had more input into and achievements of R&D. Our did alternative tests show that it is unlikely the results are driven by common factors driving FDI and indigenous R&D.

Abstract:One main motivation of attracting inward foreign direct investment (FDI) for emerging economies is to obtain knowledge spillovers from developed countries and promote domestic innovation. The effects of FDI on innovation include both the direct effects from FDI on targeted domestic firms and indirect effects from foreign ownership on other foreign and domestic firms’ innovation. Applying a design with a two-stage randomization procedure that allows for both direct and indirect effects of FDI on innovation and allows these two effects to vary with the share of foreign firms in a well-specified cluster, we empirically investigate the effects of inward FDI on Chinese firms’ innovation using patent filings as a proxy for innovation. Our findings indicate that the potential innovation of firm varies with the share of foreign firms in the cluster. The approach used in this paper can help researchers and policymakers to better understand the benefits of inward FDI promotion programs, agglomeration and regional policy.

Abstract:Foreign direct investment (FDI) can benefit innovation activity in the host country via spillover channels such as reverse engineering, skilled labor turnovers, demonstration effects, and supplier–customer relationships. Using provincial data from 1995 to 2000, we find positive effects of FDI on the number of domestic patent applications in China. This finding is robust under both pooled time-series and cross-section data estimation and panel data analysis and for different types of patent applications (invention, utility model, and external design). The spillover effect is the strongest for minor innovation such as external design patent, highlighting a “demonstration effect” of FDI.
