Abstract:Since the founding of the People’s Republic of China (PRC) more than seven decades ago, agriculture has experienced a roller-coaster development path (Lardy 1983). The first challenge began with the implementation of bold (but not always neat) land reform in which farmland and livestock were confiscated from landlords. The means of farm production were then distributed to villagers. The nation’s planners then (mostly) successfully implemented the first ‘five-year plan’, in 1952– 57. The next plan, however, during the Great Leap Forward, was more difficult. Growth slowed and China struggled to manage its land—and its people—through large communes. After experiencing the world’s largest famine in the late 1950s and early 1960s, China’s farm sector began to recover between 1962 and the mid-1960s. However, the political chaos of the Cultural Revolution spilled over into agriculture, which slowed that sector’s growth and stymied rural development. This slowdown stretched through to the late 1970s.

Abstract:The past four decades have witnessed unprecedented economic growth and rapidly rising food demand in China. This paper provides an introduction to readers with useful information summarising the development of China’s agricultural sector and the transformation of its rural economy over the 40 years of economic reform. It is, however, impossible to cover all aspects of this recent and rich history in a single journal special issue. Nevertheless, we are of the view that these papers address the most fundamentally important and insightful topics including: land reform and rural development; technology progress and productivity growth; changing food consumption patterns; rural education and human capital accumulation; and poverty alleviation.

Abstract:Two decades of economic reform have changed the economic landscape of China. During the 1980s and 1990s, per capita grain output reached a level similar to that in developed countries (FAO 2002). Agricultural productivity has risen steadily for two decades (Jin et al. 2002). Many farmers have shifted into higher valued agricultural enterprises, making decisions increasingly on market-oriented principles (Huang et al. 2006). Off the farm, more than 40 percent of rural residents have employment; about 100 million of them – most of them young and eager to make new lives in the city – have left home and moved to urban areas for employment (de Brauw et al. 2002). Rural incomes have risen significantly and hundreds of millions of people have escaped poverty during this time (World Bank 2001). Indeed, economists looking at China from a comparative perspective praise China’s reforms as the “biggest antipoverty program the world has ever seen” (McMillan 1997: 210) and have claimed that the reform policies have led to “the greatest increase in economic well-being within a 15-year period in all of history” (Newsweek 2005).

Abstract:The overall goal of this article is to identify major changes in China's agriculture/food economy and their implications for both China itself and, more importantly, to the rest of world. China has become one of the fastest-growing economies in the world since late 1970s. GDP grew at about 10% annually in the past 30 years. China's experience shows the importance of both domestic and external policies in achieving sustainable growth. The results from this study provide significant policy implications to many countries that are currently China's major trade partners or those seeking greater economic and trade relations with China. The main conclusions on the implications of China's rapid economic growth are that China's growth will provide more opportunities than challenges to the rest of the world, on average. Overall, the rest of the world will gain from China's economic expansion though this general conclusion may not hold for some countries.

Despite stress on self¬ sufficiency, grain production and agricultural output barely kept pace with population growth. This picture changed in 1978, when China began a series of fundamental reforms in the rural sector. Abstract:Tariffs on agricultural products fell sharply in China both prior to, and as a consequence of, China's accession to the WTO. The paper examines the nature of agricultural trade reform in China since 1981, and finds that protection was quite strongly negative for most commodities, and particularly for exported goods, at the beginning of the reforms. Since then, the taxation of agriculture has declined sharply, with the abolition of production quotas and procurement pricing, and reductions in trade distortions for both imported and exported goods. Rural well-being has improved partly because of these reforms, and also because of strengthening of markets, public investment in infrastructure, research and development, health and education, and reductions in barriers to mobility of labor out of agriculture. Many challenges remain in improving rural incomes and reducing rural poverty.

Abstract:The collective farming system, the state-monopolized procurement and marketing system, and the grain self-sufficient policy, formed in the early 1950s, made the rapid development of heavy industries possible in China. However, they were detrimental to farmers' incentives and resulted in a serious misallocation of resources. Consequently, despite sharp improvements in technology and increases in the use of modern inputs, grain production in China barely kept up with population growth before the 1979 reform. The shift from the collective farming system to the household-based farming system in 1979 greatly improved farmers' incentive and resulted in a sharp increase of grain output in the early 1980s. In the late 1980s, grain production stagnated again because the incompleteness of procurement system reform made the production of grain unprofitable. For producing enough grain to feed China's ever-increasing popualation. it is imperative for the Chinese government to liberalize the grain procurement and marketing system and to invest in yield-improvement research. It is also desirable for China to adjust her trade policy and to import more grain for meeting domestic grain demands.

Abstract:China's economy has experienced remarkable growth and significant structural changes snce economc reforms werentatedn 1979. The annual average growth rate of gross domestc product (GDP) has been about 9 per centn the past three decades (NBSC 2006). Food security—one of the issues of central concern to policymakers in China—has also improved significantly since the late 1970s. Abstract:In the past thirty years, China has made great strides in terms of boosting food production while simultaneously reducing the number of its rural poor. This success was largely accomplished through agricultural policy and trade reform, food market liberalization, and public investment in agricultural infrastructure and agricultural research. However, there is much more economic development work to be done in rural China, as issues such as an aging agricultural workforce, land‐use rights, and water shortages persist. At the same time, increased urbanization and the rising middle class are changing the demand for food in China. This article outlines the issues facing Chinese agriculture and connects those issues to the global marketplace.

Abstract:The reforms in the research sector vividly illustrate the propensity of the Chinese leadership to implement reform in all sectors of the economy. The government has attempted to increase research productivity by shifting funding from institutional support to competitive grants, supporting mainly research on issues relevant to economic development, and encouraging applied research institutes to earn their money by selling the technology they produce. The paper finds that while competitive grants programs have probably increased the effectiveness of China's agricultural research system, the reliance on commercialization revenue to subsidize research and make up for falling budgetary commitment has weakened the system. Empirical evidence demonstrates the declining effectiveness of China's agricultural research capabilities, and also shows that the system s national research institutes—those with high quality breeding team supported by a constellation of agricultural science departments and with access to international research—have fared the best in the reform era and have not seen their research output fall.

Abstract:In this essay, our goal is to assess the state of China's rural economy and examine whether rural China is capable of participating in the sequence of economic events that will lead to modernization. We examine how agricultural productivity has changed, the nature of the shift of labor moving from rural to urban areas, how commodity markets have evolved, and how the rural industrial sector is adjusting the recent reforms. According to our own work and that of others, we show how the rural economy is beginning to be fundamentally transformed and is contributing to China's modernization.

Abstract:Abstract Chinese agricultural reforms have consisted of two transitional stages; initially decollectivization in the late 1970s followed by market liberalization in the mid 1980s. While much research has been conducted on the initial stage of increasing the incentives for farmers in collective cultivation, little quantitative evidence exists on how marketing reforms and the development of rural markets has affected agricultural production decisions. Using more accurate and disaggregated measures of the reform and market development components of liberalization than previous research, this study examined the effects of these liberalization policies on the agricultural production decisions in Shaanxi province. Procurement quota levels were found to be positively associated with the area planted to grain crops. Thus, quotas represent an effective way of increasing grain production and thereby also a means of achieving food self sufficiency which remains an important policy objective for the Chinese government. The involvement of state grain stations in free market grain trade and the expansion of rural markets has increased the area planted to the two potential cash crops, soybeans and wheat, and reduced the sown area of the Subsistence crop, corn reflecting the reduced need to plant corn as a self insurance mechanism for smoothing consumption. An increase in procurement quotas increases fertilizer use on grain crops, due to the policy of linking quotas to access to below‐market priced fertilizer, but decreases the use of labor, which shifts to other more profitable enterprises. Market development has increased these off‐farm employment opportunities and the earnings associated with them, thereby promoting the shift of labor out of crop production and increased the use of fertilizer which has also become more available.

Understanding Recent Challenges and New Food Policy in China

Abstract:Despite of remarkable achievements in the past, China is also facing several major challenges, in particular on ensuring sustainable growth of agriculture, improving food security, increasing farmers' income. The paper reviews China's agricultural and food policy with specific focus on recent challenges, initial policy responses and their consequences, and re-adjusting in policies. The results show that the policy responses to the challenges of sustainable agriculture are strong and encouraging. Adjusting the national food security target in response to sustainable agriculture and major efforts to improve food security are significant. To increase farmer's income, China has shifted its policy regime from taxing to subsidizing and protecting agriculture in the past decade. However, the results of these efforts are mixture. Price interventions increased farmers' income, they also resulted in several serious problems. Good news is that some new efforts to solve these problems may bring China's market reform back to the right track though they still needs to be evaluated. The paper concludes that the previous experiences on agricultural development through institutional reform, technology change, market reform, and investment in agriculture should still be the keys for successfully ensuring food security and sustainable agriculture for China in the future.

Abstract:The overall goal of this paper is to examine the key policy issues encountered in agriculture research through analyzing the general trends and structure of agricultural research investment and international comparisons.The results show that China's agricultural research investment has increased significantly after its reform initiated in the late 1990s. However,overall investment is still very low.Moreover,most of increase in the investment has been in the term of com- petitive grants,which has significantly reduced the share of core funding and may have negative affected the long-term strategic plan and research efficiency.The great effort is also needed to encourage the private sector to engage in agricul- tural research.

Abstract:By conscious design, reformers in China only gradually focused their efforts on expanding the role of markets for the allocation of goods and services in the economy. As a result, markets—especially in the agricultural sector—developed slowly. Throughout the 1990s there was a heated debate about the degree to which markets had emerged. The main goal in this paper is to bring together a number of simple and revealing facts on the emergence of China's markets. To do so we examine several sets of price data and analyze spatial patterns of market prices contours over time and text the extent to which market prices are integrated among China's regions. According to our analysis, we find that to a remarkable degree, agricultural commodity markets have emerged; price patterns look much like those in market economies in the rest of the world and prices are highly integrated across space.

Abstract:China's economic reform constitutes one of the most remarkable events of the second half of the twentieth century. It not only significantly improved the living conditions of the Chinese population but also provides a useful model of economic transition from central planning to a market economy. The gradual approach to reform adopted by the Chinese was widely regarded as suboptimal and likely to fail when compared to the shock therapy method applied in the former Soviet Union and the Eastern European economies.
