Abstract:The period of the 12th five-year plan has been a critical one for China; it has led to comprehensive development and the emergence of a moderately prosperous society. During that period, reforms in the mode of China's economic development and a development strategy for green transformation have been implemented; constraints relating to resources and the environment have been overcome. Green transformation incurs certain costs in the short term; however, in the long term, it can create new requirements to boost economic development, thereby generating substantial environmental and social benefits. In this study, we assessed the costs and benefits of a green transformation development strategy based on pollution reduction targets. Viewing the pollution reduction targets of the 12th five-year plan as constraints, we applied a general equilibrium analysis system for environment to simulate interactions between environmental protection and economic development. Our simulation results indicated that the cost of achieving a green transition driven by total emission reduction was 595.7 billion CNY; reduction of pollutant emissions generated an environmental benefit of 843.7 billion CNY. Total emission reduction targets created positive structural benefits and promoted a structure for production, consumption, trade, and factor demand that prompted a shift from polluting to clean industries; there were significant decreases in the proportion of high-polluting industries and substantial increases in clean industries. We conclude that growth in the demand for pollution abatement can propel the development of green industry and create new economic growth. In addition, with the rise of marginal abatement costs emission reduction would be more dependent on structural adjustment.

Abstract:AbstractThe popularity of green economy as an innovative technique and financial mechanism has soared as a result of this exchange, the gross domestic product (GDP); transition economy (TE); CO2 emissions; human capital (HC); Government Fund Strategy (GFS); green finance (GF) play a very important role. When it comes to advancing genetic civilization, China’s achievements in the field of green money have become firm proof of the country’s progress. China has come to terms with the fact that it cannot continue on its current path of promoting monetary development at the expense of the environment, both for its own people and for the sake of the global community. The country has prioritized environmental concerns over equality with others through economic, political, social, and other factors. Furthermore, in order to accomplish the enormous goal, China’s cross-country coal use must be covered to allow it to peak before 2020, and fossil fuel byproducts must peak before 2030. This article argues that China’s “green drive” is a cause for optimism and concludes by arguing that the top 2030 goal for fossil fuel byproducts is ambitious but doable.

Abstract:Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. This study offers specific insights and tailored policy proposals to support policymakers in balancing environmental goals with economic and social needs in light of the aforementioned findings.

Abstract:The increasing concentration of carbon emission (CE) in the atmosphere, which causes climate change (CC), has become a priority at the global level. The Chinese govt has enacted a series of CE reduction policies and regulations during the recent decades, which have effectively encouraged the country's green and sustainable growth. For sustainable development and subsequent policy design, it is critical to investigate the features and evolution of CE reduction programs. First, we collected China's national-level CE reduction policy texts from 2007 to 2021 as research objects. Second, using content analysis and NVivo software, a three-dimensional analytical framework of "Policy tools--Development stages--Policy implementation objects" is developed and investigated based on the theory of policy tools. Finally, the CE reduction policy language is coded line by line using empirical analysis, yielding 725 reference points. The results show that 1) The results show that: 1) in the evolution of CE reduction policy, environmental policy tools are the most used, accounting for 51.17%, and the use of supply-based and demand-based policy tools account for 32.28 and 16.55%, respectively; 2) demand-based policy tools need to be strengthened, and the structure of supply-based and environmental policy tools needs to be adjusted; 3) the govt's coordination with research institutions and the public is not sufficient The implementation of policy instruments is insufficient; 4) China's CE reduction policy is gradually developing from a macroscopic single subject policy to a diversified and specific policy with specialized content. Therefore, we recommend optimizing the policy structure in the light of social characteristics and strengthening the government's guiding role in China's CE reduction efforts. It is also recommended to increase financial instruments and enhance the binding force of laws and regulations.

Abstract:Over the past decade, China has experienced a remarkable economic transformation, characterized by rapid growth and a growing awareness of environmental sustainability. By analyzing the period from 2010 to 2021, we seek to shed light on the strategies that different regions have adopted to address the challenges of economic expansion within the context of environmental responsibility. Utilizing quantile regression analysis, this research examines the multifaceted dynamics between economic growth, resource utilization, and environmental preservation. Preliminary findings reveal a complex interplay : certain areas achieved both economic growth and sustainable resource use, whereas others faced challenges in maintaining this equilibrium. Ultimately, this study sheds light on the diverse strategies employed by Chinese regions to achieve local green economic growth while navigating the intricate landscape of natural resource development. The insights gleaned from this research contribute to a deeper understanding of the intersection between economic progress and environmental stewardship in China.

Abstract:The rapid economic growth fueled by resource-intensive industries has made China a global power, but only at high environmental costs. This study examined the complex relationship between China's mineral policies, appropriation of natural resources, green reform, and the ultimate impact on economic growth. Using data from the China Statistical Yearbook and Ministry of National Resources, running back to 1986 through 2022-all with a detailed regression analysis approach. It incorporates a Vector Error Correction Model (VECM) to examine the relationships between natural financing, GDP, and debt levels; it uses Wald test estimates to uncover accurate connections in Corporate Social Responsibility (CSR). These findings suggest that although mineral-intensive industries have reigned supreme in making China an economically powerful nation, green reforms need to be implemented to slow the degradation of our environment. What we need are changes aimed at continuing but sustainable growth. This is further evidence of the contribution of green initiatives to economic prosperity. Facing a world worried about climate change and resource scarcity, how China walks the tightrope between economic development goals and ecological sustainability is significant to China and international society. Policymakers, industries, and environmentalists can derive significant insights from this study by emphasizing the inextricable link between environmental stewardship and sustained economic growth.

Abstract:As the biggest carbon emitter in the world, China is facing tremendous pressure domestically and internationally. To promote the international efforts to tackle climate change, the Chinese government announced its 2020 carbon intensity target and is actively taking part in the international climate negotiations. In this paper, we review some of the climate burden-sharing proposals raised by Chinese scholars to shed some light on China's perspective on the post-Kyoto climate architecture. Then we summarize China's current pollution abatement policies and measures, and analyze some potential policy instruments for China to reconcile its future economic growth and carbon mitigation, as well as some practical design and enforcement issues to be considered for the near term.
Heterogeneous Environmental Regulations and Carbon Emission Efficiency in China: A Perspective of Resource Endowment

Abstract:China, as the world's largest carbon emitter, is striving for green transformation through the implementation of various environmental policies. This study employs panel data from 30 Chinese provinces between 2000 and 2022 to analyze in-depth the heterogeneous effects of three types of environmental regulations. The findings reveal a U-shaped relationship between both general public environmental regulation (GER) and mandatory environmental regulation (MER) and carbon emission efficiency (CEE). Conversely, stimulating environmental regulations (SERs) exhibit an inverted U-shaped relationship with CEE. Mechanism analysis further reveals that environmental regulations enhance CEE by promoting industrial structural upgrades and technological innovation. Notably, SERs are particularly effective in improving the CEE in resource-rich and moderately resourced provinces. However, GER exhibits a masking effect on the pathway of technological innovation, indicating potential inefficiencies in its implementation. Moreover, heterogeneity analysis demonstrates that mandatory environmental regulation has a more pronounced impact on improving the CEE in resource-rich and moderately resourced provinces, whereas this impact is relatively weaker in resource-poor provinces. This finding underscores the importance of tailoring environmental policies to the specific resource characteristics of different regions. The insights from this study offer critical guidance for policymakers in designing and implementing differentiated environmental regulation policies, particularly in advancing China’s transition toward a sustainable, green, and low-carbon future.

Abstract:A global consensus on reducing carbon emissions has been reached to combat climate change. The Chinese government has clearly stated that it is necessary to achieve carbon reduction, pollution reduction, green expansion, and economic growth. This paper aims to explore the complex transmission mechanisms between carbon emission trading policy (CET) and green economy efficiency (GEE). Based on the framework of "structure-conduct-performance" paradigm, the serial transmission mechanisms are analyzed. On this basic, time-varying Difference-in-Differences method and serial mediation effect model are used to investigate the effects by utilizing Chinese provincial data from 2007 to 2020. The results indicate that CET has a significantly positive effect on GEE, which is probably achieved through cleaner energy structure and subsequent promotion of innovation input. However, there is no significant serial mediation through high-end industrial structure and digital input. And advanced foreign investment structure and technology transfer also do not serially mediate the relationship between CET and GEE. This paper explores the serial transmission mechanisms between CET and GEE, which contributes to advancing "Porter hypothesis". Furthermore, this paper proposes relevant suggestions for improving the CET to enhance the efficiency is of great significance for policymakers.

Policy Accumulation in China: A Longitudinal Analysis of Circular Economy Initiatives

Abstract:In response to the mounting environmental problems the circular economy (CE) has become a popular policy concept to achieve sustainable production and consumption goals (SDG12). In line with this China's national government has issued and implemented a series of policies over the last fifteen years, leading to a sudden increase in the volume of CE policies. In the literature this phenomenon is referred to as ‘policy accumulation’, a concept which occurs when governments adopt increasingly more policy than they terminate. In the case of China, the question can be raised how CE policy accumulation has manifested. The present paper analyses policy on national policy spanning 2006–2021 and uses expert interviews to gain more insights in factors driving policy accumulation. Results show that after a stable period with limited growth (2006–2015) government issued increasing numbers of policy over 2016–2021. CE policy goals experienced a shift in focus from improving production efficiency via lowering of consumption patterns, to embracing whole life cycle thinking. CE policy instruments moved from predominantly economic instruments (2006–2015) to regulatory instruments along with accompanying communicative and network instruments (2016–2021), which indicates a move from a market and innovation policy approach to a more centralized model emphasizing hierarchical instruments. Several factors explain for CE policy accumulation: (i) a response to economic growth and environmental degradation; (ii) national government institutions, their interests and agendas; and (iii) policy learning. Implications pertain to future research critically analyzing CE policy accumulation in other contexts or in sub-domains regarding topics referring to SDG12.

The initial proposal emphasizes bolstering the legal framework to underpin environmental protection, advocating for rigorous standards to counteract greenwashing, ensuring transparency, and nurturing confidence in green financial products. The second recommendation centers on enhancing Environmental Impact Assessment (EIA) legislation, promoting an inclusive and participatory approach to engender collective ownership of environmentally significant projects. By amplifying public involvement, this strategy augments decision-making processes and magnifies the influence of green finance initiatives. This synthesis furnishes a comprehensive comprehension of China's trajectory in green finance, encompassing its present status, external influences, and strategic trajectory. Armed with these insights, stakeholders and policymakers can collaborate to fortify China's dedication to sustainable development, steering the nation toward an ecologically conscientious economic trajectory.
Declining Renewable Costs, Emissions Trading, and Economic Growth: China’s Power System at the Crossroads

Abstract:As China reaffirms its commitments to limit the climate change risk and improve air quality, a combination of new policy and technology opportunities is presenting itself. A national emission trading scheme (ETS) begun in 2017 and is showing great promise, creating decentralized incentives for cost effective pollution mitigation. At the same time, sustained energy sector innovation is driving the costs of renewable electric power generation below those of fossil fuel substitutes. Early economic evidence of ETS measured pollution reductions, but has not addressed important economy-wide net benefits. This paper focuses on technology and energy cost savings and is the first to account for three multiplier effects—shifting consumption patterns, job growth, and the benefits of induced productivity growth—that would result from accelerated renewable electricity deployment in China. Results from a dynamic recursive computable general equilibrium model for 2017 to 2030 show that expanding renewable deployment can interact with the ETS to slash GHG emissions, as well as energy costs, stimulating significant long-term economic growth. These results suggest that China should accelerate its clean energy transition, not only for the air-quality and climate benefits, but to fulfill the energy sector’s potential to promote innovation, employment, and economic growth.

Abstract:The paper highlights the energy dilemma in China’s modernization process. It explores the technological and policy options for the transition to a sustainable energy system in China with Tsinghua University’s Low Carbon Energy Model (LCEM). China has already taken intensive efforts to promote research, development, demonstration and commercialization of sustainable energy technologies over the past five year. The policy actions cover binding energy conservation and environmental pollution control targets, economic incentives for sustainable energy, and public R&D supports. In order to achieve the sustainable energy system transformation eventually, however, China needs to take further actions such as strengthening R&D of radically innovative sustainable energy technologies and systems such as poly-generation, enhancing the domestic manufacturing capacity of sustainable energy technologies and systems, creating stronger economic incentives for research, development, demonstration and commercialization of sustainable energy technologies, and playing a leading role in international technology collaborations.

Abstract:In the context of low-carbon economic development, controlling fossil energy consumption and promoting development in renewable energy are important paths for energy transition in various countries. Taking China as an example, this paper investigates the effect of the green finance policy coupling of fossil energy use rights trading (FET), renewable energy certificates trading (RECT), and renewable energy subsidies (RES) on the low carbon economy using a dynamic recursive computable general equilibrium (CGE) model. The main findings of this paper are as follows. (1) When using a game equity fixed-cost allocation model (Game-EFCAM) to allocate fossil energy use rights quotas among sectors, allocations differ in only a few sectors compared to the base period, and most sectors have relatively stable allocations compared to the base period. (2) The implementation of FET and RECT has a negative impact on per capita GDP. In the short term, RES can mitigate the negative impact of FET and RECT on per capita GDP, but eventually, the government needs to guide the enterprise innovation to improve the industrial structure to realize the double benefits of green finance policy. (3) The implementation of FET and RECT limits fossil energy consumption and also reduces the production possibility frontier of the secondary industries with higher levels of fossil energy consumption. The implementation of FET and RECT increases the proportions of tertiary industry and renewable energy. (4) The implementation of FET and RECT reduces carbon emissions. In other words, the implementation of FET and RECT mitigates the negative environmental externality. RES can enhance the carbon reduction efforts of FET and RECT. This research not only provides policy analysis for the development of the low carbon economy in China, but also gives a reference for other developing countries' low carbon economy transition.

Economic policy uncertainty and carbon neutrality in China: Do sustainable energy and eco‐innovation make a difference?

Abstract:Similar to many other developing and developed countries, China grapples with the challenge of balancing economic growth and environmental preservation. This study, anchored in Sustainable Development Goals (SDGs) 7, 11, 12, and 13, investigates the impact of eco‐innovation and sustainable energy on CO2 emissions (CE) in China from 1980 to 2020, using the STIRPAT model. Employing the autoregressive distributed lag (ARDL) model with bootstrap rolling window causality analysis, we uncover causal relationships between CE and its determinants, assessing them in sub‐sample periods. ARDL estimates reveal that economic policy uncertainty, economic growth, and urbanization increase CE, while eco‐innovation and sustainable energy decrease it. Time‐varying causality analysis demonstrates predictive capabilities of all independent variables at various sub‐periods. The study recommends substantial increases in subsidies and tax incentives for renewable energy, emphasizing stable ecological policies, irrespective of economic conditions, for lasting benefits.

Abstract:Policy uncertainties have always played a critical role in shaping economic outcomes, as evidenced by the recent sluggish economic growth in many countries. Green economic efficiency (GEE) is a comprehensive index to measure economic, social, and environmental development. This paper uses the slack-based measurement (SBM) directional distance function and Luenberger productivity indicator to measure the static GEE and dynamic green total factor productivity (GTFP) of China's urban agglomerations from 2003 to 2020 under constraints of resources and environment. In order to clarify the driving mechanisms of GEE and GTFP, this paper adds the factor of economic policy uncertainty (EPU). The results show that there is a positive correlation between EPU with GEE and GTFP. The possible reason is that the market mechanism plays a decisive role in improved GEE and GTFP. Therefore, policymakers should give better play to the government's macro-control role, and play the decisive role of the market mechanism in the environmental governance system to improve GEE and GTFP in a targeted manner.

Abstract:In this paper, we study the electricity price, as the most important production factor, for its external effort on societal economic development with qualitative analysis of its role in the expansion and re-allocation of overall social welfare. By analysis of the agency mode in the electricity retail market and its associated policy evolution, especially under the Chinese developmental goal of carbon neutrality, it is concluded that the mature electricity market development plays a significant role in helping shaping various societal sectors in Chinese economic ecosystem, including residential consumption, transportation, commercial shopping and many others from a socioeconomic perspective. Additionally, in the achieving process of carbon peaking and carbon neutrality by year 2030 and year 2060, the re-allocation of accumulated social welfare collected from renewable energy industry and carbon emission reduction to ordinary people should be emphasized through the carefully designed mechanism, such as generalised system of preferences (GSP) dedicated to public carbon footprint and energy consumption.

Abstract:Green finance is considered an effective way to promote economic development and environmental protection. The Chinese government has formulated the green financial reform and innovation policy to change the energy consumption structure (ECS) and achieved the goal of economic development and environmental protection. This paper considers the pilot zones for green finance reform and innovation (PZGFRI) set up in 2017 as a quasi-natural experiment, and we adopt the synthetic control method (SCM) to evaluate the possible policy effects of the PZGFRI on the ECS based on panel data from 30 provincial-level administrative regions from 2013 to 2019. The empirical results reveal that the PZGFRI setup plays a key role in influencing the ECS. The PZGFRI policy significantly optimizes the ECS in both Zhejiang Province and Guizhou Province, and the investigative result of Guizhou Province is better than that of Zhejiang Province. Meanwhile, the placebo test and robustness tests are still valid. This study contributes to a better understanding of the effectiveness of China's PZGGRI policy on the ECS and also provides a reference for the country's green finance to promote the adjustment of the ECS.

Abstract:Energy &Environment, Ahead of Print. The pursuit of a low-carbon transition is central to achieving green development worldwide, and China has embraced carbon emissions trading (CET) with the aim of achieving high-quality economic development. Despite its critical policy importance, the question of whether and how CET promotes carbon efficiency remains unclear. Using unique panel data covering prefecture-level cities in China from 2007 to 2020, this study first fills this gap by constructing the Global-EBM model and taking carbon dioxide as an undesirable output to innovatively evaluate the total factor carbon emission efficiency (TFCEE) of China's cities. Second, as an extension of the existing provincial evidence, we treat the carbon trading scheme in urban China as a quasi-natural experiment and confirm the boosting effect of CET on TFCEE in the pilot cities. Third, the mediating roles of both green technology innovation and industrial structure upgrading in the process of promoting carbon efficiency are identified, further demonstrating the channel influences. Finally, the heterogeneous impact of the CET policy is further investigated and found to be stronger in eastern and developed cities. Our findings have important policy implications for China's green transition.
