Abstract:China's Belt and Road Initiative (BRI) has attracted much attention in the field of transportation research. With a primary goal to improve regional and global connectivity, the initiative proposes a massive development programme of transportation infrastructure (TI) linking China with the rest of the world. While it creates a tremendous development opportunity, the unprecedented scale of TI construction also brings various challenges. In particular, the environmental impacts of the TI projects are of critical concern. Herein, smooth implementation of the TI projects would depend on the capacity of all the concerned actors to conduct collaborative planning and integrate environmental considerations. Therefore, from a multi-actor perspective, this paper aims to provide a unified framework of the environmental governance of the TI projects under the BRI. The goal is achieved through a focused review of relevant research articles and technical reports published in both English and Chinese. Based on the review findings, the framework along with four propositions are derived, focusing on the key actors (who), the environmental considerations (what) and the governance structures (how). The study concludes with theoretical and managerial implications.

Abstract:This paper systematically explores the economic and trade cooperation between China and Sri Lanka based on the SWOT analysis framework. Against the backdrop of globalization and the “Belt and Road” initiative, China-Sri Lanka economic and trade cooperation shows great potential and broad prospects. By using the SWOT analysis method, the paper comprehensively analyzes the strengths, weaknesses, opportunities, and threats of China-Sri Lanka economic and trade cooperation. The strengths include complementary geographical locations, complementary trade structures, and a solid foundation of political mutual trust; the weaknesses mainly lie in trade imbalances, unstable investment environments, and cultural and communication barriers; opportunities mainly arise from the promotion of the “Belt and Road” initiative, the deepening of regional cooperation, and changes in the global trade pattern; threats mainly come from changes in the international political and economic environment, external shocks such as pandemics, and the rise of trade protectionism. Finally, the paper proposes targeted strategic suggestions based on the actual situation, aiming to promote the sustainable and healthy development of China-Sri Lanka economic and trade cooperation and enhance the economic prosperity and well-being of the two countries.

Abstract:The Belt and Road has created numerous possibilities for international development in which diversified conflicts could also be observed. This would include commercial disputes related to infrastructure constructions and engineering projects, community quarrels such as cross-border family and labor issues, and even the disharmony regarding official collaborations. This chapter therefore aims to explore promising methods, measures, and policies in handling of potential conflicts in this field of practice. Apart from reviewing existing practice, the chapter will introduce in particular relevant innovation in commercial dispute resolution. The feasibility of adopting the innovation for other types of conflict will also be assessed. Finally, this paper makes an argument that professional bodies in conflict management should be significant to foster policy collaboration across the regions and countries under the Belt and Road.

Abstract:Sri Lanka, as a country in the South Asian region, is bordered by southeastern India and is in the southern Indian Ocean Sea region. This makes Sri Lanka a country with fast trade and maritime traffic, as well as a seaport. Bilateral connections have existed between Sri Lanka and China since the country's inception, and have been enhanced by financial and other aid supplied to the Sri Lankan government throughout the civil war against the separatist organization Liberation Tigers of Tamil Eelam (LTTE). Negotiations between Sri Lanka and China ended in 2017 with a deal for a Chinese-owned business, China Merchant Port Holdings Company Limited, to acquire almost 85% of Hambantota Port shares for 99 years. Because developed countries clearly have a more dominant role in the process of economic globalization, The research method used is normative law research with a case approach. The results show Sri Lanka's dependence on foreign investment to drive a country's economic growth. Therefore, this study aims to determine the legal arrangements governing the effects of the Belt and Road on the economic crisis in Sri Lanka from the perspective of international law and to determine the positive and negative impacts on the planned project .

Abstract:The grand "Belt and Road Initiative" (BRI), comprising various routes by land and by sea, is a globally oriented outreach strategy intended to connect China with the world. Essentially, the BRI is about global outreach, connecting the world with China as the core hub. The initiative is known in Chinese as "Yi Dai Yi Lu" ("One Belt, One Road") but in practice, it encompasses multiple routes along the BRI, connecting various specific countries and regions, transportation modes and industrial sectors. China has the financial resources, the technology, the manpower, and most importantly, the political will and strategic vision to support infrastructure development in developing countries. Nevertheless, the BRI is currently at a crossroads. The tremendous enthusiasm for the promise of increased infrastructure connectivity and trade promotion under this initiative has begun to subside. Indeed, the implementation of the BRI has faced various practical issues and serious challenges.

Abstract:The Silk Road Economic Belt and the twenty-first century Maritime Silk Road, better known as the Belt and Road Initiative (BRI), is a development strategy proposed by China’s President Xi Jinping in 2013 that focuses on connectivity and cooperation between Eurasian countries. The reasons for initiating the Belt and Road include the trends of antiglobalization and global economic decline, the rise of China as a global economic power, and the rise of China as a global investor. In particular, the BRI can provide international public goods. The process of building the Belt and Road will face legal challenges, sovereignty and territorial integrity/maritime disputes, international trade and investment risks, the Sino-European market’s economic status, and overlapping and conflicting bilateral and multilateral treaties. The BRI needs a dispute settlement mechanism to solve the disputes among the Belt and Road countries. Facing legal challenges, we need to insist on the rule-based spirit and basic principles of international law; provide bilateral, multilateral, and treaty safeguard systems; support legal communication and cooperation; and strengthen the BRI’s legal capability.

Abstract:The Belt and Road Initiative (BRI) has proved controversial amongst some members of the international development consultant community. Whilst the concerns are no doubt genuinely held, the questions that need to be answered are: What are the issues of concern? Are they unique to the BRI, or do they apply to all International Financial Institutions (IFIs)? Developing countries desperately need funds to achieve the 17 Sustainable Development Goals. They largely depend on International Financial Institutions (IFIs) such as the World Bank Group, Asian Development Bank, European Bank for Reconstruction and Development, and Asian Infrastructure Investment Bank. In addition, grants and loans can be provided by individual donor countries. Despite the number of IFIs, funds are limited, especially for major projects such as ports and airports. Examples from Sri Lanka, Nepal, and Thailand are provided to discuss the issues surrounding BRI projects in these jurisdictions. The most benefits to the country will come with the maximum level of involvement of all levels of society in the project. Nonetheless, China has made some miss-steps along the way. Abstract:This paper invites readers to view China’s invitation for participation in an envisioned Maritime Economic Silk Road by looking at China’s own history of engagement with the rest of the world economy in recent decades. In the 1980s, China began to benefit from foreign funding and companies sharing their expertise and knowledge in building energy and transportation infra-structure in China. Today, China offers to share its successful development experience with other countries through the Belt and Road Initiative. Rather than view the initiative as primarily extending China’s strategic and political influence, it is important to assess each project on its economic merits. In other words, it is not just about building roads, railways or ports per se but more about how these infrastructure networks can serve as a catalyst to promote industrialization and urbanization in the host country. The Hambantota port is often portrayed as a classic example of China’s debt trap. Yet, the Chinese company involved could have easily terminated its involvement and walked away. Instead, it remained committed to developing not only the port but related projects such as industrial zones and logistical networks. Finally, the host country has to share responsibility together with China in the design and implementation of any Belt and Road project. They should insist on principles and processes like disciplined project financial governance, local labor usage and skills diffusion.

Abstract:In this editorial, we take stock of the nature and scope of China’s global development strategy named the “Belt and Road Initiative” (BRI), and how it influences international business (IB) policy. We build on the state of the current IB literature on the BRI and the findings of the Special Issue articles to suggest the need for complex integrative thinking on the initiative. We show that the BRI – like a kaleidoscope – elicits vastly different patterns of opportunities and challenges as we turn the perspective from policymakers in China, to governments in BRI host countries, and to officials in third countries. We illustrate how the application of integrative thinking to these perspectives allows for the identification when BRI projects generate tensions between countries and how this influences their IB policies. We further discuss under which circumstances BRI projects may benefit all sides and which IB policies can help promote these types of projects. We conclude with a discussion of future research directions.

Abstract:Nowadays, human has entered a "risk society" . The occurrence of major public health events can seriously affect the social stability, economic development and political order, as well as the survival and future of country and people. Our country has proposed a major initiative to jointly build the "Silk Road Economic Belt" and the "21(st) Century Maritime Silk Road" , which is highly valued by the international community. With the progress of globalization and the continuous promotion of the Belt and Road initiative, and the frequent flows of populations and commodities, the prevention of public health risk in China is also facing new challenges. This paper summarizes the background and framework of the Belt and Road initiative, public health risks and the risks of infectious disease epidemics, analyzes the new challenges in public health risk prevention faced by China in the context of building the Belt and Road, and proposes the suggestions for risk responses to guarantee the building of the Belt and Road and national public health security.

Abstract:The Belt and Road Initiative（BRI） has effectively promoted the connectivity of countries along the route andinjected vitality into their economic growth. This article summarizes the achievements of the BRI over the pastdecade, analyzes the existing problems, clarifies the challenges faced in the domestic and foreign environmentalchanges, and provides suggestions for promoting the initiative under the new development pattern. It emphasizesthe construction principles of openness, greenness, and integrity, as well as high standards, people-centeredness,and sustainability. These principles are the guarantee of effectively dealing with external interference, improvingrisk prevention ability and the project construction benefits. The article suggests the establishment of mechanismsfor facilitating and liberalizing trade and investment, and clarifies key countries and sectors for the BRI in thenew situation and new pattern. The authors also propose enhancing domestic foundations of the initiative throughhigher-level independent and institutional opening up.

Abstract:Abstract International Cooperation for the Belt and Road Initiative (BRI) is of great significance to China and the other BRI countries. By the end of January 2020, China has signed 200 cooperation documents with 138 countries and 30 international organizations to build the “Belt and Road”. The BRI faces challenges from some Western and ASEAN countries, differences among the Belt and Road Countries, and also global emergency issues. In addition to grave threats to human life, the COVID-19 coronavirus carries serious risks for the global economy. In the implementation process of the BRI, it will inevitably encounter various trade and investment frictions, and it needs a long-term dispute settlement mechanism. In the post-epidemic era, we need to construct top-level design, accelerate further trade cooperation, promote China-ASEAN cooperation, strengthen China-African Cooperation, and jointly fight against the epidemic.

Abstract:Western powers have been interfering in the internal affairs of some countries along the Belt and Road, promoting "hegemonic diplomacy", and thus affecting the economic interests of Chinese citizens and enterprises in local investment, trade and other activities. In the process of promoting the construction of the Belt and Road, the biggest risk facing my country's overseas interests is the change of foreign regimes and political turmoil. In order to prevent and resolve the risks that hinder cooperation, especially the problems of project suspension, contract cancellation, and investment loss caused by regime change, it is urgent to find solutions with international credibility and authority, and with a certain degree of compulsion. International rule of law is recognized as the most effective way to resolve cross-border disputes and disputes to form international consensus and legitimacy. After studying the legal mechanism for protecting overseas interests, this article proposes to promote the protection of my country's overseas interests by creating new bilateral treaties specifically for the construction of the Belt and Road. In the construction of the Belt and Road, my country should actively use international rule of law to shape rules, and while effectively protecting my country's overseas interests, express its advocacy of international governance and international order, which is in line with the reality of my country's growing economic strength and rising international status.

Abstract:Under the tide of global economic integration with aggravated environmental risks caused by intensive human activities, the spatial network correlation of environmental risks has become intensified. The close exchange of activities among the countries under the Belt and Road Initiative (BRI) will especially feel this contagion of environmental risks. Given this situation, this article analyzes the environmental risk contagion relations among the BRI countries and the characteristics of their network structure by using social network analysis (SNA). A block model is used to analyze the spatial clustering characteristics of the environmental risk contagion. Specifically, the driving factors of environmental risk contagion are analyzed through the quadratic assignment procedure (QAP) of SNA. The results of this article provide some references for the BRI to reduce the environmental risks and jointly control the environmental risk contagion, so as to assist in the promotion of a green silk road.

Abstract:International cooperation for renewable energy under the Belt and Road Initiative (BRI) plays a pivotal role in the transition to low-carbon energy in BRI developing countries. However, the rise in energy, debt, food, and geopolitical crises, along with the unique internal challenges found in different BRI developing countries, introduce multiple uncertainties to international renewable energy cooperation (IREC). Therefore, it is crucial to analyze the risks associated with IREC across different BRI countries by incorporating international cooperation theory. This study proposes an analytical framework comprising cooperation consensus–state capacity–institutional environment, which encompasses the willingness to cooperate, national capabilities, and international institutional considerations. An evaluation indicator system is constructed based on this framework. The study optimizes the indicator weights obtained from expert surveys using the analytic hierarchy process and the criteria importance through intercriteria correlation method. A quantitative assessment of IREC risks was conducted for 114 BRI countries from 2010 to 2020. The results indicate a gradual reduction in IREC risks between China and BRI countries. Regional risk assessments reveal that Southeast Asia exhibits the lowest average risk, while Africa not only records the highest average risk but also indicates substantial cooperation potential. Therefore, we recommend a comprehensive approach to risk mitigation. Such an approach would include gradually improving cooperation mechanisms, promoting both top-down and bottom-up cooperation, encouraging the involvement of multiple stakeholders, and prioritizing early-stage risk assessments and research.

Abstract:Under the prevailing trade protectionism and the continuing downturn in the world economy, China has proposed the “Belt and Road” Initiative, so as to build a community of interests, responsibilities and destiny, leading countries to achieve diversified, balanced and sustainable development. The concept of symbiosis coincides with the Silk Road spirit of peace and cooperation, openness and inclusiveness, and mutual benefit and win-win situation, as advocated by the “Belt and Road” Initiative. In this context, this study selects trade data from 2011 to 2020 and measures the symbiosis trade relations between China and different regional countries along the Belt and Road in four dimensions: Complementarity, Competitiveness, Dependence and Integration. The results show that the trade competitiveness between China and the "Belt and Road" countries is weak, the trade complementarity is at a medium level, the trade dependence is generally high, and they have relatively close trade contacts. In brief, trade cooperation needs to be further strengthened. Finally, this study provides some policy recommendations to improve the trade symbiosis relations and perfect trade structure.
Big Data-Based Assessment of Political Risk along the Belt and Road

Abstract:Political risk assessment has become increasingly important in recent years, especially with the launch of the Belt and Road Initiative (BRI) and with Covid-19 still ravaging the world. This study aims to assess systematically the political risk of BRI countries during the period from 2013 to 2019 based on three big data sets, the Global Database of Events, Language, and Tone (GDELT), China Global Investment Tracker (CGIT), and Armed Conflict Location & Event Data Project (ACLED). It is found that to properly quantify the political risks for BRI countries, the type of events, “Material Conflict”, and a variable characterizing the degree of cooperation/conflicts of the events, the Goldstein Scale, are of critical importance. Based on the chosen type of events and variable, we design a normalized variable to assess political risk of any country in any year so that comparison among different countries can be meaningly made. By decomposing political risk into two components, domestic and international, and examining the spatiotemporal evolution of political risk along the Belt and Road, we find that the sum of the number of BRI countries with the extremely high level and the high level of domestic, international, and (overall) political risk all reached the peak in 2015, and decreased thereafter, and that often the level of domestic political risk along the Belt and Road was higher than the international political risk. It is also found that a strong positive correlation exists between political risk and China’s total investments and construction contracts along the Belt and Road during this period. The implications of this positive correlation are discussed. The analysis presented here may help to promote the sustainable development of BRI, and be extended to examine the risks associated with foreign investments other than BRI projects.
