Steering mechanisms for social and socioecological systems

Abstract:A variety of behavioral mechanisms arise in efforts to steer or guide the actions of those who are subject to the provisions of governance systems. Mainstream thinking tends to focus on the role of rules and various types of regulatory measures, giving rise to an interest in matters of compliance and enforcement and the settlement of disputes about the application of general rules to specific situations. Many institutions, especially in western societies, do conform to this model. But this is not the only way in which institutions can guide the behavior of subjects. Alternative mechanisms include principles-based governance, pledge-based governance, standards-based governance, and goals-based governance. The interesting challenge in this regard is to analyze the conditions under which one or another of these mechanisms is likely to produce the best results measured in terms of their ability to come to terms with issues arising at the societal level.
