Abstract:Canonical urban models postulate transportation cost as a key element in determining urban spatial structure. This paper examines how road rationing policies impact the spatial distribution of households around transit centers using rich micro data on housing transactions and resident demographics in Beijing. We find that Beijing's road rationing policy significantly increased the demand for housing near subway stations. The premium for proximity is stable in the periods prior to the driving restriction, but shifts significantly in the aftermath of the policy. The composition of households living close to subway stations shifts towards slightly wealthier households. Our findings suggest that city-wide road rationing policies can have the unintended consequence of limiting access to public transit for lower income individuals.
A Framework & Dynamic Model for Reform of Residential Land Supply Policy in Urban China

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..
Rationing and Pricing Strategies for Congestion Mitigation under Heterogeneous Users and Vehicle Types

Abstract:This paper extends previous research on rationing and pricing policies analysis models by explicitly modeling the role of public transit. The model follows the indirect utility approach and adopts a linear form for the demand function. This effort differs this paper from an early effort of the authors, and allows policy makers to estimate the market share of different modes and the choice of different vehicles among drivers. Therefore, it allows the consideration of differentiated rationing and pricing strategies towards different user groups. By combining individual vehicle ownership and usage models with a network supply model, market equilibria can be derived. Welfare impact of different policies can be assessed through investigation of compensating variation under different policies. This paper provides a powerful tool to support the welfare analysis of various rationing and pricing strategies for congestion mitigation in mega-cities.

Abstract:This paper aims to establish a new integrated analytic framework, within which to analyze the relationship between housing price and household consumption, financial market, and household characteristics (homeownership and credit conditions) to explore how to use these links to help industry optimization and urban development in the long run. The authors first present a behavioral economic model to show the asymmetric responses of consumption to housing price and the heterogeneous role of financial marketization across different household groups. Then, based on China Family Panel Studies (CFPS) 2010, 2012, and 2014, the authors find urban housing price influences some nonessential expenditure items like education, medical, and transportation, but such influence is subject to financial marketization. Further, the positive moderating effect of financial marketization on consumption is significant on homeowners, particularly for those being constrained. However, this moderating effect is not significant among renters. These heterogeneous responses offer meaningful implications for policy makers in formulating relevant long-term economic strategies that not only spearhead industry optimization and financial policy reform but also transform housing wealth into consumption, along with bolstering economic development in China. Abstract:Rapid development in urbanization and growth in car ownership in China have led to serious urban traffic congestion.Conventional supply-side strategies such as road capacity expansion have been less effective in reducing traffic congestion.Congestion pricing as a demand-side strategy in congestion management has received increasing attention.This paper presents a multi-period optimal pricing model for a general road network,and provides the optimality conditions and efficient congestion pricing schemes for a two-period case.A numerical example is provided to show that congestion charging is effective in reallocating traffic volumes between peak and off-peak periods,reducing total traffic volumes,and achieving social welfare gains.

Abstract:Urbanization and industrialization have achieved great promotion since market economy was adopted last century in China. City, the most important carrier to support urbanization, of course, realizes quality and quantity optimization on production factors such as population, land and capital. Whereas, housing inequality becomes serious due to urban-rural dual structure during urbanization. People pay more attention to floating population urban housing problems than before. Based on new-type urbanization, the paper firstly analyzes indemnificatory housing’s difficulty in construction as well as its implement and combines the reality of commercial residential building in stock, utilization to justify the rationality of housing vouchers policy. Finally, for the sake of easing urban housing problems, the paper puts up an idea and constructs floating population urban housing purchase system via housing vouchers, where containing housing vouchers financial channels, subsidy objects and cash approaches.
The Heterogeneity of Market Supply Effects of Public Housing Provision: Empirical Evidence from China

Abstract:This paper examines why and how public housing provision may affect the supply of market-based housing in urban China. We illustrate how both the demand mechanism and the cost mechanism may lead to the crowding-out effect of public housing provision on market housing provision in post-reform urban China. Based on panels of both provincial-level and city-level data for the period of 1999-2010, our empirical results shows that: (1) the supply of public housing has crowding-out effect on the supply of market housing in China but its degree is generally moderate; (2) the crowding-out effect varies substantially under different scenarios; (3) the crowding effect changes over time but its estimation accuracy is gradually improving in the sample period. The findings in this paper have useful implications to the design of public housing programs in general. (C) 2016 Elsevier Inc. All rights reserved.

Liberalizing Rural-to-urban Construction Land Transfers in China: Distribution Effects

Abstract:China's land market is characterized by a dual urban-rural system, with the government in control of rural-urban land transfers. In recent years, different types of pilot projects have been implemented to experiment with liberalizing markets for rural-urban construction land transfers. The objective of this study is to gain insights into the distributional effects of three different types of land liberalization rules by making a comparative analysis of three pilot projects carried out under each of these liberalization rules. We find that transfers facing more liberalized rules result in higher shares of land revenue flowing to the rural sector and thereby reduce the ruralurban income gap. But direct transfers between rural and urban land users also contribute to growing income inequality within the rural sector, as households living in urban fringes benefit relatively more from such transfers. A tradable quota system can reduce the impact of location on the price of land, and thereby contribute to a more equal distribution of the revenues of rural-urban land transfers within the rural sector.

Abstract:Rapid urbanization has transformed cities by improving the quality and quantity of production factors, such as population, land, and capital gain optimization. However, housing problems of the floating population (liudong renkou) have seriously increased during the urbanization process. This study reviews the history of indemnificatory housing development in China and explore its effectiveness in the context of sustainable urbanization. Difficulties in the housing subsidy policy are identified, and an optimization-based framework for housing subsidy system that focusing on housing voucher is designed with the consideration of capitation grant, occasion for implementation, cost estimation, implementation procedure, and supplementary policy. The appropriateness of the housing voucher policy was tested on Zhejiang Province, and expert interview was conducted to evaluate the proposed housing subsidy system. This study provides an effective alternative housing subsidy policy which can facilitate the settling down of floating population in cities and also contribute to sustainable urbanization.

Housing Policy Debate

Abstract:Housing affordability and high vacancy rates are pressing issues faced by countries worldwide, with notable challenges arising in many parts of Asia. This study, taking Taipei as a representative model, investigates the strategic interactions among governments, homeowners, and rental service providers in the utilization of vacant houses. By employing a tripartite evolutionary game model, we found that a balanced strategy integrating both incentives ("carrots") and penalties ("sticks") outperforms single-pronged approaches. It's vital to calibrate these incentives with homeowners' perceived efforts and risks. Our findings advocate for a dual policy approach: offering incentives to homeowners and raising holding costs for vacant properties. Furthermore, we emphasize the crucial role of rental service providers, indicating that enhanced regulations could bolster trust and invigorate the rental market. While the study focuses on Taipei, the findings offer broader implications for housing economics debates.

Abstract:We estimate an equilibrium sorting model of housing location and commuting mode choice with endogenous trafic congestion to evaluate urban transportation policies. Leveraging ine-scale data from travel diaries and housing transactions identifying residents' home and work locations, , we recover rich preference heterogeneity over both travel mode and residential location decisions. While different policies produce the same congestion reduction, , their impacts on social welfare differ drastically. In addition, , sorting undermines the congestion reduction under driving restrictions and subway expansion but strengthens it under congestion pricing. The combination of congestion pricing and subway expansion delivers the greatest congestion relief and eficiency gains.

Abstract:There is a big obstacle to bring congestion pricing into effect for the lack of public confidence on equity impacts. This paper analyzes the equity effects of congestion pricing from its impacts on urban road resources allocation. It sets forth the characteristics of urban road resources and the meaning of equity in urban road resources allocation, and then makes researches on how to measure the equity effects. On the basis of the resources occupation of urban roads in every mode, it uses Lorenz curves and Gini coefficients to show the changes before and after the implementation of urban road congestion pricing. In that way, the change of equity in road resources allocation brought by the urban road congestion pricing is found out, and the equity effects of urban road congestion pricing are quantitatively analyzed. Also, a sample case is introduced and the practical data are calculated to demonstrate that the urban road congestion pricing can improve the public equity of the urban road resources allocation.

Abstract:This paper discusses different allowance strategies of affordable renting house,and concludes the standard for making choice under specific social and economic situation.By constructing optimization model,allowance strategies of 281 cities are estimated.It points that more than 70% of the cities shall be guaranteed by provision of low-rent homes at present time.The result indicates that provision of monetary subsidy,the presently main way,is not reasonable for the social economic situation in China.Based on international experiences,the paper researches the options for affordable renting house.

Abstract:As regions are becoming more integrated, it is increasingly problematic to treat real estate markets in different cities as isolated entities. However, the links between them, especially via inter-city housing purchase, have remained very much unknown, due largely to the lack of fine-grained data. Armed with one unique dataset, this paper is among the first to examine the pattern, geography and decision making of inter-city housing purchase in the network of cities, using China's Yangtze River Delta (YRD) region as an example. Another of this paper's contributions is to formulate a tentative analytical framework that is sensitive not only to traditional socioeconomic factors (e.g. relative prices) and geographical factors (e.g. geographical distance), as suggested by traditional literature based largely on advanced economies, but also to institutional factors, such as government policies, especially in the context of emerging economies. Here, we focus on one specific type of government policy the quota system in China's housing market. Empirical studies indicate that those three types of factor have co-shaped the geographical dynamics of inter-city housing purchase in China. Furthermore, the quota system, which is designed to control the number of housing purchases, might not function as expected.

Abstract:The equity of road resources distribution in the urban area can be described by models of competitive relationship among the road users who take the different transportation modes. A two-specie model is established and the relationship between them is discussed by checking the balance points and their stabilities. The definition of the equity of road resources distribution is given: A simple case about the competition between private cars and buses is calculated, in which the mechanism and the effect of bus lane policy are discussed. Finally, a general form of the effect of economical and policy approaches on the resources distribution is added into the competition model.

Abstract:Studying the welfare effect produced from congestion pricing and designing a reasonable revenue redistributing way is one of most important problems in the theoretical and practical field of congested road-use pricing. Based on reviewing the welfare effect of congested road-use pricing, this paper analyzes welfare effect of congested road-use pricing in welfare economic terms, and finds the determined factors affecting choice of travel modes and welfare after congestion pricing. The paper proposes some redistributing ways on congestion road-use pricing revenue according to changes of travelers' welfare. And we also analyzed the efficiency of different modes according to the proposing rules. The results indicates that choice and welfare effect of travel mode were depended on time value, operating cost of different travel mode, and the revenues are used to improve public transit service may be the most feasible redistribution way.

Abstract:<p>To curb excessive rises in housing prices, the government has instituted a series of macro-control measures in the real estate market. The housing purchase restriction (HPR) policy, one of the most severe policies, aims to curb a rapid rise in housing prices by excluding investment demand for housing. The real estate market of Langfang City was a particularly pertinent case because it is adjacent to Beijing, the capital of China. This study collected 11,597 sets of second-hand housing transaction data from five counties around Beijing in Langfang. A regression discontinuity design was then used to indicate that the HPR policy of Langfang did not significantly reduce the price of second-hand houses in the study area. In addition, the effect of the HPR policy on housing prices had an obvious spatial heterogeneity. Within 500 m of the buffer zone around Beijing, the implementation of the HPR policy significantly increased the price by 8.07 %. Within 1000 m of the buffer zone, the implementation of the policy increased the price by an average of 6.70 %. Although the HPR policy played a role in reducing the price further than 1000 m, it was not robust. Finally, the paper highlighted that the policy makers should pay attention to the heterogeneity and connection of different cities, balance the relationship between multiple stakeholders, and improve and implement relevant systems, including a real estate tax regime and land spatial planning regime.</p>

Abstract:This paper examines suburban rural housing rental market and its effect on land and income allocation in Hangzhou.It is found that the development of the market is largely resulted by economic growth and immigration of nonlocal labors.Local households with extra living space tend to lease out more areas.The prosperity of rural housing rental market improves the utilization efficiency of suburban rural housing land,and to some extent inspires housing investment.Payment received through the market constitutes an important part of households' income,which indicates that the market might be a useful tool in increasing income level and reducing poverty.
