Abstract:PurposeThis paper aims to construct rental housing indices and identify market segmentation for more effective property-management strategies.Design/methodology/approachThe hedonic model was employed to construct the rental indices. Using the k-means++ and REDCAP (Regionalisation with Dynamically Constrained Agglomerative Clustering and Partitioning) approaches, the authors conducted clustering analysis and identified different market segmentation. The empirical study relied on the database of 80,212 actual rental transactions in Beijing, China, spanning 2016–2018.FindingsRental housing market segmentation may distribute across administrative boundaries. Properly segmented indices could provide a better account for the heterogeneity and spatial continuity of rental housing and as well be crucial for effective property management.Research limitations/implicationsResidential rent might not only vary over space but also interplays with housing price. It would be worth studying how the rental market functions together with the owner-occupied sector in the future.Practical implicationsResidential rental indices are of great importance for policymakers to be able to evaluate housing policies and for property managers to implement competitive strategies in the rental market. Their constructions largely depend on the analysis of market segmentation, a trade-off between housing spatial heterogeneity and continuity.Originality/valueThis paper fills the gap in knowledge concerning segmented rental indices construction, particularly in China. The spatial constrained clustering approach (REDCAP) was also initially introduced to identify regionalised market segmentation due to its superior performance.

Abstract:Most studies about housing submarkets have focused on its definition and identification. Recently more attention has been paid to the structural persistence in housing markets, yet the explanation for submarket dynamic patterns is still limited. This paper examines the performance of housing submarkets in Hangzhou city of China, during the booming period of 1998–2009. The findings, based on both static and time series analysis, suggest that the structure of submarkets within the city is not stable. However, the relocation pattern, coupled with the trends in housing development, can explain the evolution of a submarket structure to some degree.

Abstract:China’s rental housing market has just started to develop in recent years. It is relatively imperfect and lacks a clear reference for the pricing of rents, which is not fully transparent. A study on the rent formation mechanism of rental housing has policy implications for the construction of a guiding price for the rental housing market and the establishment of a reference basis for the pricing of subsidized housing. Referring to the definition of a benchmark land price, we use data from Beijing to innovatively introduce the concept of benchmark rent. Based on hedonic price theory and the driving factors of benchmark rent, a system of indicators is constructed to explore the mechanism of influencing factors at meso and micro levels on the benchmark rent of market-based rental housing. After LaGrange and robustness tests, it is found that the spatial error model (SEM) is more suitable for benchmark rent determination. We conclude that benchmark rents are affected by spatial relationships caused by spatial heterogeneity and dependency, and that there is significant spatial variation in the factors affecting market-based rental housing benchmark rents. The determination of the benchmark rent can be used as a guiding signal for the market, as a clear signal expectation for the market, government, and tenants.

Abstract:As the Chinese economy is growing rapidly, the office market has become a heated investment area in the 21st century in China. However, there are few academic researches on China office market especially the rent level. In order to find out the determinants of office rent, a time-series cross-sectional analysis is carried out in this paper based on a demand-supply equilibrium dynamic adjustment model, using data of 13 cities over ten year period 1998-2007. The demand resulting from the increase of GDP and use of foreign funds has significant positive influence on rent. Meanwhile, the rent level is cut down by tremendous supply measured by new completed office area. Other factors such as total service sector employment, employment in finance and real estate and short-term interest rate have weak influences on office rent.

Abstract:From the point of housing hedonic price,a research is made and methods put forward in this paper to examine and analyze the housing sub-market.The five old districts of Shangcheng,Xiacheng,Gongshu,Jianggan and Xihu are taken as the research targets.All are in the urban area of the Hangzhou city.Through a survey of 290 housing communities,2473 effective samples are collected from real estate agents.The time spans from January 1,2003 to July 31,2003.Reviews of how to select characteristic variables indicate that housing characteristics can be divided into three categories: structural characteristic,neighborhood characteristic and location characteristic.21 individuals and 18 housing characteristics are chosen as model independent variables.Among them there are seven structural characteristic variables: Floor acreage,Housing age,Orientation,Decoration degree,Housing floor,Garage and parking space,Attic;seven neighborhood characteristic variables: Natural environment,Inner environment,Community management,Nearby university,Life establishment,Education establishment,Recreation and sports facility;three location characteristic variables: Distance to CBD,Distance to West Lake,Traffic condition;and one additional characteristic variable: Time factor.The housing market of Hangzhou city is subdivided according to construction types and property right.Hedonic price models are set up for the whole market and sub-markets.Chow Test shows that sub-market models are remarkably different,and these two kinds of market segmentation methods are rational.Research results also indicate that market segments do not lead to the improvement of model fitness performance.Influencing factors are different among sub-markets,and house characteristics have different degrees of influence on the housing price.The eight housing characteristics(Floor acreage,Housing floor,Decoration degree,Inner environment,Life establishment,Distance to CBD,Distance to West Lake,Traffic condition) have remarkable influence on the whole market and all sub-markets.The two housing characteristics of Construction area and Distance to West Lake have the most important influence on the housing price.The West Lake has greater impact on housing price than closeness to CBD.

Abstract:This paper aims to establish a new integrated analytic framework, within which to analyze the relationship between housing price and household consumption, financial market, and household characteristics (homeownership and credit conditions) to explore how to use these links to help industry optimization and urban development in the long run. The authors first present a behavioral economic model to show the asymmetric responses of consumption to housing price and the heterogeneous role of financial marketization across different household groups. Then, based on China Family Panel Studies (CFPS) 2010, 2012, and 2014, the authors find urban housing price influences some nonessential expenditure items like education, medical, and transportation, but such influence is subject to financial marketization. Further, the positive moderating effect of financial marketization on consumption is significant on homeowners, particularly for those being constrained. However, this moderating effect is not significant among renters. These heterogeneous responses offer meaningful implications for policy makers in formulating relevant long-term economic strategies that not only spearhead industry optimization and financial policy reform but also transform housing wealth into consumption, along with bolstering economic development in China. Explaining Inter-Metropolitan Variation in Housing Rents in China

Abstract:Based on the supply and demand equilibrium market model, the paper uses the panel data model of 35 cities in China from 2003 to 2008 to explain inter-metropolitan variation in housing rents in China. The main conclusions are: (1) The housing rents are positively correlated with housing prices, but negatively correlated with housing price growth expectations; (2) The proportion of non-household population is one of the important factors for the intercity housing rents differences, but the total urban population isn't statistically significant at the 0.10 level; (3) The coefficient estimates for both short-term income and long-term revenue are negative, however only for short-term income is statistically significant; (4) Urban economic development significantly affect the intercity housing rents differences, but the city's livable degree is not a significant factor.
House Price Index Construction in the Nascent Housing Market: the Case of China

Abstract:Most existing house price index construction methods are developed mainly based on transaction data from the secondary housing market, and are not necessarily suitable for the nascent housing markets where a predominant portion of housing transactions are new units. Using the booming market in China as an example, we evaluate and compare the performances of three most common house price measurement methods in the newly-built housing sector, including the simple average method without quality adjustment, the matching approach with the repeat sales modeling framework, and the hedonic modeling approach. Our analyses suggest that the simple average method fails to account for the substantial complex-level quality changes over time of sales during our sample period, and the matching model fails to control for the effect of developers’ pricing behaviors when adopted in the newly-built sector, hence both are downward biased. Based on this finding, we apply a hedonic method, which allows us to control for both quality changes over time of sales and developers’ pricing behaviors, to 35 major newly-built housing markets and provide the first multi-city constant-quality house price index in China. The new index reveals that the current Chinese housing market is facing a greater risk of mispricing than reported by the existing official metrics.

Abstract:The healthy development of the housing rental market is strongly related to residents’ happiness and is the key content of the housing system reform.Taking Beijing as an example,this paper analyzes the spatial differentiation characteristics and different influencing factors of residential rent based on GWR model.The results show as follows.（1） The spatial pattern of residential rent in Beijing has general characteristics of core-periphery gradient decreasing and high in the north and low in the south.There are also local high-value and low-value concentration areas.（2） The advantages of central location,the convenience of public transportation,and the quality,accessibility of the neighborhood conditions such as commerce,education,and leisure have a significant positive impact on residential rent.（3）The effects of various factors on rent vary greatly in space.The superposition of central location and employment opportunity distribution has an impact on residential rent,in which the positive impact of subway distribution is highlighted in the suburbs,and the influence of neighborhood condition shows strong spatial dependence in a small-scale life circle.Finally,the paper discusses the planning implications of the empirical results from the perspective of the balanced distribution of resources and the public demands.

Abstract:The Chinese government’s recent low-income housing scheme aims to tackle housing challenges faced by the urban floating population. A notable shift in this initiative is the focus on the job–housing balance. This study proposes that the spatial interaction between land designated for affordable rental housing and land for commercial facilities serves as a fundamental metric for evaluating this equilibrium, providing insights into the effectiveness of China’s nascent affordable housing efforts. Drawing on post-2021 data, when China’s revamped affordable housing policy took effect, our research examines the spatial distribution of affordable rental housing and commercial service land in Shanghai. By employing coupled coordination models and local entropy metrics, we delve into the supply equilibrium and pragmatic interrelation of these land types. Our findings reveal localized clustering in the spatial arrangement of rental and commercial land within Shanghai. Zones in the urban core exhibit a supply balance, while the peripheries display diminishing accessibility between these land types. Core urban areas have a lower supply balance but higher accessibility, whereas urban fringes face both low supply balance and low accessibility. These study outcomes have significant implications for strategic planning and the construction of affordable rental housing.

Abstract:Constructing a reliable housing price index is crucial for accurately reflecting housing price dynamics and enhancing transparency in the housing market. However, existing methods for constructing housing price indices often confront many challenges, such as omitted variable issues in the hedonic model and constrained samples used in the repeat-sales model. To address these challenges, this study identifies a spatially paired relationship between complexes and develops a Spatially Paired Pseudo Repeat-Sales model to construct the housing price index. This approach offers two significant advantages: first, it enlarges the sample size used in the repeat-sales model at least 1.8 times; second, it effectively estimates the effects of spatial dependency and physical housing factors on prices while mitigating the impacts of unobservable factors through differentiation. The findings of this paper suggest that using the spatially paired pseudo repeat-sales model can significantly improve the estimation of housing price volatility, by approximately 13%. Moreover, the constructed housing price index model demonstrates significant robustness, even when the spatial weight settings are altered. This research provides convincing evidence of improved housing market transparency for stakeholders, including governments, institutional developers, and individual investors. Additionally, the constructed model can inform other similar research in housing price index construction by providing a spatially pairing perspective on housing complexes.

Abstract:China’s rapid urbanization is accompanied by the rocket rise in residential property price. Significant spatial disparities in housing price and its growth rate are observed in Beijing. This paper examines the quantity and price effects of residential land availability in Beijing. Using datasets of residential land leases and private housing resale records from 2006 to 2009, we find smaller new residential land supply and higher housing price where land supply is more constrained after controlling for demand-side factors. The capitalization of school quality and subway accessibility is also larger in supply-constrained locations. We discuss the limitations of this study and policy implications in conclusion.

Abstract:Little research is devoted to evaluating the spatial patterns of affordable housing in Beijing. For filling this gap by developing a workable assessment framework, this paper addresses the importance of assessing the spatial patterns of affordable housing, not only for the wellbeing of low- and middle-income households but also for urban sustainable development, and presents Beijing as a case study. Using GIS-based spatial analysis, this study assesses the spatiotemporal dynamics of location and affordable housing in Beijing from 1999 to 2012. We posit that spatial agglomeration is gradually decreasing, and the spatial patterns demonstrate an equilibrium distribution in this urban area. The hypotheses were tested using three indexes, Lorenz curves and data on 294 affordable housing projects within the Sixth Ring Roads in Beijing. Our analysis demonstrates that affordability patterns are obviously spatially clustered, and affordable housing is mainly located at the urban fringe. The direct cause is that low- and middle-income households have little impact on determining the location of affordable housing. Therefore, clustering pattern should be reconsidered and improved when constructing future affordable housing projects in Beijing.

Job-Accessibility-Based Housing Affordability Index: An Application In Beijing

Abstract:Both theoretical and empirical researches support the argument that job accessibility should be built into housing affordability evaluation. We use a new information tool, which is called Job-Accessibility-Based Housing Affordability Index, to quantify the impact of commuting cost on the affordability of housing decisions in Beijing. This new index calculates the true affordability of a home based on its market value and the transportation cost incurred by its location. Using the data of zone-level household incomes, housing costs and commuting costs of 64 residential zones in Beijing, we calculate two sets of this new affordability index, for car drivers (high-income group) and other commuters (low-income group), respectively. We also present the spatial variations of the indices for the two population groups and examine the underlying forces. Our empirical findings can help households assess which neighbourhoods are most affordable when considering housing and transportation costs together, and it can also assist policymakers in determining where resources should be focused to enhance affordability.

Abstract:Over the last two decades, housing price-oriented regulation of the real estate market has sparked various debates in several contexts, including policy effectiveness and institutional bias. Scholars have explored the broad impact of policies such as land use controls, property taxes, and financial leverage on housing prices. However, very few studies have focused on the role of separating the consumption and investment demands for housing, especially when the housing bubble prevails and the basic living demands of residents are not fully met. This paper proposes a theoretical model and an empirical method to separate the consumption and investment demands for housing. Using data on housing sales prices and housing rental prices in 70 cities in China, we apply the CES effect function to exhaustively estimate the size of consumption and investment demand, and use a Two-level Hierarchical Liner Model to measure the heterogeneous effects of consumption demands and investment demands on housing prices and economic growth. Our study provides an insightful snapshot of the gradual housing market reform that is unfolding and has yet to be studied in contemporary China.

Taking data sets of residential land leases and private housing sales records from 2006 to 2008 within Beijing's metropolitan area, this paper examines how the capitalization of school quality and subway accessibility in housing prices varies with land availability instrumented by the employment density of state‐owned enterprises (SOEs) at the beginning of SOE reform. Results confirm that the capitalization of school quality and subway accessibility is larger in supply‐constrained locations.

Abstract:China's skyrocketing residential market has raised concerns about housing affordability in metropolitan areas. Current literature usually overlooks the various mechanisms between sale and rent, which may unfold more fundamental structural forces beyond housing location and attributes. This study constructs an analytical framework to investigate how global, regional, and local development contexts, including institutional forces, urban spatial structure, human capital, and neoclassical factors, affect apartment sales and rental prices in Shanghai, China. These factors collectively shape the city's residential market, but renters and buyers may show different housing preferences. Such variation is highly related to their residential status, as renters may prioritize job opportunities while buyers value service amenities more. From the spatial perspective, suburban areas are more inclusive than urban centers, as globalization and institutional factors have exacerbated inequality in the residential housing market in urban centers, and homeownership is changing the patterns of segregation in Chinese cities.

Abstract:In recent years, Chinese housing policies have been shifting from encouraging homeownership toward developing the private rented sector, especially in the superstar cities. Nevertheless, what are the target groups and characteristics of private rental housing in Chinese superstar cities, and whether the private rental housing is capable of meeting private tenants' housing needs remain unclear. This paper attempts to bridge this gap from the tenant perspective by examining the determinants of private tenants' residential satisfaction. We argue that residential satisfaction should be examined within different submarkets. By adopting the Structure of Housing Provision thesis, we identified three main sub-sectors in China's superstar cities, i.e. urban village housing, commercial rented housing, and Long-term Rented Apartment (LTRA). Based on a questionnaire survey in Shenzhen, we examined the characteristics of the three subsectors and tenants living in each sub-sector. Furthermore, we evaluated whether the residential satisfaction levels varied significantly in different sub-sectors and the determinants of residential satisfaction in each sub-sector. The results of an ANOVA showed that tenants living in commercial rented housing and LTRAs were more satisfied than those living in urban village housing. The regression results showed that the determinants of residential satisfaction vary considerably among different sub-sectors. The results of this paper can be useful not only for the landlords to improve tenants' residential satisfaction but also for policy-makers engaged in private rental market development and urban renewal.

Abstract:Effective affordable housing supply calls for affordability and accessibility to public services. This paper analyzes the affordability of eligible households of Public Rental Housing programs in Beijing,using the Residual Income Approach. Result shows that the distribution of Public Rental Housing rent subsidies significantly improves the affordability of low-income households and lowto-middle-income households. While income gap still exists among partial low-income households and low-to-middle-income households. Meanwhile,accessibility to public services,including elementary and middle schools,hospitals and public transportation,is measured based on the spatial distribution of Public Rental Housing programs in Beijing. The result indicates that Public Rental Housing projects are generally located between the fifth ring and sixth ring in eastern,northern and southern Beijing,with relatively poor traffic accessibility and imbalanced distribution of education and health resources. The result reveals the challenging of Public Rental Housing in both affordability and accessibility in Beijing.
